cloud it's done all right it's participants can you stop sharing your screen for just a second katie all right all right it's a little after one um i want to thank everybody for joining us as kind of our first attempt at a zoom open house meeting um what will happen today is katie koslak is the engineer on this project she will go through she has a powerpoint we'll go through kind of the high level things and then at the end of her presentation there will be an opportunity for you to ask any question you would like and we'll provide answer if we can't get an answer for you right now we'll certainly have it before very long we will post this recording up on our website so it'll be available after hours or anytime you wanted to view it and then um we'll keep track of the the uh questions and develop a list of frequently asked questions so um we'll post that as well so in case you were wondering uh what was asked today uh we'll make sure everybody's aware of that i would ask and i think i have everybody muted upon entry and that's simply done because we don't have any stray noises then that it can impact the meeting so when we get to the point for questions there is a raise your hand option um if you're if you're not showing your video um you can use a raise your hand option and then i'll recognize you and on you and and we'll take it from there so with um with no further ado katie would you like to take it over absolutely thank you greg all right i'll go ahead and share my screen here all right well first of all thank you everyone for the that's logging in today uh today is i want to say our third neighborhood meeting so i know a lot of this information will be a little repetitive for some of you um but for some who have not been able to make it's just those meetings opportunity for what the project is all about and what you can expect here during construction all right so the project location uh it's going to include woodside road between howard's point road and then to that southwest cul-de-sac there just before boulder bridge drive also woodside lane and that's going to include the reclamation of water main improvements uh kathleen court is also included that was reclaimed back in 2017 but there was some interest for water main out there so we have included them with the directional drilling of the water main existing conditions for those of you that live out here i know this is no uh no surprise it's the road's in pretty rough shape uh there's been a lot of patching over the years there's a number of potholes um and it's just you know it's reaching the end of its surface life um and you know earlier in the the design process we did have pavement cores done out there that show an adequate um class five gravel section out there along with a good section of botunas so it makes for just a perfect candidate for a reclamation project uh so with that being said uh you know all of you that live on woodside you i'm sure you saw how they did the improvements on howards point road we're looking at a very similar improvement project i will include the bituminous pavement reclamation and we're going to be matching those existing pavement lists to the greatest extent possible it does vary throughout the project corridor um i know as you get to the west towards the end of that cul-de-sac there in the south uh the road does narrow up quite a bit um a little bit wider as you get closer to howard's point road and actually woodside lane is a little bit wider as well um but our intent is to match as close as possible to existing grades uh we're also planning on matching oh there we go existing grades to maintain drainage patterns as well with these reclamation projects we try and limit our impact to the existing drainage patterns so where the water goes today it will continue to go to following the project as well and there are also going to be minor drainage improvements where feasible so if there are areas where we have some ponding water or areas that we can help you know push the water more towards the lake area we're certainly i'm going to try to do that with this also included for utility work will be the water main extension so our intent is to extend an eight-inch water main from the existing water main that is on woodside road i'm sure you're aware of where those hydrants are located just west of howard's point road and that'll continue to boulder bridge drive that'll also include woodside lane and kathleen court uh with you know any time we we have these projects where we're going to be tearing up the roadway whether it be a reclaim or a reconstruction project it always provides an opportunity to for the city to extend water where it doesn't currently exist um because it does help with that improved water quality and fire protection in comparison to the on-site wells that everyone is currently on in addition water services will be installed to the adjacent process properties for future connection uh those locations are kind of tentatively planned in the plans however prior to constructing those services we're actually going to install stakes um and let all the property owners know um you know typically we give about a week's notice for you to take a look at where those stakes are and let us know if that's that's a good spot for you for future connection or if you'd like to see some adjustments with that uh location um i also like to throw in there too you know from the city aspect and construction aspect we like to look at those locations as well so if you do see something that you'd like to have adjusted we ask that you contact us to to discuss the feasibility of moving those locations um versus just moving those states uh so we'll quickly go through this this project actually is a little bit uh delayed and that is due to an archaeological investigation so this project is subject to review under state statute 307 and 138 which is the burial sites act and historic sites act so we have we have uh partnered with blondo consulting who's a licensed article archaeologist to review the site for historical um and archaeological significance in the area so the the project is also under review by the state archaeologists the indian affairs council and the state historical preservation office so as we're going through construction any sort of excavation or digging that we do on site we will have a representative from blondo consulting just to kind of verify that we're not impacting any of the historical significance and then i just kind of want to go over a number of common concerns as we get into that construction aspect emergency and daily site access i am sure you guys are aware with howard's point road when they reclaim that road what they'll do is as they're reclaiming it they'll follow behind with a roller and they're able to actually compact that material pretty quickly after they start that reclaim process so as they're reclaiming there should be a minimal disruption as far as if you could have access to your property however i always like to emphasize that do expect delays you know once they start that reclaim process there is a little bit of a layover to go ahead and get that rolled to where you guys are able to drive on that surface in addition although the water main is anticipated to be directionally drilled in order to install the hydrants and the those will be open cut so that would be kind of your typical excavation to install those services so the contractor will make sure to keep access to emergency uh vehicles and if you need to leave the site for emergency purposes as well they'll make sure they can get you in and out of there however as they start doing some of that work um you may see door hangers or some sort of notification letting you know that you know if you do anticipate needing to leave the contractor will work with you to make sure your your car is out of your driveway by a certain time um and parked safely away from where that that excavation is going to be driveway access the intent is you will have driveway access the biggest delay and access to your driveway would be as they're doing those uh water service installations i mean i don't anticipate those taking a lot of time but we'll certainly make sure to coordinate that schedule trees turf and driveway restoration um so we are trying to save as many trees as we can out there uh so we we will adjust some of our construction operations to to accommodate trees but certainly there may be some that need to go uh to accommodate construction whether it be the services or the hydrant locations and then turf and driveway restoration once we finish our workout there we're hoping to have pretty minimal disruption to dry our two yard space uh but anything that we do disrupt and also uh in addition to some of the utility work that was done in preparation for this project by center point uh we will be having our contractor take care of some of those some of those deficiencies as well so what we do is actually a blown a blown seed out there and what's great about that is when you install that in the fall typically it comes out quite nicely in the spring with all the wet weather you get between those two seasons um and as far as drive rate restoration goes um we will be restoring drivers driveways as necessary during construction um and the the restoration we do will be in kind so if you have a concrete driveway now if we do need to disturb your highway you will receive concrete um for the patch and also with bituminous you will also receive for those of you that have something a little different um than just a straight asphalt or concrete driveway please please feel free to give me a call or let me know and we can certainly discuss the impacts at your specific driveway that may require a little special attention um if you have any special needs or events i know there was one resident that is having a wedding out there so um she's contacted me and we've made um accommodations with the contractor to make sure they're able to do that so if you have anything coming up that's planned or maybe planned uh again please feel free to give me a call so that we can try and coordinate the best we can uh to allow you to have those opportunities for those events sprinkler systems invisible fencing although we try and keep our with these reclamation projects we try and keep our construction limits pretty pretty minimal but it's you know a lot of times the invisible fencing sprinkler fences are right up to the back of the edge of the pavement there so if you do have a sprinkler system or dog fence we i also ask that you send me an email or give me a call if you can just let us know ahead of time we can certainly let the contractor know um pay a little special attention to those areas mail and garbage service should continue uninterrupted so what will i actually just met with the contractor yesterday his intent would be to continue the project without needing temporary mail uh so their intent is to leave those mailboxes where they are today and to allow access to the postal service to deliver the mail so they will coordinate that if that does change and they find that construction is just it will require uh to do those temporary mailboxes we will certainly give you ample notice as to where that temporary location will be if necessary um and when that date will start if we need to transition as far as garbage service the contractor is also required to make sure that we maintain garbage service um so what we do like to do although they should be able to get in and out for the purposes of our project you know if there's a day that particularly on wednesdays out there if there is a day where the work they're doing the garbage carrier can't actually get all the way through woodside roadside lane kaplan court um what we ask is you put your address on a piece of duct tape and put that on your uh garbage receptacle and the contractor will coordinate making sure that's available for the garbage surface so they'll make sure that's moved to an area where they can uh where they have access and then they will also put that back where it needs to be as well uh for those of you that are interested in new water service installation so with this installation property owners are not required to connect into the water system although it is available you are not forced to connect into the systems you can continue to utilize your on-site well for property owners that do elect to connect into the system currently the city of shorewood's connection fee is ten thousand dollars now that's what the fee is this year there have been studies that indicate that that fee uh likely will increase um to accommodate the cost to install these water systems so if you are interested in connecting into the system even it's in if it's in the future um feel free to contact the city and we can certainly coordinate that fee um and you know i do believe and maybe i can i'll check with greg as we end this meeting here um i do believe that if you want to maintain that ten thousand dollar fee but would like to connect in at a later time if you pay that fee this year i believe it covers if the fee uh increases in the future uh property owners responsible for disconnecting their well in accordance with state statute which basically means you have to if you are going to connect into our newly installed system you do need to disconnect your well from your home however you can continue to use that well for irrigation purposes uh and also the property owner is responsible for installing their service from the home to the curb stop so we will install those curb stops uh not you know as necessary as we discussed before and then if for that connection in the property owner is is responsible for anything beyond that uh the schedule so the council approved the plans back in april uh we opened bids in june and also awarded the construction contract in june the contractor is anticipated begins construction next week august 10th uh their first their first activities will be installing erosion control devices uh tree trimming so they won't necessarily start tree removals next week but they will be trimming the area in preparation for the larger construction vehicles that will be out there also what you'll see is because we are direction of drilling the water main uh they will plan on beginning to drill that water main as of thursday uh but they do need to fuse that pipe together ahead of time um so you will see them out there tuesday-ish wednesday ash i'm starting to make those pipe connections um and then start to actually install it via directional drill on thursday weather permitting of course and then construction is anticipated to be completed in november with that um i will open it up to any questions we're happy to answer um whether it be at your specific property or just regarding construction in general does anybody have any questions i will give a little bit more detail on the water um so if you desire water uh your best bet is to go ahead and call me or email me uh 952-960-7905 or g-l-e-r-u-d at ci.shorewood.mn.us and we can get started on that um there obviously is the ten thousand dollars the city also maintains a list of contractors uh who we know do work in the shorewood area you are free to hire anybody you would like should you choose to connect to the curb stop but we do have that list available if you wanted to get pricing when we did riviera last year we found that the homeowners got together and they did one bid and hired one contract and i think they got very favorable pricing for that so um if you choose to connect you do have to disconnect the well from inside the home the two the public system and your well system cannot be uh mingled together they have to be disconnected so there's an inspection that is done uh both at the curb stop when the contract when your contractor comes in and then the building official does a final inspection uh at the end when they put the water meter in the home i see we have a question um this is ipad 4. hi it's brent blackie can you hear me okay yes um we have cable going underneath the road from the i guess it would be the south side of the road to the north side of the road that's the connection from the the main cable into our house so will that be damaged or disrupted during this um road project and how would they know that that's there greg if you don't mind i can take this one uh so we have had a few meetings with the private utility companies out there um so we are aware of their facilities typically they're about you know that two to three feet down our reclamation improvements uh should only be going about a foot um so we should be pretty clear that and then as far as digging up those as necessary to install those water services again they are aware of those locations so the contractor does have those maps and he's also required to call the first day one call ahead of construction as well so those areas will be will be marked um and i believe it's centurylink out there they are aware that we're doing our work and we have been working with them um now see i also say that it's typically you know two to three feet in depth that's not to say that when they installed those um that direction drilling of those those services weren't didn't fluctuate a little bit um so we will have folks an on-site representative the entire time if something does get hit unfortunately it does happen sometimes there's things that are coming out of our control uh we certainly work with those utility companies to make sure that by the way ours is me ours is mediacom so uh media comes the main cable provider in the area and i can see the cord exposed just to the north side of the street so it's visible to the eye okay what's your address if you don't mind so i can add that to my list it's two weight zero to zero eight zero two zero perfect and that's with comcast i will certainly give them a call from i will give them a call following this meeting to let them know that it's for one exposed because it should be that two to three foot depth um and we'll certainly certainly coordinate that work to make sure we avoid that and i have one other question and that is around the we've got a lot of shrub decorative shrubbery and trees up on the roadside how do you tell which ones they're going to remove and you know i've seen the staking but that's not intuitive what what is the next process and how that is will somebody be out here that can uh kind of point things out at our house oh absolutely so fortunately as they do this directionally drilling work on that should have minimal impact to your property but what we can do is you know as far as the plantings go so if you have hostas or flowers or anything like that um if you are if you do have concern about those getting damaged that is not something we would replace with the project um so if you would want want to keep those i certainly would suggest maybe digging those up and setting them aside in plants or planting them elsewhere for the interim but we can certainly meet with you specifically at your property to talk about your concerns okay that would be that'd be great i don't know do you have our do you have our contact information well actually you know what i'm going to be out there tomorrow at about 9 30 meeting with another resident if you're available maybe at like that 9 45ish time um and you're gonna be home i can pop over there and maybe we can take a look at that right away that would be great that would be great um like i said i have that 9 30 meeting but but if uh are you pretty flexible that i can just kind of pop over there and knock on the door yes yes perfect perfect yeah i will stop over there and we can take a look at that tomorrow thank you so much absolutely any other questions uh katie do you want to talk about communication uh once a project or as a project commences absolutely uh so our main form of communication is actually going to be our website updates um and so what i would highly encourage everyone to do is to get on the city's website and that's also on the newsletter that was mailed out uh to sign up for for the email notifications uh actually the the city's communications liaison will be sending out periodic updates our hope is actually weekly um if we need to send them out a little more frequently to accommodate changes in construction we will do that as well but that that is the best best opportunity for you to stay well informed on the project um you know we we do send some mailings out but it just seems like by the time those hit the post office you know they're already out to get out of date and it rained and something was delayed so we do try and do a weekly update at the end of every week uh that'll talk about what was completed that week and what to expect for the next week uh one thing we always like to throw on those two as we start construction is maybe some tips and tricks um as we are navigating through construction um for folks to be aware of so i would highly recommend signing up for those email notifications and then just making sure to check the website as frequently as possible if you have concerns about schedule or just general information regarding the project well i am not seeing any additional questions uh that doesn't mean that um if you have them in the future you know or reach us the information page for this is posted on the city's website at this project page and the contact numbers are there uh generally the on-site person each day will be mapped from wsb and andy esslinger from the city of shore they'll be the street inspectors so um they will be kind of the face of the project uh from the city's perspective uh as we go forward so you can always feel free to reach out to them too for specific type questions or kind of real media questions and so if if there's nothing else i think will
