18-04 the next is authorizing expenditure for grading and storm sewer improvements holder bridge subdivision and the last is accepting quotes and award contract for echo road storm water sewer through this project um this award took over a year for them to earn and every single member in the troop participated and earned this award i really don't need to say much more because they're going bay thank you for letting our troop come to your meeting tonight we are we all just completed fifth grade at minawashka elementary this year we have been working together as a troop on our bronze award you've all heard of the boy scouts eagle scout award right did you know that girl scouts can earn the golden one which is similar to a eagle scout award [Music] my name is lucia rouhoff i am a resident of shorewood the girl scout award can be earned when a girl scout is in high school the silver award can be earned by a girl scout in middle school the girl scout bronze award can be earned by junior girl scout scout who is in fourth or fifth grade a junior girl scout wears a green vest or green sash like us our entire troop is earning the bronze award this year my name is maya nelson i'm a resident of chanhassen there are five steps to earn the bronze award step one your troop must decide on a project step two the entire troop must work together on their project step three each girl must individually log 20 hours on their project towards the group project step four the project must benefit the community in an ongoing manner step five the troop must teach the community about their project [Music] my name is sadie longevin i'm a resident of chanhassen we thought that making either wood dock houses or bat houses would be a great bronze award project either of these projects would definitely benefit our community in an ongoing manner wood ducks are beautiful and a single bat can eat over 6 000 mosquitoes every night we also thought that it would be nice to donate these wood duck houses or bat houses to the city of shorewood to put in the city parks something i learned in the making of this is that the chamber should be three to six feet inches below the entrance of the house my name is josie mann i'm a resident of shorewood our troop leader spoke with mrs marie darling sherwood's planning and zoning director about doning donating bat houses or wood duck houses to shorewood's city parks mrs darling told our troop leader that either donation would be great so we decided that we should conduct some research on both wood ducks and bats so that we could make the best decision possible we learned that the roof should be able to open up my name is laila monaghan i'm president of minnetrista we divided our research into different categories then each girl individually researched in individually topics and she was responsible for presenting her research findings to the entire tree the entire the research and the presentation process took each girl several several hours after all the presentations were finished the troop took a vote on between duck houses and bath houses the house is won by a landslide hello my name is stella beringere i am a resident of victoria after our troop voted to make bat houses we've received approval to donate five single ch chamber bat houses to the city of shorewood sherwood even offered to help us place them in good locations in the city parks our troop decided to purchase pre-cut cedar wood bat house kits to assemble we used our profits from our girl scout cookie sales to purchase all these bat house bat house kits we are very proud that this project was 100 paid for our own from our own troop money my name is abby edstrom and i'm a resident of chanhassen we purchased our bad habit kit bat house kits from a company in ohio so they were made in america we purchased two different sizes of bat houses believe it or not the smaller size of bat house can hold up to 20 bats and the larger sized bat house will hold up to a hundred bats the bats can rest in these bat houses during the day and can hunt mosquitoes all night long something i learned in this process that bat houses should be kept up in high places so predators cannot reach them my name is charlotte lavady i am a resident of shorewood the entire troupe helped build these bat houses every single girl in the troop used power tools and hammers to assemble the bat houses this was the first time that some of the troop members have ever used power tools my name is marla laninga and i'm a resident of chanhassen this whole project was very interesting and lots of fun here's just a bit of research that i learned here about the bats they don't need a lot of maintenance during the winter and other seasons and you don't need to clean out for poop the thing i wanted to talk about is why do we want to attract bags backs play an important role in our world some plants get hang perchly or entirely on bats to pollinate the flowers or spread their seeds other backs also help control pests by eating insects like mosquitoes if we again have backs the world would be taken over by mosquitoes um something i learned was that that um that we found some bat houses that were really easy to make and really cheap like not it could hold a lot of bats even though they were really small something that i learned is that using cedarwood is um one of the ones that will last the longest something that i learned is that the chamber should be three to six inches below the entrance of the house and something that i learned is that we should be able to open the top of the roof something that i learned is that certain colors help insulate the bat houses like the color black something that i wonder is that the bat houses has to have to be mounted at least 10 feet above the ground something that i learned that some of the predators are cats and snakes and they are not a harm to humans some things that make the bat houses successful is having them um in a moist place and really high [Music] another thing that i learned is that you don't need to clean out the bath houses when it's in when it's winter and other seasons and you don't need to change like or like clean the walls for like poop or something because that just falls to the floor thank you for allowing us to present this information tonight girl scout troop 18018 is honored to donate five bat houses to the city of shorewood to install in charwood city's parks to help control mosquitoes maya yay very nice that's the bronze award project by troop one eight zero one eight so thank you girls and thank you for donating the bat houses that you paid for entirely with cookie money to the city of shorewood nice job girls that's awesome thank you so much for sharing that with us that was a great project i really appreciate you guys contributing to the city and getting helping get rid of mosquitoes and other good benefits those bats contribute nice nice work thank number seven for planning is the same there is no items tonight number eight is engineering and public works letter a is authorizing expenditure for archaeology archaeological monitoring services blondo consulting llc woodside road and lane pavement reclamation project city project 19-0-4 we have a memo former director of public works who i know is not here so greg who will cover that mayor's derby i will take care of it tonight senator urban city council members uh the council authorized proceeding with this project at a previous meeting and up until this point we have complied with all the shippo and requirements related to investigating potential historical preservation sites and there is a unknown or it's in woodside road excuse me is in close proximity to what is known as the scott burial amounts these have been identified and a program for inspecting this project has been approved by the council and blondo consulting services submitted a proposal to do uh construction inspection the total we uh proposal we received for the woodside project was 141 437 and 50 cents staff was quite surprised by this amount although the the hourly particular rates being charged don't seem to be unreasonable the cumulative effect of all the charges seems very high staff has spoken with mr blondo about this he indicated these are this is an absolutely worst case scenario and expected it to be a fraction of what what this amount is staff still um be like the opportunity to consider others to do the actual inspection they would be required to follow the program that's been approved and the inspector would have to be licensed in order to be eligible there are some other firms out there who may be willing to do this we did speak with andrew bolton mink they do not have a capacity right now to do this and so we would look outside and so what we're recommending or staff is recommending to the council is a motion to authorize expenditure for construction monitoring for the woodside road and woodside lane reclamation project not to exceed 45 000. we would also come back and have a further recommendation at the september 14th meeting um on whether to continue to proceed with bond or if there are other proposals at this time i would also uh with your permission just the same thing as stated for the island project that uh proposal amount uh was 99 262 dollars and 50 cents that is a lease less invasive project than woodside is with the water main um and we will uh continue to work to have the the needed inspections there uh when they're needed uh but but not have them there when they are not needed so uh the request is again to um allow for approximately 30 days of service and we'll come back with a recommendation how to proceed on the meeting on the 14th and with that i would answer any questions yet all right thank you greg any questions counsel yeah i'm sorry i'm sorry for interruption i will point out that there are adequate funds in the cip for this service so even if it was authorized and full there are funds for it go ahead mr johnson so my question is regards to completion date of the actual road construction is that how tight is that in terms of the opening of schools well i the projects will be going on when school opens as school opens okay the contract completion date um and you're testing my memory uh i think it's act end of october first of november somewhere in there since that'd be substantial completion the wood side actually what they're going to do the the order of construction normally a company will come in and do the reclamation they'll grind up the pavement and then come in and do the water main they're actually going to directionally drill the water main and then spot digging the pavement the uh service connections to each of the properties they then will come back and reclaim the road once that's all done which will really minimize the amount of time that that road is open uh to water okay all right good question any other questions no i think the the idea of kind of piecemealing this out so as not to delay the project makes a lot of sense agreed all right there are no other questions we will approved thank you mr larrow number nine as general new business letter a is bond sale results we have a memo from our city administrator mr rood as well as our consultant shannon sweeney is here joining us go ahead mayor i would just request that you uh recognize uh mr sweeney mr sweeney welcome thank you mayor uh marion members of the council about a month ago we set about on the process to issue bonds for the purpose of funding our capital improvement plan projects for 2020 and we actually ended up adding a large storm sewer project for 2021 a total sale amount of seven and a half million dollars in general obligation street reconstruction and utility revenue bonds was our intent to issue today was the day that we accepted bids for the purchase of those bonds and we had a really relatively good feeling at the end of last week when at the close of markets some folks that collect municipal market data said we were closing at historic lows and that was evidenced today by the bids that were received we did receive seven bids for the purchase of the bonds piper sandler and company uh bidding in in syndicate with canner fitzgerald submitted the low bid at 1.2533 interest rate uh these bonds are issued over a 20-year term uh we front end loaded them a little bit because we're paying off street reconstruction costs so if you compared it to a 20-year sale it might compare a little bit more favorably because of that but ultimately we're selling bonds with a 20-year term at a historic low and so if if you were as a community we're going to issue bonds for a significant amount of street reconstruction projects today was a pretty good day to do that again we received seven bids which again is a nice mix of bidders it's about as many as we ever see and so the market had some interest in the purchase year bonds our our three lowest bids were within you know just a few basis points of each other so that meant that the market knew what your bonds were worth today in my estimation and ultimately it was a competitive sale that resulted in something that was you know something special as far as my 20 year history in selling bonds because ultimately it's probably the lowest interest rate i've seen on a 20-year term we should talk a little bit about process for doing this we did purchase a credit rating uh the credit rating was through standard and poor's and they uh provided a double a plus stable credit rating for the city uh one of the things that they indicated that held us back from being upgraded was ultimately we have a list of projects that we shared with them that were intending to complete which you know we we were open and honest about that we certainly could have failed some of our future planning but ultimately we do get some points in the process for being uh open about having capital improvement plans in place for the replacement of our infrastructure so uh we thought it was a good process i would mention that your staff did an excellent job of responding to the questions during the roughly hour-long interview they did such a fine job actually that we had no follow-up after the rating call which is pretty unusual in this process as well we didn't have to provide any additional information or look up additional questions or things like that we were essentially completed at the end of the call which again is something that was pretty unique in our process so all around i think things went very well i think we're selling at a great time and our recommendation would be to approve the resolution awarding sale to piper sandler and company that resolution was prepared by justin reppy your bond counsel from qtac rock i'm more than happy to answer questions about the information provided the rating process our bids received etc but thank you mayor zurby i'd like to add that the resolution the bond resolution was updated late this afternoon a copy was forwarded to all the council members prior to the meeting uh it will be updated on our website once we update the electronic file and then also the permanent folder will also be updated all right thank you nice work guys uh joe and greg i know you guys had a lot to do with it so appreciate all your efforts in it it's uh pretty incredible to hear that there were no follow-up questions on it because you guys were so well prepared so club lane and we let her know of the proper procedure to get that request in which includes um bringing a petition in front um planning staff um from the neighbors to get that street lamp put up um and then we would then contact excel to ensure that they would be able to put that in um and to see how much it would cost um and then at that time we would um bring that request forward um to you guys um for your review okay so it sounds like we you know we have a procedure in place and she's aware of the of how to do it and uh it's in motion is what i'm hearing so thank you for helping the resident understand the process and we look forward to that coming back to the council should she uh bring it forward all right thank you number two is the excelsior chamber of commerce request follow-up and we have a memo from or comments from our city administrator mr lord mayor's irving city council members at the last council meeting we received a request during matters from the floor from the chamber uh requesting some funding assistance for a month's worth of operations that number is approximately a thousand dollars um their request was uh the the logic behind the request was that the city contributes 7 500 for fireworks annually which we have not contributed yet this year so the request will be for 500 more than that this is uh cares funding eligible my understanding is the city of excelsior has approved funding two months worth of operations for the chamber and um if the other area cities and and i'm assuming that means tonka bay greenwood and deep haven also approve uh funding they would add i believe one more month and maybe two i'm not aware if they've made contact with any of the other cities and so staff would just like direction based on based on their requests and how you'd like us to proceed if you need more information i did uh reach out to jen weiss and i see she is at the meeting tonight um asking the number of uh chamber uh members that are shorewood businesses and if you bear with me once and i have to dig for that i had it open uh 17 businesses or 10 of their membership is made up of shorewood businesses sorry greg i was distracted there with the dog noise and i did not hear what percentage was shorewood residences short businesses four businesses 17 businesses which represents 20 uh ten percent okay so has funding really just dried up by their membership is that the main problem i mean obviously it's a pandemic and stuff but um and i'm assuming the request is to keep people employed and that kind of thing the i believe the vast majority of their revenue are from events and the covid has put a crimp on having events and i think that's the reason uh that there are issues okay i had an opportunity to to speak with jen last week we had a good conversation about uh the chamber and the changes they're going through um there's a renewed interest i'll say in working with the neighboring cities beyond outside the excelsior borders and one of the things that jen is interested in doing is pursuing a potential memo of understanding with the city of shorewood that would help outline some of the services or expectations that both the city would have of the chamber and vice versa i think that's a good move to uh have a little better clarity as to how we can work best with the chamber to serve both shorewood and the community as well so i i would be in favor of this this money at this time um along with the the expectation that we follow up with that memo understanding at least certainly a discussion of what that might be i'm intrigued by the fact that um excelsior basically pledged one amount of money and a second amount if the other cities also contributed um i might be in favor of leaning in that direction where shorewood would contribute based on the condition that other neighboring cities also contribute yeah i i think that would be fair i don't know i i feel like we're giving funding and i have no idea why you know um and or even if it's if we can do it um so this one i don't know um i'm with jennifer i think it should be um not just sherwood bailing the chamber out but it should be a community-wide approach and then i would consider it i mean and my thoughts also were solidified when i found out that 17 businesses are 10 of the chamber is shorewoods that means 90 of the chamber comes from the other cities um i i support helping but i want to make sure we're not the only ones helping and that we're the only ones on the hook um and i'm still not 100 certain without having a spreadsheet or any kind of documentation in front of me exactly where the money is going and i understand it's to keep the chamber operating but maybe um ms weiss you could just kind of elaborate on that a little bit to give me a better understanding of where the money would go yeah of course um and i believe you all received packets for me maybe a couple weeks ago with this information but so what's going on right now is 77 of our operating budget comes from events so now that we're in a situation where events can't happen um 23 of our operational expenses come from membership dues so with that you took a you know completely healthy organization covet 19 hit events weren't allowed and that basically dried it up meaning we have not been able to have an event since september of 2019 because our first event was going to be march 14th of 2020 we got shut down on the 12th so that kind of put everything into tailspin into where we are today so what the request is um we sat down with the board uh and we cut 222 thousand dollars just over than that from our operating expenses for over 17 months and we are needing a hundred and thirty thousand dollars to operate for 17 months assuming no events um given all of the legal legal experts health experts that we've discussed they're not anticipating we could have events on the scale that you know the chambers used to an average of at least 10 000 people a day come out to our events so it's something that we're trying to kind of figure out and play you know the most conservative so 130 000 for 17 months assumes no events and it's brought us down to one staff which is myself so um and then we're also out of our lease now so we have no physical location which was a huge part of our expenses as well as um we're down from four staff to one another huge part of our expenses so uh so far we had raised um as of last week we had raised i guess last monday so we had raised um enough money through private funds throughout the community donations things of that nature to get us through mid-october which was amazing because as of you know two weeks ago we had a run rate until july 31st uh city of excelsior stepped in and they said um and this is kind of the deal that greg was alluding to they said we will pledge two months worth of your run rate which is just over eight thousand dollars um and we will pledge an additional two if the other four cities in whatever combination come up with four months of uh your run rate so they're basically pledging four for the other cities to come up with four in whatever combination that looks like um we've met with deep haven and deep haven is kind of in the middle of the same process that you guys are in so we'll present again to them next week and then uh greenwood last week pledge uh four thousand dollars and they're i think reevaluating you know what additional funds they might come up with they base that on population um they you know i guess did the math and said they're about ten percent of the population so they went above it's thirty three thousand dollars that we need to raise from the four cities so they said we'll do four thousand dollars that's how they came up with that and so there there's i think contingent with how they phrased it assuming the additional money gets raised by the other three cities and were able to raise that they would chip in that four thousand dollars they did express you know once we've talked to all the cities and things kind of settled down um they may be willing to you know come to the table with a little bit more as well so we're continuing you know the efforts of the cities because we do qualify for cares act funding um and so that's kind of the approach we're taking with the cities we are continuing you know the the business uh partnerships and then the private community funding as well sorry you also qualified for the cares act i'm sorry what did you did you say you also qualified for the cares act so the case act that the state received um so that like i believe it was 74 per resident the chamber qualifies to be a recipient of those funds they're not a direct recipient they can't it's an eligible expense from a member city or city correct correct i'd say i don't remember that we weren't because we were 501 c6 we were left out of like the ppp funding and all of that and so that's been you know one of the the hurdles that we're dealing with right now what will you do if you don't get the funds that you need um i mean the very real situation is that we would we could end up closing down um and so we've been talking you know a lot of members are incredibly concerned with that they're you know in a situation where a lot of you know our retailers restaurants other businesses have had to close down for several months at a time and they're you know adding thousands of dollars trying to keep us alive because they see the value of it i mean there's been a lot of studies that look at cities that have chamber representations and cities who do not have chamber representations and that ripple effect um there's higher turnover rates there's longer vacancies for businesses um like slower business districts within directly relate to tax base which then directly relates to the housing tax base because housing prices tend to go down when there aren't nearby business districts there's just this bigger ripple effect um that i'm trying to help people understand because i think everybody knows the chamber for the events that we do which is amazing but it's more than just events um but at the same time i do want to let people know these events are all coming back um this isn't you know going by the wayside it's one of those unfortunate results of kovid right now i mean it is a direct result of that none of this would be happening without this weird situation that was happening right now [Music] thanks miss weiss for clarifying some of that um you have to understand we're completely spoiled in shorewood with one of the best finance directors on the planet we're used to spreadsheets and we're used to very detailed uh financial reports and so you said greenwood is contributing 4 000. what is it and deep haven still discussing greenwood is based contingent upon contributions of other cities please we've not met with their um their city council yet uh we will be meeting with them i want to sing in two weeks the fourth tuesday of the month so whatever that date is the 24th 25th something like that okay yep yeah and i'll resend everything to you guys but we did have like spreadsheets in there about like the breakdown of the 130 thousand dollars down to the penny of what that all included and everything like that so i can resend that to everyone and um you said the chamber is looking down the road it expanding to other cities even no okay maybe i miss maybe i heard you wrong so okay i have no other questions at this point all right i located that budget spreadsheet and i will send that out to council so greg was there an action item here i didn't see it in the packet uh no there wasn't one listed the council certainly is able to make a motion if it would like okay i don't think i'm prepared to do that tonight i want to gather a little more information i think it's up to you any other comments on that i guess i'm in favor of this idea of if all the cities are going to be in this together that we tie it to make the way excelsior has done it and so i'm in favor of that um given that we've heard that you are funded through the end of october i think that gives us a little runway to hearing and what every other city is preparing to do so i'd be in favor of bringing this back as an agenda item in two weeks or whenever our next meeting is that's fine okay that sounds like the direction to go you have your direction thank you all right thank you all right so the next item is simply staff reports we don't have public works here so i think we'll go right to engineering mr buddy he has nothing i can read lips there pretty well all right uh we don't have much others for staff i guess uh we'll go to greg uh i do not have anything else for the council tonight i'm not sure if joe and emma do i don't think so nothing joe anything from you just want to say thanks to shannon sweeney of david john associates he's walked us through this process for a couple of years and been very patient with us and it all culminated in a really great day for us today two thumbs up all right anything from planning i know emma's here but i think she's covered it all right uh anything from council to mention before our next item uh nothing to add okay then number 11 we'll move to which is a closed session this is a closed session pursuant to minnesota statute 13d-05 subdivision 3b which is attorney-client privilege this is for the purpose of discussing legal considerations relating to threatened litigation to challenge the city's right of way management so at this time i will close the session and we will come back uh only to adjourn the regular meeting so we will simply adjourn to the closed session and come back and adjourn the
