cycle hi sunberg and survey votes i also by the way sunberg voted i sometimes her audio is just a little bit low uh the next item is b which is to approve plan specifications and advertise bids for the mary lake outlet city project 19-08 and we have another memo from our engineer mr buddy all right thank you mayor uh again at the june 22nd council meeting we presented the feasibility study and hosted a public hearing that night and then authorized the prep preparation of the plans and specifications for the mary lake outlet project tonight we have we have the final plans and specifications and are looking to approve those and and move on to the bidding phase as part of this project this does require a variance from the minnehaha creek watershed district because of a slight increase to the high water level on studer pond which is located within the city of excelsior we have submitted that permit in early july and have not received any feedback as of today on any of that but we'll follow up with them to help ensure that we continue to get them whatever they need for the permit along with a permit from the minnehaha creek watershed we do have to get one from the dnr and that information is submitted as well uh we will also be seeking municipal consent from the city of six celsius to allow the water to be routed through pond all right thank you any questions from council here no i don't hear any all right how would the council like to proceed i'll make a motion i'm sorry chris did you have a question no i was just gonna move approval oh okay i'll second all right go go ahead chris i did see your hand we'll give it to you what what you make a motion to approve this item i i'll just make a motion to approve the uh mary lake outlet uh plans and specifications as the meetings here so all right we'll move on to letter a c which is the right of way agent for city projects 18-08 19-0-5-19-0-9 i rarely see an item for three project numbers at once mr buddy go ahead and tell us what's going on uh thank you mayor again um the city has these three projects upcoming over the next several years and they include the glen amley manitou street utility project the strawberry lane street and trail project and also the mary lake outlet project that we uh just approved plans on all of these projects require some amount of right away excuse me easement temporary or permanent easement acquisition uh on these projects and tonight and we have acquired a proposal from henning professional services to act as a right-of-way agent for the on behalf of the city uh you can see that we have a total of 37 parcels that we would need to engage with throughout these three projects we've break out broken out the price for each particular project here roughly 17 000 for the glen emily manitou roughly 136 000 for the strawberry lane and approximately 9 000 for the mary lake outlet and so what a right-of-way agent does uh for the city is they they co-make meetings with the property owners uh they explain the easement acquisition process to them because oftentimes that can be confusing and most people don't go through that process within their lifetime they also prepare the offer packages for the individual parcels and then they negotiate the acquisition for the easements and provide executed documents to the city on average it takes a right-of-way agent uh we're estimating for projects like this 28 to 30 hours of their effort per parcel when they go and engage with one of these properties in that amount can vary significantly depending on the complexity of the easements and the receptiveness of the property owners so with this these costs have been budgeted for and would be paid from the apple cabal cities cip and the associated projects that we listed off uh and so with that we recommend the city council accept the proposal from handing professional services to act as a right-of-way agent and with that i would rest for any questions all right thank you counsel any questions for mr buddy i know this has been discussed before and was directed by a council earlier so we're excited to get these projects moving is there a motion i'll make a motion to approve henning professional services to act as the right-of-way agent on behalf of the city for the three city projects specifically 18-08 19-05 and 19-0-9 a second all right we have a motion by labadie in a second by cycle hearing no other comments i'll call the vote lavady votes yes as well that is approved thank you mr buddy uh since number nine has uh been changed we will move on to number 10 which is that staff and council reports we have in our packet the june 2020 general fund budget report mr finance would you like to sorry we were joking about that later joe would you like to give us uh an update on that sure thank you mayor what we have tonight is the june 2020 report so we're halfway through the year already and we're looking at you know basically a 50 benchmark for our revenues and our expenditures through june 30 our revenues we're at 38.5 of budget and we do have some exciting news to report we've got some taxes in the bank so those always come at the end of june and give us an advance which this year was two million dollars in this last year i did take a look at the tax revenues that came in early july just to see how we compare with our collections and we were at 52 percent of levy collected through june 30 2019 [Music] and then we're down a little bit to 48 percent of the 2020 levy like into early july well that's not too bad you know we're considering that we do have a virus situation out there and we've got an extension in some of the due dates for payment of property taxes so 48 is better than i expected so we're happy with that and moving forward another larger area we've talked about is the buildings and permits there's licenses and permits which we have basically 99 of budget through june 30th so we're anything after this is this gravy for us i guess for the budget but it is down about 40 000 comparatively to 2019 so a bit of a dip maybe between 15 to 20 percent but still we've made budget already so the expenditures we've we've spent 52.6 percent our general fund budget so we're pretty much right online there nothing real exciting or not exciting to report there overall the general fund has had a 0.9 percent increase in expenditures through june 30 2020 as compared to the year prior with that i'll wrap it up with any questions i'll take them right now any questions on that general fund and budget report oh you did a great job explaining that thank you do you want to go on and talk about the number two item second quarter 2020 investments report yeah so we basically have the same report we do every quarter we have a policy stating that we should do this um we do have some activity going on so the rates uh in second quarter basically plummeted so as an example our short-term cds are running from 0.05 to 0.10 percent so that's not one percent at the 10th of a percent our minnesota municipal money market fund is paying right now 0.03 percent i'm not worrying too much about yield at this point we're looking at more of the liquidity aspects of the portfolio and the safety we are in compliance with our policy restrictions and uh just to give you an idea of the percentage we were at 2.35 at the end of 2019 now we're about 2.09 percent but it's probably going to dip as our investments start to mature a little bit more during the rest of the year but we're easily going to go under the two percent level a year-end there's good news when we talk about our financing coming up with the bond issuances not so good news for the investments so take what you got any questions let me know all right thank you for that report mr ricken anything else nope all right then we'll go around the desk and we will start with public works mr brown thank you mr mayor uh right now we've got we're in the midst of uh the roof replacement project for the public works so that seems to be going well uh we're certainly uh thankful for the weather we're getting the uh this week we uh while crews are in the midst of patching roadways and also doing tree maintenance uh we will be holding the pre-construction conference for woodside road this week we'll get a schedule from the contractor there and we will also be holding a pre-construction conference for the island project and again get a schedule from the contractor there that's all i have that's good news to get those projects started i'm sure you'll share that with our communications director as well so she can get that on our website and send out to any email blast that people have signed up for it's already been done perfect thank you mr buddy county minnesota where she was planning our zoning technician there and now she's our planning technician so um we're very excited a very large chair and we're we're very excited to have her on staff just got done working out but um yeah i'm happy to be here and i'm glad um to come home i'm grew up in chaska so i spent just a little bit of time up in clay county in moorhead and it was a great place to be but i'm definitely happy to be back in the southwest suburbs and um thank you for having me on board thanks for coming on board and i'm sure you'll be a great addition to our staff thank don't think he has anything either so uh council let's see uh jennifer nothing tonight all right debbie hey yeah just a quick question maybe that's undirected towards marie i was out visiting a number of the fire lanes and i'm just kind of questioning the placement of some of the stakes so i know there's um the eureka um birch bluff you know a couple of those stakes are very close to mr and mrs king's house and the fire lane was there that's a fairly new home within the last 20 years anyway there's no way you know that that fire link can be that close to their home they would have to have gotten some approval and i don't remember that ever occurring so i'm just wondering if there's maybe a range how accurate are they or are they within a range of being accurate because uh just a couple of them they just seem like they're a little off so the only reason i'm saying something is if you go out and you observe them um you know just know that i don't think that they're exact so maybe within you know a few feet of each other but there are a couple of them there's no way um i was out to all 10 of them last week and um i did notice that that one on eureka looks like it's well into or very close to the property line i could certainly review that one with the surveyors with the surveys that we have on file but for the rest of them um they looked pretty accurate okay i know they were able to find some of the original steaks and like they're you know a couple of large trees that i think have grown in so you know it may have been difficult to pinpoint it exactly but a couple of them just they just looked a little off so i just thought i would ask about it and point it out they will just to clarify they they would typically be within an inch or two of a property corner if they found it um and so it could have been a matter of uh well i don't know what the issue is but we'll look into it but typically they are very accurate surveys so and i don't know if you noticed there were some of the um some of the stakes that were marked as controls so those were not necessarily property lines it was something that they used to base the the property lines off of now the record one it was the property line that was shown pretty close to the home so um i'll double check that one with the with the surveys that we have on file okay i was kind of asked about it i was like it just didn't look right to me but thank you all right chris anything nothing other than i will be on vacation for the next meeting so i will not be in attendance thank you all right well you enjoy your
