The Board of Hennepin County Commissioners took up a proposal Thursday to authorize Microsoft volume licensing agreements and a related purchase agreement with reseller Insight Public Sector for an amount not to exceed $42 million, the largest single contract item on a lengthy June 11 agenda.

The measure, listed as Resolution 26-0194, would cover the software licenses that underpin much of the county's day-to-day technology operations, from desktop productivity software to server and cloud services used across departments including Human Services, Public Health and Hennepin County Transportation.

The board met at 1:30 p.m. Thursday under the direction of Chair Irene Fernando, District 2, with Vice-Chair Debbie Goettel, District 5, also present. The agenda included approval of minutes from the board's May 19 meeting.

At $42 million, the licensing authorization dwarfed other items before commissioners, including nearly $9 million in design and consulting contracts for county road reconstruction projects on CSAH 9, CSAH 101, CSAH 5 and CSAH 52, and a $710,000 property transfer to Bickham Court Limited Partnership.

Because the agreement is structured as a volume licensing arrangement executed through an authorized reseller, the county's purchasing framework was also in the spotlight. Commissioners separately considered Resolution 26-0222, which would adopt revisions to county purchasing rules, including a new Responsible Contractor Policy for construction contracts.

The not-to-exceed structure means the county is authorized to spend up to $42 million but is not obligated to reach that figure. Such ceilings are commonly used for multi-year enterprise software arrangements, where license counts fluctuate with staffing and program needs.

The agreement concentrates a substantial share of the county's technology spending with a single software publisher and a single reseller, a pattern that has drawn scrutiny in public-sector procurement nationally. Commissioners on Thursday's agenda also weighed the broader purchasing rule revisions that govern how the county selects and holds vendors accountable.

The licensing item was one of roughly two dozen matters before the board. Commissioners also considered increases to Ryan White HIV/AIDS Program Parts A and B funding, joint powers agreements with the Minnesota Department of Human Services for homelessness shelter and tenancy support, housing services for American Indians with substance use disorders, and an extension of the Blue Line Extension Project agreement through June 30, 2027, at no additional cost.

Resolution 26-0215 would transfer the county's Disparity Elimination departments into the Human Services Fund and rename the department Human Services, Public Health and Disparity Elimination effective Jan. 1, 2027. Resolution 26-0216 would direct the county administrator to retain a consultant to recruit and vet candidates for a reconstituted Hennepin Healthcare System board and to advise on capital planning strategy.

Commissioner Heather Edelson, District 6, offered Resolution 26-0191 to establish an Annual Heart of Hennepin Service Award, and joined Commissioner Kevin Anderson, District 7, in co-offering Resolution 26-0196 directing exploration of a Metro County Public Impact Summit with the University of Minnesota's Humphrey School of Public Affairs.

Also before the board were three claims against the county, filed by Devika Ghai, Troy K. Scheffler and Chase Sobania, and Resolution 26-0227 authorizing right of way acquisition by direct purchase or condemnation for transportation projects. Commissioners further considered Resolution 26-0234, establishing closed labor strategy meetings for 10 a.m. July 14 and 10 a.m. Aug. 18, 2026, and Resolution 26-0235, directing submission of 2026 Local Performance Measurement data to the State Auditor.
