Several corrections were requested for past meeting minutes. Specifically, adding a last name (Brunberg) for a speaker (Derek) in the September 28, 2026, special city council meeting minutes related to the preliminary budget levy. Also, Council Member Angle King noted they were incorrectly listed as present for the October 12, 2026, study session meeting, and that other absences were not recorded.

A resolution to approve an agreement with XL for the Mitaka Boulevard reconstruction was noted, specifically the minimal cost (29 cents/month) for burying cables.

Dissent: None

This public hearing addressed the proposed establishment of a Tax Increment Financing (TIF) district for the Creekine Flats redevelopment at 8800 Highway 7. The project, by Broadway Street Development, aims to replace an underutilized office building with a 28-unit income-averaged affordable housing complex, including deeply affordable units (30% AMI) and a majority of two or three-bedroom units suitable for families. The development incorporates Darcy geothermal and rooftop solar, exceeding the city's green building and inclusionary housing policies. Developers Willie Boule and Mike Hudson discussed their company's commitment to affordable housing, the strategic site location, and environmental improvements such as increased green space and flood storage.

Public Hearing on Issuance of Conduit Bonds for Creekine Flats

N/A (Public hearing only, no formal action)

Dissent: None

Moved by N/A · Seconded by N/A

This public hearing concerned the issuance of multifamily housing revenue notes and approval of a housing program for the Creekine Flats development. Interim Deputy Finance Director Gavin Schubert explained that these conduit bonds support a public purpose by allowing the city to advance its policies while enabling the private partner (Broadway Street Development) to access tax-exempt borrowing. It was emphasized that these bonds create no debt obligation for the city, with no city funds or property pledged. Formal authorization of documents is scheduled for November 16, 2026.

Public Hearing and First Reading Ordinance Vacating a Drainage and Utility Easement at 3130 Monterey Avenue South

Motion passes (All 'I')

Dissent: None

Moved by Council Member [7:03] · Seconded by Council Member [7:03]

The council considered the vacation of a portion of a drainage and utility easement at 3130 Monterey Avenue South, part of the Beltline Station development. Senior Planner Laura Chamberlain explained that the original easements, dedicated through the platting process, no longer perfectly align with the shifted location of public utilities. The property owner is dedicating new easements where needed, making a small sliver of the old easement redundant and no longer serving a public purpose. The first reading was proposed, with the second reading set for November 16, 2026.

on this first set of meeting minutes, the special city council meeting minutes of September 28, 2026, on page four, the last paragraph, it notes that Derek testified relating to the preliminary budget levy we were adopting. And I believe he should have his last name in the record, too, which is uh Brunberg, and it's f a den u r. Please add that to the minutes.

Approval of City Council Meeting Minutes

Um I don't none of it matters largely, but just for sake of accuracy, um on the study session meeting, it's October 12th lists me as present and I was not. I was also told that I wasn't the only council member who missed and it says that there were none absent.

our uh engineering department's been hard at work uh looking at tuning our uh parking to uh meet the needs of uh residents, visitors, uh people uh going to businesses and keeping our streets and uh sight lines uh safe for the uh through traffic. There's a significant number of uh you know localized parking uh changes uh you know signage, loading zones, etc. in the consider agenda today.

I'd like to note on um item 5G, I don't think anyone from the engineering department is here, but I do want to um express my thanks for their work on studying different uncontrolled uh intersections in the Sorson neighborhood and recommending adding several yield signs. Um several residents of that neighborhood reached out to me with concerns about many of those intersections.

And I'll just quickly point out on item M, um there's um it's a resolution to approve the agreement with XL for the Mitaka Boulevard reconstruction. And I know we had um residents concerned about what the cost might be to bury some of the cables and it was good to see that it's um 29 cents a month is what it's going to for the cables that they are able to bury. So, I was um happy to see that the cost was rather minimal.

Creekine Flats is an again an income average low-income housing tax credit development with 28 units proposed including 11 deeply affordable units which are at 30% of area median income affordable to uh residents who have incomes below 30% of the regional median income. In addition, there are 21 50% AMI units which are also uh affordable to residents at uh at or below 50% of the region's median income.

Public Hearing on Creekine Flats TIFF District

Our company is called Broadway Street Development... We do exclusively affordable housing and mixeduse projects... this opportunity, the building had been listed for sale for many years... we love the site itself. Obviously St. Louis Park is a great place to be and work and live... we're really proud of the site itself and the access to the creek and uh to transit and to parks and the bike trail that's there.

Public Hearing on Creekine Flats TIFF District

Yeah, all of our projects here in Minnesota have an income averaging component and we see it as great on the lower end of the spectrum too because that's hard to find housing, but also that 80% AMI range where you're just in the middle, can't quite afford the market rate, um that's also super hard to come by. So, you know, we can just serve more people out there.

all the parking is out of the 100red-year flood. The building is out of a 500year flood zone. So it's uh most of that southern portion will be reserved for additional flood storage um for the wetland that requested that specifically.

the conduit bonds themselves are a um public purpose supporting private activity bond. Um what it does is it allows the city to advance its specific policies. Um but it also allows any private partner that the city joins in with to access the taxexempt borrowing.

And it's important to note that no city funds or general revenues will be uh ongoing in support of these bonds. So, uh, in that sense, the, um, no city property or or, uh, dollars are pledged to these bonds. Um, they create no debt obligation for the city.

the location of the public utilities actually shifted slightly uh to accommodate various reasons. Um the the shift uh has also resulted in um the owner of the property dedicating or in the process of dedicating additional easements. That's what is highlighted in green on the illustration before you. Um and a very small sliver of the um currently dedicated easements no longer needed.
