PLYMOUTH, MN – A significant step forward was taken for a proposed Spanish-immersion childcare center last Wednesday when the Plymouth Planning Commission unanimously recommended approval for the project's multifaceted land use requests. The decision, made during its June 3, 2026, meeting, clears the path for the innovative facility at the southwest corner of Old Rockford Road and Peony Lane, a site previously noted for its developmental complexities.

The project sought several key approvals: rezoning the property from Commercial (C) to Business (B), approval of a site plan for the childcare center, a conditional use permit to operate the facility, and a variance addressing specific site requirements. Senior Planner Sean Drill presented the staff report for the proposed development, outlining the project’s compliance with city standards despite the site's unique characteristics.

The property at Old Rockford Road and Peony Lane has long been recognized as a difficult commercial corner for development. Historical issues included improper grading, leaving portions of the site with significant elevation discrepancies, specifically a large mound in one spot and a corresponding hole in another, impacting its readiness for construction.

Jeff Schuler, an architect representing the project ownership, shed light on some of the site's previous challenges during his presentation to the commission. He described the condition of the land, stating, "it wasn’t properly graded. They left a large mound in one spot and a hole in one spot." This historical context underscored the efforts involved in preparing the site for a viable development.

The staff's analysis concluded that the proposed rezoning, site plan, conditional use permit, and variance met the necessary criteria for approval, paving the way for the commission's favorable recommendation. This aligns with the meticulous review process applied to all development proposals seeking conditional use permits within the city.

While Associate Planner Sophie Kucera's comment was made in reference to a separate agenda item regarding an oversized detached garage on Vagabond Lane North, it reflects the consistent standard applied by city planning staff across all applications where projects are found to align with established guidelines and ordinances. The childcare center project, having navigated these requirements, received a unanimous vote of recommendation from the Planning Commission.

The commission's unanimous approval means the project will now advance to the Plymouth City Council for final consideration. The City Council is expected to hold a public hearing and make a final decision on the childcare center project during its June 23, 2026, meeting. If approved, the new facility is poised to bring a valuable educational resource and childcare option to the Plymouth community.
