The council summarized the outcome of a prior special meeting, confirming that City Administrator Mr. Peter's performance was deemed inadequate, leading to his unanimous termination by the council, effective immediately.
City Administrator Hiring Process and Offer to CJ Hall
Moved by Anderson [9:27 PM] · Seconded by Ecklund [9:27 PM]
The council explored options for filling the vacant city administrator position, specifically considering directly re-hiring former administrator CJ Hall. Discussion covered his proposed salary of $160,000 (with waiver of healthcare benefits), comparison to salaries in neighboring cities (Excelsior, Shorewood), and concerns regarding his commute and long-term commitment. Legal counsel clarified the necessary motion to formalize the offer.

the evaluation found that his performance was inadequate and not meeting council expectations, and provided grounds for termination cause.
I was going to propose that prior to posting for the position, we reach out to him with a contract, and if he accepts, we won't be required to post.
Commensurate with the salaries of both Excelsior and Shorewood, I would like to offer him 160,000 in pay. And he is waiving his healthcare benefits, so we do not have to pay for his healthcare.
While both of those cities are larger than Tonka Bay, they also come equipped with significantly larger staffs as well, so there's a lot more support services for them... And here, the city administrator is a jack of all trades. They do heavy lifting. They do it all. And that's why I think it justifies...
Will we have a future problem again with him living up north? He does commute every week... I have to voice my concern about how long we go through these people.
So the motion would be to offer the position of city administrator to CJ Hall, pursuant to the terms outlined this evening, and authorize execution of an employment agreement between the City of Tamp Bay and CJ with those terms.
