In attendance with us this evening, we have Council Member Anderson, Ross, Beckland. In addition, Mayor, in addition to our city administrator, our city engineer, and our legal counsel. I guess the only thing that I would add on this, my request would be that going forward, if we could get monthly financials so that we can see the actual versus budget on a monthly basis as we pull up the books and make that part of the packet going forward. No one here is with us this evening, which takes us to item number six, of which we have none. That takes us to item number seven, which is special business. And tonight, that consists of, I think we talked about conservation district spearfishing. Ooh. So, I guess we have the... I'll let you take it. Basically, the American is the LMCD is proposing next year to expand bow fishing. Or has it already passed? No. Anyway, what it would do is that it's going to expand the area because last year I think there were four designated areas with which you could bow fish for carp which are invasive and impact the habitat of the lake. So the removal, I think, is considered a positive thing ecologically. This would allow bow fishing one half-hour after sunset until 1:00 PM across the entire lake. The season will extend from April 25th to June 30th. Folks would need to be permitted. It's all printed out here, but, like I said, it's the entire lake now. It does build in provisions so that we have to say 150 feet away from occupied structures, 350 feet away from campsites. The fish are not returned to the lake, and they cannot be thrown on the shoreline, unless being used by a resident with regards to fertilization of their lawn. I think there's one caveat in here, but any LED lights would need to be downward facing to limit any disruption for residents who are on the lake, and there are noise levels that the county seems to signify as well. So it's quiet, that they need to remain quiet while they're doing it. But, I'm assuming the LMCD is looking for input from the cities on this. And I have no reservations. I'm assuming that any decisions that we make this evening, we can just pass along to Ken Bertrand, who's our representative. I have a question. Are they subject to the city monitoring the regular fishermen are subject to the law, et cetera, like pike? To my knowledge, no. It's a free-for-all. I think we've got thousands of carp. I seem to remember, don't quote me on the number on this, but when they first introduced this program, just in the three days that they were extracting the carp, they pulled out thousands of pounds of carp. Oh, wow. Carp. They're fine, I guess. What are they supposed to do with those? They put them in the trash. Yeah. And they go to the burner. Some farmers do use them as fertilizer too. Yeah, but is that what they're supposed to do? Because it's not spelled out. Bring some, put them in your own trash. Is that what you're supposed to do? So it says fish game disposed of in any public access point. Containers marked for fish- Oh ... disposal only. Buckets may not be used for disposal during the bow fishing special event. It sounds like you can take out as many as you want, but it's on you to then- Get rid of them ... get rid of them. Disposal. Yeah, you can't just roam around because that would be an issue in and of itself. Mm-hmm. Which I think- Of course. I believe if you catch one normal fishing, you're not allowed to put it back. You have to kill it. You can't put it back in the lake. No. And the other thing about this too is it is kind of a test. We can do it for a year, see how it goes. If it creates any issues, always change it. I have no concerns. Zero. You guys? No? Candi? I guess, why don't we just reach out to Ken and just let him know that- We support it ... the council does not have any reservations with the proposed special event permit. Okay. Well, there's no one here. So what I'm going to do rather than read through all the numbers, because we don't have anything else on the agenda tonight, is just skip directly to reports. So Max. So, kind of exciting. We received the permit for the Vanity Park Playground project. So we have a meeting set with all of the interested parties between the installer, the permit application, City of Huntley Bank, looking at setting some dates and getting ready to get that project completed. Hoping to have it done by late or, excuse me, mid-October at the latest. But we'll find out tomorrow, have more of the firm dates, but pretty exciting because that permit process took significantly longer than we were thinking it would. Is that for the playground? Yes. Yep. Yep. And then we're working on utility line heights. Working with Bridget to look at the franchise agreement and how we hold those utility companies accountable to the power line heights and utility line height. So working on that. And then the last thing is that we're applying for a DNR Forestry Grant to help us next year with some of the tree management between the inventory EAB plan, and then even money to be cutting down trees. So working on that to get that completed and then move forward. I have a request. At our next meeting, if we can, I'd like to get a report on our computer and water facility security from how it's managed, who manages it from a company standpoint, and what it costs us each year. We'll get right on that. Okay. Anything else? Oh, Patrick, John. Just a couple of things, Mr. Mayor. We've got quotes are out for the parking lot. We've gotten one quote back and waiting for the second. I expect to come to the next meeting with two quotes and a recommendation. The other is we've got the second open house tomorrow night from 6:00 to 8:00 for the street utility improvement project. I would expect that we'll be presenting the feasibility report to council the first meeting in October. That's great. Is the parking lot this parking lot? Yep. Okay. Not in front. No, it is our- Yeah ... parking lot. Yep. And then what- The parking at the end at Manatee Park, the rationale for doing it, do you understand? That's part of the Parks and Recs Commission, part of their capital planning. So that can go in whenever they and you decide. Okay. But again, you'll need to get permits from the state archaeologist and monitor. That's their responsibility. Yeah. That's not under- Well, I would say the one, 220, it's not that we are baking it into our bonding initiative. I'm sorry. I thought it was discussed. Oh, okay. I'm sorry. I didn't know that. Yeah. That's my understanding as well, that pricing was- If anything, let's just make sure that it's on the radar, because I think this is one of those things, because the money to pay for it is essentially going to come out of general funds, which is driven by this body. But I also don't want to muck up anything that they're... Because then timing, like the whole reason we held off on putting that in was because of all the construction that was going to be going on for other things. Sure. So. So I might suggest that you would get better pricing on it if it was in the same bid as the street utility project. Sure. And so if council would like us to add that to the project, we certainly could. Yeah. Let's dovetail, because there were, I think there were four different things that were included. Okay. One note on the parking lot, we're not going to stripe it this fall. And, with the cleanup coming, that's a little dangerous, isn't it? Why is it there? I don't know. Well, MW Place Gates requested that they basically use that as their storage from now until they- Storage? On the parking lot? Oh. Well, that's just odd. I just am concerned because I heard that people were taking stuff out of there that they thought they needed. And with the cleanup coming, what's going to happen? Make that part of the meeting tomorrow with the rest of security. I mean, ultimately, I don't believe we've accepted delivery of the product. They asked to store it there, so if there's anything that's missing, that's on them. Hmm. Okay. Well, that's all I wanted to bring up, because it's very puzzling. Seemed like a long time ago. And you are having conversations with Todd and stuff about maybe cones and cordoning the area off too? Yeah, we put cones there- Okay, got you. Okay ... last week. Let's all please take a round in. Anything else? Okay. No report. The only thing that I have, I just wanted to keep everybody in the loop on this. So we had identified, or I communicated a number of weeks ago that we had received, probably about a year ago... Well, let me back up. So Greenwood does not have a city administrator, or they appointed their mayor as the city administrator. And, over time, the mayor has also been sitting on the operating committee with staff. There were some concerns about that, and the police board agreed to get an independent third-party legal review of the governance involved there. We have an elected official sitting on a staff level committee, and what sort of potential issues that represents. And from that opinion, legal counsel rendered that it does not make sense for an elected official to also be part of the JPA on that particular body. We communicated that. Greenwood does not agree with that solution or that opinion, as I should say. And, we looked into, or I guess Shorewood city administrator has reached out to a few Minnesota cities to have them come in at no cost to provide mediation guidance. It's unclear as to whether or not Greenwood wants to pursue that or not. But at the last Greenwood City Council meeting, they began discussions about taking formal measures to remove themselves from the JPA and then contract with the city of Woodlin. And they currently represent about 8% of the overall revenue for the SLMPD. So more to come. Now we don't know what Greenwood's city council, what decision they're going to come up with. They tabled the matter for further discussion later on. In the event that they do elect to do that, per the JPA, they have to do it by October 1st of each calendar year. So I don't think that we discuss again until late September. Who would they contract with? Well, because right now, the SLMPD is made up of Excelsior, Greenwood, Tucker Bay, and Shorewood. The fire side, the same cities, but it also includes Depavement, but Depavement has its own police department. Depavement right now contracts with the city of Woodlin as well. So I think while Greenwood... The structure is different, so that they wouldn't be part of the governing body. They wouldn't be left joint powers agreement. They would essentially just, they would pay a fee to the City of Depavement, and Depavement would then provide policing services to Greenwood. Does that include the fire district as well? Not to my... Like with regards to the operating committee or- Yeah, like if they were to leave the JPA for the police and contract for police- No ... would they also be contracting fire?
