I think that we need to increase revenue. I know that the MUN is both a liquor store and a restaurant... I think that it's a under utilized asset. I think that we can be doing a lot better.

The long-term answer isn't simply adjusting the levy each year. It's aggressively diversifying our revenue. Weisetta's population more than doubles every single day with workers and guests enjoying our restaurants and the panway. modern tools like appbased parking paired with fee uh free passes for residents, structured feebased permits for non-resident commuters using prime municipal spaces for extended periods, and a dedicated food and beverage sales tax tied strictly to find capital projects can capture that outside activity.

We need to be diligent and thoughtful about how, uh, the taxpayers money is spent in town and hold the line on property tax increases as much as possible. Not sure if people realize, but the city's portion of your property tax is about 20%.

90% of diners in Weisetta are not Weisetta residents. Our visitors use our streets, your streets, your parking facilities, and your sidewalks. I think it is perfectly acceptable to implement a tool to generate revenue to pay for these items to help pay.

I am in favor of exploring it... but it does place demands on our resources mainly our public safety... but again want to understand what uh how the how the uh food or the the restaurants and uh and hotel in town feel about that uh because I don't want unintended consequences to come from that.

Afforded beverage tax sounds like a nice idea, doesn't it? Except for the fact that we're going to have to be paying for it, you and me... the food and beverage, I got to be honest, that's a non-starter for me.

I think we need to take a balanced approach to development um following our zoning guidelines, codes, and design standards... I also think we need to maybe change the course of how we're doing this a little bit and look at development proactively versus reactively.

I'm very concerned about development in our charming neighborhoods and that's where I would like to focus... We should alter them to include things like recessed garages, side loading garages or rear loading garages or bringing or encouraging or requiring porches to enhance our streetscapes and help them remain human scale.

Frankly, when it comes to development, I think that that's one contributing factor to the traffic situation as it is... I think that any kind of long-term development plan has to incorporate, you know, the entire city and not just the uh property site itself.

So, with development, we have a high growth rate and we need a thoughtful vision that supports the values of the community. Uh we're right getting into looking into updating our 2050 comp plan, which I think will be a useful tool.

I think the biggest challenge for starting a business in Weisetta is the price per square foot to rent... keeping the barriers low when it comes to the city. Looking at reinvesting and um some sort of endowment maybe and that might not be the right word for uh to give back to the businesses, improve collaboration, have more community focused events.

Today in Weisetta, the greatest challenge for our downtown business owners are skyrocketing commercial rents, heavy property taxes, and seasonal parking pressures, and maintaining consistent foot traffic year round. The city council must be an active collab collaborative partner to ensure storefronts stay occupied.

Unless you have like a million dollars in capital upfront, you you are not going to be able to rent a place here, period. Full stop... if the city could work out some kind of loan guarantee program, we could get someone to open up like a mini mart convenience store type place along the uh uh street that goes up to the uh beach.

The first thing we can do is uh hold the line on property taxes as much as possible. About 12 to$15 a square foot for commercial property alone is is paid in property taxes, which is a huge number... I also think that the city can uh make sure we provide an environment that makes it easy for people to come down and support these businesses. So, we need a lot of parking. We need smooth traffic movement and welcoming, approachable atmosphere.

First question always has to be how will this change impact both the property and the properties surrounding it. If someone wants to like uh build a garden shed, that's not going to really impact anyone besides the property owner, but if someone wants to uh build a detached apartment to rent out as an Airbnb, that's a different that's a different ballgame altogether.

I'm uh I'm all in favor of getting input uh from residents and businesses on how we can uh improve the city. So if somebody has an idea for a change of the code, uh I'd say that's great. Let's get uh let's get together and meet. Let's get uh enough of the stakeholders uh in the room together and listen and have a have an open conversation about it.

I have a blanket rule that I don't meet with developers... if a resident though comes to me and requests a change in the code, I would of course listen, hear their reasonings and ask city staff if how we got to where we are and if we've ever been in this position before.

Having been on the planning commission for four years, this is what we deal with primarily. And every proposal that may have a variance or a ordinance change request has a very strict uh process that we go through. We have to ask s uh several questions. Is it in align with our comprehensive plan and the city's vision? Does the developer face undue burdens as a result of those variances that make it nearly impossible for them to do what they're wanting to do? There's always a public hearing and we seek public input and all of that is taken into consideration.

An allout prohibition on short-term rent rentals is unsustainable. It is it violates personal property rights and many courts above have upheld that owners have the right to rent their property. I would take an approach that has three pillars. First it would be licensing. Licensing leaves the city in control. It also generates revenue for the city because the license would have a fee.

I'm not going to lie, banning Airbnb and VBRO and other short-term rentals, it sounds like a nice idea, except for the fact that people aren't going to do it anyway... I think that it should be regulated. I think that it should be licensed. I think the rental should be inspected for both fire and safety code uh violations. And instead of a food and beverage tax, I think that we should apply a short-term rental tax, possibly even as much as 10 or 15%.

I'm not in favor of an all-out ban around town... I think we could have a balanced approach to allowing these properties in town, but we need to put a limit on them and um and also put teeth into the enforcement of violations uh by the city controlling licensing... I don't think we should punish owners and visitors who are responsible and follow the rules though.

This issue is somewhere where it landed differently from where I began and that became um apparent and I that was me listening to the residents. The residents want to maintain their neighborhood character and that's done by actually having neighbors... I hope the Supreme Court will hear our case and uphold our ban.

I think we just need more resources... I am comfortable with how we are using flock cameras in town. the limited access that our police department has and they the data is only saved for 30 days and then it disappears and nobody has access to it.

I support and always vote to fund the PD. Uh, in terms of flock camera, I'm I'm a skeptic, but it's one that I haven't heard very much directly from the community, and that's what's most important. So, especially with concerns about privacy and safety. So, I in that meeting suggested public engagement. Uh what I can tell you is our PD is using it with integrity.

I remain opposed to flock cameras uh for any use. These systems raise significant long-term privacy concern risks or concerns risks of data sharing and mission creep than can affect everyday citizens who have done nothing wrong.

Regarding the uh question of flock cameras, I'm very strongly against them. I say cancel the contract, get them scrapped out, get rid of them just because the company Flock, I just can't see us trusting them for anything... And regarding regarding um public safety, I think that my main one is uh road safety, which is exhibition drivers, noise violations, and just bad traffic in general. I like I'd like to see us hire two more uh CSOS to work just traffic enforcement.

My top priority this term is going to be uh to diversify those revenue sources and protect your neighborhood. I truly believe that we have become so popular and that burden of maintaining our infrastructure because of the popularity should not fall on new wise residents or residents that have lived here for generations.

Number one has to be roads. Just because between the construction traffic, the exhibition driving, and just the fact that cars in Weisetta are different than cars in Plymouth... just increasing revenue uh by the city in order to offset any potential uh property tax increases, period.

The one consistent theme that I hear when I talk to people around town are property taxes and keeping keeping those down as much as possible... I love that Weisetta is such an attractive regional destination but the increased visitors uh place increased demands on the city's resources. So we should look at alternative sources.

Long-term my focus is on the shared stretch of high Weisetta Boulevard that we share with 101... My vision long-term, since they're going to redo it in 2030, is to reclaim that corridor for our residents. We must advocate to take the traffic of 101 off of Weisetta Boulevard and divert it onto Highway 12, and I'll fight to do that.

Right now, affordable housing is probably the biggest need... providing grants for uh repairs uh for in infrastructure repairs so they don't have to pass those expenses on to their residents. I believe we could also change our codes to uh create um soft density in our neighborhoods by adding small uh triplexes.

Uh yeah, we need a balance uh of our housing in in town and it's become harder and harder to uh to maintain that. Uh affordable housing, it depends on how you define it. Are you defining it as the 60% of the AMI uh or 80% of AMI? Um or are you looking at like kind of more workforce housing uh where uh teachers and firefighters can live? I I think we need a a blend of both.

My biggest worry is that one day the owner of my building is gonna is going to sell to a developer who's going to tear the whole thing down and put up, you know, more luxury condos... I think that not only should future developments allocate some space for affordable housing, but also, you know, some kind of ordinance or policy where if your building gets sold to a developer, you don't lose your apartment.

A couple of things that I've done uh in the past to support this is uh voted in favor of allowing accessory dwelling units in uh in Weissetta, which is a a smaller piece uh a place where other people can live on your property. Um I believe like everyone up here that we need to protect our Noah which is our naturally affording naturally occurring affordable housing and I have voted in such ways.

Well, we luckily are not vulnerable to the same sort of attack that happened recently I believe in Plymouth. Um our our system is a little out ofd so not accessible by the um so uh keeping our our our data on a closed loop is super important. And we've also been looking at doing some shared services with the other local communities, smaller communities where we can all pay and help pay for the expense of cyber security because it is clearly above my pay grade.

I was uh I was also pleased to have a conversation with our director of public works and find out that we are on a uh antiquated closed loop system uh that was not susceptible to uh uh intrusion uh like they had in Plymouth. uh doesn't mean I support being on that system uh forever, but I think you know it's just part of the investment that you need to make uh when you're if you if you if we do upgrade our systems and make them more digital or in the cloud uh that we we do it right and we bring in the right people uh to to set it up right and we pay for top-notch security.

I'm going to be a contrarian and say that uh the fact that our data system is a closed loop system because it's so antiquated. I'm not happy about that. That sounds like a massive potential problem... So, if it were me, I would find the biggest, meanest, nastiest cyber security company that's out there and hire them to test our systems. period from uh top to down.

I I spend a lot of time with people. I have different opinions from and I find that the best uh way to approach that is to first listen to understand. I always seek to understand another individual and respect their voice and opinions. Good dialogue is always the recipe for good outcomes.

The only thing that can that can solve those problems are communicating and um yeah, it's all about just taking the time to listen to what the other person's saying.

I have a lot of relationships built and it's built on shared values and that's what I love so much about local government is we all have this common throughine of a love for this community and nothing share builds trust like shared values. I think it starts with listening... I also never shy away from a difficult conversation.

I am like collaboration and um civil disagreements are something I actually value... I always approach it with respect. I listen. I I approach it with the viewpoint that the other person is coming at it from a good place and there's somewhere in the middle is a resolution.
