I'd like to call the meeting to order. Welcome to the November 18, 2025 city council meeting. I hereby call the meeting to order. Members of the public may attend this city council meeting in person or may watch it, listen remotely or by viewing the meeting on channel 8, WCTV and the city's website at weisetta.org. Public comments during the public forum and public hearing portions of the meeting may be provided in person at the meeting in advance or by logging into teams and raising your hand during the public hearing. When your name is called the meeting, you will be seen and heard in our council chambers and on the cable channel and online. You will be asked to unmute, turn your camera on, and begin your comments. All public comments must include your uh full name. Uh the next item on uh the agenda is the pledge of allegiance. Next is uh roll call. Uh let the record reflect that all are present this evening. Earlier tonight in workshop uh we uh as the council and staff discussed the following items. Uh had an update from MGT on our city manager recruitment. We discussed our 2026 legislative priorities. We discussed the concept of joining the greater Lake Minnitonka area legislative coalition. We discussed and provided guidance on our general fund budget and property tax levy and then we uh as we always do look at future council topics. Um next on our agenda is to approve the agenda. And on that this evening are approval of city council workshop meeting and regular meeting minutes of November 5th, 2025, approval of the check register, approval of municipal licenses, receipt of the police activity report, receipt of the building activity report, approval of data storage server sharing and governance amended agreement between the Weisetta Police Department and other Lake Minnetonka area consortium police agencies. Uh, I would accept a motion for the consent agenda as presented or do we need any items amended or uh removed or not removed uh items amended or pulled? >> I don't want to pull anything, but I have a question. >> Go ahead. on um item number D or letter D, the uh police activity report. And it was I was just struck by uh reading through that the number of incidents of students and uh police incidents at Weisetta West. >> There were seven of them in the month of October that involved like that are on the police report and two others that were non- studentent related. But I'm just curious if that's a common number or if that's an unusual uh amount of incidents at the junior high. >> Uh Mayor and Council Member Cook, that's a good question. I haven't had the chance to connect with our police chief to know if that's abnormal or if there was maybe a particular incident that caused a lot of, you know, these separate seven cases in in October. So, we move on to item 10, city manager report and discussion items. Um, before you do that, I guess, um, I had a couple questions and and, um, and then others might have questions. Um, can you give us an update on the step downs, you know, that were removed and they've got that orange tape on it? And then my second question is, um, about the [clears throat] ClapRitch change order. You know, we had directed council to go back and try to push back on the omission that, you know, had a pretty big change order. So, could you just give us a brief update on those two? >> You got it. Um, so on the step downs, I connected with um, public works director Kelly on this earlier today. So, the step downs were removed and there's been this kind of temporary railing in place. The temporary railing on the overlook section now has been installed. Um, and on the main lakewalk, that railing has been installed, but we're just waiting on the cable rails and top cap to be installed, which the parks department is planning to do tomorrow. Okay, cool. >> So, that should be taken care of all tomorrow. >> All right. And then the Clapbridgeidge change order. >> Yep. So, um, the landscaping now has been completely installed. So, those trees are now planted. Um, we have put in the order to change the slide design and we're waiting to hear back from the manufacturer if that can be rush delivered yet this year or if that won't get delivered until the spring. So, the orders in and we're just waiting to hear back on the timing. >> And do we think that we'll have the warming house open for the skating season? Are we still on track for that? >> Um, I believe so. Yes. And we're planning to put a whole update on kind of Clappage Park in our next >> Okay. And then the last item related to that was there was a change order for fire suppression and I believe uh the council general counsel outside council was involved in that where we were going to press the contractor and the architect on that. Where did we land on that whether it be you Aurora or David? >> Um yeah I'm happy to chime in with I know um and David can add anything else on top of it. So we've been working um with their legal and I think are just waiting to hear back from their insurance on whether or not they would take the claim. Is that fair, Attorney Schelzel? >> Uh, that's correct. Uh, um, um, interim city manager Joerger. Um, and Mayor, we did uh finally reach today the attorney for uh the architect's insurer. So, we hope to have a conversation with that person pretty soon, find out what their position is. We essentially tendered our claim to the architect who then tendered it to their insurance. >> Okay, great. That's all I've got. Any other questions of city manager before her formal report? >> Go ahead, interim manager Jerger. >> Okay. Um, just a couple of updates. Um, so this Thursday, um, the 20th, there will be another Braver Angels workshop event in in the community room. Starts at 6:30. Um, that workshop is called Skills for Disagreeing Better. Um, so it's working on ways that you we can learn to disagree better despite political divisions um, and find common ground. Um, so the link that you can register on, you can find it on Braver Angels's website. It's on the city's Facebook page. It's a lot of places. I think from what I'm hearing, there's a lot of people who have already >> Yeah, there's 45 pre-registrants. >> So, we've got a lot of people, um, interested. Again, it'll be this Thursday at 6:30, um, in the community room. Um, also a reminder, um, on Friday is light up the lake. So, this is one week earlier than it traditionally is. So, I want to keep reminding people it's one week earlier. period is this Friday um down on Lake Street from 4:30 to 6:30. It's kind of all all the traditional things you're used to, refreshments, horserawn carriage rides, reindeer music, um our very own mayor and the finder of our medallion will be um leading us in a town lighting ceremony. Um and our parade of lights all downtown. So, the calendar on our website has all kind of the the timeline of all those details, but again, that's this Friday, starting on Lake Street at about 4:30 p.m. Um, and the next thing I want to plug is that the Energy and Environment Committee is looking for nominations um for their sustainability champion award. So, if you know a local business who's shown some progress in sustainability, um go on our website, nominate them, um and and just spread the awareness because we want to highlight some of the great work that our businesses are doing. And then other than that, next week is already Thanksgiving, so city offices will be closed Thursday and Friday. That's all I've got. >> Okay. I just have one uh last item that I just wanted to update the public. You know, we are now active on our uh full-time city manager search. we read with our outside adviserss MGT today. Uh we reviewed a schedule that hopefully has placement of that new either internal or external candidate in and around February and the job will be posted here next week. Um which would formally kicks off the process. So uh I know people, you know, at least I get emails about it and people ask about it. So that's just a quick summary and update of where we're at.
