Earlier this evening, the council participated in a workshop and discussed the following. We had a pre-local board workshop with the Henipin County assessors in preparation for the uh uh local board meeting in April. Um next on the agenda is to approve the agenda. Um, I wanted to note that on the agenda, we had received a request from the only new business item from the applicant's attorney, which is referenced on page 125 of the agenda packet to table item 9A, which would have been considering adoption of resolution 14206 denying the subdivision by preliminary plat 190 Gleason Lake Road and 121 Glee Haven Road to the April 21st, 2026 meeting. So with that adjustment, um I would need to have a motion to approve the agenda as amended or do we anyone like to make any additional changes to the agenda other [clears throat] than the one that I've noted? >> I would make a motion to approve that as noted. >> Okay, thank you. One is an update from the Wisetta Alliance Club on charitable gambling and contributions and also from the American Legion Post18 on charitable gambling and contributions to the community. So we'll invite up uh the Wise Alliance first for their report if you would. >> Welcome Tim. >> Thank you. >> I hope you'll indulge me. Well, first of all, my name is Tim Anderson. I'm live at 316 Ridge View Drive in Weisetta here. Been uh living there for about 45 years. Um I'm I was going to talk just a little bit about some of our volunteering that we do and Nancy's going to get more into numbers as far as our pull tab operation if that's okay. >> Sure. Um, thank you for inviting us to update you on the progress and activities of the Lions Club of Weisetta. Um, some of the things that we have were involved with this past year was um, Salvation Army bell ringing up at Luns. Um, we've been doing that for probably 15 or 20 years. um do it on about five different Tuesdays and we raised about $5,600 for the Salvation Army. We were involved with Light Up the Lake um with letters to Santa which is a lot of fun. So what we do is we have a table and the kids come up and they write letters to Santa. We collect them and then we I think we had collected 155 this year and then um a couple of us in our club write to the kids. um that they're on the nice list. So, it's it's a lot of fun and it's just been a good uh tradition for us to help out with that. Kind of more regional as we're involved with Special Olympics, which is in Still Water in the summertime. Um just help with um kind of getting things in order for some of the uh athletes and um help out with maybe getting their eyes tested, that type of thing. Um, also we're involved with the tour to care and the tour to tanka which is a fundraiser for diabetes and feed my starving children. We in fact we have one of those coming up in April. So a lot of people from the lines are going to be involved with feed my starving children. So you know we pack the I'm sure you know how that works. You pack the food and it gets sent overseas to a third world country. Um we of course have been collecting eyeglasses. Um last year alone we collected 4,000 239 pair of glasses. We have about I don't know 24 different collection sites not just so much in this area but even as far as Edina so that has really grown and some hearing aids that we collect also. And we've of course partnered with the Wiseetta Fire Department to assist in funding new equipment which we will continue to keep doing. Um, also we partner with senior community service services um the boardwalk apartments the corner of aa boulevard and Broadway or central avenue and we um have ongoing services with them and a and a holiday party event for residents at the at the boardwalk apartments and our club club membership has grown by about four or five members since last year or four members anyway. Okay. So, um, also before Nancy gets up here, I think that we're some of the other places that we have donated some of our money to the different organizations in the area. Uh, last year we gave 40,000 to the Weisetta Fire Department. Um, we gave to the Boardwalk Apartments, which I believe is the only section 8 apartment building in Weisetta if I'm not if I'm not uh incorrect on that. Interfaith Outreach, Hammer Residences, the Ridgedale Library, Homewardbound, Hope Chest for Breast Cancer, The Retreat, um, Weisetta Education Fund. We give away four $1,000 scholarships to students that need it at the Wisetta High School. Special Olympics, as I already mentioned, and then this spring, we're going to be involved with uh helping renovate Gullixson Field, which is just south of Gleason Lake. Needs some new um paint and some new uh rock and a new sign. So, we're going to be help helping out with that. Um, and we also give to the Wisetta Crime Prevention uh organization, the Wisetta Symphony, Bluewater Theater, and the Western Communities Crime Prevention U Coalition. And there's several more things to I could list, but uh in the interest of time, I think that's kind of a overall out look at what we do. So, thank you. [clears throat] See if this is uh my name is uh Nancy Nelson and I live at 1201 uh Edund Place which is in Minneapolis and uh I am the lawful gambling manager of the um of the Lions Club at at the MUN. [clears throat] Um, so in in uh in kind of summation, the club had a really good year uh in terms of both charitable uh donations um and just overall activities. But uh uh our fiscal year ended June 30th. So we're kind of nine months in almost nine months into our our next [clears throat] fiscal year. Uh but uh but for the June 30th uh fiscal year uh we had records in in uh in gross revenues and in uh contributions donations that we made. So our gross revenues uh were uh exceeded $5 million for the first time. So it's $5 million33 which I was like yes it was great. Um and um but but it was a lot because our our you've been in there our physical area has not grown. It's still about the same. Uh no, it is exactly the same. We just have uh things on casters. But um uh but that's been great. And uh uh and in terms of charitable donations uh that year fiscal year we were able to donate 150,550 which is a record for us as well. Well, I think our previous best year was about $ 109 110 uh,000. So, um, that uh that's great [clears throat] in my humble opinion. But and by the way, so since our club uh inception of our club in 1954, we've donated over $4 million, which you know uh for our club, which has grown and shrank and grown and shrank, um I think is is I'm I'm proud of that. Um the first eight months of this year have been strong. Uh January and February were a little below average, but they were very respectable given that the MUN is closed four half days and six full days over those two months for uh the situation um at hand. Um and staffing at the MUN really was kind of what we um based that on. [clears throat] Our EABS and our EL bingo uh contributed really to a solid paper performance. And so that's been nice. It it hasn't surpassed I I think we'll be a paper a paper operation for a long time, but uh but it's really has um added to our overall uh revenue. Uh this year we um well we've actually always had so it would be not good if we didn't but we have a five got a a five-star ranking from the g uh gambling control board which shows that you've exceeded uh 50% of your net uh proceeds uh go to to uh charitable some kind of charitable donation. So, um it we've had clean audits. Our business model I'm right now is pretty solid. I think always open to ideas, but it um but all in all it's been uh solid. And there's a lot more going on in uh charitable gambling in Minnesota, but that's a another um discussion. And um uh but it'll be it it's always interesting to see. It's an interesting industry. And that's kind of an kind of my net numbers. Next up, we have the American Legion Post 118 for their report on charitable gambling and contributions in the community. Welcome. >> Yes. >> Thank you for for having us or having me for and that's all you're going to get tonight. [laughter] Our my our gambling manager wasn't able to attend. So, um I'm here to do my best to to give you some updates. Um I'm Doug Carter. live in Weisetta, 211 Byronale Avenue. I think we've been around for eight or nine years now. And um I was uh served in the US Navy and uh actually spent most of my time with the Marines at Camp Pendleton. Um far more with the Marines than I did in the Navy along with my time at um Desert Shield and Desert Storm. And now I'm here representing the Legion as their relatively new commander. I started uh last fall, so I don't know if I'm what month I'm on, but I'm learning and uh it's been exciting and and and fun to get involved. Um so you've you've pretty much have all heard what what our um what the Legion stands for and what we're all about. We're we serve our we represent our vet veterans and of course community service. Um these are these are new for me so I uh I I I don't typically wear glasses but I thought I better tonight. Um, historically with just bingo [snorts] uh and and our and our meat raffle, we we barely were able to hold our own. And with the diminishing membership and increasing member age, um, by adding electronic pull tabs and paper pull tabs, our membership um, benefits have increased and and the benefits to the community that we can contribute to have as well. [snorts] since last year's update. Um that would have been our first fiscal year. So when you heard from Kirk last year, you were only hearing um that first seven or eight months of um production, so to speak. Um and since that time, we've been doing very well. For example, in comparison, um so far this fiscal year, which as was mentioned, uh starts July 1st. [snorts] Um, so July to February, this first eight months, we've grossed 1,862,000. That's an approximate. And with an average monthly um we bring in about 240,000 a month. So we're on track for this 2526 fiscal year to be at about 2,822,000. And as compared to the fiscal the full fiscal year 2425 that we now have in hand, that's about a 15% increase. So obviously very happy about that. Um our donations are at 84% payout which gives us a five-star rating with the state of Minnesota. And uh typically our donations run just a little under 60% to our veterans group which usually the the the [snorts] majority because that's basically our representation. um 40% nearly 40% goes to the community and some examples are um and there's there's many I've got two sheets listing and I just thought I'd mention a few um the Plymouth Weisetta youth baseball softball courage Kenny DARE and these are some of our typical annual ones [clears throat and snorts] Gillette's Hospital hope kids um we've been now starting to work with Randy Shaver cancer research fund. I don't know if you guys are familiar with that. Um, Cheering and Caring Hands, the Weisetta Crime Coalition, and as I said, many, many more. Um, we also had uh we're in the process of updating the the Legion, kind of bringing it up to date, bringing it out of the 50s and 60s. Um, and one of the things that is significant that gambling helped pay for was uh we added a third restroom that's ADA [snorts] uh restroom for our our aging membership and anybody that wants to have a private bathroom, I guess. Um, and that, like I said, was paid for um and approved by uh the gambling um money. [snorts] So, that's that's pretty much it. um from my summary and I want to thank you again for having us. We appreciate the relationship that we have with the city and with the Lions and we look at it as a a team to benefit the community and we're all working well together and it sounds like we're all doing well. So >> yeah, it's really encouraging to see uh you know there was a lot of skepticism that there would be cannibalization of of uh the the single license, but clearly that's not not the case. It's It's >> I think I think uh it's doing well for everybody. >> Yeah, agreed. So, that's great. Thank you. Any questions of uh the Legion? >> Congrats on all your you put new booths in and you've got expanded dining hours and seems like >> and in May we're putting in Yeah, we had done the ceilings, the walls, and um all new furniture along with the booths which give it a little bit of a more of a classy restaurant feel. And then in May, I think we're going to close down for a week and redo all the floors. >> Excellent. >> That's going to take a week only because I think the bar half has a speestous in in the floor. And uh congratulations again and we look forward to working with you, Aurora. And I know we're going to have an open house uh planned for you in in the near future. I don't know if you have those details ironed out yet, but we will have a formal welcoming open house for Aurora to be seated into her new role. And so the community will be invited to that. Um so again, congratulations Aurora. I know I speak on behalf of the council. we have our full faith in in your uh skills and ability to lead the city and look forward to working alongside you to accomplish great things in the coming years. That was going to be one of the things on my city manager report was as official as city manager, I wanted to just say um thank you to the council and the staff and to this community. It's truly an honor and a priv privilege to serve and I just want to say thank you for the opportunity. I'm really excited. Um, for the details that you were just requesting, looks like um the open house, we haven't promoted it anywhere yet. It just got booked today. Um, having an open house on March 31st from 9 to 10 in this room. >> Great. >> So, we'll we'll post that more broadly, too, to make sure people um can come out and get a hold of me, talk to me if you haven't met me before. I'd love to meet you. Um, but again, I just want to reiterate how excited I am for the opportunity and how grateful I am. Other than that, the I just have a couple of other notes. Um the first is just again continued heads up and discussion about construction on Highway 12 that will happen this summer. Um so there's already work happening more towards downtown Minneapolis on I394. Um Highway 12 that work is expected to start about midappril and will run from Weisetta all the way through to Minnetonka. So it's going to be a significant disruption. So people should just plan ahead. that I recommend going on Mandot's website and signing up for their construction updates. We'll we'll try to do our best to amplify that message, keep people informed of what the construction paths are going to be. Um, but just know that this construction season, it's going to be be disruptive on Highway 12. And then other than that, I just want another clarifying note. We're off cycle this month. So, our next city council meeting will be March 24th. With that, that's all I have for you. >> Yeah. One other note is there's a panel uh on Thursday of this week at the chamber lunch at Weisetta uh country club which will be a panel of the mayors of Minnotonka um Plymouth Weisetta and Long Lake.
