My name is Blake Cameron and I'm the chair of the Wisetta Planning Commission. First on the agenda tonight is roll call. Director Sharp, would you please call roll? Thank you, Chair. Um, next on the agenda tonight is the approval of tonight's meeting agenda. Um, does anybody have any uh questions or comments proposed changes to tonight's agenda? Um, in the May 5th meeting minutes on page six, line number four, um, Director Sharp is identified as Ms. Sharp, not Mr. Sharp. Um, in the May 19th minutes on page three, line 31, WER is spelled W Z-ER instead of W A L S E R. All right. Um, anything else? Uh, next item on the agenda is um old business items. Um, and there are none. So, we're going to roll right into the public hearing items. We have one public hearing item this evening and that's the PD concept plan for 10:22 and 1042 Weisetta Boulevard East, which is the Waler Lamborghini proposal. Um, we're going to start this out with a staff presentation. And is that you, Director Sharp? That is correct, Chair. Perfect. So, thank you for the opening. Yes, this is for 1022 and 1020 1042 Weisetta Boulevard East for a land unit development concept plan. Uh, based on some early questions, I want to go over kind of the purpose of a concept plan just as a brief matter of introduction. The concept plan is a 30,000 foot view of a future proposal to come forward for the city. Uh I will go into some detail on individual applications that will be required in the future. However, at this time the planning commission is only being asked to provide a report and recommendation on the concept plan. So the in other words site plan and initial use of this property as proposed by the developer at this time. In order to give you the context of what will be needed going forward, I will go into some of the detail on some specific items, but uh as I go through them, I'll let you know that we are not going to be seeking your action on those items this evening. They would come forward at that future application. Starting with a uh brief introduction on the location. Um well, I'm sure that all of you are aware of where the two sites are located. Uh this is just south of Weisetta Boulevard. It's to the east of Huntington Avenue South. Uh, I did not place that on there because I wanted the commission and public to be aware of the current configuration of Huntington Avenue, which I will share a little bit more later, but please take note. It's to the west of Central Avenue South, and then Superior Boulevard is off to the westand side. The site is guided for mixeduse commercial and residential, and it is zoned C3 service district. In terms of prominent features within the area, uh I already noted the major roadways, but the other item I wanted to note was uh Huntington Avenue South with the parking that was utilized primarily by the Adina Reality building and then share a brief history. You can just see in this aerial photography that Huntington Avenue was closed as part of that Adina Reality application and turned into a culde-sac with a pedestrian stair connection up uh to Weisetta Boulevard. To the south of this site is single family residential. To the west uh adjacent to the diner reality site is multif family residential. And then there's some multif family residential on the east side of central avenue as well. Two parcels total 088 acres uh with the respective totals below. And then I already went through some of that hunting and avenue background information. The existing site consists of a uh current dry cleaner service and then a former gas station site that has been demolished. Uh it looks like that building had quite a few lives in the past uh that many of you are aware of better than I. So if you have that context or and it is pertinent to your discussion, feel free to uh go further into that past. For this proposal, they are looking to construct a 7,845 foot dealership with service bays for a Lamborghini. Uh the dry cleaner will be almost 2/3 demolished, leaving around 1,385 of remodeled dry cleaner space in its existing configuration and location. I will go through individual aspects of this application but a couple items to note uh on this site plan are retained site accesses which I'll go into detail uh and then the uh location and shape of the structures that are remaining. There are a number of applications for this and I will summarize this later on in the presentation as well. In this one, I'm going to go through a little bit at uh in detail uh over this slide just to give you a a concept of what would be needed and that there are additional steps after this concept plan at a future date. So, if the PUD concept plan were to be approved and brought forward, a PUD general plan would then be required that would also come before the planning commission and city council and require another public hearing. As part of that PUD general plan, there would be four variances needed that I will go into detail in further in this presentation, but these are parking setbacks, stall depth, access separation, uh that has to do with the accesses to the site, and then the required number of parking stalls. There would also be required five design deviations. These are largely due to uh where parking is located and the additional design elements that the city of Weisetta has sought as part of development within the community principally along Weisetta Boulevard in this district. I'll go into additional detail on these. Uh the final couple of items are a conditional use permit and a preliminary plat uh to combine the two properties together into a single parcel again. and then the conditional use permit for that fence that I will point out. It's on the southern end of the site and I will highlight it uh coming shortly. The final step does not come before the planning commission. It'll be the final plat development agreement and PUD agreement or configuration thereof as needed for the site. Uh there could be additional agreements such as storm water agreements or other things that are determined as that application is fully flushed out. I'm not going to go through this slide in full detail. Uh, essentially staff did an analysis on the setbacks uh that were required for the underlying zoning district. Uh, which is what the PUD refers to and is required to uh our code actually requires that PUDS refer to their underlying zoning district for their setbacks and then what those setbacks would be for the dealership and the dry cleaner. The couple items that I am going to point out are that the existing dry cleaner uh would not need a variance. It is in its existing location but would not be compliant to the north north or side lot line setback. And then there is a variance that would be required on the southern property line that is a 10-ft setback required where only five foot are shown. That is where a 8 foot um could be six foot. I apologize. I um have noted multiple on here. I believe fence is going for privacy screening to the properties to the south. I'll show you that location next though. So just to start with that fence, uh the fence location is going to be in approximately this location here along the southern parking taking the 90° turn that the parcel line does and then following along the southern property line to screen this from those single family and duplex properties to the south. Uh as you can see in staff's analysis and actually the applicants analysis the site would require a parking stall variance. So the required number of stalls is at 41 and the site is only able to provide 39 at this time. That is not including any of the parking stalls on the west side in along the Huntington rightway. Um that was not included as part of this project uh for their parking calculations as that is still technically public parking or public property. Uh we require when adjacent to sidewalks so that uh the vehicles have an overhang that uh not significant overhang onto those public sidewalks that they actually be slightly deeper. So 20 foot instead of 18. In this case, the applicant is proposing to have trying to get my mouse to align for you. Have the stalls at 18 foot in depth in this location here. And then these three stalls here. Uh this would be their private sidewalk, not a public sidewalk, but it is the sidewalk entering into their building. And then the parking stalls off of uh central do actually require a variance along this property line as well. That is where that fence was located with the cup for that additional screening. Uh these are required to be at that 10- foot and have only a five foot setback for accesses to the site. The final setback if you're keeping or the final variance if you're keeping track um is for this entrance here. It is existing to date. How I'm sorry you're not seeing that. It is for this western entrance here uh onto Huntington. The reason why this one requires a variance and the two existing in yellow do not is because this one is being completely removed as part of the development application and then the other ones are in their current configuration and not being removed as part of this application or significantly altered. This application would result in the removal of one access point to the south along Huntington. However, this one is actually compliant with our separation distances from intersections. So, as a example on the site for two uh on the eastern side, this existing access point next to the Balberries and the Weisetta Boulevard intersection here is non-compliant but not being removed. And this access point further down off of uh Central Avenue is actually compliant with the 40 foot separation distance from the inter intersection of the two roadways. These are generally set up for public safety. However, this is a unique site in that you can see it has um five existing access points which for a a parcel of this size is quite unique. In doing the design review for the actual building and building materials, uh staff has been working with the applicant. Uh it was one of the reasons for the delay to this meeting was to allow for some additional time and redesign. But the result of this I think uh came about a much significantly improved product uh that requires no design deviations to the exterior building materials or locations of those building materials on either the existing building or on the new proposed building. So this includes um enhancing some of the building materials on the existing malberries and adding windows in locations where they are currently demolishing portions of the structure. So you'll see that additional windows have been added to uh meet with our design requirements. And then additionally, the applicant went back to the drawing board and really added some additional um facade treatments and materials and emphasized uh specifically wall undulation and breaking up massing to increase the exterior appearance of the building in conformance with the design requirements. The design deviations that are required, however, are again to do more with the overall site plan. Uh going through these, I think this graphic really helps illustrate where they are. It is included in your packet. However, I've taken the liberty of pulling out specific items so that you can see where they are on the site and how they contextually fit within the site. So the first is that uh the sidewalk along the northern property line uh for the entire length is less than 7 foot in width. Uh traditionally that is what our design requirements have required. However, you will see significant areas throughout the city that don't have that. So as an existing condition uh that is something that policy level wise will need to be guided by the planning commission and city council as part of that PUD general plan. Additionally, the next two are highlighted in green because they overlap with one another. Um, it would have been difficult to highlight them separately. So, that is a landscape buffer that is required and then street trees that are required. If you recall, past applications have allowed for these deviations where the street trees would be quite problematic or conflict with trails or other public amenities. Again, this is getting down to the policy level decision of kind of Weisetta Boulevard and what is the look and feel that we are seeking there. There are other sites along Weisetta Boulevard that have been able to meet this requirement. Uh, additionally, we have required a landscape buffer uh when sidewalks are adjacent to a building. So, this is traditionally in between the building and the sidewalk to increase the pedestrian experience as they're utilizing the site. In this case, their site is uh quite confined and the applicant can provide additional details, but they sought to maximize uh parking areas and other amenities rather than have landscaping between their uh sidewalk and their building. And then the three stalls in the front yard essentially along Weisetta Boulevard would require a design deviation where we've pushed those into sideyards and rear yards. uh in all of our design districts, not just the Weisetta Boulevard. As a quick recap and an area u that I'll move through relatively quickly. This is uh going to still require additional review from the planning commission and city council. So, this is a multi-step process. The public will be invited to engage uh at future dates. And uh if this were to proceed that is um and this wouldn't be the final item that the public would have to be able to participate. And then the final steps are the PUD final plan, final plat and PUD and development agreement. Those are typically just done at city council action. The city engineer had a number of comments um principally related to items that I've already gone over. Um I'll quickly try to summarize these. We've already gone over the parking stall depth. They are not supportive of that uh specifically because of the fact that this does overhang a sidewalk and we have tried to be consistent about this practice in the past. They are seeking a detailed survey which would be required as uh part of any plat application. Tree replacement is not required at the concept plan, neither is a landscape plan. um storm water management. Again, not generally at uh concept plan, but these are items that would need to come in as part of the PUB general plan. They have also uh wanted to convey that there may be updated water service that the applicant should reach out to them directly to begin planning for that if this project moved forward. And then they would like to coordinate with Henipin County because Weisetta Boulevard in this area is ahead or is a county roadway and managed by the county, not by the city. Uh the applicant did hold the required public meeting um not on July 2, 2025, apologies. I believe June 2, 2025. Um there were a number of issues expressed. I'll let them kind of provide a little bit more detail. Uh but they are summarized here. And then we did receive a fourth public comment uh since that item. only one was had arrived before your planning commission packet and then the rest have arrived since the planning commission packet was published. They will be incorporated into the public record and we will respond to each one of the comments acknowledging and uh receipt and that it will be incorporated. This is that final summary that uh uh we include at the end and um include some emphasis to assist the commission. Uh essentially this will help guide the commission's discussion and I'll go back to this slide uh as part of your overall discussion as needed. Again, what this is intending to try to emphasize is that each one of those variances or design deviations are not necessarily what we're seeking action from at this time from the commission. What we are looking for is an overall uh PUD general plan or concept plan response. And we are looking that you know if you have concerns due to a variance or concerns due to deviations in the overall site plan certainly a pertinent item but uh to focus your comments on the higher level 30,000 foot view of the area as it were were the final item that we are looking for for the planning commission this evening is uh to direct staff to prep prepare a report of findings and recommendation. to bring back at your next meeting for adoption uh with all the pertinent information that you're able. And with that, I would open it up for questions. Thank you, Director Sharp. Questions? Question. Sure. Can you go back to the um the uh slide that has um the right of way on Harrington where you had all the what the entrances were to the Okay, there you go. So that purple X, where is that? Um I can't quite place where that would be. Is that going to be on Huntington? So that purple X is the existing access to this site just before it closes into the culde-sac here. You can just make it out from this aerial photography. Okay. And they are what that diagram was intended to display is that that access is supposed to be closed. But is it even used now? There's no building on the site currently. Okay. Um, it was utilized when there was a structure on the site. And how long ago since there's been a structure on the site? 19. Several years. Well, the structure has been there. It just hasn't been used for years, right? Am I not right? Currently, the structure is demolished, right? Okay. So, what about uh the the entrance on Central Avenue? Where is that? Can you point that one out? There are two. So, Chair Cameron, Commissioner Schwabi, there are two access points. One is right here, very close to the intersection. We can't see your pointer. Pointer went in. There it is. There it is. Right here. Okay. So, if you come to the drive in Central and the second goes into their lower level just here. So, it basic Oh, okay. I drove by that and all I saw going into it was a brick wall. what looks like a white wall there. It is white. I didn't realize that you could take a left turn there and go underneath, but you can. Yes, there is a current access. Okay. South of where I believe you were looking. Okay. And currently on Why is that a boulevard? Part of it has a sidewalk. Am I not correct? Chair Cameron, Commissioner Schwabby, that is correct. Okay. And I see are those two trees there in front of the dry cleaner? Are they still there? Chair Cameron, Commissioner Schwabi, I believe they are still there. It would still be part of a site assessment when we were doing the full review uh outside of the site if there were going to be impacts, which there likely are in construction. And when this PUD was first put in effect way back when, there wasn't a requirement for sidewalks or or buffer zones. Is that right, Chair Cameron, Commissioner Schwabby, to my knowledge, this hasn't been a PUD in the past. This has been a straight zoning site. Oh, okay. In the past. All right. This was not required. Um, this site is a a relatively old division of parcels. It is likely that it has been redeveloped multiple times over the life of Weisetta. Um, sidewalk is not present for the entire length of it. It would be required today. Presumably, it may not have been required in the past, but I couldn't speak with full authority to that. Thank you. Can I Commissioner Anen? So, there's no sidewalk right now in front of the building as it exists. There's uh Chair Cameron, Commissioner uh Ankeny, there is a section in to the north of the Malberries that is lacking some sidewalk. And as you continue and cross the new development on the corner Superior and Weisetta is going to have sidewalks. So this area, Cher Cameron, Commissioner Anking, I'm sorry I can't see where you're pointing. Oh, I'm sorry. the superior wisetta boulevard the new where the bank used to be the mthun ah that all has that all is going to be sidewalk chair Cameron Commissioner Anthony that is correct yes okay question for you director sharp um existing in the um C3 do we have any other car dealerships in the city of Wisetta chair Cameron we do have another car dealership off the top of my head, I'm not sure what that's zoned. Uh, it's north of Weisetta Boulevard. Uh, we can look that up in the meeting, though. Okay. I just I sorry to put you on the spot with that one. I I just wanted to make I was fairly sure one of at least one of those properties over there is actually city of Wisetta, but I'm not It's like real weird. Sure. The Chevrolet, the Lexus. Oh, yeah. Some of those. Yep. Yeah, there are several of those along the border. Some of them are not within the city of Weisetta and I believe at least one is potentially two. Okay. Can I ask Go ahead, Commissioner Schwabi. Um, so can we go over to the area the same slide is fine where we can see where the Huntington rightway is. How do you know how wide that is? Uh, Chair Cameron, uh, Commissioner Schwabby, sorry, still looking up the last question. Can you repeat your question? I'm just wondering what the width is between. Okay, so there's parking now that's right in front of that Edinina Realy building and there's also parking that's right along the site that we're talking about here. Edina Realy is now using both those even though it belongs to the city. Correct, Chair Cameron. Uh, Commissioner Schwabi, to the best of my knowledge, that is correct. Yes. Okay. So, it's possible that they could share that, right? And not just be dino realy. It would be Schwabby. I don't know the specific agreements put in place at the time of the Adina reality building. Uh we can certainly look into that with greater detail. However, I would like to see that. Yep. Okay. Thank That is something that we can include um as f future iterations of the project come along. And I will also include and there's also parking uh a recap of it within um the report that would come forward for your report and recommendations as well. So look for that in the high level staff report as a response. Thank you. Commissioner Aneny. Um quick question on if this does pass. Do we have a lighting ordinance so that it's not lit? I mean, I'm assuming they're going to want it lit for security if they have Lamborghinis on their property, but how are we how will that affect the neighborhood if it's lit 24/7? Chair Cameron, Commissioner Ankeny, they would be we do have a lighting ordinance. Uh they would re be required to submit a phototric plan with the PD PUD uh general plan that I was noting along with the landscape plan and other materials. it would be reviewed at that time and they would either need to seek an additional variance to that ordinance or um it's potential that that could be included as part of their PUD, but we would want to see where things were at and make sure that it was compliant. So, it would either be part of their requests or they would be uh compliant with that with the foot candles at the property line that we would typically require of other developments. Chair Cameron, uh, Commissioner Ankeny, just as a a note on the aside, I do not believe that there'll be any exterior storage of vehicles uh for sale. And as you look at their design of the building, even those being serviced appear to be stored primarily indoors. So, it'll be customer parking and uh employee parking primarily outdoors. Um, but it's an astute question as this may not always be utilized as a Lamborghini deal dealership. One more question. Commissioner Schwabby, how did you determine that they would need 41 parking places? I'm just wondering given given this what they're going to be doing there and if we're going to be parking most things underneath, how many staff members and and customers could there be in a day for all that outside parking? Or am I reading this wrong? Uh, Chair Cameron, Commissioner Schwabby, you are reading it correct. um code does not have a set parking threshold for dealerships to set what their inventory should be at, but it does for a sales area and it certainly does for the uh service area and the malberries. So, this is a combination of the retail area for Malby Malberries with uh specifically some areas taken out in that case kind of our standard um 85% of the area. So, we removed 15% of their total floor area uh from the parking calculations for storage, back of room, things of that nature. And then we had the additional interior layout of the Lamborghini. And I utilize the term netted out, took spaces that would not be utilized um for general day-to-day review or use by the public and by their employees. So there's sales floor and then there's uh the repair areas as well through those service bays that generated parking need from our code. So it's the combination of the the two different uses, three different uses essentially on the site is how it was calculated follow up on parking. Pardon? I have some followup on parking. Yes. Uh, Commissioner Al, uh, is parking, uh, allowed on that east side of Huntington Avenue, Sher Cameron, Commissioner Elg, as it is located within public rightway, my presumption would be yes. However, if there were specific agreements put in place as part of the Adina reality, uh, that would be something I'd want to look at before saying 100% definitively. Either way, this this site would need to apply for the variance. it could then go in through a PUB agreement be able to utilize space on public property but at this higher level uh identifying the variance application was the priority and then as we come forward for future review diving doing the deep dive into what that would require for the PUD. So potentially those parking spaces on the street if they exist could enter into the calculation for parking. Commissioner El uh Commission or Chair Cameron and Commissioner Al that is correct as long as they are not already allocated through a different different agreement the city has established. Um either way because of the nature of the way that the ordinance is written variance would still need to be applied for. And so as I was reviewing the project, because a PU the way that our PUB ordinance is written, um they must meet those underlying zoning standards. And so they would need to apply for the variance, but we might be able to offset at a future date if the overall project is able to move forward. Perfect. Thank you, Director Sharp. Commissioners, anybody else? I guess I have one more question. I I'm I'm assuming that um the sidewalk comes into play. I guess like my question is this. Right now, there is not continuous sidewalk from Huntington to Bushaway Road on the south side of Wisetta Boulevard, but I'm guessing that if those properties that currently don't have sidewalk are redeveloped, they would be required to add it so that at some point potentially there would be sidewalk all the way. I get, you know, right now you can't walk all the way. So, I'm like, why do we care if there's a sidewalk anyway? Um, most people now would cross the street to get all the way down to Bushway anyway. Um, but I presume that future development would be required to have sidewalk. Chair Cameron, Commissioner Al, you that's a very due comment. Yes. U this is a common practice for cities. It's a best practice for cities. When there are sidewalk gaps, we identify those. These are identified in our uh sidewalk plan as official gaps within our current system. In both cases, they are then highlighted as or future developments, they shall provide sidewalks. This is what we do in residential neighborhoods, commercial districts, etc. And it's a long-term plan because cities can think long term in a way that development is not always as astute to. Thank you, Director Shar. All right. Um, we're going to, uh, turn it over to the applicant now. So, I'd like to invite the applicant to come forward and address the commission. Um, please state your name and address for the record and your, uh, role with the applicants team. This all right, we're green. Good evening. My name is Dan Bham. I live at 10 Nicholas Way in Hudson, Wisconsin, and I represent Greece Architectural Group, the architect on the project. And I'm here with Don and Katie with Walzer Group that can answer any questions that you may have for their operations side of the facility. And so, Mr. Sharp did a great job of putting pulling together exactly what I was going to say for this new building and remodel of the existing Malberry site and see if this will clipboard maybe button. Oh, power button. Got it. Turn it on. It helps. So with our existing site, as was stated, we last year they removed that existing building that is at 1022. And so now that is primarily where the new Lamborghini dealership would land and we would be removing approximately 2/3 the existing Malberries building. They just don't use it, don't need it. And it gives us an opportunity to get the more parking stalls on that lower level. so we can accommodate staff parking down there. And so with all of that, you know, there's been some talk about that sidewalk and currently north of the Malber's piece, there is no sidewalk. It's landscaping with some trees. We're proposing removing that landscaping and trees and it adding the sidewalk so you can get to the corner where there is a crosswalk to go each way across that street. But with that, we wouldn't be able to have a landscape buffer. So, it's kind of the give and take of we're adding sidewalk but removing landscaping in order to connect it up for, you know, your future and having a path all the way east and west along Wayetta on that south side. And so with that, like you said, we are adding just due to the tight sight constraints of what we have, we're going to put out we're proposing an 8-ft solid kind of a decorative PVC style fence along the whole south property line to prevent any headlights from shining into the residential neighborhood to the south. And so we're not putting headlights into their living rooms because it's a two-story building on each side of it. And even though heightwise we're above it, you know, it' still be shining into his living room. So, we're going to be nice to our neighbors. See through that. So, this is just kind of the general site layout. And we would be removing, as was stated, the furthest south Huntington Avenue access just with the existing grades between Hunting Huntington Avenue and where we would have to put our grades on our parking lot, it would just be impossible to get especially lowprofile vehicles up that to get into the site. So, we're proposing having the three currently on the north side just just due to existing grades and how we could get vehicles in and out of this lot. And then that new um parking to the south off of Central would be fairly close to where there's an existing a little cut in to get into a tuck under garage that's in that existing dry cleaning building. We would just be extending that to get because we're going to have a lower level in order to store um vehicles in as well. And we will only have I'll click ahead here. So here we would have spaces for 16 vehicles and these would generally be used vehicles, trade-in vehicles that they would be taking for inventory and we would have no inventory sitting on the surface overnight. Just it would be employee parking on the and customer parking on the surface lots only and all the for sale vehicles would be stored within the building. So the lower level is your mechanicals. Um a little parts department, trash area would be inside the building and then some inventory parking. And then as we head upstairs, we would have the four cars in the showroom, um customer lounge, offices, a car configuration area where you would go in and order your vehicle, restrooms, um and then five service bays with kind of break room, other restrooms, and just kind of their their tools and areas that they need to perform service on the vehicles. Let's see. I'll come back to that. So, with the Lamborghini building, we were proposing like a burnish block, Wayne's coat around the entire building and then we would have a pre-cast sill and then u turned a brick up above and then along the whole showroom area on the north and then a little bit on the east and west sides. It would be primarily glass with a black tile over the top and then an ACM kind of entry piece above the uh entry door that's facing north to Weisetta Boulevard. And all of the doors into the service bays and everything else would be primarily glass. Then switching over to the mulberries, like we mentioned, would be removing approximately twothirds of that and then adding a bunch of windows around that to meet the city requirements for the glazing. And here also, we would have a two-tone brick look with like a darker Wayne's coat base, a pre-cast sill, and then a lighter brick up above to go up to the existing parapit and a new parapit cap around that building. There's just kind of the 3D renderings what it would look like. That's the end of it. Thank you, Dan. Um I think I hit it all. Is that Yes. Okay. Um commissioners, uh do you have any questions uh for the applicant? I have I have a couple. Um, one is u vehicle delivery. I'm trying to figure out how with that um drive so close to the toetta boulevard uh and the limited space how you're proposing to do get vehicle delivered. I guess I would assume that they would come in and park parallel to Weisetta Boulevard, unload vehicles and then get back out on Weisetta Boulevard. I haven't run any turning radiuses on a truck turn, but it's the only kind of loop that we can make even though it is fairly tight just due to existing. I would assume that that would where it would be. Okay. And it's I agree. It seems kind of tight. That's why Yeah, that's why I asked. Uh also with parts delivery, right? Parts is look like it's on the lower level, correct? You' propose that somehow to get through and uh off of central. Yes. down to uh down to get that part. Yes. Um if you have if you have cars, you know, you only have five working bays, right? 61 sounded like it's tools. Um I've had the unfortunate uh pleasure of having my car uh go to a dealership and and be there for days, much longer than I thought it was going to be. Mhm. So, I'm trying to figure out if you're going to have to if if you have if you have a need to clear a bay um how how you would go about doing that if you have a tug that you're going to take it around around the front and then back around and stick it underneath. Right. I'm just trying to see if you've operationally thought about um how that would happen if you or you're going to have to put it in one of these spots, the the parking spots outside. That's a good question. Um, I don't know if you guys have anything operationally, but I would assume they would only take in the I understand what you're saying. It takes longer than you anticipate sometimes. And if they would only you would schedule it appropriately for that. You know, it's not like a you're a Toyota dealership where they're servicing multiple vehicles at a time. Just due to the nature of the vehicles that are being sold there. I would assume that they would schedule appropriately and if needed, we do have that empty bay or even the one bay is just it's an alignment rack. They could put one on that that wouldn't have an actual vehicle lift in it. There would be two open bays that wouldn't could potentially store vehicles for a longer term. the um it's a very tight very tight spot. Yes. Right. And um uh I'm concerned as well about the the residents that are uh right there. And um I have some friends that have some sporty cars and they like to make sure they they hear the car that they just got serviced and make sure that it sounds like they want it to be sounding. So, I'm just concerned if if you've thought about that in in the uh present so close to the to the residents and if there's any thought about what you could do, how you could support those residents where that could be a possibility. Sure. And that would well the lower level would just be well employee parking along there. So there wouldn't be anything. The only, you know, I'm assuming that they would pull when the car is done, it would get pulled out of those service bays and brought around to some of the bays, those seven bays on the west side that are facing Huntington because right inside of there is where our service manager's office would be. And so that there would be an employee bringing it around. So it would, you know, I understand that sound travels and it would hit the south too, but they would be on the westand side of that building. And I don't know if you can control somebody revving their vehicle up, but I would hope that they would have respect for their neighbors. Okay. I I guess I'd like to make a comment. Commissioner Al, um, are the representatives from Wallser here able to answer questions as well? Could you please come to the podium? I I really don't like an architect speculating on things that are operational. um just doesn't seem appropriate. And I do have some questions if I can ask those now. Yeah, absolutely. Does Walzer own this entire property? Yes. Why is the dry cleaner so paramount to leave on this site? And I just doesn't make sense to me. Your your short parking spaces, your short space, this dry cleaner could go anywhere. So don't understand it. I'm Don Chilling from Walter Automotive Group, corporate facilities manager. With me is Katie Cohen, corporate facilities director. Uh I would tell you that that was uh I don't have the detail on that transaction, but it was part of that transaction for the dry cleaner to sell us that part of the property was for the dry cleaner to remain as a pickup and drop off facility only. So, do you don't own the property that the dry cleaner is on? Yes, we do. You do own it. But part of the purchase agreement, we purchased it from the Malberries, from the dry cleaners. Part of that purchase agreement allows them the right to stay there as a tenant. So, they have a lease or something. Or for how long? Can I ask how long is that agreement in order? 10 years. Can I ask a question? Um I you okay Commissioner Algor are you done? Are you having any more? I'm good. Okay. Yes. Um so I'm curious why here. Um as I looked at the other Lamborghini sites across the country, they are all in none of them are in residential areas in the middle of a city and there are many other auto parks here locally. Um there's a Ferrari dealership right off of 169 and 394 um along the you know 394 corridor. So, I'm curious as to why this is the ideal location for a car dealership. Um, again, it's my understanding that um the way these work when the manufacturer determines that there should be better representation for their product in a market, they actually put a request for basically a request for proposal out. Uh they define the market to us. They define where they want their building to be and then we look for properties in that vicinity. So that's what would have happened here. So there wasn't any other property in another like automotive park or another area around other vehicle dealer sites that was agreeable. I'm just I believe we showed them three properties and this was the one that they chose. Are you done? Commissioner Stevenson? Yes. Commissioner Ankeny. Um so say this all is approved. What happens if the Lamborghini isn't sustainable? Then do you get to switch it to Walls or Ford or Chrysler or how does that work? Chair Cameron, uh, Commissioner Ankeny, the land use approvals would run with the land, not with a particular land use. However, conditions put in place and agreements as part of that PUD specific to the site, such as number of vehicles on site, access points, etc. would all remain in effect but the actual user could switch. So we can't determine which brand of car but you could determine the total number of vehicles etc. But no matter what there wouldn't be parking outside of cars no matter what dealership chair Cameron Commissioner Ankeny that could be a condition of the PUD and included within the PUD agreement. Correct. Um, question back for you guys. Um, where are the parking spots for the dry cleaner located? The three stalls in the front to the left of the dry cleaning building. Okay. Okay. May we address the operational question at hand with regards to Yes. Um we anticipate the majority of the vehicles will be delivered uh to the site. Uh most of the owners in the area we understand would prefer a concier service in that way. Um not that they would be driving the vehicles necessarily themselves on the majority of the time to our facility. When you say delivered, are you talking delivered on a truck? Uh delivered on a flatbed more than likely. Okay. Commissioners, any other questions? So, just one more quick question. So, when the cars get delivered, they're brand new. Are they They're in a truck on a truck. And where does that Did somebody already ask this question? Where does that park in order to unload the the the properties, the cars, the I think Commissioner Vanl asked that. Yeah, they were talking about like parallel to Wisetta Boulevard parking on Wisetta Boulevard. No, parallel to parallel that drive. Oh yeah. Okay. Okay. Thank you. Understand that correctly. These vehicles, they don't come to us on transport trucks like conventional 8 9 10 unit. They come to us as they build them. So it's typically one at a time in a small enclosed trailer. Thank you. Can I ask another question? Commissioner Severson. So then um is there a used car exchange or have you like do they turn it in and pick up a new vehicle and then what happens with that used car? Um I'm not not sure what that would be. We don't have we're not facilitating a used car department for this particular operation. Um I'd have I'd have to check with the owners. And so this is only a brand new vehicle. So like if I have one, which I don't, but if I did, and I wanted a new one, what would I do with the old one? Like So this dealership is only facilitating new cars. Yeah. I'm not sure if they would go to one of our other lots for for liquidation for a used car or if there's some other means of of liquidating trades or or other used Lamborghinis. Okay. Can you give us a sense of the busyiness, the activity that would be happening on a day-to-day basis at this site? How many how many people are coming in? How many employees will be there? What kind are there test are they test driving or is that does that happen? What's kind of give us like kind of walk me through like what what we would expect here. We anticipate approximately 10 employees um at the peak um by no means at startup. Uh further, this operation is primarily a boutique um in which you would need an appointment. We do not anticipate um walk-ins necessarily for these things. As this is an ordered vehicle, um we we're not going to have vehicles in the inventory lower level that someone could pick up same day. Um as Dan shared on the first floor, there is an ordering center um where you pick out your materials with an approximate 12 to 18month delivery window. Um, as it relates to test drives, I'm not aware of a vehicle that we're going to have to test drive uh at this location. Commission, but there will be it showed in the drawings like four vehicles in the showroom on the show floor. That's and those are just for show, not to drive. Are my understanding is those are to see the finishes that you can achieve in the different models of vehicles for each level. Cool. Thank you. Um, anybody else? Um, I don't have any connection to Waler. I've bought a car from Waler. I service a car at Walzer. I think it's a great company. Um, but I'm just would like to comment to the planning commission. I don't think this is very practical use of space in Weisetta. I don't see Weisetta residents um using a Lamborghini dealership. There are a lot of other things we could use in this town. Um, I also think it's a slippery slope um to have a car dealership on our main street of our small town. Are we going to put a Subaru dealership next to Weisetta Home Laundry next? Um, I mean, it's just you open this up to car dealerships in our small kind of current village rather than being on 394 um where we do currently have car dealerships. Um it's not picturesque at all. Sorry. But um this is I mean you look at towns like Charleston or Nantucket and there are reasons people come to visit. That's why people come to visit Weisetta. It's a beautiful town. We um putting a car dealership is not exactly what's going to drive people to a picturesque town of Weisetta. Um, and then in in those towns, I mean, they keep their high home values and taxes because they are picturesque like that. Um, so I think that's a consideration, too. And as we just heard, um, this wasn't a local need. It was Lamborghini looking for an ideal spot, and that doesn't seem like a Weisetta focused decision. Thank you. Thank you, Kimberly. Yes, I'm Gordy Straa. I live at 130 Huntington Avenue, which my property abuts the back of the station property. Been there for 57 years. And um this is a big step up from the last proposal of putting a caribou drive-thru there. And uh that was a complete disaster. Um the Walers have worked with the neighborhood and us very well and um some of the things we've questioned u about lighting and the fencing that is up to you people to let them what allow what can be put up there and um at this point it is a commercial piece of property. Um, I don't know really how you can defer this to something else, but um, as a neighborhood, we've kind of watched over it and met with them numerous times, and they are trying to work with us. It seems to be that, um, with needing an appointment to come in to to talk to them about a car, there won't be high volume through there. I don't know. Um, but at this point it's commercial and something's going to go there. So, we've kind of met with them and discussed with them and um with it being low volume, very low volume, we felt that this was something we could work with. And with the apartment house behind me, that's where the driveway from Central is going to come in. That's on cleaner property, but it's real close to them. But they have met with them and promised to work with them also. So, as a neighborhood right now, we're in favor of it. and um what the rest of this town is. She's talking about um things changing. I've been here my whole life. I I grew up here, graduated from the school up here and everything. And as I say, I haven't left Weisetta, but Weisetta has left me. It's basically gone with your boardwalk down there and the main street for the restaurants. And so that's kind of where I stand. Thank you. Thank you, Cordy. Hi. Uh my name is Jason Mlan of the 141 Wooddale. Um no affiliation uh with the WS group. Um, I just want to come here and let people know like I live about 500 feet from the dealership. I will see the dealership from my house. Um, so I just just north of it, right behind uh Walgreens. Um, in talking with my neighbors, nobody wants it, right? Um, I think it will be a nuisance. I think it will be loud. Commissioner Vanly, I think your question was spot on. You're not going to stop people who just ordered a $400,000 car from revving it up as soon as they get it. I already hear the Ferraris, the Porsches, the Lamborghinis as they're going left down Superior to Lake Street. Very loud, right? Wake us up in the middle of the night on Fridays. So, I think it will be a nuisance. Um, I'd also like to say that I built a house uh 10 years ago. We asked for one variance and we had zero approved. Um, there was quite a list of variances and as we know there will be more. Um, I think that they exist for a reason like our our building codes and and statutes and things like that because of what we want our community to be like. Um, so I just like you to take that into account. Thanks. Thank you, Jason. Uh, good evening. Um, my name is Greg Hogland and, uh, I live at 120 Chvy Chase Drive. Um my wife and I uh own the building to the south of the proposed property, the multifamily building there. And as Gordy referenced, um we've had several neighborhood meetings over the last six months. And the adjacent neighbors, you would actually think it would be the opposite, would be the most opposed, but it's the opposite. Okay. uh in talking with Waler and their representatives uh it's been extremely positive on the on the one end you got to understand as Gordy said that site has been an eyes sore for 10 years and part of that with the dry cleaners there is water that flows through our property all the way down the backyards of everyone on central it's not a little water It is a lot of water and it goes all the way down the street towards 200 central. Okay. And that you I invite you guys to come out and take a look at that. Okay. That's been going on well before I you know it's been going on for I bet you 50 years. So, one positive of if there's some development on the site, it's going to restrict the water and the heavy water that's running through Bob's yard and everyone downstream. Um, that that is a a macrolevel issue here. Uh two, um obviously a Lamborghini is sold in a different fashion than the car dealers 394. It is a concier service. I've been told they sell 50 cars a year. Okay? They run 400 to $500,000. We're not We're putting an order. We're waiting 18 months and we're going to pick up our car. This is not Wally, McCartney, Lindol holds anymore, okay? It's a different environment like Tesla. They sell cars in the shopping malls here, okay? There's a reason because life has changed. Okay. Um, so I I just put that out in the fact that this is a boutique and and the reason why do you think they want to come to Wisetta? It's the focal point of being able to put uh a brand in Weisetta. Um I don't have any affiliation with Waler. I don't have any affiliation with car dealerships. We own the building that will be 10 ft from our attendants. Okay. We're uh we've walked through the the respective things that they're doing with this with the fencing and the retaining walls and we're very open to working with them and I think it will be an asset and it will not reduce property values um in my opinion and I have the property value closest to the to the car dealership. So I'm not worried. I don't think anyone um around Zetta needs to worry about their property values because of Lamborghini dealerships going in. Thank you. Thank you, Greg. Obviously, you've got a business plan for this. The gentleman just previously alluded to the answer to my question about the number of vehicles sold. Um, and if that's 50 is an average among dealerships across the country. I mean, this is a much well maybe maybe it's not as small as I think, but this certainly isn't LA or it certainly isn't New York. So, I'm wondering what your planned volume of sales is. Are you expecting 50 a year? Thank you for the question. Um, Don and I are happy to go back to ownership and provide you that information. It's not something I've uh ready to discuss today. I I have one. I know I know that there's um uh at a later time there would be a landscaping plan, but the initial drawings basically show a very stark view from the street uh of uh no landscape buffers, no trees. Um and so I just wanted to um see if it's a if if that's intentional or if it's just hasn't been designed and def at this point. Correct. It hasn't been designed at this point. It's just purely conceptual right now. It will come with the next round. I can't remember what that particular phrasing is. But with that will come much more drawings, more landscaping, more engineering, storm water calculations, all of those things. That'd be that's the PUB general plan. Yes. Yep. That's it. All right. Um, so, Commissioner Schwab, you had some items for discussion. I did. Um, some so just some comments on how I feel about the proposal. So, I I've been here for some previous proposals on this site, and I have to say that this one is by far the most unique, interesting, creative, um, innovative idea about how to use this site. Um, and what is particularly unusual is that the neighbors that are very close by are in agreement about that, which they have had trouble being in agreement about the previous one. So, this is this is a good sign. There are some things that I definitely think need to be worked on before this can become anywhere near doable. And one of them is exactly what you brought up, which is there needs to be some green and some sidewalk um so that it looks inviting and not so stark. It is a modern building. I I don't mind it. I like the building, but it is a modern building and it needs to be softened just a bit. Um just trying to see if there's anything else I wanted to say about it. Um, I would I would like to hear more as you go back and and you come up with some more ideas, but certainly that's that's the sidewalk and anything you could do for a buffer and some greenery is going to make it all together more acceptable to a lot more people. But but innovative it is. Thank you, Commissioner Schwabi. A a couple of comments. Um uh the lighting. I'm I'm concerned that um even the the neighbors the neighbors to the south. Um uh I I I I bring back a a fence ordinance that we uh that we granted or put forward not too long ago about the amount of light coming from the dealerships on 394. Um and it made me wonder here as well uh the folks to the south if if there's really going to be uh a way in which to protect them as well as as well as the um uh the other multifamily site uh that that goes to the west and the folks across the street. Right. So um from a land use standpoint uh that concerns me the the number of even at this a view of of uh the concept at this point. the number of boxes they're not able to check in terms of parking in terms of uh space space to to turn around uh to length of parking spalls to it it feels very much like it's shoehorned into a space um and uh it may work it may work but it but it but I think it's going to be it's going to be difficulted. We're not going to necessarily understand those difficulties until uh until it's either um uh modified or it would be in place and then we'd be dealing with oh that the there's no way to do this and somebody has to back out on Weisetta Boulevard in order to make something happen or whatever. Um the the entrance that I know still is in play um right off of uh central the the one that's why I have I have seen a number of times where cars have backed up uh for that uh from the malberries and they're sticking out in central and then the people from central can't go. Um, and so, uh, I'm hopeful that maybe the three spots would alleviate that somewhat because right now they they park both directions in front of Malberries and there's no way to get through. Um, but if we're if we're addressing uh problems, I would very much like to see a way to address that problem that I've seen and I don't drive that every day. Uh, so I suspect it's it's happens more than I than I actually I know. Thank you, Commissioner Vanl. Um, I'll just say I think Commissioner Schwabi said it quite well. I I agree. This is a creative use of uh the property. Um, I I I think it's an unique opportunity for Weisetta to have uh a brand that is paramount among car dealerships. Uh, I am certainly not uh one to um dive into hypotheticals that this will lead to more um car dealerships. We just know that won't happen. Um, I'm I'm excited to see the plan go forward. Thank you, Commissioner Al. I go. No, go ahead. I just keep going back to number four here. Does it create a development pattern in harmony with the objectives of the Weisetta comprehensive plan, which was charming? And again, I don't I don't know if we need a car dealer in downtown Weisetta. Thank you, Commissioner Anthony. One comment on that. I think the charming in in my view always Lake Street always comes up for me when I think of that as charming, walkable. Um, and this is why is that a boulevard? And it is a business district, so it's going to be a business. Um, anyway, I just thought I'd throw that out. Thought that it wasn't a good comment. Thank you. Thank you, Commissioner Schwelby. So, I I would I would say I I agree with um Commissioners Elgen um Schwelby that it is very innovative and I think it is very creative use of the land. Where I'm getting hung up on is I wrote down so many variances. So many and it's I have a little bit more it it feels more palatable to handle variances when it's an oddshaped lot or when there's other things at play. This is a brand new lot. there's nothing there right now and so to fit something on this space just feels I'm having a hard time with that. Um the other piece that um kind of comes back that I kind of kept coming back to was um you know our applicants made a lot of assumptions like you said I I assume this is how it's going to be. I assume this is how it's going to be operationally and um and also um assumptions about the amount of um sales for this location. So I think it would have been nice to hear from maybe Lamborghini themselves or someone here who had a little bit more um direct experience of of how this um how this business would be running on a day-to-day basis. So um you know I appreciate you you all coming and you know presenting that. Um but there's still a lot of questions in my mind about how this space would actually operate. Um I don't oppose the idea of having a Lamborghini name in town. Um, I don't I I really I don't love it. I also think there's a lot of other spaces where we have car dealerships, very luxury brands here in Minneapolis that it feels like it could be um a little bit better space to be closer to one of those. Um, but but at the same time, I think for me, the development itself is just I think there's too many concerns that I have um for it to for me to be comfortable today. Thank you, Commissioner Severson. Um, I think, um, you know, I I personally I I really like what they've done. I think it's um I think it's innovative. Um, it's a tough I I'll admit it's a tough spot to put something as we've seen um, you know, the previous iterations of the businesses there and the previous proposals for the land. Um, I think you know when we think about or when I think about right like we're here today to think about the concept plan which is really like the scratch out on the back of the napkin really more than the details themselves. Um I I think conceptually I like it right. I agree. They've got I think they've got some challenges around um some of the details around landscape and lighting and parking and traffic and some of those things, but that's not really under the purview of the of the concept plan as much as it's to be addressed later under the general plan. Um so, you know, I think the having a couple neighbors that came forward tonight too and spoke um and talked about the relationship with Waler and Waler seems like they want to work with them. I think that's a that's a positive thing too. I think you know like personally for me you know based on all that I I I support the the concept plan moving forward. So um for sure a lot more details to be ironed out and and things to be figured out but um you know when you think about at the high level just the concept of it um for sure. Chair if I may uh the commission had asked a couple of questions and so if I may address a couple of those. Thank you. So, going back to the first question that the commission had asked about the zoning district, it appears that it is a single parcel that is the dealership in a C3 district as well. Um, which dealership that is from this, I'm not able to determine, Lexus, thank you. Our city attorney is aware of that use. I will utilize all resources available. And that's also a dealership further to the west of that, correct? There are dealerships, I believe, on either side of this, but they are not within the city limits of Weisa. No, the red the red block um right above the word Yetta. That's a used dealership, is it not? Or is I think those are mechanics. That's a collision center on the corner and the used dealership. Yep. You talking here? Yes. That that is not a dealership. Looking that up. I think there's a collision center there and then there's a used car dealership if I'm not mistaken. But anyways, okay. Neither here nor there. Uh, additionally, one item, uh, as the applicant had presented it, and I'd had it in our presentation crossed out, uh, staff would not determine that there was 16 parking stalls down here because of a parking stall in front of the trash enclosure, which is not a permitted parking stall location. It was noted on the in the staff presentation and in the staff report, but just as an item of clarity. And then the final couple of items that um I wanted to present on, you've already uh potentially taken a lot of my job for me, so thank you. Made it easier. Uh there are future items that the applicant can uh amend their application as they move forward from this concept plan where they can hear the public's concerns, the commission's concerns and amend it and come forward with four de deviations or three deviations or uh different deviations as they were to proceed forward with their application. Additionally, the action taken from the city, either planning commission or city council, does not bind the commission or city council for a future approval at that PUB general plan. So, want to be sure that the PE that the commission is very aware of that. Any action taken at this time does not bind any future decision should you learn additional information that would not allow you to support that future application. For sure. Thank you. With that as an item of clarification, just that was all I had. Thank you, director. Commissioner Severson. So then what is the specific concept we are asking or we're we're being asked of tonight? What what is the concept? The is it a this dealership? Is it this dealership with all of their variances that's in their application? Is it in the application as a whole? What is the concept? The PUB concept plan is considered a preliminary application before the more detailed plans come in. they we need to identify what those future items would be under this proposal in order for the commission to make an informed decision on the 30,000 ft view. So what you're acting on is essentially the proposal of the type of land use, the identifying where you have concerns, identifying items that you believe function well, and utilizing the criteria on this slide to help gauge that future application. Um, sensing that the city attorney may want to add to that. Was there anything, David? Um, chair and commissioner, you know, you asked the question, what is the concept? The concept is what was presented, what the applicant presented, what staff has presented to you. And the concept as it stands today would require the variances and the deviations that staff identified. But as uh director sharp pointed out between the concept plan stage and the general plan stage as the applicant if applicant receives concept approval concept plan approval from council on your recommendation or otherwise uh they can refine the plans and it's not uncommon for as plans get refined to say oh you know what we don't need that one design deviation over here and that just drops off. Now they can't that they have to make sure that when they come back they've identified each deviation each variance with particularity because that will be part of the next application that they have. I don't know if that does that answer your question sort of. Um I'm sorry I'm not really this dumb but I guess I'm just maybe having a hard time like separating the full application and then the concept of the application. Well, maybe one way to think about it is the concept that you're you're weighing in on does require all those things right now. So, they're either going to have to come back and get approval for those things or they're going to have to modify the concept to address whatever your concerns may be. And if you think, wow, this is a concept that just I could never get behind because it's going to require all those things, then you would vote accordingly. Or, you know, I think you could approve with conditions that things be modified in the general plan. You could approve with commentary. Uh, it's in the minutes now uh for council to consider as it looks at the general plan. And certainly the applicant uh is listening and thinking how they might address these things because they want the application to succeed and be approved too. So, Chair Cameron, Commissioner Severson, from my time here, think of some of your uh past applications and how some deviations specifically were deemed generally pretty acceptable. I think this is an area that you could identify where perhaps a variance or a deviation um may cause overall site conceptual issues. Uh for instance, the access spacing onto Central Avenue. Well, that's not a uh specific variance in this application because it's existing. It's one of the reasons why I'm wanting to identify it. If you were to identify that that were highly problematic, one of the nice things that the concept plan does is it allows you to identify if the commission had a a significant concern about that aspect. Regardless of whether it's a future variance or not, you're providing your input and then as the future plans come forward, they change them either accordingly or they come forward with the proposal as is. So it's very close to sketch review to allow a developer that highle response to essentially try to bring in a higher level plan at a future date or not proceed if there's simply no support for an application of this nature. Director Sharp, Chair Cameron, in the review of development activities. Uh, we are still working on the 641 plan right now the city uh for the sidewalk. I know that it is something that the commission has taken interest in. It is generally not under the purview of the uh planning commission, but this is an opportunity for you to ask about general development activities as well. Um, we're working on amending what that plan would be and being able to provide a pedestrian walkway. Uh, future details to follow as those are more formalized. It's possible that the city will uh participate in some level of opening that sidewalk up as it is a unique area and uh central to Weisetta's summer activity. So, we will see where that's at. Uh the other item that I wanted to mention that is of note but not necessarily a development activity is that we have Haley Hedblum, our new planner uh with us this evening. She is in her second week uh and has experience with the city of Plymouth and uh has a masters of uh landscape architecture and has been doing that for a number of years as well. She's really hit the ground running. I encourage you to uh reach out to her, have conversations with her, feel free to ask her questions about development and give her any perspective as well. She's uh bringing a wealth of knowledge of the area that I am quite frankly very jealous of as she grew up in the Minnitonka era area and has been uh very familiar with the city of Weisetta, which I can attest to being a huge leg up when reviewing an area and working within it. With that, um I have no additional updates. Oh, I'm sorry. The planning commission uh meeting schedule is we will have backto-back meetings.
