[3:38] order I'm Lissa Stockton I am the chair
[3:41] of the Planning Commission and I have
[3:43] just a few words about how to
[3:44] participate in this evening's meeting
[3:47] first we have some hybrid meeting
[3:49] information the meeting ID is 872 6216
[3:54] 0163 passcode is
[3:58] 82131 members so the public May attend
[4:00] the Planning Commission meeting in
[4:01] person watch and listen remotely by
[4:03] viewing on Channel 8
[4:06] WCTV and the city's website at weta.org
[4:11] WCTV public comment during the public uh
[4:14] forum and our public hearing portions of
[4:15] the meeting may be provided in person at
[4:18] the meeting in advance or by logging
[4:20] into the zoom call and raising your hand
[4:22] during the hearing when your name is
[4:24] called please uh when your name is
[4:26] called in the meeting will you you will
[4:27] be seen and heard in our council
[4:28] chambers and the cable channel you'll be
[4:30] asked to unmute and then you may begin
[4:32] comment all public comments must include
[4:35] your full name and address the city
[4:37] encourages comments or questions about
[4:39] items on the agenda and when possible
[4:41] requests you submit them in advance by

[6:58] Commission in uh meeting schedule I

[7:05] um planner uh
[7:08] wber thank you chair and Planning
[7:11] Commission um the city council has uh
[7:15] decided not to fill uh former
[7:17] commissioner current uh council member
[7:19] Sorenson's seat until um kind of the
[7:23] normal
[7:24] commissioner appointments uh typically
[7:28] in January so uh we currently have a
[7:30] chair but we don't have a vice chair and
[7:33] we are looking to uh hold an election
[7:36] for that uh just a little um layout of
[7:40] the process um first we'll call for
[7:45] nominations you can nominate other
[7:47] people but also feel free to nominate
[7:49] yourself if you want if uh we get only
[7:53] one nomination then we could just move
[7:55] to a motion uh we get more than one
[7:58] nomination that then um you know we
[8:01] would uh probably ask people to State uh
[8:05] some reasons why they they're interested
[8:08] in it and then we'd have to have a vote
[8:09] on on the multiple nominations so with
[8:13] that turn it back to the Planning
[8:15] Commission great has anyone put their
[8:17] name forward nobody has sent it to
[8:21] me okay well then the drum roll sits
[8:24] with us I presume um would anyone like
[8:27] to nominate themselves or make a
[8:30] nomination um for a vice chair position
[8:34] commissioner schw I would like to
[8:36] nominate
[8:41] Jennifer I'd like to nominate Jennifer
[8:43] Severson thank you do I have to accept
[8:46] yep
[8:49] no yes I'm just kidding I don't know I
[8:52] don't believe that's uh a required
[8:54] acceptance but we would ask if there's
[8:56] any other nominations first right it's
[8:59] not a required acceptance but somebody
[9:01] does have to do it I see and I don't
[9:03] know if there are any other nominations
[9:04] yet so oh okay well let's cover that
[9:06] next before before we move into the
[9:08] acceptance did I did you have a
[9:10] nomination no
[9:14] no okay um you can make a nomination if
[9:18] you don't want to accept that's a
[9:21] strategy yes it is chair I I guess with
[9:24] with no other nominations on the floor
[9:27] um the question would be if commissioner
[9:29] zerson would
[9:33] accept
[9:34] well I don't really want
[9:37] to that's that's an important
[9:40] consideration I would prefer not to I
[9:42] guess is my would be my so so chair and
[9:45] commissioner um a couple of thoughts
[9:48] that might make you willing to accept is
[9:51] I this was is technically just serving
[9:53] out the rest of the year there' be a
[9:56] reset at the beginning of the year at
[9:57] your first meeting where both the chair
[9:59] and vice chair would be uh elected for
[10:02] the new year so you're really only
[10:03] serving out through the end of the year
[10:05] one consideration and if you don't
[10:08] accept then we would then we would ask
[10:10] chair I would recommend you ask for more
[10:12] nominations well does anybody want to do
[10:15] it I mean I'm happy to
[10:18] but I would like you no no no I just in
[10:22] terms of uh personal bandwidth and
[10:25] ability to do that I feel like I'm at
[10:27] where I can capacity wise to ser serve
[10:29] just on the commission so I would prefer
[10:31] not to do anything additional that I um
[10:34] maybe can't fully commit to or can't
[10:36] fully provide
[10:38] my my time and energy and resources too
[10:41] I think that's that's help that's very
[10:42] valuable feedback right I mean um it's a
[10:46] respectful no um and I think we probably
[10:50] are all impressed with the meeting that
[10:51] you ran that time yes so that's that's
[10:55] what's um encouraging the direction but
[10:58] you are allowed to say no I think it's
[10:59] very um good to say no when you have a
[11:02] personal bandwidth like line that you
[11:04] want to honor because then you're doing
[11:05] a good job for everybody um and and you
[11:10] did have a great meeting from what I oh
[11:12] well thank you it was so so that's great
[11:15] but it was one meeting right and so
[11:17] anybody else can get up there and put
[11:20] themselves forward I plan on being
[11:21] present if that
[11:24] helps and it is until the end of the
[11:27] year yes I think that Chris Clon has
[11:30] been on this Planning Commission before
[11:32] and and also held positions of
[11:34] leadership am I right yes that is
[11:37] correct yeah may I nominate
[11:41] you there we go uh you may knowing that
[11:44] the term is um okay up at the end of the
[11:47] year and then we can all make a more
[11:50] time to think it through so if you so um
[11:54] Chris planton has been nominated and how
[11:57] do we do the process voting or does she
[12:00] just simply accept
[12:01] it U Madam chair uh once you have
[12:04] someone who's been nominated and accept
[12:06] it you should ask for a motion to
[12:08] appoint that commissioner as Vice chair
[12:11] all right then um I believe the ex the
[12:14] nomination has been
[12:16] accepted correct okay perfect you're
[12:18] like yes um and uh therefore may I ask
[12:22] someone to make a motion to appoint
[12:24] Chris planton as the vice chair of the
[12:26] Planning Commission for the remainder of
[12:28] 2024 so moved Cameron thank you

[12:54] review of development activities Item B
[12:56] other under item probably one of the
[12:59] biggest uh activities happening right
[13:01] now is the Redevelopment of the what we
[13:05] call the Wells Fargo Building 900 uh y
[13:08] Zetta Boulevard as you know the bank has
[13:11] been open for a number of weeks now uh
[13:14] about a week ago we uh issued uh
[13:18] certificate of occupancy for the office
[13:20] building one that's uh closest to
[13:23] Superior Boulevard uh we are now working
[13:26] with the um the owner and contractor to
[13:31] uh both issue the demolition permit and
[13:35] con a building permit for the
[13:37] construction of uh the apartment
[13:39] building that will be on the east side
[13:42] of the site couple other uh development
[13:46] activities

[13:48] um um L is now open um and then
[13:57] um uh two one Lake Street which is also
[14:00] called Westway uh condos the development
[14:03] agreement has been approved but we
[14:05] haven't received the building permit yet
[14:08] and then uh moments of Y Zetta we've
[14:10] received the building permit but are
[14:12] still uh need to develop the development
[14:15] agreement so it'll probably be a couple
[14:17] couple weeks to a couple months yet on
[14:18] those projects but they are moving
[14:20] forward uh val did I miss
[14:23] anything no I think that's it in terms
[14:25] of uh development projects that have
[14:27] been in front of the Planning Commission
[14:29] uh we obviously haven't met since August
[14:31] it's because development activity that
[14:33] needs a public hearing has been a little
[14:35] bit lower we've been processing a lot of
[14:36] permits that are by right and don't
[14:38] require variances or rezonings or
[14:40] special approvals so definitely still
[14:42] stuff happening just not necessarily
[14:44] stuff for this group so perfect question
[14:48] yes y I thought I read in the most
[14:51] recent Yetta update or is that a
[14:54] happenings that demolition of Wells
[14:57] Fargo was happening this week is it
[15:00] delayed or the I believe the October
[15:03] 21st was the date that got thrown out
[15:05] there it's a little bit of a ball park
[15:07] uh it depends on exactly when they get
[15:10] stuff like their utility disconnects
[15:11] done but we usually get the copy for the
[15:13] weekly done a couple days in advance so
[15:16] that's why that date might not be
[15:17] perfect but it should be within the next
[15:19] week or
[15:20] so exciting okay wonderful thank you for
[15:23] the updates um there was just a schedule
[15:27] um change or schedule was item C there
[15:30] it is any changes
[15:34] or no changes from this calender uh we
[15:39] we will be having the November 4th
[15:41] meeting uh we have published a public
[15:44] hearing for um the changes necessary to
[15:49] the zoning ordinance to implement the
[15:51] Cannabis retail business
[15:55] regulations uh we don't have any other
[15:57] public hearings sched um and then
[16:01] November
[16:03] 18th um you know we'd have to have the
[16:05] meeting to uh do that uh PC report and
[16:11] recommendation uh there is some other
[16:14] ordinance changes that we're discussing
[16:17] such as uh this r3a probably too early
[16:20] to be on the 18th but um December 2nd
[16:24] and December 16th are still um quite
[16:28] likely to be Planning Commission
[16:31] meetings quite likely to I'm sorry
[16:35] they're quite likely to what they're
[16:37] quite likely to occur oh I'm sorry okay
[16:40] okay wonderful I think that's
[16:44] everything and if there's nothing else
