ADJOURNMENT ## Todd Prafke ## City Administrator ## CITY OF SAINT PETER, MINNESOTA ## OFFICIAL PROCEEDINGS ## MINUTES OF THE CITY COUNCIL MEETING ## APRIL 13, 2026 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Saint Peter was conducted in the Governors’ Room of the Community Center. A quorum present, Mayor Nowell called the meeting to order at 7:00 p.m. The following Councilmembers were present: Keri Johnson, Darrell Pettis, Dustin Sharstrom and Brad DeVos. Councilmembers Ben Ranft and Josh Weisenfeld were absent. The following officials w ere also present: City Administrator Todd Prafke, City Attorney James Brandt, Community Development Director Ben Baker, Interim Recreation and Leisure Services Director Kayla Campbell, Water Resources Superintendent Curtis Thompson, and City Engineer Jeffrey Domras. Approval of Agenda – City Administrator Prafke requested that one agenda item be added: Parkview Manor Roof Project Closeout as Item M in New Business. A motion was made by Pettis, seconded by Johnson, to approve the amended agenda. With all in favor, the amended agenda was approved. Approval of Minutes – A motion was made by Johnson, seconded by Pettis, to approve the minutes of the March 23, 2026 regular City Council meeting. With all in favor, the minutes were approved. A complete copy of the minutes of the March 23, 2026 regular City Council meeting is contained in the City Administrator’s book entitled Council Proceedings 20. Consent Agenda – City Administrator Prafke requested a change for Cameron from Head Lifeguard to Lifeguard with the appropriate wage change. Prafke also reviewed the changes in downtown parking/signage for clarification. In motion by Pettis, seconded by DeVos, Resolution No. 2026–69 entitled “Resolution Approving Consent Agenda”, was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Tennis Court Conversion to Pickleball Courts – City Administrator Prafke recommended approval for Tennis West, LLC to convert the remaining tennis courts at Veterans Memorial Park to Pickleball Courts. Prafke noted that the Saint Peter Pickleball Association plans to contribute approximately $11,000 toward the improvements. In motion by Johnson, seconded by Sharstrom, Resolution No. 2026-70 entitled “Resolution Authorizing Tennis West, LLC to Convert the Existing Tennis Courts to Pickleball Courts at Veterans Memorial Park“ was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Street Seal Coating/Parking Lot Sealing Bid Award – City Administrator Prafke recommended approval for the 2026 Street Seal Coating and Parking Lot Sealing project be awarded to Allied Blacktop Company. In motion by Sharstrom, seconded by Pettis, the Resolution No. 2026-71 entitled “Resolution Awarding Bid for 2026 Street Seal Coat and Parking Lot Sealing Project” was introduced. Upon 6 roll call, with Councilmember Weisenfeld abstaining, and all others in favor, the Resolution was declared passed and adopted. TH 169 Sanitary Lining– Water Resources Superintendent Thompson shared the project is the final phase of a multi-year effort. Thompson stated, the City received an MPCA grant to be used to complete this project. Thompson recommended approval for Insituform Technologies to complete the sanitary sewer pipe lining and manhole improvements along TH 169. In motion by DeVos, seconded by Pettis, Resolution No. 2026-72 entitled “Resolution Authorizing Insituform to Complete the TH 160 Sanitary Sewer Lining and Manhole Lining from Dranttel Street to St. Julien Street” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-72 is contained in the City Administrator’s book entitled Council Resolutions 26. 2026 Fee Schedule Revision – Water Resources Superintendent Thompson recommended to update to the City’s fee schedule related to the copper waterline materials to have separate fees for 60 foot and 100 foot rolls. In motion by Pettis, seconded by Sharstrom, Resolution No. 2026-73 entitled “Resolution Adopting Modifications to the 2026 Utilities Fee Schedule” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-73 is contained in the City Administrator’s book entitled Council Resolutions 26. 2026 Bituminous Materials Bid Award – City Administrator Prafke recommended awarding the 2026 bituminous materials bid to Martin Marietta. In motion by Johnson, seconded by Sharstrom, Resolution No. 2026-74 entitled “Resolution Awarding the Bid for 2026 Bituminous Materials to Martin Marietta Materials Company” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Scholarship Way Renaming – Community Development Director Baker recommended approval to rename Scholarship Way to Civic Way. In motion by Sharstrom, seconded by Johnson, Resolution No. 2026-75 entitled “Resolution Approving “Civic Way” as the New Street Name for the New City Hall (Replacing “Scholarship Way”)” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Unforeseen Circumstances Micro Loan – Community Development Director Baker recommended approval to establish a new City/EDA Unforeseen Circumstances Micro Loan Program. In motion by Sharstrom, seconded by Pettis, Resolution No. 2026-76 entitled “Resolution Establishing a New Loan Program Titled “Unforeseen Circumstances Micro Loan Program” Along with Associated Program Guidelines” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-76 is contained in the City Administrator’s book entitled Council Resolutions 26. 7 Presidents Corner Preliminary & Final Plats – Community Development Director Baker recommended approving a preliminary and final plat for the Presidents Corner Subdivision at 1225 South Washington Avenue. In motion by DeVos, seconded by Sharstrom, Resolution No. 2026-77 entitled “Resolution Approving Presidents Corner Subdivision – Preliminary Plat 1225 South Washington Avenue” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. In motion by Pettis, seconded by Sharstrom, Resolution No. 2026-78 entitled “Resolution Approving Presidents Corner Subdivision – Final Plat 1225 South Washington Avenue” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Presidents Corner PUD Ordinance Amendment – Community Development Director Baker recommended approval of an Ordinance approving a Residential Planned Unit Development. In motion by Johnson, seconded by Sharstrom, Ordinance No. 70 entitled “An Ordinance Amending City Code Chapter 24 “Land Use Regulations and Zoning” and Amending the Official Zoning Map in Conjunction with Presidents Corner Subdivision & Residential Planned Unit Development 1225 South Washinton Avenue” was introduced. Upon roll call, with all in favor, the Ordinance was declared passed and adopted. A complete copy of Ordinance No. 70 is contained in the City Administrator’s book entitled Council Resolutions 25. Comprehensive Plan Steering Committee – Community Development Director Baker recommended approval of the creation of a Comprehensive Plan Steering Committee and approval of its members. In motion by Johnson, seconded by Pettis, Resolution No. 2026-79 entitled “Resolution Establishing a Comprehensive Plan Steering Committee” was introduced. Upon roll call, with Councilmember Pettis abstaining, and all others in favor, the Resolution was declared passed and adopted. SPCC Room 215/217 Renovation Closeout – City Administrator Prafke recommended approval of the completion of Room 215/217 renovation project at the Saint Peter Community Center. In motion by Sharstrom, seconded by DeVos, Resolution No. 2026-80 entitled “Resolution Providing for Closeout and Final Payment for Community Center Room 215/217 Project” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. New Registrations – City Administrator Prafke recommended approval of three new Low Potency Hemp Edible Retailer registrations. In motion by Pettis, seconded by Johnson, Resolution No. 2026-81 entitled “Resolution Approving New Registrations” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-81 is contained in the City Administrator’s book entitled Council Resolutions 26. 8 Parkview Manor Roof Project Closeout – City Administrator Prafke recommended approval of the completion of the Parkview Manor Roof Project. In motion by Pettis, seconded by Sharstrom, Resolution No. 2026-82 entitled “Resolution Accepting Parkview Manor Roof and Mechanical System Repair Project as Complete” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-82 is contained in the City Administrator’s book entitled Council Resolutions 26. ## Reports Mayor’s Report – Mayor Nowell read a proclamation declaring April 23, 2026 as Arbor Day and May 2026 as Arbor Month. ## Councilmember Reports – Councilmember Johnson extended thanks to Councilmember Pettis for testifying on Transportation Committee. City Administrator Reports – City Administrator Prafke shared an updated report regarding a few selected topics related to Federal Agents in the community. There being no further business, a motion was made by Sharstrom, seconded by DeVos, to adjourn. The sale of the fireworks will take place June 20, 2026 – July 5, 2026. Tree Worker licenses expire on April 30, 2026. A total of thirteen companies have submitted their renewal applications. The licensing period is May 1, 2026 – April 30, 2027. Should you have any questions or concerns on these agenda items, please do not hesitate to contact me. ## HL/ 10 ## Memorandum ## TO: Todd Prafke DATE: 4/24/2026 ## City Administrator FROM: Pete Moulton Jason Lee Public Works Director Electric Superintendent ## RE: Apprentice Lineworker Appointment ## ACTION/RECOMMENDATION Appoint Timothy Haas to the position of Apprentice Lineworker at a starting wage of $46.54 per hour. ## BACKGROUND In February, an opening occurred when one of our existing Electric Utility staff left employment. It was determined that hiring an Apprentice Lineworker for one of the replacements was the best fit for our organization. The recruitment process for this position has been completed, and six (6) candidates were interviewed. Timothy Haas emerged as the top candidate. Timothy completed his lineworker training at Minnesota Community and Technical College in Jackson, Minnesota. Timothy has 4+ years of electrical experience working with the community of Forest City, Iowa where he is in his 4 th year of an Apprentice program. Timothy has vast experience in equipment operations and working with overhead and underground power lines. I recommend Timothy’s wage be established at Classification 9 as per the existing Utilities Union contract. Contract language stipulates, “New employees hired shall be paid at 4% less than the schedule indicated during their first twelve months of employment.” The wage of $46.54 represents Classification 9 wage minus 4%. The recruitment process for this position has been completed, and six (6) candidates were interviewed. Zachary Miller emerged as the top candidate. Zachary completed his lineworker training at Minnesota Community and Technical College in Wadena, Minnesota. Zachary has 5+ years electrical experience working with Key Contracting of Fargo, ND. Zachary has completed the Merchant Apprentice program. Zachary has vast experience in equipment operations and working with high-voltage transmission lines. I recommend Zachary’s wage be established at Classification 10 as per the existing Utilities Union contract. Contract language stipulates, “New employees hired shall be paid at 4% less than the schedule indicated during their first twelve months of employment.” The wage of $49.70 represents Classification 10 wage minus 4%. Nowell ## Mayor ## ATTEST: _________________________________ ## Todd Prafke ## City Administrator 17 ## Memorandum ## TO: Todd Prafke DATE: 4/24/2026 ## City Administrator ## FROM: Pete Moulton ## Director of Public Works ## RE: Outdoor Field & Facility Advertising Guidelines ## ACTION/RECOMMENDATION Approve advertising guidelines that allow “Community Associations” to advertise on certain City owned facilities. ## BACKGROUND Staff met with multiple community associations this spring where we consistently heard of the need to help associations generate funds for support. One such idea was to allow for outdoor advertising at certain facilities. Currently, the City lacks a field signage advertising guideline so one was developed and discussed with the Parks and Recreation Advisory Board. The Parks and Recreation Advisory Board reviewed draft guidelines on March 16, 2026, and suggested a few grammatical revisions and asked that the plan returned to the Board for approval. The Parks and Recreation Advisory Board met again on April 20, 2026, and approved the Outdoor Field & Facility Advertising Guidelines. Our recommendation is to approve the attached Outdoor Field & Facility Sponsorship Guidelines as approved by the Saint Peter Parks and Recreation Advisory Board so City staff can begin working with associations for this season. ## FISCAL IMPACT: The financial impact is minimal, as the fee charged covers most of the cost that the City will experience. ## ALTERNATIVES AND VARIATIONS: Do not act: No further action will be taken without additional directions from the City Council. Negative Vote: No further action will be taken without additional directions from the City Council. Modification of the Resolution: This is always an option of the City Council. Please feel free to contact me should you have any questions or concerns on this agenda item. ## PM 18 ## Outdoor Field & Facility Advertising Guidelines The City of Saint Peter may allow “Community Associations” to advertise at certain city owned facilities. Permissible outdoor advertising would include banners: • Outdoor MESH banner with maximum dimensions of 5’ x 8’ o Mesh banner provides a crisscross breathable scrim that allows 37% airflow. o Banner to include heat-welded perimeter for additional durability and support o Hems on all four sides with grommets evenly spaced • Fabric – Perforated Mesh Vinyl minimum 8 oz. wind resistant • No alcohol, tobacco, cannabis, nudity or profanity products shall be promoted or allowed • Advertising must be for promotion of business and/or organizations and sales of products and/or services. • No political, or general issues, advertising will be allowed. • The use of logos for alcohol or tobacco products is not allowed. • All banners shall contain only: o the name of the ad purchaser o purchaser logo, if any o product logo, if any (must not be in violation of other sections of the policy) o Information on how to contact the purchaser, including the business location and phone number. • Ads must have a neutral-colored background. ## Guidelines: Prior to ordering your banner a template (proof) must be submitted to the City Public Works Department for approval. An authorization to proceed or a denial will be provided. Once approved production of the mesh banner can begin. • The banner would be ordered, printed and paid for by the Community Association • The location and positioning of banner installation will be determined by the City of Saint ## Peter • Prior to installation the Association will pay the City of Saint Peter $100 per banner per season • Banner maintenance considerations will be at the cost of the Community Association • All banners will be installed by the City of Saint Peter at the beginning of May and removed at the conclusion of the season by the City of Saint Peter. • The Community Association will be responsible for maintaining and storing banners in the off season. The City Council hereby accepts the Outdoor Field & Facility Sponsorship Guidelines. 2. More recently, the City of Saint Peter (City) has partnered with Miller on three (3) projects in Traverse ## Green: 1. Traverse Green – Phase I & II: In an effort to initiate momentum in a stagnant development, the City partnered with Miller to construct four (4) new homes by providing the following incentives: • $50,000/home x 4 homes = $200,000. Money paid back to City at closing. • Building permit fees were allowed to be deferred to closing (~$6,000). • Lot fee was allowed to be deferred until closing (~$40,000). The initiatives have proven to be a very successful catalyst for new home construction (44 units built in 3-years, compared to 25-units in the first 7-years). Currently, there are only three (3) lots remaining, all of which are reserved for construction in the near future. 2. Traverse Green – Phase III: Due to a lack of new single-family home lots throughout the community, the City and Miller partnered together to develop Traverse Green Subd. No. 3 (Cullen Street Project), a 42-lot residential subdivision. Miller Homes was allotted 26 lots and the City was responsible for advertising and selling 16 lots. Although Miller Homes is only responsible for constructing 3 homes per year according to the Development Agreement, Miller has already constructed, or are in the process of constructing, nine (9) new homes along Cullen Street. Originally, it was anticipated that there would be more demand for larger custom home lots, on which individuals could choose their own home plan and builder. However, to date, the City of Saint Peter has only sold one (1) of the custom home lots along Cullen Street. Over the past year, the City has used different marketing strategies including a “land rush” 21 event, a television story, a newspaper article, multiple social media announcements, website updates, indoor advertisement signs, and an on-site development sign. Although the City has made a valiant effort to market the lots, there have only been a few inquiries received and no successful results. 3. Traverse Green – North: A few years ago, the City worked with Saint Peter Land/Investors on a land-swap deal, to avoid a high amount of density within Traverse Green - North. Following the agreement, Saint Peter Land/Investors focused their construction efforts on Klein Street, and in turn they sold their twelve (12) twin-home lots to Miller. Miller has since constructed, or are in the process of constructing, six (6) twin-homes along Clark Street. Below is a table that shows new home/unit development in Traverse Green over 4¼ years. Miller agreed, and submitted a proposal summarized as follows: • List all of the lots within Traverse Green – Phase III (Cullen Street) on the MLS • List 6-8 vacant lots at a time • List 6-8 to-be-built plans at a time • Construction of a higher-end home(s) approved by City ($425,000 - $515,000) o City would provide Miller with $100,000 per home in catalyst money, up to 2 homes o Catalyst money would be repaid to City at closing ## • Listing Details o 4% full-service commission o 3% full-service commission if Miller represents both sides o No admin or broker fees ## o Listings on MLS, Realtor.com, and Zillow.com o Individuals and other home builders are allowed to purchase lots and build homes o One-year listing contract On April 20, 2026 the City Council reviewed the proposal from Miller Real Estate / Miller Homes. The Council provided positive feedback, recognizing that Miller could help the City with additional lot/home sales and expanding the housing stock availability. ## FISCAL IMPACT: The City will be responsible for paying Miller Real Estate the commission fee on any lot sales. The City is also responsible for providing $100,000 to Miller Homes per new custom home, up to a maximum of 2 homes. The catalyst money will be repaid to the City at closing. 22 ## ALTERNATIVES/VARIATIONS: Do Not Act: City Staff will await further instructions. Negative Vote: The real estate proposal / listing agreement will not move forward, and City Staff will continue to be responsible for marketing and selling lots. Modification of the Resolution: This is always an option. Nowell ## Mayor ## ATTEST: _________________________________ ## Todd Prafke ## City Administrator 37 ## CITY OF SAINT PETER, MINNESOTA ## RESOLUTION NO. 2026 - ## STATE OF MINNESOTA) ## COUNTY OF NICOLLET) ## CITY OF SAINT PETER) ## RESOLUTION APPROVING A CONSTRUCTION INCENTIVE PROPOSAL ## FROM MILLER HOMES WHEREAS, Miller Homes has been constructing new homes and selling homes in Saint Peter over the last several years; and WHEREAS, the City of Saint Peter (City) has recently partnered with Miller on three (3) projects in the Traverse Green Development; and WHEREAS, through the partnership with Miller, new home construction and sales has significantly increased in Traverse Green; and WHEREAS, Miller has with more extensive marking expertise and is willing to partner with the City to list the City’s lots and construct a few custom homes (valued from $425,000 - $515,000). ## NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAINT ## PETER, NICOLLET COUNTY, MINNESOTA, THAT: 1. A building construction incentive of $100,000 per home for up to two home to which have an estimated market value of greater than $425,0000 Miller Homes is approved. 2. The Mayor and/or City Administrator are authorized to sign the agreement, on behalf of the City of Saint Peter. Upon approval, the License will be in affect from April 28, 2026- October 28, 2026. A Peddler/Solicitor License can have up to three individuals on one license.
