Peter was conducted in the Governors’ Room of the Community Center.
## Aquorumpresent,MayorprotemJohnsoncalledthemeetingtoorderat7:06p.m.Thefollowing
Councilmemberswerepresent:KeriJohnson,DarrellPettis,DustinSharstromandBradDeVos.
## MayorNowellandCouncilmembersBenRanftandJoshuaWeisenfeldwereabsent.Thefollowing
officialswerealsopresent:CityAdministratorToddPrafke,CityAttorneyJamesBrandt,Public
## WorksDirectorPeteMoulton,CommunityDevelopmentDirectorBenBaker,andCityEngineer
Jeffrey Domras.
## ApprovalofAgenda–AmotionwasmadebyPettis,secondedbySharstrom,toapprovethe
agenda. With all in favor, the agenda was approved.
## ApprovalofMinutes–AmotionwasmadebySharstrom,secondedbyPettis,toapprovethe
minutesoftheJune22,2026regularCityCouncilmeeting.Withallinfavor,theminuteswere
approved.AcompletecopyoftheminutesoftheJune22,2026regularCityCouncilmeetingis
contained in the City Administrator’s book entitled Council Proceedings 20.
## ConsentAgenda–InmotionbySharstrom,secondedbyPettis,ResolutionNo.2026–122
entitled“ResolutionApprovingConsentAgenda”,wasintroduced.Uponrollcall,withallinfavor,
theResolutionwasdeclaredpassedandadopted.AcompletecopyofResolutionNo.2026-122
is contained in the City Administrator’s book entitled Council Resolutions 26.
## PublicWorksFacilitiesOptimizationConsultingServices–PublicWorksDirectorMoulton
sharedafteracompetitivebiddingprocessISGofMankatowasselectedtocompletethePublic
## WorksFacilitiesOptimizationStudy.Moultonsharedthestudywouldevaluatecurrentandfuture
facilityneeds,operationalefficiencies,andlong-termserviceopportunities.Moultonrequested
approval to have ISG complete the study.
## InmotionbyRanft,secondedbyPettis,ResolutionNo.2026-123entitled“ResolutionAuthorizing
## ISGofMankato,MinnesotatoCompleteaPublicWorksOptimizationServicesStudy“was
introduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedandadopted.A
completecopyofResolutionNo.2026-123iscontainedintheCityAdministrator’sbookentitled
Council Resolutions 26.
## DonationAcceptance–CityAdministratorPrafkesharedtheSaintPeterGirlsFastPitchSoftball
## Associationhadraisedapproximately$30,000theyweredonatingforthepurchaseand
installationoffourscoreboardsatJeffersonPark.PrafkenotedtheassociationandtheCity
enteredintoanagreementfortheCitytopurchaseandinstallthescoreboardswiththedonation
moneyprovidedbytheassociation.Prafkerequestedacceptanceofthedonationandapproval
of the agreement.
## InmotionbyDeVos,secondedbyPettis,theResolutionNo.2026-124entitled“Resolution
## ApprovingtheAgreementandDonationforJeffersonParkScoreboardsfromtheSt.PeterGirls
## FastpitchSoftballAssociation”wasintroduced.Uponrollcall,withallinfavor,theResolutionwas
declaredpassedandadopted.AcompletecopyofResolutionNo.2026-124iscontainedinthe
City Administrator’s book entitled Council Resolutions 26.
## Reports
Mayor’s Report – Mayor pro tem Johnson had no reports.
## CouncilmemberReports–CouncilmemberDeVossharedapositiveexperiencehehadwith
River’s Edge Clinic.
## CityAdministratorReports–CityAdministratorPrafkereviewedtheCityHallofficesmovingto
theirnewlocationandstatedthatCouncilMeetingswouldcontinuetobeheldintheircurrent
location in the Governors’ Room at the Community Center until August or September.
## ExecutiveSession–CityAdministratorPrafkerequestedaclosedsessionforthediscussionon
real estate at 105 East Brown Street.
## InmotionbyPettis,secondedbySharstrom,ResolutionNo.2026-125entitled“ResolutionCalling
foraClosedSession“wasintroduced.Uponrollcall,withallinfavor,theResolutionwasdeclared
passedandadopted.AcompletecopyofResolutionNo.2026-125iscontainedintheCity
Administrator’s book entitled Council Resolutions 26.
The Council adjourned to closed session at 7:24 p.m.
The closed session regarding 105 East Brown Street began at 7:32 p.m. and ended at 7:47 p.m.
The Council returned to open session at 7:47 p.m.
## Therebeingnofurtherbusiness,amotionwasmadebySharstrom,secondedbyDeVos,to
adjourn. With all in favor, the motion carried, and the meeting adjourned at 7:47 p.m.
