## HERITAGE PRESERVATION COMMISSION
## Meeting Minutes – Tuesday, March 31, 2026
## Community Center – Governors Room
A regular meeting of the Heritage Preservation Commission (HPC) was called to order
by Community Development Director Ben Baker at 5:30 pm. Commissioner members
Brian Oviatt, Colleen Jacks, Sahni Moore, Dustin Sharstrom, David McGuire and Claire
Woebke were in attendance. Member Robert Weisenfeld was absent. City Staff present
## were Baker, Community Development Specialist Hayden Lacher, and Community
Development Intern Laura Sunnarborg. A visitor, Blake Johnson of Painting & Masonry
LLC, was also present.
## Approval of Agenda
A motion was made by Oviatt, seconded by Jacks to approve the agenda as presented.
With all members voting aye, the agenda was approved.
## Approval of Minutes
A motion was made by Oviatt, seconded by Sharstrom to approve the minutes of the
February 24, 2026 meeting. With all members voting aye, the minutes were approved.
## Unfinished Business
Update on Building Elevation Plans and Proposed Improvements for the Ne
## SouthPoint Financial Credit Union Building at 103 North Minnesota Avenue
## (Previously Taco Johns) and 119 West Broadway Avenue (Previously Jake’s
## Pizza) – HTG Architects
Baker provided an update on the SouthPoint project, noting that the SouthPoint board
approved the brick wainscot recommendation from the previous HPC meeting.
## New Business
Review and Consider Approval of a New Sign for the Building at 209 West
Mulberry Street/ 424 South Minnesota Avenue (Saint Peter Laundry Co / RE/MAX /
1998)
Oviatt noted that several existing signs on the building feature notched corners and
suggested the new sign follow that design.

Jacks pointed out that the Maytag Laundry sign does not have notched corners.
Sharstrom stated that he did not have strong feelings about requiring notched corners.
Woebke, McGuire, and Moore expressed support for keeping the new sign consistent
with the other signs on the building.
A motion was made by Oviatt, seconded by Woebke to approve the proposed sign with
the condition that notched corners be added. Members Jacks, McGuire, Moore, and
Sharstrom voting aye, the motion carried unanimously.
## Review Proposed Exterior Improvements for the 222/224 South Minnesota Avenue
(Reflections Salon / Erbert & Gerberts)
Applicant Blake Johnson, of Painting & Masonry LLC, described the proposed exterior
improvements, noting discoloration of the stone and plans to use acid washing for
cleaning. He also described tuckpointing work to repair failing brick and mortar.
Oviatt expressed concerns regarding acid washing and asked about Johnson’s
experience.
Johnson stated that he has performed acid washing on multiple projects.
Johnson explained that on the Reflections Salon storefront, the existing tiles would be
replaced with Kasota Stone and referenced similar work completed at The Dork Den in
Mankato. He also noted that the wood above the storefront would be repainted in the
same color to obscure the name of the previous business.
Oviatt clarified that the only structural change proposed was replacing the tiling on the
Reflections Salon building, and Johnson confirmed this.
A motion was made by Oviatt, seconded by Moore to approve the Kasota Stone
replacement material for the entryway to the Reflections Salon building. Members
Jacks, McGuire, Woebke, and Sharstrom voting aye, the motion carried unanimously.

## Reports
## Project Updates
Baker provided updates on ongoing City projects. He noted that the building at 101 S.
Minnesota Avenue is currently undergoing remodeling, but the owner has not yet made
public what the business will be.
Oviatt asked whether ownership of the building had changed.
Baker confirmed that it changed in 2025.
## CLG Grant
Baker updated the Commission on the Certified Local Government (CLG) Grant
application submitted by City staff.
## FORUM 2026 Minneapolis – National Alliance of Preservation Commission
Baker shared information on the upcoming FORUM 2026 conference in Minneapolis
and encouraged members to attend.
## Next Meeting
Baker reminded the Commission that next month’s meeting will be held at Kavo Italian
Eatery, 225 S. Minnesota Avenue, in the Vault Meeting Room. A tour of the First
National Bank Hotel will follow the meeting.
## Adjourn
There being no further business, a motion was made Oviatt, seconded by Sharstrom to
adjourn. With all members voting aye, the meeting adjourned at approximately 6:03 pm.

The “LAINA & CO. SALON” sign fits naturally with the historic feel of Saint Peter, Minnesota. Its
simple black-and-white design and classic lettering reflect the timeless style seen on many older

## Description:
Two story brick Commercial Vernacular building. Stone and wood trim, rectangular plan
and flat roof. One bay wide, with one storefronts. Lintels accented by stone key stones,and concrete sills. Corbeled dentils under simple comice. Storefronts have beensomewhat altered. South side of second story is accented by an oriel bay. This buildingwas constructed at the same time as the adjacent building at 212 S. Minnesota Avenue.
## Significance:
Andrew Cook had this buUding constructed to adjoin his cafe at 212 S. Minnesota Avenue,for the purposes of the local J.C. Penney store. By 1930 J.C. Penney's was hiring six
salespeople, selling men's and women's clothing, shoes, dry goods and general
merchandise. By 1951 the store was still occupied by J. C. Penney's. ["Diamond Jubilee":
