With all in favor, the agenda was approved. ## ApprovalofMinutes–AmotionwasmadebyRanft,secondedbyPettis,toapprovetheminutes oftheMay26,2026regularCityCouncilmeeting.Withallinfavor,theminuteswereapproved. ## AcompletecopyoftheminutesoftheMay26,2026regularCityCouncilmeetingiscontainedin the City Administrator’s book entitled Council Proceedings 20. ## PublicHearing–APublicHearingregardingtheassessmentstopropertiesforthe2026N.4 th ## StreetImprovementProject(ChathamtoSkaro)wascalledtoorderat7:07p.m.PublicWorks ## DirectorMoultonandCityEngineerDomrasreviewedtheprojecttimelineandworktobe completed. With no questions or comments, the hearing was adjourned at 7:09 p.m. ## ConsentAgenda–CityAdministratorPrafkenotedthatmemberswereprovidedwithan additionalmemoregardinglicensesandanamendedResolutionfortheConsentAgenda including the additional licenses and requested the amended Resolution be approved. ## InmotionbyRanft,secondedbySharstrom,ResolutionNo.2026–107entitled“Resolution ## ApprovingConsentAgenda”,wasintroduced.Uponrollcall,withallinfavor,theResolutionwas declaredpassedandadopted.AcompletecopyofResolutionNo.2026-107iscontainedinthe City Administrator’s book entitled Council Resolutions 26. ## NorthFourthStreetImprovement(ChathamtoSkaro)AssessmentApproval–PublicWorks ## DirectorMoultonremindedmembersthattheCitywillbeassessedaportionoftheprojectdueto the City owning property on a portion of the block. ## InmotionbyPettis,secondedbySharstrom,ResolutionNo.2026-108entitled“Resolution ## AdoptingAssessmentsfor2026NorthFourthStreetImprovementsfromChathamtoSkaro ## Street“wasintroduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedand adopted.AcompletecopyofResolutionNo.2026-108iscontainedintheCityAdministrator’s book entitled Council Resolutions 26. ## CityAssistance:MinnesotaOriginalMusicFestival–CityAdministratorPrafkepresented therequestforcityassistancefortheMinnesotaOriginalMusicFestival,nowinitsfifthyear. ## Approvalwasrecommendedcontingentontheorganizersmeetingallconditionslisted,including appropriate liability insurance. ## InmotionbyJohnson,secondedbyRanft,theResolutionNo.2026-109entitled“Resolution ## ApprovingRequestforCityAssistanceforMinnesotaOriginalMusicFestivalEvent”was introduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedandadopted.A completecopyofResolutionNo.2026-109iscontainedintheCityAdministrator’sbookentitled Council Resolutions 26. ## CityAssistanceRequest:ExperienceSt.PeterStreetMarket–CityAdministratorPrafke presentedtherequestforcityassistancefortheExperienceSaintPeterStreetMarket.Theevent featuresvendorsonMinnesotaAvenuesidewalks(northofNassauStreet)infrontofparticipating businesses.EventsareplannedforThursdayeveningsfrom4:00-7:00PMinJuly,August,and ## September.Accessibilityrequirementsonpublicsidewalksandappropriateliabilityinsuranceare required. It was clarified that the event utilizes sidewalks only and does not close Highway 169. ## InmotionbyRanft,secondedbyWeisenfeld,ResolutionNo.2026-110entitled“Resolution ## ApprovingRequestforCityAssistanceforStreetMarketEvent”wasintroduced.Uponrollcall, withallinfavor,theResolutionwasdeclaredpassedandadopted.AcompletecopyofResolution No. 2026-110 is contained in the City Administrator’s book entitled Council Resolutions 26. ## NewLicenses–CityAdministratorPrafkepresentedthepeddlerlicenseandlowpotencyhemp licenseapplications.Allapplicantsmetordinancerequirements,includingcompletionofrequired background checks. Approval was recommended. ## CouncilmembersWeisenfeldsharedconcernsaboutthebroaderpolicyofissuingpeddler licenses, particularly for door-to-door sales. ## InmotionbyRanft,secondedbyPettis,ResolutionNo.2026-111entitled“ResolutionApproving ## NewLicenses”wasintroduced.Uponrollcall,withCouncilmembersWeisenfeldandDeVos votingagainst,andallothersinfavor,theResolutionwasdeclaredpassedandadopted.A completecopyofResolutionNo.2026-111iscontainedintheCityAdministrator’sbookentitled Council Resolutions 26. ## Reports Mayor’s Report – Mayor Nowell had no reports. Councilmember Reports – Councilmembers had no reports. ## CityAdministratorReports–CityAdministratorPrafkeextendedthankstoallwhoparticipated intheKickofftoSummerevent.Prafkealsonotedtokeepaneyeoutformoreeventscomingup by watching the HotSheet, Facebook and other social media sites as well as the City Website. ## Therebeingnofurtherbusiness,amotionwasmadebyRanft,secondedbyWeisenfeld,to adjourn.
