A quorum present, Mayor Nowell called the meeting to order at 7:00 p.m. The following Councilmembers were present: Keri Johnson, Darrell Pettis, Dustin Sharstrom and Brad DeVos. The following officials w ere also present: City Administrator Todd Prafke, Assistant City Attorney Steven Winkler, Finance Director Perry Solheim, Public Works Director Pete Moulton, Community Development Director Ben Baker, Sustainability and Communications Coordinator Corree Johnson, and City Engineer Jeffrey Domras. Approval of Agenda – A motion was made by Johnson, seconded by Pettis, to approve the agenda. With all in favor, the agenda was approved. Approval of Minutes – A motion was made by Pettis, seconded by Johnson, to approve the minutes of the May 11, 2026 regular City Council meeting. With all in favor, the minutes were approved. A complete copy of the minutes of the May 11, 2026 regular City Council meeting is contained in the City Administrator’s book entitled Council Proceedings 20. Consent Agenda – In motion by Pettis, seconded by DeVos, Resolution No. 2026–98 entitled “Resolution Approving Consent Agenda”, was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-98 is contained in the City Administrator’s book entitled Council Resolutions 26. Memorandum of Understanding for Youth Development and Youth Service Programs with School District #508 – City Administrator Prafke reviewed the functions of the Memorandum stating it was similar to previous years. Prafke requested approval. In motion by Sharstrom, seconded by Pettis, Resolution No. 2026-99 entitled “Resolution Authorizing Execution of Youth Development Memorandum of Understanding“ was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-99 is contained in the City Administrator’s book entitled Council Resolutions 26. Minnesota River Valley Transit Lease Update – City Administrator Prafke shared that due to MRVT moving to the new City Hall upon completion of the project, an update to the square footage was needed for the new space. Prafke noted the price per square foot was not changing, just the size. Prafke requested approval of the modified lease. In motion by Pettis, seconded by DeVos, the Resolution No. 2026-100 entitled “Resolution Approving a Lease Agreement with Minnesota River Valley Transit (MRVT) For Use of Space at the New City Hall” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. City Assistance Request: Gustavus Alumni Event – City Administrator Prafke reviewed the request from Gustavus noting it was similar to previous years’ requests and requested approval. 4 Mayor Nowell noted her employment at Gustavus but did not have any involvement in the organizing of the event. In motion by Pettis, seconded by Sharstrom, Resolution No. 2026-101 entitled “Resolution Approving City Assistance for Gustavus Adolphus Collete Alumni/Community Event” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-101 is contained in the City Administrator’s book entitled Council Resolutions 26. New City Hall Change Order – City Administrator Prafke shared the four change orders related to the new City Hall project noting the contingency was overspend by approximately $6,000 including approximately $4,000 related to lightning strike damage. Prafke requested the change orders be approved. In motion by Johnson, seconded by Pettis, Resolution No. 2026-102 entitled “Resolution Approving Change Orders 1, 2, 3 and 4 for the New City Hall Project” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Maintenance Engineer FTE Addition – City Administrator Prafke noted that the new City Hall required additional maintenance assistance and requested that the already budgeted additional FTE be approved. Prafke noted the full FTE would be split between all City buildings and not just used for City Hall. In motion by DeVos, seconded by Pettis, Resolution No. 2026-103 entitled “Resolution Providing for the Addition of One Full-Time Equivalent (FTE) Custodial Position” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. Social Media & Internet Use Policy Update – Sustainability & Communications Coordinator Johnson presented an updated social media and internet use policy addressing communication processes, security standards, records retention, accessibility, and employee responsibilities. In motion by Sharstrom, seconded by Pettis, Resolution No. 2026-104 entitled “Resolution Approving Social Media and Internet Use Policy Update” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-104 is contained in the City Administrator’s book entitled Council Resolutions 26. Executive Session – City Administrator Prafke requested a closed session for discussion on real estate at 1305 Old Minnesota Avenue as well as the Streets Union Contract. In motion by Johnson, seconded by Pettis, Resolution No. 2026-105 entitled “Resolution Calling for Closed Session” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-105 is contained in the City Administrator’s book entitled Council Resolutions 26. The Council adjourned to closed session at 7:26 p.m. The closed session regarding 1305 Old Minnesota Avenue began at 7:27 p.m. and ended at 8:02 p.m. 5 The closed session regarding the Streets Union Contract began at 8:04 p.m. and ended at 8:08 p.m. The Council returned to open session at 8:10 p.m. Streets Union Contract – City Administrator Prafke shared the agreement was similar to previous years noting it was a two-year contract. Prafke reviewed the other changes to the contract and a requested approval of the contract. In motion by Sharstrom, seconded by Pettis, Resolution No. 2026-106 entitled “Resolution Approving Contract by and Between the City of Saint Peter and International Union of Operating Engineers, Local 70, AFL-CIO (Streets) for Calendar Year 2026-2027” was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2026-106 is contained in the City Administrator’s book entitled Council Resolutions 26 . ## Reports Mayor’s Report – Mayor Nowell extended thanks to the American Legion, Govenaires, local schools and City Administrator Prafke for their work for the Memorial Day program. Councilmember Reports – Councilmember DeVos recognized the remarks made by the Mayor and City Administrator Prafke at the Memorial Day program. City Administrator Reports – City Administrator Prafke had no reports. There being no further business, a motion was made by Pettis, seconded by DeVos, to adjourn. Nowell ## Mayor ## ATTEST: _________________________________ ## Todd Prafke ## City Administrator 6 ## CITY OF SAINT PETER, MINNESOTA ## PUBLIC HEARING PROCESS AND PROCEDURES Public hearings conducted at City Council meetings will include an opportunity for the general public and interested parties to hear and see all information and to ask questions, provide additional information, express support or opposition, and/or suggest modifications to the proposal. The Mayor will conduct the public hearing. He/she will explain the procedure to be followed before the hearing begins. The public will be allowed to participate and must follow the rules of conduct. Hearings are formal proceedings and will be conducted as such. While everyone will be given an opportunity to participate, comments should be germane to the topic at hand and concise. If many people share the same viewpoint, the City Council encourages the appointment of a spokesperson to avoid repetitive testimony. The public hearing will be conducted in the following manner: 1. Staff Presentation - City staff, or consultants employed by the City, will identify the issue of the hearing, explain any pertinent laws or regulations associated with the issue; and the steps being taken by the City. 2. Applicant’s Presentation - In this portion of the hearing, the applicant (if applicable) has the opportunity to present his or her case. However, no statement either for or against the proposal should be accepted at this point. 3. Public Comment – Once staff and the applicant have completed their background information, the public will be allowed to speak. All speakers in the public comment portion of the hearing will be limited to five (5) minutes. The Mayor may allow extended time at his/her discretion. All speakers will be encouraged to present factual evidence for public consideration and to refrain from broad statements without any basis of fact. Speakers may provide written materials to the Council. The Council will listen to testimony, but will refrain from engaging in discussion with the speakers. After all evidence and testimony has been received and everyone has been given an opportunity to be heard, the public hearing will be closed by the Mayor. Action on the hearing issue may or may not be scheduled for later in the meeting. If action is to be taken, the City Council will discuss the issue in open session. The City’s Engineer has assembled a breakdown of improvement costs to be paid by the City of Saint Peter, and those to be assessed to benefiting property owners per Minnesota Statute (M.S.) 429. The assessments were determined according to the City’s Assessment Policy. If adopted, the assessments would be added to 2027 property taxes and paid over a term of 1-15 years depending on the assessment amount. All assessments would be amortized over the term, at an interest rate of 1% over the improvement bond rate. As required by M.S. 429, the assessment hearing has been completed and all property owners were provided with the opportunity to address the City Council on the proposed improvements and/or assessment. If the City Council chooses, they may amend the proposed assessment roll prior to adoption. Once adopted and if contested, property owners have thirty (30) days to appeal their assessment to District Court and/or request a deferral due to age, disability, or active military. The assessment hearing notice to each property owner included their assessment amount, payment options, and instructions for deferment and/or appeal. It is recommended that the City Council act on the attached resolution. By adopting the final assessment amounts, $427,650 will be assessed to property owners, of which the City is one, and $499,570 will be the responsibility of the City of Saint Peter. ## FISCAL IMPACT: Adoption of the resolution will set the amount of assessment for each property owner. Assessments can be reduced after adoption but cannot be increased. ## ALTERNATIVES/VARIATIONS: Do not act: The project will not move forward, and staff will ask the Council for further direction. Negative vote: No further work on the project will be done without additional direction from the Council. Modification of the Resolution: This is always an option of the City Council. 13 Please feel free to contact me should you have any questions or concerns on this agenda item. ## PM 14 ## CITY OF SAINT PETER, MINNESOTA ## RESOLUTION NO. 2026 - ## STATE OF MINNESOTA) ## COUNTY OF NICOLLET) ## CITY OF SAINT PETER) ## RESOLUTION ADOPTING ASSESSMENTS FOR 2026 NORTH FOURTH STREET ## IMPROVEMENTS FROM CHATHAM TO SKARO STREET WHEREAS, pursuant to proper notice duly given as required by law, the Council has met, heard and passed upon all objections to the proposed assessment for the improvement of North Fourth Street from Chatham to Skaro Street, by construction of storm, sewer, curb & gutter, areas of sidewalk, and hard surfaced street, sanitary sewer and water main. ## NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAINT ## PETER, NICOLLET COUNTY, MINNESOTA, THAT: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. To each subsequent installment, when due, shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the Finance Director, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this resolution; and he/she may, at any time thereafter, pay to the Finance Director the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15, or interest will be charged through December 31 of the next succeeding year. 15 4. The City Clerk shall forthwith transmit a certified duplicate of this assessment to the county auditor to be extended on the property tax lists of the county. Such assessments shall be collected and paid in the same manner as other municipal taxes. Nowell ## Mayor ## ATTEST: _________________________________ ## Todd Prafke ## City Administrator 16 ## Memorandum ## TO: Honorable Mayor Nowell DATE: 6/5/2026 ## Members of the City Council ## FROM: Todd Prafke ## City Administrator ## RE: City Assistance Request: Minnesota Original Music Festival ## ACTION/RECOMMENDATION Approve a request by the organizers of the Minnesota Original Music Festival for a community event being held in St. Peter July 17-19, 2026. ## BACKGROUND The free to the public event is promoted as “...a celebration of original music created by Minnesota artists...” The organizers have requested the following assistance: • Use of Minnesota Square Park from July 16-20, 2026. • Use of the stage to be attached to the Pavilion including Public Works installation of the stage. • Use of City electricity on July 16-20, 2026. • Use of picnic tables with additional tables delivered or relocated within the Park. • Use of the restroom facility including supplies and use of a key to the facility. • Vehicular access to the park. Staff recommends approval of the request contingent upon the following: • The organizers obtaining a show license. • All food vendors for the event being notified by the organizers that all applicable City, County and State permits must be obtained by no later than July 10, 2026. • Limiting vehicular access to the park to vendors on the north plaza. • Organizers providing for refuse disposal, additional restroom facilities as required and disposal of any and all waste and debris resulting from the event. • Return of the park to pre-event condition. • Prior to the event the organizers providing the City with a certificate of insurance in an amount not less than $1,500,000 per occurrence naming the City as an additional insured. • On street parking restrictions (handicap and vendor loading/unloading) as directed by the Director of Public Works and Police Chief. 17 If requested by the organizers, City staff will also provide mosquito spraying prior to the event. The organizers will be responsible for providing their own security for the event. Last year’s event went well and City staff will continue to closely monitor activities surrounding preparation for the event, activities on the day of the event including parking issues in the park and take down activities in the park to ensure compliance with the approval provided. ## FISCAL IMPACT: The expected cost for the requested assistance will be $3,000. ## ALTERNATIVES/VARIATIONS: Do Not Act: Staff will provide no assistance without additional direction from the Council which means the festival would not be allowed. Negative Vote: No City assistance will be provided without additional direction from the Council which means the festival would not be allowed. Modification of the Resolution: This is always an option of the Council. Since our inception in 2022 we’ve brought more than 30 unique music events to Saint Peter, promoted our community as a center of art and culture in Minnesota, and have brought hundreds of Minnesota artists to town for performances of live, original music. We are fortunate to live in a community that values music and art and appreciate the continued support of the City of Saint Peter. We cannot do our work without your support. We appreciate you. This year we are again requesting assistance for MOMF events scheduled for the weekend of July 17-19 in Saint Peter’s MN Square Park. Our planning for 2026 is well underway, having held our first event, Songwriters in the Round, at the Arts Center of Saint Peter on Thursday, May 7, with author and songwriter, Jim Walsh. Our Main Stage Concert Series will include performances by the nationally revered Minnesota songwriter, Martin Zellar, the Native Blues band, Bluedog, the up & coming Duluth band, Saltydog, award winning Blues band, (sponsored by the Saint Peter Food Co-op), Brother Jon Band, local favorites, The Quantum Mechanics & Friends, with Given Names and Fruitform rounding off the series. We will also have a slate of events on our Interactive Stage featuring events for people of all ages with puppet shows, puppet making, sing-alongs and opportunities for area musicians to sit-in with a highly regarded group of musicians, EZ Jazz, including a junior Jazz Jam for those under 18 and an additional Jam for adults. We request the City of Saint Peter donates the park, stage set-up and electricity for our annual Main Stage Concert Series (pavilion) and Interactive Stage (small pavilion-north side) for the weekend of July 17-19, 2026, including the use of park bathrooms, with a plunger and toilet paper supplies available in the supply room for the events, and that soap dispensers are filled in the bathrooms before the weekend of the Festival. We will have a Festival member pick up keys on Thursday, July 16, (including bollard key). PLEASE NOTE: We are working with the Arts Center of Saint Peter on an event planned to be held in MN Square Park the evening of Friday, July 17. The event is part of the Arts Center’s Summer Jazz Series and MOMF’s Songwriter’s Stage event. We understand that the Arts Center has the park reserved for July 17, and we are collaborating with them on this date. Also, our main MOMF events are planned for Sunday, July 19, with set up planned for Saturday, July 18.
