ApprovalofAgenda–AmotionwasmadebyRanft,secondedbyPettis,toapprovetheagenda. With all in favor, the agenda was approved. ## ApprovalofMinutes–MayorNowellrequestedcorrectingMayorNowelltoMayorprotem Johnson in the attendance portion of the minutes. ## AmotionwasmadebyJohnson,secondedbyRanft,toapprovetheminutesoftheJuly13,2026 regularCityCouncilmeeting.Withallinfavor,theminuteswereapproved.Acompletecopyof theminutesoftheJuly13,2026regularCityCouncilmeetingiscontainedintheCity Administrator’s book entitled Council Proceedings 20. ## PublicHearing–APublicHearingregardingthePropertyTaxAbatementandIssuanceofBonds for2026AGeneralObligationBondswascalledtoorderat7:04p.m.ShannonSweeneyofDavid ## DrownAssociatesreviewedtheprocessandexplainedthattheabatementwouldpartiallyfinance the Gorman Park Splash Pad. With no questions or comments, the hearing was adjourned at 7:06 p.m. ## Visitors–LukeFischer,ExecutiveDirectoroftheLeagueofMinnesotaCities(LMC)and ## CourtneyJohnson,LMCPresidentvisitedtopresentthe2026LMCCityofExcellenceAwardfor ## AccessibilityEnhancementGrantProgramtotheCityofSaintPeter.Themeetingwasrecessed duetotechnicaldifficultiesat7:14p.m.andreturnedat7:16p.m.Atthattimeavideohighlighting the Grant Program was shown. ## KristinMroz-Risse,GreenStepCities&TribalNationsCo-DirectorvisitedtopresenttheCitywith their Step 3 Award. ## ConsentAgenda–InmotionbyRanft,secondedbyWeisenfeld,ResolutionNo.2026–126 entitled“ResolutionApprovingConsentAgenda”,wasintroduced.Uponrollcall,withallinfavor, theResolutionwasdeclaredpassedandadopted.AcompletecopyofResolutionNo.2026-126 is contained in the City Administrator’s book entitled Council Resolutions 26. 2026AGeneralObligationBonds–PropertyTaxAbatementandIssuanceofBonds– ## ShannonSweeneyofDavidDrownAssociatesquicklyreviewedwhatwascoveredinthePublic ## Hearingearlierinthemeeting.Sweeneyalsosharedthebondsalewasrecommendedtobe awarded to Piper Sandler and Company. ## InmotionbyPettis,secondedbySharstrom,ResolutionNo.2026-127entitled“Resolution ## ApprovingPropertyTaxAbatementforCertainPropertyLocatedintheCityofSaintPeter“was introduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedandadopted.A completecopyofResolutionNo.2026-127iscontainedintheCityAdministrator’sbookentitled Council Resolutions 26. ## InmotionbyPettis,secondedbyRanft,ResolutionNo.2026-128entitled“ResolutionAuthorizing theIssuanceandAwardingtheSaleof$6,320,000GeneralObligationBonds,Series2026A, ## PledgingfortheSecurityThereofSpecialAssessments,NetRevenues,andTaxAbatementsand ## LevyingaTaxforthePaymentThereof“wasintroduced.Uponrollcall,withallinfavor,the ## Resolutionwasdeclaredpassedandadopted.AcompletecopyofResolutionNo.2026-128is contained in the City Administrator’s book entitled Council Resolutions 26. ## SafeRoutestoSchoolCloseout–CityAdministratorPrafkereviewedtheprojectand recommendedthefinalacceptanceoftheprojectandauthorizingfinalpaymenttothecontractor. ## InmotionbyRanft,secondedbyWeisenfeld,theResolutionNo.2026-129entitled“Resolution ## Acceptingthe2024SafeRoutestoSchoolImprovementsasCompleteandAuthorizeFinal ## Payment”wasintroduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassed andadopted.AcompletecopyofResolutionNo.2026-129iscontainedintheCityAdministrator’s book entitled Council Resolutions 26. ## Broadway/WashingtonIntersectionEngineering–CityAdministratorPrafkeremindedCouncil oftheHighway169projectslatedtobeginin2028statingthedetourplannedgoesthroughthe intersectionofBroadwayandWashington.PrafkesharedthatMnDOThadstatedthatthefunds thatweregoingtobeusedtoputinatemporarytrafficsignalattheintersectionofBroadwayand ## WashingtonwouldbeprovidedtotheCitytoputtowardsaroundaboutasapermanentsolution forthatintersection.PrafkerecommendedapprovalofBoltenandMenktocompleteEngineering Services for the project. ## InmotionbyRanft,secondedbyPettis,theResolutionNo.2026-130entitled“Resolution ## Approving2026BroadwayandWashingtonAvenueIntersectionImprovementsEngineering ## Services”wasintroduced.Uponrollcall,withallinfavor,theResolutionwasdeclaredpassed andadopted.AcompletecopyofResolutionNo.2026-130iscontainedintheCityAdministrator’s book entitled Council Resolutions 26. ## CityAssistanceRequest–CityAdministratorPrafkesharedthatorganizersofaFightforthe ## BoundaryWatersBenefitrequestedCityassistancenotingtherequestwassimilarinnatureto other City Assistance requests received. Prafke recommended approval of the request. ## InmotionbyJohnson,secondedbyWeisenfeld,theResolutionNo.2026-131entitled“Resolution ApprovingRequestforCityAssistanceforFightfortheBoundaryWatersBenefit”wasintroduced. ## Uponrollcall,withallinfavor,theResolutionwasdeclaredpassedandadopted.Acomplete copyofResolutionNo.2026-131iscontainedintheCityAdministrator’sbookentitledCouncil Resolutions 26. ## Reports ## Mayor’sReport–MayorNowellreportedontheCoalitionofGreaterMinnesotaCities(CGMC) conferenceheldinNewUlmthepreviousweekstatingthatCouncilmemberJohnsonwas recognizedasoutgoingPresidentaswellasCouncilmemberPettisforhisrecognitionon transportation advocacy. ## CouncilmemberReports–CouncilmembersandPettisbrieflyreviewedtheirthoughtsandwhat was discussed at the CGMC Conference. ## CityAdministratorReports–CityAdministratorPrafkesharedthattheCityofSaintPeter receivedaNorthernLightsAwardfromtheMinnesotaAssociationofGovernmentCommunicators for the updates on accessibility of the City website. ## Therebeingnofurtherbusiness,amotionwasmadebyRanft,secondedbySharstrom,to adjourn.
