## HERITAGE PRESERVATION COMMISSION
## Meeting Minutes – Tuesday, April 21, 2026
## Kavo Italian Eatery – Vault Room
A regular meeting of the Heritage Preservation Commission (HPC) was called to order
by Community Development Director Ben Baker at 5:32 pm. Commissioner members
Brian Oviatt, Colleen Jacks, Sahni Moore, and Claire Woebke were in attendance.
Members Robert Weisenfeld, Dustin Sharstrom, and David McGuire was absent. City
Staff present were Baker and Community Development Specialist Hayden Lacher. A
visitor, Malaina Krueger of Laina & CO Salon, was also present.
## Approval of Agenda
A motion was made by Oviatt, seconded by Moore to approve the agenda as presented.
With all members voting aye, the agenda was approved.
## Approval of Minutes
A motion was made by Jacks, seconded by Woebke to approve the minutes of the
March 31, 2026 meeting. With all members voting aye, the minutes were approved.
## New Business
Review and Consider Approval of Two (2) New Signs for the Four Seasons Mall
Building at 208 South Minnesota Avenue (Glitz Salon & Spa and Laina & CO
## Salon)
Baker explained that City staff received two new sign application for two new
businesses moving into the Four Seasons Mall Building.
Krueger stated that there had been confusion between her and the other applicant
regarding what their landlord would allow for signage, and that the other applicant’s sign
was submitted with an incorrect placement.
Jacks said she had no issue with the sign design but was concerned about the sign
placement issue.
A motion was made by Oviatt, seconded by Woebke to approve the proposed sign for
Laina & CO Salon. Members Jacks and Moore voting aye, the motion carried
unanimously.
The Glitz Salon & Spa sign was not approved and the applicant was not present at the
meeting. The HPC members agreed that all the sign along the Four Seasons Mall
Building should be consistent in size, shape, and located under each goose neck light.

## Project Updates
Baker provided updates on ongoing City projects.
## CLG Grant
Baker updated the Commission on the Certified Local Government (CLG) Grant
application submitted by City staff and noted that an award decision is expected soon.
## FORUM 2026 Minneapolis – National Alliance of Preservation Commission
Baker shared information on the upcoming FORUM 2026 conference in Minneapolis
and encouraged members to attend.
## Adjourn
There being no further business, a motion was made Oviatt, seconded by Woebke to
adjourn. With all members voting aye, the meeting adjourned at approximately 5:46 pm.
Directly following the meeting, a tour of the First National Bank Hotel was provided by
owner Natasha O’Hara.
