__CITY OF SAINT PETER, MINNESOTA____OFFICIAL PROCEEDINGS____MINUTES OF THE CITY COUNCIL MEETING__### APRIL 27, 2026Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Saint Peter was conducted in the Governors’ Room of the Community Center\.A quorum present, Mayor Nowell called the meeting to order at 7:00 p\.m\. The following Councilmembers were present: Keri Johnson, Darrell Pettis, Ben Ranft, Josh Weisenfeld, Dustin Sharstrom and Brad DeVos\. The following officials were also present: City Administrator Todd Prafke, Assistant City Attorney Steven Winkler, Community Development Director Ben Baker, Public Works Director Pete Moulton, and City Engineer Jeffrey Domras\.##### Approval of Agenda – A motion was made by Ranft, seconded by Pettis, to approve the amended agenda\. With all in favor, the agenda was approved\.<a id="OLE_LINK1"></a>__Approval of Minutes__ – Mayor Nowell requested the following corrections to the minutes: under Street Seal Coating/Parking Lot Sealing Bid Award, the removal of Councilmember Weisenfeld abstaining to correct to all voting in favor of the motion and under Comprehensive Plan Steering Committee, the removal of Councilmember Pettis abstaining to correct to all voting in favor of the motion\.A motion was made by Ranft, seconded by Weisenfeld, to approve the corrected minutes of the April 27, 2026 regular City Council meeting\. With all in favor, the corrected minutes were approved\. A complete copy of the minutes of the April 27, 2026 regular City Council meeting is contained in the City Administrator’s book entitled Council Proceedings 20\.__Visitors__ – Kristina Bergeson of 626 Park Row addressed the Council on their frustrations regarding the roofing companies soliciting in Saint Peter without peddler’s permits following the April 13, 2026 hailstorm\.__Consent Agenda__ – In motion by Ranft, seconded by Weisenfeld, Resolution No\. 2026–83 entitled “Resolution Approving Consent Agenda”, was introduced\. Upon roll call, with all in favor, the Resolution was declared passed and adopted\. A complete copy of the amended Resolution No\. 2026\-83 is contained in the City Administrator’s book entitled Council Resolutions 26\.__Outdoor Field & Facility Advertising Guidelines__ – Public Works Director Moulton presented a proposed policy allowing associations to advertise on City athletic facility fencing\. Discussion focused on association involvement in the process, banner installation responsibilities, and the proposed banner fee\.Councilmember DeVos motioned to change the proposed fee from $100 to $25 per banner\. The motion was seconded by Ranft\. With all in favor the amendment to the fee was approved\.In motion by Ranft, seconded by Weisenfeld, Resolution No\. 2026\-84 entitled “Resolution Accepting the Outdoor Field & Facility Advertising Guidelines“ was introduced\. Upon roll call, with all in favor, the Resolution was declared passed and adopted\. A complete copy of Resolution No\. 2026\-84 is contained in the City Administrator’s book entitled Council Resolutions 26\.__Miller Homes Agreement __– Community Development Director Baker reviewed prior partnerships with Miller Homes and reported stronger lot and home sales performance through Miller Homes than through anything direct marketing the City did\. Baker suggested approving the resolutions approving Miller Real Estate to list the City owned lots on the west side of Cullen Street and to\-be\-built homes for the City and Miller Homes would construct some higher end homes for sale\.Councilmembers DeVos and Ranft requested adjustments and clarifications on the Listing Agreement regarding addresses of lots, name of seller, and broker’s compensation\.In motion by Weisenfeld, seconded by DeVos, the Resolution No\. 2026\-85 entitled “Resolution Approving a Listing Agreement from Miller Real Estate” was introduced\. Upon roll call, and all in favor, the Resolution was declared passed and adopted\. A complete copy of Resolution No\. 2026\-85 is contained in the City Administrator’s book entitled Council Resolutions 26\.In motion by Ranft, seconded by Sharstrom, the Resolution No\. 2026\-86 entitled “Resolution Approving a Construction Incentive Proposal from Miller Homes” was introduced\. Upon roll call, and all in favor, the Resolution was declared passed and adopted\. A complete copy of Resolution No\. 2026\-86 is contained in the City Administrator’s book entitled Council Resolutions 26\.__New Licenses __– City Administrator Prafke reviewed the new peddler and tree worker license applicants, noting all appropriate background checks were passed\. Discussion centered on the enforcement challenges, timing of peddler license approvals, unlicensed post\-hail solicitation, and possible future ordinance or process changes\. Staff has plan to compare building permits pulled and who has permits to bring to Council for further discussion\.Councilmember Weisenfeld shared his concern over approving peddler’s licenses, especially for those who were knocking on doors prior to their license approval\.In motion by Sharstrom, seconded by Pettis, Resolution No\. 2026\-87 entitled “Resolution Approving New Licenses” was introduced\. Upon roll call, with Councilmember Weisenfeld voting against, and all others in favor, the Resolution was declared passed and adopted\. A complete copy of Resolution No\. 2026\-87 is contained in the City Administrator’s book entitled Council Resolutions 26\.__Reports ____Mayor’s Report__ – Mayor Nowell had no reports\.__Councilmember Reports__ – Councilmembers had no reports\.__City Administrator Reports__ – City Administrator Prafke shared that there were no new statistics to provide regarding federal agency presence in the City\.Prafke also shared an update on the Comprehensive Plan reminding residents that the survey would remain open until mid\-May\.There being no further business, a motion was made by Sharstrom, seconded by DeVos, to adjourn\.
