That project included three primary components: converting all street lighting to LED fixtures, completing various energy‑efficiency improvements in City buildings, and replacing the ultraviolet (UV) system at the wastewater treatment plant. These improvements were funded through legislation available at that time and still available, which allowed capital costs to be repaid through resulting energy savings. ## G iven that about ten years have passed, it seems appropriate for the Council to consider whether a new evaluation should be undertaken. Market conditions, pricing, and technologies have changed significantly, which may create new or different opportunities for energy savings and sustainability improvements. The c ompany selected for the original project was Ameresco. You may still hear staff refer to that initiative as “the Ameresco project.” Several of the key staff who worked with us on that project have since moved to McKinstry. The Ameresco process began with a comprehensive assessment of all City properties and an evaluation of opportunities to improve energy efficiency. It also included an examination of alternative energy sources such as solar. As you know, our status as a member of SMMPA makes the addition of distributed generation, including solar, a more complex issue. ## R epresentatives from McKinstry will attend your meeting to discuss their evaluation process and outline how potential future Council decisions could support and enhance the City’s sustainability goals. ## I n addition, staff arranged for McKinstry to meet with the Sustainability Task Force. They were also invited to attend your workshop. The goal was to determine whether other large organizations in the community might also find value in this type of evaluation. If so, there may be opportunities 2 to benefit from additional scale, potentially improving pricing and maximizing communitywide sustainability efforts. The Task Force heard…
