Rochester Council Approves 2027 CDBG Housing Funds Aimed at Keeping Residents Housed

Federal block grant dollars will again target decent, safe housing for low- and moderate-income residents, as one speaker urged tighter anti-fraud safeguards.

Published Nov 4, 2026

The Rochester City Council unanimously approved its 2027 Community Development Block Grant allocations, directing federal housing dollars toward repairs, rehabilitation and living-environment improvements intended to keep low- and moderate-income residents in stable housing.

Presenting the item, city staff member Brent Svenby outlined the program's purpose and the national objectives that govern how the money may be spent. He said Rochester relies principally on the objective of benefiting low- and moderate-income individuals.

The CDBG program aims to provide decent, safe and sanitary housing, to provide a suitable living environment, and to expand economic opportunities. Most CDBG funds are allocated to three national objectives. The objective the city primarily uses is providing a benefit to low- and moderate-income individuals.
— Brent Svenby, City of Rochester staff

Call for stronger safeguards

During public comment, resident Linda Parker asked the council to adopt four specific controls to protect the grant funds from fraud, arguing that financial integrity is essential if the program is to continue serving vulnerable households.

To ensure the financial integrity of the City of Rochester, I ask the committee to impose four specific measures to protect Community Development Block Grant funds from fraud. First, impose strict monitoring of subrecipients. Second, apply a rigorous system for tracking payment milestones. Third, require automated data matching with property tax records. And finally, we must protect the integrity of HUD's national objectives.
— Linda Parker, Rochester resident

Svenby responded that the city's reimbursement structure already limits exposure, because no money leaves city accounts until a subrecipient has spent its own funds and submitted documentation.

Aaron Lokken presented staff research on options for assisting homeowners with private sewer lateral repair costs. Proposed options included expanding RPU's Service Assured program, transferring responsibility to the city, or offering low-interest loans/grants. Staff recommended against these due to high cost and logistical challenges, favoring a partnership with a third-party voluntary insurance provider, OnCourse Home Solutions. Debate covered the low frequency of public right-of-way repairs, potential for increased claims if insurance is widely adopted, and the value of a voluntary option for homeowners. A motion to maintain the status quo was rejected, and an alternative motion to further discuss the voluntary insurance program in a study session was approved.
