Hadley Valley Annexation Raises Access and Density Questions at Council
Council members weighed high-density housing plans for the rural Hadley Valley area amid concerns about a single narrow road bottleneck and effects on neighboring Havill Township.
A proposed annexation of rural land in Hadley Valley for high-density housing drew scrutiny from Rochester City Council members this week, with discussion centering on road access, coordination with adjacent Havill Township and how the city's newly adopted development rules should apply to projects already in the pipeline.
Council members noted that Hadley Valley Road remains a single narrow bottleneck serving the area, and that a proposed direct connection to 48th Street Northeast was skipped in the development plans under review. The land use items were among several development approvals and appeals considered during a lengthy agenda that also included two major residential subdivisions.
Development pipeline pressures
Community development staff told the council that new residential plats are helping close a gap in the city's housing supply. Reviewing the Westbury First major land subdivision proposed by Bigalow Homes LLC, near 60th Avenue Northwest and Kingsbury Drive Northwest, staff outlined street and drainage provisions.
This plat provides continuation of local streets and storm water management, and the storm water management will be addressed by utilizing proposed treatment areas shown on the GDP. The proposed subdivision helps address the city's current shortage of single family residential units.
A second subdivision, Century Valley 5th, proposed by Roger Payne along Silver Creek Road Northeast near Bella Vista and adjacent to Century Valley 4th, was also recommended for approval subject to four conditions.
This plat is consistent with the R2 zoning and the 2023 revised general plan for Century Valley. The previous plat submitted for this site is identical, and the commission unanimously recommended that the council approve the subject application subject to the four conditions of approval.
