Because they weren't actually included in the original contract. A lot of the times we don't include construction type services um because the complete project hasn't been designed and it's really hard to base um what it's going to be upfront not knowing what our actual design is.

If we do our do the testing and everything um and it we don't come up with anything that exceeds the limits for the PCA, um then we can just keep going um with construction. However, if we don't do our due diligence here and during construction we do hit something and it was something that was on record or has a pot of money that's available for cleanup sitting there, we would not be able to use that money and it would be at our own risk.
