Next is lead service line replacement resolution approving bids. City has advertised for bids for the 26 2026 lead service line replacement project. Bid letting was held on June 30th, 2026 11:00 a.m. There were six contractors that bid on the project. The city used the conventional bidding low bid method for this project. The six beds bids are in front of us. We also see the engineers estimate uh in reliance on experience andor materials and information provided by the contractor. SE engineers can conclude that Ellington drains has the experience, the ability and sufficient understanding of the project and the equipment to perform the construction for which it bid. Quarterly staff recommends the project be awarded to orange and drainage in the amount of $96,840 which compares very favorably with the engineers estimate shown above. This allows the opportunity to utilize remaining MPFA funding towards additional water service material investigates and additional service replacements projects this year. questions, discussion. >> Oh, for either Sean or Jenna, like how can they be that far apart? Is that just by reading that to mean like some people don't need the work, they have too much and so they just aim high just in case or what? So these blood service line replacements are kind of newer for contractors and Alexson has been doing these in some other locations and is we did talk to them. They are very confident on their pricing and what they are going to be doing here. Um, and some some companies don't have the equipment to do trench list themselves, but Allison does. Um, so that's one of the reasons why we believe uh pricing is so favorable. The other reason is here in Stewartville, we allow for polyethylene um service lines where other cities will only allow copper. And that is giving us favors. The state will need the attached resolution approved for the authorization of providing payment by the state to the city of the state share of the cost of the signal system and ADA improvements and other associated construction. This resolution authorizes the mayor and the city administrator to execute the agreement and any amendments to the agreement. Questions or discussion before we vote on it? >> I do have one quick one. Having this model will greatly benefit the city especially during conversations with potential developers. The fee is hourly estimated to be 7 thou $73,380 including expenses and equipment agreements there questions or discussion how how uh how many years out would this be beneficial for is this like a 20 year look or is this a 10 year old look, a 5year look or just looking at >> So this is this model is what you have today and every time we add to the system we add to the model and it will be good as long as it's kept up. >> What are we looking at? just what we're capable of right now or are you looking at what I'm what I'm kind of trying to ask is this when we have you do this is it kind of give us a good picture for you we can go up to this much 10 years out now we can have >> yeah we'll be able to pinpoint the different um lines and everything and if a development comes in and they say they're going to have a certain amount of CS flow code that will be coming into the system. Well, that's our form in our contract, but it was already done and it will come in under 20,000. The actual amount is $4 under um just to make things not so confusing. But yes, this was work that has already been completed in order to meet that bidding deadline. Um the Mindot changed their standard for signals. Um, and that went into effect in December of last year. And at that point, then for them to approve a signal design, it had to go through having a sword at each pool location and a full geotechnical foundation design, which is what we which is what the FDR is. So, we did that foundation design report. in the amendment I gave you last month. I forgotten to include that portion in it. So, um just trying to get our contracting up to par here. Our original design contract um for the signal system was um put together in January of last year. So it was well before this change that we got initiated. >> They won't put a pole in the ground unless it's in the right kind of dirt or >> they want you to they want to make sure the dirt is analyzed. Um so the proper foundation is there because their new signal system their whole mass and mast arms are very substantial. Is there is going to be a temporary one? >> Yeah. No, we have to put permanent in the river. >> We had to we have to use it was decided that with the location of the signal system and the amount of wind and the unknown amount of years that it will be a temporary signal system. Um the words that Mindot wants to use is a shortterm signal system. Um that wooden poles and lines cables holding up the lights would not be efficient um with the amount of wind that we see in that area. I don't know what you'd find. Back in the early 2000s, we had this issue on 10th Avenue and Third Street Northeast that it electrolysis, water passing through the main creates a current and when it hits the bells, there's a rubber stop at the bells that it seats against and that create arcs across those bells. Uh, and it creates a current that eats and pits the pipe right there and starts breaking. Well, back then we had break after break after break after break. We had five at one time. Uh, And I I have a feeling we're going to see the same problem in this area. So, I would like to plan I'm talking to a guy about getting something to line all that pipe up there to bypass this problem hopefully. Uh or come up with different things cuz the pictures there are two bells that are right next to each other and every 20 ft there's a bell. So, you could be digging every 20 ft in the near future fixing those spots. >> How do they line it? uh they dig at a certain point, then they run chemical inversion. They run a like a tube down the inside of it and then they run hot water through it to cure it and then the UV and it just cures it in the line and then they go in and cut >> where the services are after. >> So they'd have to dig down at certain >> certain points certain points. >> They fill all that in underneath the ground kind of like >> they cut into the pipe and they'll just feed a whole section down through the pipe. I'm not sure how far they go. >> Yeah. But then they just they push this pipe through and it clicks inside out, flips inside out as it goes in. And then they do their uh UV light and everything to cure it. >> One of the issues would be that depending we have to look at where all the services line up and everything, but they'd have to dig in into that service and regrill into this new liner in order to make the connection. So we have to really look at the um feasibility of doing that at each location versus >> replacing water. >> And we we had this problem then I even called once asked and talked to him about some we were upset at the time that they allowed Pearson to put ductal pipe in in that subdivision. And I don't know how it got approved but it got approved that he could put duct back in. And here we are 25 years later now dealing with what that is. They are strapped which are supposed to carry the current. In the one picture you can see this picture here. You can see the strap on top of it. Uh and that's supposed to carry it to prevent it from doing that. How it's not doing what it was supposed to. But it's the same on both these pretty much. They eat at the same point and that's the exact same stuff we saw uh on 10th Avenue and Third Street. Is that whole addition done like this? The whole Melbrook >> and the private portion is in Fearson's is our lane under their roads. They were planning on having their roads redone. I got a meeting with them set for Friday to explain all this to them to see what they want to do because the worst thing we can do is they put a new road in at their expense and then we go and tear the thing up how many times in the near future? Uh so they can go back in and robotically cut them out because if you got to dig in at each service length to make that cut then you might as well just replace the whole thing. No leverage director, but we got the chief here. Chief, you got a report for us? >> Yeah, the report's in there. We had June had 66 calls for service, 11 fire calls, 55 EMS. um got our two brand new members that started last month at our business meeting and then our two junior firefighters uh both wanted to join as firefighters. So we got four probationary firefighters now through December when they'll complete that process. Um we'll be getting just over $6,700 back from Minnesota Board of Firefighter Training and Education. So this is an annual reimbursement for training dollars spent. um we didn't use all that was allocated for us because we do much of our training inhouse. So we don't see a lot of expense with it. Um so next year I'll ongoing I'll try to use all that. It doesn't cost us anything to leave it on the table, but there's speculation that if we don't use it statewide that they could take that state funding away. So we want to make sure and utilize it. Um, and then we just, you know, we had some members volunteer some extra time over the Fourth of July events. Um, and an ongoing project with our record management. Um, we're now receiving dispatch information. So, our calls are being autopop populated in there for our uh, federal report mandates and uh, see a lot better data collection and things like that by the end of this first year with that program.
