It's achange order, guys. What kind of a change order? Uh, SchumanBusiness Park, Second Avenue Northwest Extension Project. Change order numberone and release. Enclosed are two items for review and approval for the SchumanBusiness Park, Second Avenue, Northwest Extension. The first item is a change order in the amount of $3,997.96to Elcore Construction for time of material work completed as part of theSecond Avenue Northwest Extension project. This work was necessary toadjust the hydrant following a staking error identified on June 10th, 2026.Corrective work was completed on June 12th, 2026. Because SE does not have acontract with Elcore Construction, payment will be made to the city ofSturville. The city will then pass the payment to Elco including the changeorder and next project payment request. So the council has requested is toapprove or deny the change order number one and subsequent release.Questions or discussion? Everybody understands kind of passthrough. >> Yep.>> Do we have a motion then? >> I'll make the motion>> to approve. >> To approve>> to approve. Do we have a second? >> Second. We have a motion in a second. Nodiscussion or questions. All in favor say I.>> I. >> Opposed. >> Now public works. You got public works on your capital equipment plan. Replace the 2023S770 skid steer with Bobcat L95 which is a compact motor. As per the approved 2026 capital equipment plan and the 2026 budget, theS770 skid steer is being recommended for replacement. Cost replacement for theskid steer with the L95 is 107,14389 which includes a box blade. We'll betrading in the S770 to Bobcat a value of 425.Bring the final cost down to 64,64389. We are adjusting our capital equipmentpurchase to stay within the allocated budget for the year. We are using statecontract pricing with source well through Sco Bobcat. Recommend using ourlocal dealership for this purchase. Council action requested will be toapprove or deny the purchase of the L95 compact wheel. Questions or discussion?I would like to just explain one thing. We have a long time talked about gettingsomething that we can do culde-sacs with. We have the tractor we use insoutheast, but northeast we have most of our complaints and we're using pickupsand you just can't do. So, we have talked for quite a while. We'vementioned leasing a loader or something. Uh it was a group decision with all theguys down there to push the tractor back this year to next year and get thispurchase. Now, uh we wouldn't be adding necessarily a piece of equipment. we'dbe getting a more expensive piece of equipment, but it would replace one ofour skid steers, so we're not adding more equipment, and it would help takecare of that issue. We demoed it and tried it out, and the guys were veryhappy. Just as a further discussion, you and I had that day here in the officehere a week ago. Did you ever take it back to them about looking at a telehandler that you could use and get rid of the bucket truck and still plow, youcould put a man cage on, and do all the work?>> They're a lot more expensive. >> Well, I understand. I didn't replace twopieces of equipment that so yeah Ithis is what they discussed and what we talked about down there we've talkedabout the teller handler in the past but yeah>> you got anything and this is this is new and this new toyou guys. So any discussion I'm fine with and not saying>> this is what public works as a group came up with and the guys are the onesthat >> I'm just asking if you ever if theydiscuss you get rid of two pieces of equipment.>> Yeah. Yeah. >> Do we know do you know Lewis work doingdoing uh culdeacs? >> Yeah it it'll I'm not worried aboutthat. It It's a handy uh like Jimmy said, you you want to keep a skid, whynot just use a skid steer in the culde-sac set? This goes 25 mph down theroad where the skid steer goes 12. Uh you're going to have a 10 foot wideblade on the front of this for doing them. Uh it sits up higher. It it turnson. I mean, it it's actually I was impressed with it when I jumped in and Ihad run one before. >> My other question was uh the Bobcatyou're getting rid of. I mean I mean are you going to miss it? I mean,>> we have we have two other this is things we propose to the guys. We have twoother skid steers. One's out the wastewater plant, but we use that on thesidewalks. And then we have another T66. Uh when it comes time to trade that, wemight trade it up to a bigger one. Not for sure. Uh but that comes up in acouple years or that would be traded, but we still have a skid steer for doingstuff. We need a skid steer. The one you're getting rid of. Is it a wheelskid steer? >> Jeremiah, you got anything? We got thattool kit. So, we used to use the skid steer in the parking lots and stuff withthe loader. The guys that do it are the ones saying, "I just use the tool kitand doing that stuff or the 660 or as much as the 770. >> I I mean I I'm not both. I've never runone before. Tool cap." >> Well, the thing worries me a little bitis we got turf tires on this and you may have to get another set of tires. We'llsee how it goes. But with that, we're always angled with it.>> We're not piling with it cuz we went to it with the thing and then the loaderpushes it up and piles. So, >> there's little loader will fit trailsand stuff, too. >> Yeah.>> Okay. >> Flexibility, right?>> Yeah. >> It's more flexibility with what abobcat, right? >> Well, there are some things you're goingto give up not having that Bobcat, but we have other Bobcat for those needs ifwe need to. I mean, if we need to get in a yard, we want the track bobcatprobably anyway, and that's where this loader is going to be a little heavierthan the Bobcat. So, getting in grass areas, you're not going to use as muchof that. But the guys think we have enough covered with the other two thatwe can make it work. So, Greg, you got anything?>> I think there should be pictures attached to all these. I know what theyare talking about. >> Oh, yeah.>> I got this figured out. >> Put a video on there, too. He started hejust rattled off like >> switch over there and punch in L95 andyou'll see it. >> I googled it earlier today. So>> yeah, >> it I was I'll be honest with you. Ijumped in to ground lot. I was never been out before. I was impressed withhow it and every guy down there they brought it down and drowned it for aday. The guys could take it out and do some stuff with it and all the guys cameback. Yeah, that is >> it's like a mini front load right whereit >> kind of twists in the middle.>> Yep. Articulity. That's couldn't think of the words.>> That's why we thought trail use is going to be good, too. You know, we get moreand more requests for keeping the trails open as much as we can all year long. So, that flexibility should be here as well.>> Just question with that uh articulated Bobcat, you're able to use all the otherattachments that you use on the Bobcat. >> It's got a standard uh skid steerattachment for the front. So, all of our buckets, all of our attachments, it'llhave high flow. We can run everything off that that we can run off our sixyears, which is another big plus. >> All right, questions.>> That was actually going to be my my question was like tonight.>> He did he did call me today and have me go out and look at he's got a biggermaterial bucket he said he'd throw in for the same cost and not get the otherbucket. And when we looked at it, we have the other bucket for our skid steeralready anyway. So, he's going to come. which will be nice cuz we'll a lot oftimes we can use that for loading trucks down there with salt sand because thiswill be tall enough it'll load dump trucks and stuff like that.>> I'm also glad to see that it's got cup holders cuz we don't want>> coffee. >> I hope the swinging one so it's>> it doesn't spill. >> Yeah.>> All right. and all the questions answered. All right. So, we need a motion to either approveor deny. >> I'll make the motion to approve that.>> We need a second. >> Second.>> All in favor say I. >> Opposed. Also carry public works. purchase of a ChevySilverado as uh for the capital equipment plan for2026 and the 2026 budget. Purchase of a pickup for public works was budgeted of55,000. We received bids from our localdealership and surrounding communities. House Chevrolet 46,96 plus tax andlicense in stock for 26. Move some 46212 tax and license would be in order for 26roster Chevy 47245 tax and licensing stock. So council action requested to either approve or deny the purchase of a ChevySilverado 1500 crew cab truck. Questions or discussions? When they say in stock, not sitting on the block here, two weeks or whatever.Greg said he has two of them. Uh Lewon's would be in order. They were low, butthat would be in order. Uh and that's up to you guys to decide what thedifference. Everything was apples to apples.I I'll have to go through Greg's cuz his has coating, but before we wouldactually make the purchase, I would make this and make sure that it is. It's ifyou look at those things, they throw it in as a package and I don't know whatelse in that package. So, I'm going to have to have him break it down for sure.Um, in order to get one of these, like if if you ended up going to the Lewinsand you had to order it, they got to be in by this Friday. So, we pushed thisahead faster than what I planned on in case that was the route, then we couldget the order. Otherwise, it's going to the 27s after Friday and we'd be atprice pump. >> I'll make a motion from Chevrolet.>> I pref I prefer that as well, assuming that everything comes back.>> There you go. Yeah, that's fine. Per specs.Yeah, I'll second that. Then as long as that's added on there.>> Any other questions or discussions? >> Josh, no.>> All in favor say I. >> I oppose. That'll carry.>> Takes us to 2026 general election. Approval of electionjudge. Additional election judges. Followingthe primary election, we have determined that one additional election judge isneeded at the American Legion polling place. Additionally, one judgepreviously scheduled to work the general election will be unable to serve. We are requesting approval for thefollowing election judges. Summer>> Mona and John Bernard. Uh council action requested would be toapprove the above election judges for the election general election. Questionsor discussion hearing? None. Do we have a motion?>> I'll make a motion to approve. >> Motion to approve. Do we have a second? We have a second. >> All in favor say I.>> I. >> Oppose. That'll carry. That takes us outof motion. General business. Mayor staff consult reports. Mayor's report today.Uh, city of Sturville like to send their sympathies to the fan families of LindaGlass, Jim Jackal, J Schroeder, Judy D. Young, andDolly Parton. She did passtoday. >> Bearcave concerts. No concert tomorrownight. The last one of the season is next Wednesday, September 2nd. It's inthe fields. It'll be a good one. It'll be a big one for you. Before the concert, stop out to the United Methodist Church Farmers MarketCruisers car show every Friday night. Great cars last Friday. Thank you,Chief, for being there in the dunk tank. Usually, you must not have got to callthis year. You guys, >> Chief was there. I was there. I don'tknow who else ended up getting in there. I suppose Kai did.>> Yep. >> Yeah. Super Dave.>> I wasn't over over there. It was >> I think Super Dave got >> it was a good night. I hope they I hopeyou got good and cold. >> Was it?>> I hope you got good and cold. >> No, the water's pretty warm by the timeI got in there. >> Maybe something happened while I was>> That's what I suspected. I was trying not to think about it. >> That's why I always go first. Hey, good luck to our SHs fall sportsteams. Let's repeat last year. They had a fantastic year. They start right up uhnot this Friday, but the Friday after is the first game.>> Football does, but volleyball is already going.>> Volleyball is going to be >> plays Thursday, too.>> Volleyball plays Thursday and soccer plays Thursday.>> Really? At least girls soccer. >> They got some scrimmages Saturday. Iknow that >> football does. So, it'd be a great year.A lot of kids out, a lot of attendance. All right. Thanks, Tigers. That's all I've got. Uh, city minister's report. Yep. Reports in your packet.Obviously, above ground is starting at the library and Nate can hit on that. But got a couple pictures there for you. Um, and then the only other thing isSean and I met with Mandot um as they're reviewing and figuring out this pavingschedule and detouring schedule. So, right now the thinking is they'd like toclose this section during the duration of that construction. All the residentswould be allowed access. Uh we'd figure out signage for the businesses, but ithelps them get more done with safety in mind and gets it done faster probably iswhat they're thinking is. So, they're worried about completing it next seasonif they don't start that late. Yeah. So, their original thought was to try to doit in some kind of phase and then one side or the other and then move down thehighway. But with all the sections, some getting torn out, some getting replaced, they just feel they can just keep moving without that disruption.>> Biggest impact they'll be going into the fall, I'm sure. >> Yeah. With buses and harvest. So, thatwas a big thing. We told them that, you know, you got tothings. So, >> so it's just information at this time.If you get feedback, they want to know that. So, if you get, you know,>> and I think they would start up there to get to Fifth Avenue.>> Well, I would hope so. At least the fifth.>> Yeah. >> Well, we'll have to see. I guess we'llfind out next year, won't it? >> Yeah.>> Any word on stop lightsstart date? September. >> Um they're going to get they hope to getstarted uh that week after Labor Day. So Tuesday, Wednesday, Thursday. Um atleast with mobilization. >> We had the pre-contake 3 months to put in a satellite. >> Um what they run into is the delivery ofthe mass. The actual semi4 mass are custom built apparently for any interse. And so these will be made to fit that site. And they figured, what did theysay? A 20w week, >> but they were going to get all theunderground stuff done. So if the weather changes, if these things don'tcome in till December, January, they can still put them up in the cold cuz allthe other stuff will be done. >> And then people will be doing the powerside. So hopefully that wiring gets into place. So it's just a matter of doingthe install and then that final hookup of the lights wiring. So right after thefirst of the year is more popular thinking. So,>> any other questions for Paul? I have you heard from the county how much they wantto participate in 15th Avenue? >> Well, I had one small meeting just thisafternoon to uh lay out some of our plans and I said you wanted to sit in ona future meeting after they give some ideas. But yeah, Ben I met with um andhe had a chance where Tony the deputy administrator was out at the offices. Sohe asked me, can you quick out and meet with me, tell Tony what we want? And sothen they're going to get back to us here with some of those ideas. Sowonderful. Keep you guys posted on that. >> Any other questions for ouradministrator? >> All right. Thank you, Bill.Finance officer report. Kelly, >> no report.>> No report. Public works director. Sean, >> there's a report in there. Life is honorand public works. >> It is not sure. >> Any questions for the happy goluckypublic works director? Anybody got anything? >> All right, I guess things are rolling.Everything must be >> Everything is hunky dory. Tell the guysthanks for keeping it hunky and dory. >> When's your summer suit or the thehealthy >> Friday?>> All of them. >> Then it's not hunky dory anymore cuz yougot behind me the way the grass is still growing. So we lose a lot. We've lostone already. Friday, we lose the rest. So>> Jerry has to leave. >> Jerry, I shouldn't say, but Jerry willsay, >> but we lose all the maybe dick up tokill that. >> He's too busy.>> He's busy at hand for >> All right. And no more questions fordirector. >> Thank you, Tom. Tell you guys, thanks tothe engine report tonight. Does anybody have anything to fill in?>> She also >> information she left nothing.>> Oh, she also contacted the county too >> about options that might help us outwith that. >> All right.>> Well, Chief, you got a report for us tonight?>> Wait a second. >> Well, yeah, but I figured I mean afterhe was on the front page of the post bulletin,he probably didn't think he wanted to report. a little late. I got it. >> Um so, uh your report is in your packet,I think. Um and another busy month. Um uh we are definitely going to be a netlending library this year. That's kind of reversed. Um which is uh interesting.Um expansion is going great. We have um they are still on schedule to be done byuh Christmas. Um and >> yeah um>> for real. >> For real.>> Um and um finally got our plumbing permit whichwas like the last major holdup. Thank you state of Minnesota. Anduh normal library stuff. Um you have our reporter on our summer reading. Um, Ihope next time we have a city council meeting, you will uh, Mr. Mayor, youwill consent to, uh, doing a proclamation for another librarian for aday. Um, and, um, we got a fun one this year. So, um,uh, that's about all I have. Any questions about stuff?Any questions about anything over there? >> No. No.you've uh thanks for the effort you put in at the music festival this year.>> Oh yeah. Yeah, those are fun. >> Water problem has been solved.>> The Oh uh yeah, I think we should be and and actually a big hunk of that was uhthe post office is building too. Um they're uh they need to clean theirgutters. >> Really?>> Yeah. They send us part of their failure to mow the lawn and stuff around.>> It's on the list. Yes. I see somebody got him in there at theat the post office to whack it down. Look, they took a pair of sheep shootersout there and whacked it off. >> All right, questions for the worldfamous Nate. If you haven't seen the post bullet, heis on the front page above the fold. >> All right. Thank you, Nate. Sorry Iskipped you there. Fire Chief Brandon, you got a report now?>> I don't have one in there. I missed my meeting earlier. So, I'll have two twomonths worth when I come for the following if I'm not at Suns footballgame. But you'll have your report regardless, but still happy to take anyquestions if you have any. >> Any questions from the chief? >> You're fully staffed now, right? I mean, you took on a couple more. >> Yep.>> Y is in as many as I wanted to. Well, Imean, it's good to know there's still people wanting to volunteer to be on thefire department. >> Well, numbers are down as far as the applicant.>> Well, I'm sure they are. >> But yeah, we're not full as far asordinance allows us up to 40, but we're at 36 and that I I wasn't trying to puton enough to be a 40. So, right where I intended to be. So,>> all right. Thanks, man. Thanks for being out there tonight, too.>> That was fun. No pool director report tonight. Thattakes us committee commission board reports, chamber of commerce. Nothing inour packet tonight, but they the uh fall festival's coming up at barricade inSeptember 19th.>> Check the stirfield star for the exact time and place and date. EDH,we met minutes are in there. Finance, we meant to discuss the budget. Library.>> Yeah, actually I can move. All right. >> Uh, minutes are in there. I don't reallygot much to add. So, >> personnel, you guys have been busylately. The new hireplans on nothing yet. Public safety. >> I don't have anything special. Just wantto put out there to the world that with football starting, 6th Avenue Southwestis a no parking. If there's no parking signs and you park under it, you run therisk of getting a citation. We don't that is that is the worst part of myentire job. That is where the most grief out of anything is people parking inthat no parking and us enforcing. If there's a sign there, we can't. It's not>> It's not us. You know, that's what it is.>> It's not an optional parking place. It means no parking.>> It means no parking. >> Correct. For some reason, it's onlyfootball season. We don't have the problem with baseball. We don't have itwith tennis. We don't have it with track and field. It's just football.>> They're all parking at the fire station for baseball.>> That's probably true, too. You can call that one.>> I did. >> All right. You heard it here first.Football season starting. The officer says if it says no parking, it's noparking. So, yep. It's your option to find out if he means it or not.>> All right. Anything else? >> Nope.>> Any questions? All right. Thank you, Justin. Public works.Nothing at this time. Ready? >> Roll call.>> Just that was the minutes there and just a park item.>> All right. Advisory Committee. Nothing tonight. No communications in ourpacket. It's open mic. Brian, if you want anything>> unless you have questions. >> Any questions for our commissioner?>> At least not on air. >> All right. Final motion of the evening.Motion. We have a second. >> Second. All in favor say I. I.>> Opposed. The best.
