The board reviewed and approved the district's Cardiac Emergency Response Plan, a new requirement by Minnesota statute for the 2026-2027 school year. Key components include establishing response teams, strategic AED placement for 3-minute retrieval, routine maintenance, a clear communication plan, and mandatory training and practice drills (at least two per site annually, aiming for completion under five minutes). The district secured a competitive MDE grant for $44,986.50 to support implementation, including additional AEDs and training materials. The plan emphasizes the dramatic increase in survival rates with early AED use.

Approval of Updates to Conditions of Employment for Meet and Confer Employee Groups

6-0 Approved

Dissent: None

Moved by Director Michelle [1:04:19] · Seconded by Director Todd [1:04:30]

The board considered and approved updates to the conditions of employment for various meet and confer employee groups, which represent staff not covered by a union. The compensation package included a 2.5% salary increase per year, aligning with board parameters, and a 13% increase in district health insurance contributions in the second year of the contract. These changes were consistent with agreements made with other bargaining units and within the district's budget.

Yes, chair. I'm recommending that we pull item 7C, the Roseville Principles Association contract, and we will be placing that item on the May 26th meeting.

We have three retirements this evening. Um, so we're excited to recognize our retirees. Um, first up we have Michael Deppy... Denise Diesik... And finally, Louise Portuguese... combined they have served our district 72 years.

So as Nita mentioned this plan is now required by law. We had been watching the legislature for the past couple years and before verbiage was that it may be included but now it's a must.

Taylor Anderson [0:46:17]
Approval of Cardiac Emergency Response Plan (SER)

Our plan's goal is to place AEDs where they can be retrieved within three minutes.

Todd Leer [0:48:08]
Approval of Cardiac Emergency Response Plan (SER)

So within the first three minutes like the survival rate goes from 10% to 70% with effective AED use. And so like that is why it's so important that we have staff trained and ready to go and the AEDs pl like placed specifically um so we can make sure that we can intervene within minutes to save lives.

Elena Bull [0:57:33]
Approval of Cardiac Emergency Response Plan (SER)

Um for the salary the ranges meet our board parameters of two and a half each year. So two and a half% and then for district insurance health insurance contributions we increased that by 13% in year two of the contract similar to what we've done in previous contracts.
