I do want to note there are no significant changes and we recommend this change to be added as an action item, item 7G. And that will take a vote. Rose area schools acknowledges that we reside on traditional ancestral contemporary and unseeded territory of the Dakota people from Bed a confluence of the Mississippi and Minnesota rivers. A place the Dakota people poetically claim as the center of the earth directly beneath the center of heaven. to Indian Mounds Park, a sacred place of burial built by ancestors of living people and home to the only known remaining barrel mounds within the Minneapolis St. Paul urban core. Indigenous people have cared for this land through warfare, genocide, relocation, and removal penetrated by colonizers, the state of Minnesota and the federal government. injustices that reduce over 150 million indigenous people to around 300,000 indigenous people have given their blood, tears, heart, resilience, and love to this land. and during boarding schools that were in operation from 1879 through the 1930s where assimilation through humiliation was the curriculum and unspeakable atrocities occur daily to the foster care system where more kids were removed from indigenous homes than any other group [clears throat] in Minnesota. Indigenous people have not lost their culture or identity and still reside on this land. Roseville Area Schools in is committed to ensuring the culture of our indigenous relatives, the original and rightful caretakers of this land is studied, preserved and celebrated. We are committed to undertaking and honoring the sovereignty that has been denied to nearly 600 indigenous nations, including 11 federally recognized tribes in Minnesota through the breaking of over 400 treaties. And we are committed to the truth [clears throat] of the history of our indigenous relatives, the success of our indigenous students, and to the healing we hope to create through this commitment. >> Thank you. >> Yeah, thank you. >> Um, so do we have any summary of community input that we want to talk about? Uh yes, Madam Chair, we we do um as part of our consent agenda this evening, one of the items that we'll be voting on is approving our annual organizational membership dues and fees. And we did have a member of the community uh who wrote to us um questioning the value of those dues and uh how directly they benefit our students uh in various grade levels. And so I just wanted to share that with everyone. And at some point in the future, maybe we'll discuss that or open it up and and uh the the person who wrote in uh I won't say their name because they didn't ask for permission to do that. They did say they didn't need a response, but I think in keeping with our policy of sharing with everyone so that they know what people are thinking about it may generate some thoughts in their own minds about it. Uh we should share that because we are going to vote on that tonight. >> Yeah. >> Uh I think that's upcoming as part of the consent agenda. But again, the question was really just have we thought about the value of those memberships and dues? So uh I move that we accept that retirement with grateful appreciation to someone who's been associated there and and done >> that that work and just as part of our family for so long so long so many years so almost two decades. Uh, oh, and I'm sorry, the the gift received through Blackbod district school needs at Brim Hall specifically. Um, team SPS gives back care of the Minneapolis Foundation, a monetary gift for students in need at Falcon Heights. The Roseville Area Optimus Foundation, a gift of funds for C classrooms at Harambe Elementary School. Uh, Rebecca Neimi, a gift of funds for school needs at Little Canada Elementary School. From Sandy Put a gift of funds for kindergarten and fourth grade classroom needs at Parkview Center School. from the Roseville Cheer Booster Club, a gift of funds to be used for apparel at the Roseville Area High School. And all and uh uh from the Raz Bullpen Baseball Booster Club, a monetary gift for fence slats, uh mesh banner, and awards at Roseville High School. From the Raz girls lacrosse booster club, a monetary gift for trainers for scrimmage and teacher appreciation meals at Roseville High School. Uh from the Raz girls Soccer Booster Club, a monetary gift for additional coaching staff and summer skill sessions at Roseville Area High School. And as you recall, I think this is the second monetary gift we've received from the Constitinities in the last year or so at least. Um now we are we are to the next item which is report reports and non-action items and we have a few which um um we'll start with policy 520 um >> yeah welcome associate superintendent Smith and for the board to note um there was agreement last year that if there is not any substantial changes that we could move through on a first reading and if the board changes your mind during the discussion, we can always bring the policy back for a second. Uh as part of our ongoing policy review u I'm bringing forth policy 520, student discipline policy u for first and second reading. Um today uh after holding feedback sessions with our district safety and security team, district leadership also in some uh consultation with uh uh legal counsel, there are um just one what I would consider um significant change and uh a few minor ones. Um, and I need to start by um apologizing because I believe that the copy that you shared is not the right copy. >> Oh. >> Um, and there was one uh amendment to it that you're missing and I've printed out that copy so that we can look at that for consideration. >> Okay. >> So, I'll pass that out. >> Thank you for catching it. Thank you. >> Yeah. [laughter] It happens. It's okay. Yes. >> And I know that Don will outline this, but the change really just reflects our practice. So again, there's no change in practice, right? >> Okay. >> Exactly. >> Just legal, >> right? No change in practice. Just put it into policy. >> Um and so the let's start with the quick minor changes. Um, you can find those on uh 4.71, 4.72, and 4.73. And I just want to quickly talk about that. The uh that's the section that describes um different things like what alcohol is, what drugs are, and things like that. [clears throat] Um and in 4.71, it talks about in parenthesis is where I'm looking. So, it talks about al alcohol use, possession, distribution, or being under the influence of alcohol beverages. And then in parenthesis, it says refer to policy 404, chemical use, and abuse. Um um we're also suggesting that we add in there policy 5406, drug-free workplace, uh schools. So, just as a reference for that section referring to those two policies instead of just the one policy. >> Then you'll be bringing that back to the board in next month potentially. >> Yes. So, policy 404, >> 406, >> believe, no, 406. >> 406, >> one of those two. [laughter] >> We'll be bring it back to the board in September um to to talk about some changes to that. >> Okay. >> Um 4.72, same thing where it only refers to policy 404, chemical use and abuse. U we've added to also refer to policy 406 because it basically talks about the same thing. Um the other minor one is in policy 4 sorry section 4.7.3 tobacco and tobacco paraphernalia. If you remember last year we revised our tobacco uh policy and we changed the name and so um the the only suggestion here is to put the correct name in there. Right now it says policy 432 tobacco free environment possession and use of tobacco tobacco related devices and electronic delivery devices. >> [laughter] >> We want to change it to commercial tobaccof free environment possession and use of commercial tobacco tobacco related devices tobacco electronic devices. So just putting the correct name of the policy since we did change the title of policy 432. So then those are the what I would consider the minor one. The one that's I guess a little more significant is in addition to section six and that is going to and that's the the the paper I passed out to you just now. Um, and that's going to be uh section six goes to a 6.2. We've added a 6.3 just to match our practice. And 6.3 reads, "As a condition of admission to an attendance at voluntary school district sponsored event, students may be subject to screening by a passive alcohol sensor device. Such screening shall be pursued of policy 406 drug-free workplace, drug-free schools, section 5 0.55." you we'll dig more into the drug fee uh workplace drug fee schools policy um like we said next month so you can see that but it's this language basically mirrors what we've added to that particular policy so it's another >> kind of reference piece >> yes ma'am >> may I add thank you for bringing this forward this simply aligns to our practice at least for the last 12 years or so we use a passive device that's used across I think internationally called an elk blow for our high school level >> uh school dances including homecoming and prom and has really changed the environment and created safer schools. So we we have never had a problem connected to that u but we just wanted to make sure that our policies aligned with our practice. >> Absolutely. Yep. And just also to add did look through NSBA board policy that there hasn't been uh any revision there weren't any red lines and there haven't been any revisions since 2024. So did look at that policy as well to see if we needed to add anything to our policy. >> So um >> quick um >> yes questions >> I just wanted to make sure um there was also an addition under section five wasn't there. >> Yeah >> 5.3.6 >> I just noticed I think 404. We don't do that with the other references, >> right? >> Only because if there are other changes to the policy, then it kind of >> might move around. I think we could just strike that last piece of section 5.0.55. >> Can you take that amendment? >> Yeah, take that. Yeah, it's an amendment. Yeah. >> Because it doesn't change anything, right? No, it doesn't. But if the section change then you have to change the >> right especially since the board will weigh in on policy 406. >> So we Yeah. Um we are seeking approval of the long-term facilities maintenance plan. Uh the 10-year plan, uh that plan does drive um the deferred maintenance that we do throughout the district. Right now we are in year one of um Edertton's remodeling with the replacing the HVAC systems and lighting and everything that goes along with it. Uh they are winding that project up right now. Uh actually we will be moving um furniture back next Monday and we're looking to get staff back in the building next Wednesday. But that's what's happening currently. What we are looking for is for you to approve u the 10-year plan which will fund the projects that will occur in like the 20 728 school year. Um uh so again it's an annual approval that we seek from the board and it um assures that this funding continues >> uh to address our deferred maintenance needs throughout the district. >> It can be monitored and adjusted every year. Correct. >> Correct. Yes, it's every year. Can't be used for LTFM cannot be used for new buildings >> or programming changes. Again, it's um it's defined and it it is about extending the life >> of our existing buildings. >> Y >> any questions from anyone? >> Actually, I have one and I know this I think but I forgot. Is the funding that we approve and then that's going to be used for the 2728 school year tied to specific projects already or is it more we're approving the dollar amount that they will be spent towards projects some of which we might not actually know yet? >> So we it's a little bit of both. >> Okay. >> Um it's uh because we we do have some roofing in there because we also have a long-term roofing. Um, most of it we know, but some of it we set aside just a little under a million dollars for those things that do come up that we we maybe aren't >> aware of at the time. We plan, but sometimes depending on what happens with the buildings, >> we may have to move things up or back a little bit. >> Could be hail damage, could be, >> could be. Yes, could be. Right. We've had boilers go out that >> we had to if we approve that then are and then the amount that we approve if it's not actually used it just carries over or stays in the account. >> Yeah. Actually the um m the department of education will adjust future levies for that. >> Got it. And that's why sometimes even when um because this is really the one of the big first steps in your preliminary levy process. You'll approve the preliminary lobby in September and then the final in December >> uh for taxes payable in 2027 >> and there's a reconciliation process >> so that if it's not spent we can see sometimes see a negative adjustment >> um on our levy. Got it. So that yeah, it takes a couple of years to reconcile, >> but it's comforting because it means in the end >> the MD there's a check and balance that even if a school district wanted to there's no way they could like build a slush fund with this. >> Exactly. Good evening. >> Good evening. >> Um tonight I have two contracts, but we'll do one at a time that I'm bringing before the board. Um, we were able to negotiate with the district and asks me negotiations team and we're bringing forth the changes and conditions to the employment of the collective bargaining agreement representing our office support staff and health assistance. We also worked with them around peer professionals as well and the media technology group and I'll go over that after this particular contract improvements. The contract negotiations began on April 28th, 2026 and we reached a tenative agreement on June 12th. Um Corey Hanigan, Sherry Thompson, and myself represented the district during negotiations, and we'll talk through briefly what those improvements were. We made adjustments to the salary schedule consistent with what we've done with other negotiations. So, we did 2 and a half% increase to the salary schedule on years one and two. for adjustments to insurance. We did um 13% increase to district contributions for both family and single coverage in the first year of their contract. There were also for this particular group improvements around personal leave provisions for the office of court staff. Um we also added a title change. So, building secretaries um expressed that their jobs have shifted over the course of the years and wanted to have a title that reflected that. And so, that new title for the 2627 school year will now be building a office lead. And so, that recognizes the work that they've done. We also made additional improvements around workplace environment language and other language items that provide clarity and that is consistent with how we typically do our negotiations across all different groups. Um we want to recognize that this settlement does address our strategic key plan um excuse me our strategic plan and key strategies around strategy three we are a culturally responsive inclusive and anti-racist district and key strategy number five we are financially secure. The tenative agreement as I mentioned falls within the budget parameters that the board has set and it's was included in the adopted budget. Um this contract as I mentioned was ratified in July so on July 16th um 2026. So I want to congratulate that team. The district wishes to also express its thanks to ask me pair professional office support negotiations team represented by Mary Timberman Parker Karine Walker, Jill Keenan, Daddius Swiggum, and ask me field reps um which is Matthew Sherbour and Dne Ryan. So we'd like to thank that team uh for on behalf of the district for their work to reach a settlement. So tonight I'm asking for the board to not just know about the changes but also to approve this this contract >> and thank you for the work that you do to kind of get us through all this negotiations. Yeah, go ahead. >> Um so I have a question and and um it would be the same question for the next group but I'll ask it now. um on the adjustments to insurance. I mean, I'm absolutely 100% convinced that the [clears throat] increase in um in premiums is due to the market, healthcare insurance market. And so the the 13% for that first year is that that's it's high. And um is that intended to help keep them whole against absorbing that increase on their own? And so we're taking on a 13% increase of our contribution. >> It is. And it's consistent with what we've done with other district with other bargaining groups. One of the things that we don't necessarily talk about a lot is that our pair professional and ask me clerical group or excuse me office support group have asked to follow what our teachers receive in terms of the contributions to benefits. And so that usually is the pattern that we use for this bargaining and it was consistent with what we did with other groups. Um, in addition, outside of bargaining, what we did as a district is we added a third plan to provide lower cost options for our employee group, which I think um was widely received. So, those are a couple of things that we've done, strategies that we've done to address that. >> Okay. Thank you. >> Great. Thank you. >> Thank you. >> I guess I'll just so just so I understand. So this is for the next two years whereas other groups we were working >> correct >> last year and this year. Correct. That's a really good question. So we have about eight different groups >> and we have um a set of employee groups that we bargain on um I say the odd years and so we have a 25 2025 to 2027 schedule and then we have a new group that we are doing another set that we've done for the 26 28 schedule. So we are um there is a cycle and we continue with that and it's always a two-year cycle for both of those groups. >> So which is why it's year one correct is the 13%. >> Correct. Correct. >> Yeah. Thank you for that question. >> And so did so would you just kind of say again so you had eight groups that you're negotiating. >> That's correct. There's eight groups that are represented in our district and so we do have to do a full negotiations process with them. Um and so it's meeting and conferring and going through the negotiation process. Um but yes, we are in the process of um negotiating with them on on different years and sometimes we are negotiating at the same time with various groups. >> It is year round every year. Yes. >> Now I just want to acknowledge the effort that it takes right. I know you're on the on the negotiation team. I know uh Sher Thompson Thomas is on that too. So the just the amount of work uh you do to represent our district and the interests of the our employees and also kind of be fiscally uh uh accountable, right? uh in in the discussion that we had um um with the board you have with the board just really I just find this process kind of like it just takes so much work and just so appreciate the work. >> Thank you. Um, the other that we are bringing forth tonight is the contract representing pair professionals and media technology group. Um, I will not go over the other details because they are again those two groups bargain together. What I will share is just the improvements. And so for this group, we did a two and a half increase to their salary schedules on year one and two similar to our um office support team and group. And then we also added 13% to district contributions in year one for both single and family. And they also had workplace language um and other items similar to their colleagues in the office support group um that we negotiated and we clarified. Um again this meets our our commitment to our strategic plan and this contract was also ratified on the 16th of July as our clerical co was. So again in addition to informing you of these changes we're also bringing this forward at for a vote for approval. >> Yeah. >> So as you say they they the both groups bargain the same time. Um, so it's a pretty new resource, so didn't need a lot of updates, but we did update links to resources. Maybe they were presentations, maybe they were outside resources that just needed an update. Um, and we did update some board member information. Your officers changed. We had two new board members. Um, so those were the minimal changes. We do want to uh propose one more significant change. So, um, we had originally approved your schoolboard meeting calendar in April and then based on an MSBA calendar, they recommended approving it at the organizational meeting in January. But that timeline gets a little weird because we don't actually approve our school year calendar for the following year until February. So, we're just a little off. So, what we're proposing is that instead of January, we move it to June and then you would set dates for the the following school year in its entirety and you don't have to come back and do bits and pieces. >> It's logical. >> That makes sense, isn't it? >> Makes sense. [laughter] >> It seems so logical. >> Do So, do we need a vote on that? >> Yeah. So, we are asking for your approval of the the minor changes as well as the more significant changes made. There's a couple uh, small things you'll see as far as correcting dates and and things like that. Um but I want to bring your attention to um one um change that was added to this contract and that's in section 4 uh where it talks about data practices. >> Now this was an amendment that was made to the 2526 SRO contract. Um and so now we're just getting it into the contract. Um, so this is already um been an approved amendment to the previous one, but now it's a part of the current one. >> And uh yeah, I I'll open up for any questions. >> And then associate superintendent Smith, will you please remind the board of our current SRO relationship, who what positions are in what schools, etc.? >> Yeah. Yeah, we have a an SRO at Thank you for that. We have an SRO at RAMPS. Um we have an and we have an SRO at Rise and we also um have an agreement that they would support elementary schools um in some capacity if needed um for for those schools. So we do have some coverage for all of our schools in some capacity. >> Does that include this building as well? >> Thank you. I'd also add that again we're very grateful for the city of Roseville in terms of our partnership and just as an example of that we had a large administrative meeting and training today in addition some safety training and we had SRO and city presence in those trainings. So we really do consider them a part of our staff and in terms of following our strategic plan uh including our equity vision. >> Absolutely. >> It's great. Yeah, it's a great partnership. Well, and I and I and I love the fact that we also include this exhibit A. We talk about the position responsibility, >> major areas of responsibility >> because we all we all know that they do more than just safety. I mean that they literally become >> I remember just years ago the discussion we had. >> Oh yeah. >> That they they become another educator >> in the building and it's you know we we we mentioned that educates and advise families >> regarding student behavior but helps >> helps out the staff. they become an additional educator I think is >> much consultation. >> Yes. Yeah. A lot of consultation. >> Absolutely. >> And I would attest to that too in my relationship with the SRO. We do have a new one at RAZ. Um Emily and I sorry I don't can't remember her last name. Um she's taken over officer Warsami. >> Um but I can attest that the the relationship they have with staff, the relationship they have with students. I mean, if you walk in the Rams, one of the first people you run into is Kevin Johnson sitting at the front, laughing with kids, high-fiving, all those things. It's really great to see. Um, but he can he can turn the switch when needed and has. Um, and so it's it's really really been a really good relationship. >> Can I just be clear, the service is the school year. >> So, their first day present is the first day of school. Yes. And their final day present is the final day of school. It's not summer or anything like that. It's really just during the school. >> That's correct. And generous generous contributions in term of today I named as a training day. They have presence. We consult all summer long with them as we would with any police relationship with the city school. But >> I think they've been very generous with their time. >> They have. And just to add to that, you know, um you know, of course we no matter what we would have invited them to this safety training, but they um they would actually reached out to me first like, "Hey, >> has this happened yet? when is this coming? Please let us know. And I was like, well, I don't have a date yet, but as soon as I get one, I'll get it to you. So, that kind of commitment that they have to >> to being a part of the school district is is really impressive. >> Absolutely. >> And then just a quick logistics question. So, if we do approve this, then that enables uh Superintendent Lake and Chair Chu to sign it from our side. Do you know what the timing is on the side of the city? >> Yeah, they have a meeting coming up, I think later this month. Maybe next week. Yeah, Monday. >> Next Monday. So that's the reason we really wanted to bring it to the board school board tonight. >> We didn't want to wait for another meeting, right? Because then school is going to be too close. We want to maybe get this get this in. So >> absolutely >> it makes sense. Yeah. Thank you. Yeah. And I always think about how the way we approach our SRO's you know kind of being part of the family being educator being consultative >> and the fact that they are very present in our community in our events right that's just >> really it it speaks it just warms my heart to think about that because there is other >> narrative about SRO's and I often have to kind of go well not in our district right that this is the way we treat them. This is the way they are viewed and treated. And so that that relationship is so helpful when we do have issues, you know, that we have to deal with because their relationship is what matters, right? The relationship they have with the families that will help deescalate or help resolve the the problem. So really very appreciative of them. Yeah. >> Right. And also to remind the community, uh we brought our first responders to the board meeting in >> That's right. maybe May or so of last year and they're essential to the safety in terms of health and safety of the building as well. They were critical to saving helping to save a life in our school district just last spring. [clears throat] >> Absolutely. >> That's right. >> Yeah. But um nevertheless uh a lot of wonderful families, kids uh out there to greet all of us and it was um beautiful weather day, fantastic weather day, but just coming together and being a part of that Little Canada and uh Little Canada Elementary School um position and the you know their float their unit was fantastic and I just >> um it's always something to do. Um, you know, I never try to miss that, but I just I think we all had a great time and reaching out to everybody. Just Saturday, there was a rise street and Liner block party and it was the first time that Roseville area school was in the house. Um, and this was part of uh the Ramsey County local lead of local government. >> We have never done it before and we always thought about how do we be in the community do something fun. So that was it. And so met a lot of the supporters that we had a lot of legislators were there walking around. So it it was great to be to have present. I think we were the only D school district that that was present and was was nice to talk to people and just like say hello and yeah so so that was a that was a fun that was a fun kind of a presence so I make up for not being at some of those other things that I couldn't [laughter] go >> thank you for presenting >> yeah thank you and thanks to Carrie kind of I got all the some swags to give away [laughter] so so it's good to have that present for sure >> all right is Is that it? Uh this evening, welcome back to our entire school community. We are both poised and prepared for a wonderful school year filled with joyful learning. I would like to thank all staff in Roseville area schools who kept us moving and engaged this summer. Some of those folks include our operations staff, community education staff, student support staff, all of our administrative leaders, and many, many more. Uh, finally, I'd also like to recognize the Roseville area schools community partners. We aim to return this fall following last year's Metro Surge, stronger than ever due to our strong community.
