APPROVAL OF AGENDA Original Agenda Item E2 (Ice Cream Social Tabling) was removed from the agenda due to the cancellation of Ice Cream Social.. With this change, Commissioner Chandler made a motion to approve the agenda. Motion passed by consent. ## D. APPROVAL OF MINUTES 1. June 8, 2026 Vice-Chair Pellegrini made a motion to approve the minutes from the June 8, 2026 meeting. Motion passed by consent. ## E. NEW BUSINESS ## 1. Lawn & Garden Tours The commission went through the host gardeners' information and started the process to accommodate gardeners by providing and coordinating a gardener educator for sites during the garden tours. Despite concern over the recent and ongoing heat wave, EC looked over the diversity of display gardens and are excited for the event. ## 2. Partners in Energy – Implementation Debrief The Commission was provided with a Partners in Energy presentation detailing related Energy Action Plan updates and goals. Commissioners spent time discussing the current progress and the recommended priorities largely focusing on energy efficiency in homes and buildings. In response to the presentation, Commissioners researched more about Partner in Energy’s graduate support program, and are preparing to ask for support in outreach for income qualified residents. ## 3. Les Bolstad Redevelopment Project – CAC Update Chair Keester reported on recent discussions within the Community Advisory Committee (CAC).The golf course has been sold to Rachel Development. The last CAC meeting started with a walking tour of the Highland Bridge in St Paul. The next meeting is planned to discuss community engagement and best practices for gathering community feedback. Commissioners also discussed environmental concerns relating to watershed compliance and development, as well as both tree and frog conservation. ## F. INFORMATION AND ANNOUNCEMENTS 1. Staff Liaison Report – Staff Liaison Myhren reminded Commissioners this would be her last EC meeting for the next few months. There will be more information to come around who will be filling in for her. 2. Council Liaison Report – Council Liaison May reminded Commissioners that the State Fair is holding the Street Machine Nationals the same weekend as the Lawn & Garden Tours and advised caution when crossing streets or driving in and around the City. ## G. ADJOURN Commissioner Mercer-Taylor made a motion to adjourn. The meeting was adjourned by consent at 8:09 PM. Next regular meeting date: August 10, 2026 ## REQUEST FOR ACTION ## City of Falcon Heights, Minnesota __________________________ Item Introduction to Interim Support Planner / Interim Staff Liaison – Greenlee Dahle ## Description ## With Community Development Coordinator Hannah Myhren out on maternity leave until December/January, the City has hired Bolton and Menk to assist with planning services, including serving as the interim staff liaison to the Environment Commission. Greenlee Dahle will lead environmental efforts and will receive support from the Bolton & Menk team as needed. Greenlee is a community planner at Bolton & Menk, where she supports planning services to municipal clients, reviews site plans and zoning codes, and aids in special studies and comprehensive planning efforts. Beginning her career in 2025, her work is rooted in a strong foundation of sustainability, community engagement, and public policy, which informs both strategic planning and day-to-day decision-making. Greenlee brings a thoughtful and collaborative approach to planning, working alongside engineers and designers to advance equitable and connected communities across the region. It included a regular meeting where community engagement strategies were discussed, as well as a joint meeting with the City Council where the preliminary RFP plan was presented and discussed. ## From Chair Keester: “I've made a preliminary assessment of Rachel Development's RFP plan alignment with the city's Climate Action Plan goals (attached). The RFP plan is very preliminary and does not have a lot of relevant detail, so some goals are not yet addressed.
