A motion was made by Commissioner Paynter to approve the agenda. Agenda was approved by
consent.

Vice-Chair Anderson made a motion to approve the minutes from the March 24, 2026
regular meeting and the April 28, 2026 workshop. Minutes were approved by consent.
## E. PUBLIC HEARING
## 1. Special Event Commercial Parking Lots
Staff Liaison Myhren provided an overview of the proposed amendments to Chapter 113
of the city code pertaining to special event commercial parking lots. She explained that
the topic originated from the State Fair Task Force, which had noted in its 2023–2025
reports that commercial parking lots operating during the Minnesota State Fair should be
more formally regulated. The matter was reviewed again in February 2025 but was
deferred pending resolution of the city's pay-for-parking initiative. The issue was now
being revisited ahead of the upcoming State Fair.
Myhren noted that while the city has historically permitted paid parking in commercial
lots — such as those operated by Stouts, Cox Insurance, and Warners’ Stallion — these
allowances were only addressed in the city's administrative manual and had never been
codified. This gap made enforcement more reactive than proactive. Additionally,
instances of over-parking, where operators filled lots beyond designated stalls, had
occurred without a clear enforcement mechanism.
