1.Ratify the submittal of the grant application to the Minnesota Department of Health for
Pediatric Mental Health Training for Social Services and Public Health staff.
2.Accept a grant award and approve a grant agreement with the Minnesota Department of
Health for Pediatric Mental Health Training for the period upon execution, through May
31, 2028, in the amount of $265,000.
3.Authorize the Chair and Chief Clerk to execute the grant agreement.
4.Authorize the County Manager to enter into agreements and execute amendments to
agreements in accordance with the county’s procurement policies and procedures,
provided the amounts are within the limits of the grant funding.
## 6.Fund Transfer from Bond Interest to Park at RiversEdge

The Ramsey County Board of Commissioners met in regular session at 9:03 a.m. with the following
members present: Jebens-Singh, McGuire, McMurtrey, Miller, Moran, Xiong and Chair Ortega. Also
present were Ling Becker, County Manager, and Jada Lewis, Civil Division Director, Ramsey County
Attorney's Office.

Chair Ortega opened the public hearing at 9:05 a.m. There were two speakers, Rich
Neumeister and Greg Copeland who testified in opposition to the proposed salary increase and
expense allowance; which can be assessed via the archived video. The chair called three times
for additional public comments. Hearing none, the chair closed the public hearing at 9:16 a.m.
The Ramsey County Home Rule Charter section 5.02 states each proposed ordinance shall
receive two readings: first, at the time it is presented, and second, at the time of the public
hearing as required by law. Both readings may be waived if a copy of the ordinance is supplied
to each member of the Ramsey County Board prior to its introduction.
Motion by Moran, seconded by Jebens-Singh. Motion passed.
