Autumn Arts Festival Recap Discussion
Ava presented feedback on the 2026 festival, highlighting successful aspects like downtown location, parking, and entertainment, while noting areas for improvement such as day-of visibility, attendance, and vendor retention. Suggestions for 2027 included flags and chalk for wayfinding, a potential street closure on 7th Avenue, a circular vendor layout, stricter no-show policies, earlier promotion, and a later date to align with autumn weather. The importance of booking community groups that draw large crowds was emphasized.
Existing Mural Signage Update and Quote

Carrie presented a quote of $965.96 from Gopher Sign Company for two pedestal pad mount signs for the Silver Lake and Tiffany Cannon murals. The signs would feature artist credit and QR codes. Discussion included clarifying installation responsibility and the need for the committee to approve final language and design proofs. There was a strong desire to move forward with the project to showcase the city's artists.
Light Pole Banner Update

Two Twin Cities artists, Bob Teima Artiste and Mark Herman, submitted proposals for 6-8 light pole banner designs featuring North St. Paul landmarks. The goal is to refresh old banners with more colorful, minimalist designs, with the city retaining usage rights. Sharon provided detailed critiques of both artists' styles. The discussion weighed artistic style, perceived community acceptance (Mark Herman's more conservative approach), and price point. Despite Mark Herman's higher cost, a straw poll leaned towards his work for its sharpness. The committee decided to commission all eight designs, leveraging available budget.

So, essentially this presentation is we're going to go over the feedback um and talk through any questions or thoughts or ideas. Um I'm going to take notes and then um we'll work for 2027 planning.
I I would continue to advocate to get it on 7th Avenue. Um it and if not I felt like the overarching feeling that I had um from where we had it. I I did like being downtown. I felt like it was very accessible, but having it in the parking lot lacked a sense of place.
having a day of contact is really important and like being a little bit more strict on like you need to be here by this time because you know unless you've gotten a hold of someone and said, 'Yep, I'm like there was a gentleman who came had brought somebody's tent and that vendor didn't show up and he didn't even know they weren't coming.' So sometimes having a strict cut off time and then you you know 20 minutes before that you start calling the vendors, okay, are you on your way? What's your status? And if they don't answer, then you start kind of moving people around.
I I really started to think about cuz it was pretty warm again this year. I mean, it was a beautiful day, but this year and last year, it was almost hot, you know. Um, so it feels like we could, without taking too much of a risk, we could afford to move later, like at least one week later if we wanted to if we want to do that.
So, I So, am I reading this correctly? So, where it says line line five, this is the pedestal pad mount. And then line 10 is the the sign that goes on the pedestal for one of them.
Can we make a motion to approve the money while she gets the answers because I'd love to have signage because we should show off our artists.
So this is I mean it's not a streets project. We didn't say, 'Hey, here's what we need and the lowest bid gets it.' Is it okay for us to since this is a art and these are of different quality that we could vote on one that is potentially costing more than the other in this circumstance?
what he's doing in these four designs is the first design is giving you an impression of well, what if we had it at a angled more banner style? Mhm. Second design going to the right, he wanted to get a more full saturation experience. And with each design, he's also giving you a different experience of how much do you want to know walking through North St. Paul that you're in North St. Paul.
But it's it's it I to me I feel that's the experience that the artist is trying to convey. Yeah. And the snowy one kind of cracks me up because as you can see, you're almost like the perspective of a child looking at it, right? And you're going way way up. But look at that. It says snowy exclamation point and he's kind of like smiling up at his own name like yes here I am. Exactly. And so it's kind of joyful and playful. And so that's the experience that I feel is coming from this representation of snow.
I think the only difficulty is that we're not seeing Mark Herman's portfolio. We're just seeing the four different types of one image. Um which I think is playful, his version of the Snowy. Um but I gravitate toward that because I'm thinking on the merchandise side, I'm going to buy all of the North St. Paul merchandise.
I love Both of these artists I they are both just above and beyond. I will say the one plus for Mark is the style of art is slightly more conservative which I think may fit better within the community of North St. Paul. receive fewer objections because it's right it's as uh Eliza pointed out it's very easy to understand and read. It's very straightforward though that takes diminishes nothing from Bob's work I was going to say like they're both hard these but we have to think it is not just us we are representing our community and what do we think uh the constituents of North St. Paul would be most comfortable with in adding color number one, which is something different if we're adding color. And um style, what what will pass muster with everyone.
