2022 Street and Utility Improvement Projects Closeout

City Engineer Morgan Dolly presented the final closeout for projects #22203 and #22204, which encompassed the parking lot adjacent to 6th Avenue, portions of 6th Avenue and Charles Street, 10th Avenue, 3rd Street, 2nd Street North, and a third area including Flanders Road, 13th Avenue, Spirit Hills Lane, and 14th Avenue North of PCU Pond. The project was noted for being fiscally managed, coming in over 6% or $100,000 under the revised contract amount by releasing retainage and making minor pay quantity adjustments. The council commended the efficiency.
Discussion on Temporary Park Hours Change
Council Member Norby initiated a discussion regarding the City Manager's authority to enact emergency temporary park hours changes in light of recent violence and ongoing vandalism. The discussion explored changing park hours from the current 11 PM closing to 10 PM, with a 7 AM opening, to provide clearer enforcement for police, especially leading up to the 4th of July. Concerns were raised about existing rentals and how the change would impact them, as well as the need for clear signage. Ultimately, the council reached a consensus to implement temporary 7 AM to 10 PM hours, focusing on Casey Park initially, with further discussion for a permanent ordinance amendment.

my opinion on the park hours um you know I think having that shelter rental plays into it uh as far I I think I agree with council member Cole if we're going to do something if it's 10:00 I I think that rental has to be at 10:00 too because I don't know how you how you'll be able to decipher if we're going to try to enforce that
are we in agreement with uh 10 o'clock y are everybody yeah to be clear is this a temporary situation are we we can put up temp signs are we looking at then going forward with permanent signs or more conversation to come
