Mcnite Fields Redevelopment Concepts Presentation by WSB
Dissent: Commissioners expressed varying preferences for concepts and specific features, particularly regarding the Public Works location, storm water solutions, and the type/number of recreational amenities, but no formal dissent on a specific motion.
Candace Amber from WSB presented three conceptual plans for the Mcnite Fields athletic fields redevelopment, building upon the city's Park System Plan. Each concept explored different layouts for parking, public works storage, multi-use fields, playgrounds, skate parks, pump tracks, and storm water management, with varying cost implications (e.g., underground vs. basin storm water). Key points of debate among commissioners included the ideal location for the Public Works storage yard (balancing visibility, noise, and park feature displacement), the number and type of athletic fields (favoring multi-use over numerous softball fields), the inclusion and placement of amenities like full basketball courts, dedicated pump tracks, and secure concession stands, and the overall safety and accessibility for diverse age groups and modes of transportation.

So you had a conceptual plan done as part of your park system plan. And so now we're just kind of getting to the next step of okay, what what is the feasibility of this? What is it going to cost? What is the ultimate plan going to look like?
Storm water here is in cells underneath that parking lot. Um, with these ball fields, so we would individually, we're showing them individually fenced around. So, the multi-use green space field has a fence around it and then the one softball field has a fence around it, but not the entire area that is currently. So right now your whole wheel is completely fenced off for security reasons. Helps keep them protected. In this concept we're by doing that just around the individual fields. We can get a loop trail system that's open all the time for people to access to walk on that because it's no gates actually blocking some of that access off. The downside to that is that your concession stand is out in the open. It's not secured.
My first initial thought when I saw this when I looked at it was it's just a lot of parking. And I know it's better to have some parking than none. But I've been at that park and it wasn't as nice as it will be. But even with a ball a softball game going on, a te-ball game, and a baseball game, there was still plenty of parking in that lot. So I my thought is doubling the size of that makes me a little scared. Although I'll go based on your recommendations. Also, thinking about the cost of this project, I know scares the council quite a bit. So when I heard you say cells underneath the parking lot is going to add a lot of cost. I almost just think when we write up this plan, we should assume we don't have the money for that because that's money that's taken away from a playground or a skate park.
The only thing is like on concept three um if we were going to um dump some snow in there and we have some opportunity and we're going to use that for some of that snow storage. um it starts to get down in towards the apartments is that working area. So when we're backing trucks in there with backup beepers and you know whatever that could be well it would be very much a nuisance for those people that are are living there. We're hauling snow at you know a.m. 2 in the morning and we can't disable our backup beepers you know. So that that's a thing.
I would be adamantly opposed to a park building that would be able to be rented. I strongly believe that we have um very limited third spaces where people can go uh that is free and they can come and go as they please. Um, and I would be a big proponent of making this as much of a um, open accessible thing as possible. I acknowledge that it's a big project that costs a lot of money and we need to figure out how to pay for it, but I also strongly believe that we need to protect spaces um, and have them be open, too.
