2025 City Events Coordination and Commission Expectations

Information received and action items assigned

Ava, the City Events Coordinator, presented the preliminary 2025 event schedule and detailed her expectations for the commission's involvement. She emphasized the need for proactive participation in idea generation, planning, on-site event support, coordinating volunteers, and providing post-event feedback due to her dual role in communications and event coordination and the city's limited staff resources. Commission members shared their personal motivations and passions for arts and culture to help Ava align events better. A Google poll was announced to ascertain availability and interest for specific events.

Subcommittee Reports and Project Updates

Reports received, next steps outlined

Subcommittees provided updates on various projects. The Heart Hands utility box wrap project is moving forward with high-quality images being prepared. The Veterans project, previously on hold, is set to resume, with a potential artist contact identified. Murals continue to be a focus, with discussions on future locations for public art, including exploring city-owned structures and brainstorming ideas for temporary installations and unique structures like a 'spiral mural.' The Art Cart needs organizing and inventorying before new supplies are purchased. Planning for Music in the Parks and Paint & Sip events is awaiting budget approval, with ideas for new activities like a swing dance night. The Autumn Arts Festival has a tentative date, pending confirmation with other local events.

Recommendation for Student Commission Member

Recommended to Council

Moved by Carrie NAD [0:27]

Carrie introduced Ued, a North High 9th grader, as an applicant for the student commission member position. She read his application, which showcased his desire to engage the younger community, promote cultural inclusion through art, and his specific interest in projects like Project Snowy. He proposed innovative ideas, such as a campaign for culturally decorated yard snowmen. The commission was highly impressed and recommended him to the City Council for appointment.

Discussion on New Subcommittees and Commission Vacancies

Discussion held, interest noted, recruitment ongoing

The commission discussed the need for new subcommittees, particularly for an upcoming Public Art Project that has a dedicated budget line. Sharon expressed interest in joining this new subcommittee, which would be responsible for deciding how to allocate funds for public art. They also discussed the placeholder event with a $2,000 budget and the potential for a new subcommittee to define its cultural focus. The existing vacancy for one commission member and a second student commissioner was noted, with a call for applications.

Community Center Feasibility Study Update

Update received

Troy Woods, the Council liaison, provided an update on the proposed Community Center. He reported that Brian Frandel and Riley are coordinating a virtual meeting with the consultants conducting the feasibility study within the next few weeks. This meeting aims to understand the consultants' objectives and plan the subsequent steps for the study.

I'm happy to keep doing it because I can do this part but I don't want to do it every single time is that okay

my ask is that I want you to you to be proactive with me on work on generate generating event ideas plans and any ways that you can get involved

are we not fulfilling your expectations for participation or is this just to set boundaries moving forward so it's not just you doing all the work because no other City staff can do it because if City staff do it then the city staff have to be paid and that's overtime and that's a drain on the budget so we're just clarifying expectations

I think everyone should have access to public art I think there should be more of it way more not just in North St Paul but everywhere but I have the power to help make it happen in North St Paul so that's why I'm here

Troy as you learn in your time on city council it's so much fun but it's hard to get a lot done in one meeting with a a bunch of people so we break out into different subcommittees so we can keep progress moving and that's why you see lots of great art around North St Paul so that's how we operate

I believe we can engage the younger community Through art and cultural expression promoting inclusion and involvement in our city understanding different cultures helps offer open communication and comfort and I am convinced that by showcasing our diverse cultures through ART we can encourage more people to connect and feel valued in their Community

I also have some ideas that could be of interest we could start a campaign that can encourage people to get their own snowman similar to project snowy but this time they have it in their yard and decorate it with their cultural symbolism

public art is just vague right now it's we have a budget line for public art and so the subcommittee would be deciding what to spend that money on
