2050 Comprehensive Plan Update, Work Plan and Approval

Ken Roberts presented the mandatory 2050 Comprehensive Plan update, required by the Met Council for all cities in the seven-county area by October 2028. WSB was engaged as the consultant to develop a work plan, with city staff undertaking six of the eleven chapters to manage costs. The plan includes public engagement, drafting, and multiple review stages. The proposed budget for WSB's work is just under $125,000, with an additional $5,000 contingency fund.
Application for $40,000 Grant for 2050 Comprehensive Plan Update

Ken Roberts presented the opportunity for North St. Paul to apply for a non-competitive $40,000 planning assistance grant from the Met Council to help finance the 2050 Comprehensive Plan update. The grant is contingent on council approval to submit the application and completing the plan by the October 2028 deadline, with funds disbursed in two installments. Failure to meet the deadline would result in the loss of half the grant money.

One thing I'd like to add to that is I think we have to understand the implications to the city staff um to police department especially and other staff that may need to be available um and I guess should issues arise during that time.
Just to clarify too, to the extent that you're looking at selling alcohol after 1:00 a.m. That would require an ordinance amendment. So, that can't be done by this resolution. So, the resolution would only be for operation.
I prefer to keep it at 1:00 a.m. myself. I think that's long enough for as far as everything else.
The city in North St. Paul and all cities in the seven county area are required to complete an update of their comprehensive plans by October of 2028.
This whole process takes they're estimating up to two years and we have a deadline of October 1st of 2028 to get all this work done.
The cost for WSP to complete the update uh with the work plan that I'm proposing this evening is just under $125,000.
North St. Paul and 50 other 59 other cities in the seven county area as being eligible to receive a non-competitive planning assistant grant of $40,000.
So, we got to do it. So, let's get some money to help.
