iPad Usage Presentation
The presentation covered the district's 1-to-1 iPad program, student data privacy laws (HF 2353), current network usage metrics, device and software costs (e.g., $18 million over four years for iPads), and filtering measures for apps like YouTube, AI/Gemini, and email. Questions from board members focused on monitoring non-district app usage, limiting Google Docs for student communication, AI moderation for high schoolers, the capabilities of Securely Reveal for screen time metrics, and the uniqueness of Apple's data privacy limitations. Concerns were raised about the lack of qualitative data on learning outcomes and the potential for technology gaps if restrictions are too severe, contrasting the need to reduce screen time with the imperative to teach effective technology use.
Staff Retention and Turnover
The presentation defined retention and turnover rates for licensed educators and all staff, showing SPPS rates consistently below national averages for retention and above for turnover. Data disaggregated by race indicated that Asian educator retention exceeds the district average, while Black and Latino educator retention falls below. Black staff were consistently overrepresented in departures. Key factors contributing to turnover were identified as inconsistent district culture and climate, perceived inequitable resource allocation, and insufficient supervisory support. Strategies include enhancing support for new educators and educators of color, strengthening district systems (e.g., licensure, evaluation), and partnering with the University of Minnesota for an all-staff survey on belonging and inclusion. Board members expressed alarm at the high turnover, particularly among Black staff, and emphasized the need for empowering educator voices in decision-making and improving building-level culture.
Facilities Portfolio Task Force Update Presentation
The presentation provided an update on the Facilities Portfolio Task Force, noting its composition (30+ members including partners, community, staff, parents, students) and its objective to efficiently invest resources and develop criteria for facility analysis. The task force is currently prioritizing and rewriting criteria, ensuring they are measurable, specific, relevant, achievable, understandable, and sensitive to differentiation, aligning with district values and guiding principles like cultural humility and transparency. A framework is being developed to simultaneously assess programs based on finance, achievement, enrollment, and qualitative data. The process will involve extensive community engagement (surveys, focus groups) in upcoming phases, with draft scenarios by December/January and a final recommendation in Summer 2027 for implementation in Fall 2028. Board members serving on the task force shared positive feedback on the facilitation and the group's focus on cultural relevancy.
Notable Quotes (12)
Student Data Privacy Act was passed in 2022 unanimously signed into the law by the governor. There were a lot of considerations about why it was passed. It was, you know, obviously bipartisan pushed by the ACLU in Minnesota. A lot of it was concerns about how much instruction had gone online during COVID. Um, and all these new tech providers and software providers, um, then having the ability to really vacuum up a lot of private student data, um, and exploit it commercially, at least, you know, that, that was a danger and a concern.
I'm curious on how often it's happening I hear about it. I've heard about it enough and have watched kiddos do it. Um, so it does feel like if we are going to continue to have iPads particularly open during class, it feels like a good space to invest
And maybe the follow-up question I had is, do other platforms have the same limitations, um, that, or is Apple unique in this, in this sense because they really are strong on, on the data privacy portion of it, and they understand that.
It's the, there's no onus on the companies to really do anything to provide metrics on what their products educational outcomes are, and, and it, it seems interesting that they're providing an educational tool, um, and we're so intent on measuring and improving our, our our, um, Uh, how do you call it, our Our classroom delivery, you know, what students are learning and how they're learning and understanding, you know, neurology and, and, and continuously training our teachers. Yet here we have a tool that we, we utilize, but the metrics are kind of like our, our hands are tied behind our backs to be able to get anything meaningful.
I'm a little leery about, you know, going Back in restrictive ways before we start to really push into education about how this tool could be useful, right And, and so I'm, I'm a little, you know, I'm I'm an anti-AI person cause I like water. I keep saying that I like water. Um, but I do, you know, for my own personal use, I'm OK with getting left behind. But I do have concerns about um my personal decisions around water and um and and technology and making sure that our entire district doesn't get left behind.
I think like, like the, the realm of options are everything from like what you were saying this is actually a really beneficial technology and we do need to expand the use in some places too. We're going to, to zero minutes of screen time for elementary and we're, we're bringing back paper. Textbooks and if we don't do either of those things I wanna be able to explain why we're not doing that and why whatever decision that we that we end up making is the one that the data says is best for kids
But basically what you would see is that at any given year other than Last year, school year 2020202025, um, we're consistently higher than that 8% national average for licensed educator turnover.
Compared to the reference point, the actual number of departures is consistently below, which tells us that white staff generally... are consistently, um, underrepresented when it comes to staff departures.
How are you incorporating their voices into spaces where decisions are being made about the students? Cause I know that's one of the biggest things that makes a black educator go if I'm not able to teach my children here, I'm going to leave this place, right?
The data paints a story of us not being a good employer for, for our black staff. And that is like embarrassing, uh, for us as an organization or should be, um, and it is uh, harmful to the students that we're trying to serve
This group is not in charge of closing the schools or deciding which schools are gonna close move, be repurposed, merged. They are designing the actual criteria.
I was very pleased um, we had some homework. We do homework in this, so um, yes, we do, um, we do homework and part of, uh the homework that we did was helping kind of identify where the, um, The criteria that we have drafted already was either in alignment or not in alignment with our core values. And um I was very pleased to see our group, and this was just last night, but really pleased to see our group. Um, be in alignment that we were being hypercritical and hyper-focused on the cultural relevancy and making sure that we're being respectful to, um, minority groups and community.
