Uh Raquel Sodto here, >> Laura String is absent, Eliza Verma is absent, uh UDE Orosco Garcia >> here, >> and then Troy Woods >> here, >> and our staff leison on Jordan Layman. Everybody is here. Okay. Uh so the agenda, so we had one change already that so we have in uh in article 7 here, section 7, um commission business action items. We're going to just move up the 2025 event recap to be item A there. Correct. So that's going to be our first item of business. >> Yeah. >> Other than that, did anyone have any questions, thoughts, questions, edits for the agenda? >> I think it looked great. I move to approve with that change. >> Move by Carrie. >> Second. >> Second by Muel. All those in favor say I. >> I. Agenda adopted. Okay. The minutes. Um, do we have to do these one at a time? I think so. >> Yeah. So, let's uh there's uh the meeting minutes from our last regular meeting, November 5th. Did everyone get a chance to look at those and any questions, concerns, edits you want to make? If not, we'll look for a motion to approve those minutes as included in the packet. >> Uh so moved. >> Move by Gary. >> Second. >> Second by Raquel. All in favor say I. >> I. Okay, those meetings are meeting minutes are approved and then we have the meeting minutes from our November 17th workshop. Everybody get a chance to look through those. Any questions or concerns? >> Move to approve. >> Move a carry. >> Second, >> Amanda. All right. All right. All in favor say I. I oppose. Okay, we got those. Meeting is open to the public. Anybody from the public want to say anything? No. Okay, we're good. This is one of the few times we've ever had someone from the public present. We have no public hearing. So, commission business action items. So, we're going to start with item B, which is our 2025 event recap with Ava. Hi, Ava. >> Hello. >> Okay, I'll wait till that gets on the screen. Aha. Can you guys see it? Yep. >> Okay. >> Fantastic. So, hello commission. It's good to see you all again. Um, I'm here to go over what we did in 2025, do some, uh, looking back and looking to the future as well. Um, some shout outs and, um, ways to improve for next year. So, I first want to start off by saying a big thank you. you know, I can't do this alone and we did a lot this past year. Um, we made more events and uh they were more involved and you guys really helped out. So, I wanted to do a huge thank you. I cannot do this by myself. So, really really thank uh thankful for you guys and I think that all our events went really really well and uh that really came across because of the support I had. So, um, overview for our presentation. So, we're going to go over what we did in 2025, do some shoutouts, highlights, areas we can improve, um, and then we'll have some dialogue at the end. So, um, if you have questions, you can ask them throughout, but then also there'll be a chance to to discuss at the end as well. Okay. So, um, 2025, here's a list of all the things that your commission had a hand in this year. Um, many of you helped out with other events um that are outside of arts and culture. Um, and I really appreciate that support as well. So, you hosted six guided art nights, which is very impressive. Um, you brought the art cart to multiple events, including Big Truck Night, Silver Lake Beach Party, and National Night Out. And then we did another even larger, more well attended autumn arts festival. Um, you ran through a parade and then um we'll see you guys at Holly Jolly Night this Friday. Um, so it was an awesome year. Um, so I want to do a shout out so to Carrie Nitto and Raquel Sto. Um, you both attended seven city events and helped at four of them. So I wanted to do a huge round of applause. Yeah. Um, I really appreciate your help and your positive attitudes and just willingness to jump in. Um, so keep up the good work. Okay, so our highlights. Um, Autumn Arts Festival was awesome. and we doubled the number of vendors, did a last minute switch and had it go off really well. There was no major hiccups. Um, yeah, it just worked super well. I feel like every year it just gets a little bit easier, a little bit more. Um, so I'm really excited for next year's. Um, yeah, it's just getting better and better. The other one is the guard guided art nights. Um, so previously I was kind of concerned about them because I was like, man, we had to cancel one because we didn't have good attendance. But then this year just knocked it out of the park. We had some of them where we had to put people on weight lists. You know, the different trying different types of art really worked well. Um, they seem to be get gaining momentum. So, um I just wanted to to thank you for that and I'm looking forward to see what you guys come up with for next year because I think those kind of um non-traditional art forms um are something that people want to try. Um okay, so areas to improve. Um so, uh always room for improvement for Autumn Arts Festival. I've received your feedback and I've um kept it for next year. Um, yeah, I'm always looking for ways to make it better. It's a continuous process. So, if you have things that you think of or um things that you want to chat about um you know, I think having that um subcommittee was really helpful, just keeping you guys informed of what was happening and getting some feedback and then, you know, having a sounding board was really helpful. So, um yeah, keep keep that coming. Um, I think, yeah, looking for different interesting art night themes, which I think you guys are already on it. Um, really helpful. Excited to see what you guys come up with and I'm excited to promote those. Um, and then, yeah, just looking for opportunities to add art into existing city events. I think that that's always helpful. You know, if I know you guys have it under control and you guys are doing your thing. Um, so yeah, looking ahead at um, our 2026 event schedule. Um, you should all have it in your packet. Um, and if you see opportunities for art to kind of fit in or an idea of like, oh, it'd be really cool if we did this, too. Always happy to hear those ideas. Um, because yeah, adding art in is awesome and I don't always have the bandwidth to do that myself. Um, okay. The next thing is, yeah, so looking to 2026, um, you guys have eight art nights, which is two more than last year, which is awesome. Um, yeah, chances for more places for the art cart. Um, we have the time capsule opening party, which is new. It's a one-time deal. Um, there's a time capsule buried in front of the Boy Scout Museum. It's going to get opened as kind of the our semiquincentennial kind of uh deal and um it's going to be awesome. So, we're doing kind of like a time capsule, like a time throwback theme. gonna use one of our um art like music in the park times for that. So, we're gonna have a band in between the two um the Boy Scout Museum and the historical society. We're having a collaborative event and going to be displaying the items that are hopefully not destroyed in this time capsule. So, um yeah, it's going to be kind of a wild thing, but you know, if you guys have ideas, um I know in the past like Bockinwoods helped with like a what's it called? like a throwback um fashion show. I know that the Garter Toss is always looking for ways to kind of get involved. So um yeah, I've heard somebody said they we should do street dances. I was like that's so cool. I'd love to do a street dance. So yeah, all the ideas for that one. It's going to be kind of a it's going to be a cool event. So um yeah, would love to hear your thoughts on how to add in more art. Um what else? Yeah, Autumn Arts Festival. We have good traction. I got like 25 vendors who just, you know, missed the application deadline or we exceeded, you know, our kind of max capacity. So hopefully getting some new vendors in there. Um, yeah, just really excited to see what we can build off of what we already have. Um, so, uh, if you have ideas on performers, if you have friends who are artists who want to try, jump in and try, would love to do that. Um, so yeah, make sure once you guys get your subcommittee together for that, would love to start brainstorming and talking about what I'm thinking. Um, yeah, that's that's pretty much um looking for 2026. Um, this obviously is uh an ongoing process and will be updated once I book things. Okay, so um expectations, this is the same as last year essentially. you know, you guys helping out and being at events is super helpful. Um, but having you guys um specifically volunteer at two events per year would be awesome just so I have enough bandwidth to to kind of do what I need to do, take photos and run the event. Um, yeah, I'm going to be doing like a call for volunteers before every month. So, I'll be like, "Hey, these are the events coming up in August. This is what I'll need." And kind of giving a rundown. and then you guys can um yeah, say if you're available. Um just cuz I think that last year sending out the entire list and yeah, I don't know my schedule either, so we'll just go month by month. Um and then yeah, just helpful and positive attitudes. Um I wear a lot of hats during these events. I don't always see what needs to get done. So having people who can jump in, see where I'm missing things, and um yeah, just be willing to to help out is super great. Um, okay. So, um, this is an open discussion. Would love to hear your feedback, ideas. Um, yeah, I'm always willing to hear uh ideas for subcommittees um and work with you guys on that. So, love to hear what you guys uh think about 2025 events, but then also maybe looking forward to 2026. >> Yeah, Eva, I'm curious if you've had any other thoughts about um a different venue from the Autumn Arts Festival. like what if that were to be moved downtown or because I'm also just considering about you know we had a great leap in the number of artist makers who we who we had last year. >> Um and it's like you just said there were 25 more who just missed the deadline. Um to be able to have more space for those folks and then to be able to expand as well would be great but I feel like where we're at with Casey we're kind of we have some limitations. you know, parking is obviously an issue and >> um any thoughts about that? >> Yeah, so I did bring that up with Brian. Um he seems unwilling to close the street another time. Um so I don't know if that's going to happen um just because >> you need the city commissioner to sign off on that. >> Yeah. >> Um my thought was, you know, surprisingly closing the parking lot this year seemed to work well, but I think il utilizing the entire space would be good. And so something that I want to build into our kind of autumn arts festival application for this year is because there's some vendors who really loved the parking lot and some vendors who were like, "No, grass was so much better." So if we used both spaces, had some vendors in the parking lot, some vendors on the grass, everyone's happy, we fit more vendors in, >> it it might work. Um, so yeah, um, I I would really like to do that because I think that, um, yeah, having the the art vendors there is really the reason why we're doing this event. >> Um, it's like the maker space and creator and local art. So, I think really, you know, pushing that and capitalizing on it >> is the way to go. >> Okay. >> Yeah. Yeah, I agree. That would be a great venue for that event and then you could fold in your street dance and really go to town with it. Um Amanda and I have um budget surplus for next year from what we're anticipating for the guided art nights and I know that we weren't able to um host an art event for this Friday's event. So one of the things we had talked about with Jordan just kicking it around and sorry if I'm talking out of turn but um was taking some of that budget and using it for art like having someone come in and run an activity. So it's not necessarily the commissioners having to do it. We were also thinking if that works for the art court night. I haven't had time to talk to you about it yet, but in, you know, paying somebody to do it instead of having us volunteer to run those or both. I don't know how that would work, but that's something I I don't want to add more things to your plate, but talking about the folding in more art, that would be one way. No, I like that because I feel like art cart maybe has lost some momentum. So maybe to like Yeah, I think that would be a great way to get people more excited about it too because I don't really post about it because it's just >> it just kind of shows up and I don't know what the craft is and but if we had like a thing that I promote um I really like that idea. >> Yeah. Cool. >> Any other questions for Ava? comments. >> Good work. >> All right, awesome. >> Thanks, Ava. >> Wonderful. >> Appreciate it. >> Um, yeah, feel free to reach out. I am, please contact me. Um, I'll also be in tech in January and kind of keep Jordan um, yeah, updated on what's changed on this uh, event list. Um, and then yeah, this uh, Friday is Holly Jolly night. If you go and bring your families, it's going to be a really good time. It's my favorite event. So, we'll see you there. >> Great. Thanks so much for coming in. Appreciate it, >> Ava. I love clapping. >> Um, so let's move on to the uh the project process document. So what you have printed out here before you is an expansion of of what we got started on um at our workshop. So, we had these ideas thrown out about how can we h how can we make sure that uh uh you know, for one, we're not wasting anybody's time as we come up with project ideas and then move forward and we want to make sure that we have all the approvals in place before we get too far down the road and make sure everybody's on the same page with what we're trying to do, right? Um so we had come up with these kind of overarching uh buckets uh that we talked about were like ideation and initial proposal and then uh final approvals and development etc. Um after we come up with that I I I put this in the document like this. This is just um just a type of process map and uh I added some steps to this to try and uh fill it out a little bit more to say okay well what exactly has to happen in these different phases. um and then uh sent it to to Jordan um and and she took some time to add her own thoughts in this and come up with some different steps that she thought would be important to to uh call out to make sure that we're going through the process in a in a wholesome manner. Um and uh and then we met Troy and I met with uh Jordan and Ken last week and talked through it a little bit further, made some additional changes and so we've been doing what we call a catchall process with this. you know, we do something, throw it over there, they do something, throw it back. We got together, we took some time. What we want to do now is just take a little time with the full uh commission here and Jordan here at the same time and just talk through this a little bit and see does this does this still feel right based on the direction we were initiating at the workshop or are there anything uh or any steps in here that we feel we should change or move around? So, um, any thoughts on that before we dig in a little bit? >> Thanks. Thanks for doing all that. >> Okay, we'll try and move through it as swiftly as we can so we're not taking a ton of time on this. Um, but you can see, you know, at the top there's a phase purpose and well o over the very top are what we call management systems. And so we had talked about that information, communication and personnel, you know, because one of the big things that we had to take away from our workshop was role clarity. Who's doing what and what are the expectations there? Um, and then communication management. We had talked about, you know, can we have like a a SharePoint site where we can share documents so it's easier for us to see things. Quick answer to that is that we can have a shared site where we can see documents but then we cannot edit them. >> So >> was there a reason for that? It's an open meeting law issue, right? >> Yep. >> So, it's kind of like we're we're doing things without visibility. >> Got it. Yeah. >> Or like maybe like Tom or Carrie or whoever the chair and vice chair could have access to a document, edit, and then disseminate information and update the greater commission with like the whole blind copying on like an email or something. That's also an option, but >> we just have a forum of the commission. a virtual quorum. >> Yeah. >> Um okay. Um and then if you look across there, you see these the purpose of each of these phases. So the phase one ideiation and proposal. The purpose here is to ensure the project ideas are well conceived by by us. The second phase, the approvals to ensure that city staff are on board with the with the idea. This might be changed a little bit but and then the third one is that's developing the project and making sure the contracts are all up to speed to ensure the project is fully conceived and approved by city leadership and then to execute the project plan is that implementation. So the work types down the left hand side are just showing that any different project may move through this process but it may hit different steps depending on what the project is. There are some steps in here where it's review by council or something. Well, it's if needed. You a lot of these steps you can see it says if needed, you know, so depending on what the project is, you're not going to have to go through all these steps or if you have a really big project, you probably will go through all these steps, right? So the the map is built out to sort of the the most hightouch project that we would be managing. So the first one is ideiation and proposal. So the ACC so this basically uh this uh an idea could come forth one of two ways. That's the first two steps. The a subcommittee uh develops an initial idea or we have dedicated time in monthly ACC meetings to develop idea. We talked about that at our workshop like just you know dedicating some time in these meetings to just really be able to ideulate a little bit more. Um uh so an idea could kind of be born out of one of those two uh types of meetings. And then the third one is the the idea is agreed by the ACC to move forward like yeah okay let's let's this seems like a good idea let's do this. Um and then after ACC meetings key elements of the project are reviewed by city staff liazison and council liaison. So we're talking about it in the meeting. Jordan and Troy are joining in if they have any thoughts and then um the staff leazison is then going to take this back to other staff at the city. So that's where you get back to I think we got to add another step in here probably um between 1.4 four and 1.5, but because so then Jordan might take an idea back to city staff and and uh get some feedback from may maybe it's public works or it's uh the city manager or somebody else and then she might come back to us and say, "Hey, yeah, the uh public works said, "Yeah, no way. We can't do that." Or or they said, "Hey, sounds great. Go ahead." Right? So that's the sort of initial go no-go decision. And then at that time at 1.6 then we would complete a proposal form. So basically now okay we're not going to complete a proposal form if we know if this thing is going to be dead in the water. We have this kind of initial approval. Then we're going to complete the proposal form uh that is going to include more about roles and expectations that type of thing. And then that form would be reviewed by all of us and and then we'd submit that to staff for review. So now we're getting into more of it. It's not just a germ of an idea. Um it's something uh much more specific. And again, we may not hit every one of these steps in the first phase. It just depends on what the project is, right? Any questions about that so far? >> Yes. So 1.4 for is that like an email to Jordan. So we'd say like, "Oh, we got an idea. We want to do a utility box that has a giraffe on it." And so then >> Sorry. Sorry. >> I'm sorry. >> Speaking to the mics on. >> Yep. Nope. I apologize. I'll take this off so you can hear me. Okay. So on 1.4 is, like I said, just a quick giraffe on a utility box. So, I wouldn't expect her to sit here and remember that, right? I would draft a like a little paragraph or something and forward that to her and say, "Hey, we talked about this last night. Can you um take this to uh the city staff and see if this is something that we can develop further?" Right. Yeah, I suppose we could do that or a lot of times Jordan will just take notes in the meeting and >> I think I would prefer just like a formal e email because some unless some ideas get thrown around in a meeting that unless you guys say like Jordan go look or look into this sometimes I don't know if it's something I need to follow up on. I think just an email maybe just formalizes it and so I know like if I get an email I can reference it and I know that's something like yeah I'm going to follow up. It's not just like kind of an idea that was shooting around um in the meeting. >> Okay. So then so okay so that's a good call out. So I think we should add a step between 1.3 and 1.4 that there's an email to Jordan or to uh staff liaison and then uh then Jordan can review that with um uh appropriate people in the city and then um project review. Yeah. Okay. No, that's right. So then we'd have 1. So she reviews that with uh this okay 1.4 after ACC meetings key elements of project review by city staff liaison and council liaison. Would it be city staff liaison and city staff? >> I don't I mean it depends on how much Troy if you want to be involved or >> okay if you want to review but yeah it' probably be mostly liaison and staff. So, >> okay. So, then we don't need anything between 14 and 15 because then you would just come back whether it's via email or at the next meeting. You could give the feedback and the go no-go decision from staff, right? Yeah, that's good call out Sharon. Anything else on that first phase? >> Okay, >> I got I'm sorry. Yeah, go ahead. >> I got another question here. So here we're 1.6. It says proposal form completed by subcommittee or project lead. Okay, so I understand that. So before that proposal form gets submitted to Jordan, we bring it to the next commission meeting. >> So let's just stick with the giraffe utility box. So yeah, so Jordan says, "Yeah, okay." City says, "That's great." >> So we fill out the forms that Jordan created and then we bring the completed form to the next commission meeting. >> Yeah, I don't think we would have to do that for a for a utility box. Or would we? >> I mean, it's already been approved. I feel like it's just the details of how it's going to be executed, right? >> Yeah. I I I'm just trying to fully understand. So So before we get started on the 2026 season. >> Yeah. >> Because this is the last month of the year. So that means >> and I know we were supposed to have our stuff submitted by the end of December so Jordan would have time to work on it. Correct. >> So um I'm trying to clarify so I know what I'm doing. >> Maybe those >> totally selfish on my part. So those new proposal forms, at least where this is concerned, be mainly for new projects, not existing projects. >> That's when the commission that's when the commission would need to review it more often. But you could send like >> utility boxes we've been working on. So the full commission is kind of aware of how it works and then you can still send those to Jordan as is. >> So maybe 1.7 can have an if necessary or or if if a new idea. >> Yeah, >> sure. It could be. >> Okay. >> Yeah. It because things are going to be different depending on what type of thing it is. And I think I think it'll be good to for us to what we'll have to do is with each new thing we'll say let's let's run it through the process and see how it happen. See how it goes. We'll test it because you know I think I think by and large we do a lot of this already right I mean somebody brings a subcommittee brings in an idea you bring in an idea for this for the utility boxes and you're showing pictures of it or the idea the concept and we're like hey yeah that looks great and then you fill out a form for it and then we move forward right >> yeah so I mean a lot of it's already happening >> right I I just want to make sure I was just understanding it and we didn't have to backtrack and lose time. >> Yeah. But let's think of this too as a really like a dynamic document so we can you know we can think about it as we go with the project in 2026 and say okay let's think about how this is moving through the process. Are we doing what we need to do here? because there are major checkpoints I think that are really important and some of these things that it's kind of just really depends but then we can just change it as we need >> okay >> it should be our process it should work for us so it's not we don't have to uh submit to the process as much as the process >> so are we oh sorry oh go ahead >> no are we saying that proposal forms wouldn't be filled out for like things like murals or um utility boxes Um, since those are >> depend on like you've already got a process for utility box, right? It's just clarifying the location and >> that's what it's going to look like. >> I mean, it's not like it's going to fundamentally change from utility box to utility box. mural might be different because you'll have different locations and artists and what's the >> I suppose like in place of that for a proposed form because what I'm looking for for like those kind of projects is something let's say for 2027 something in the middle of 2026 where I get like a form saying like this is what we plan on doing um for 2027 like these are the boxes that we want to do this is kind of money we want to spend like Sharon what you sent for 2026 that was great I was able to review that with Brian and like the designs kind of get like preliminary idea of it. Um, so I'm looking for something like that. Whether it's a proposal form or not doesn't really matter to me, but just something >> you just need clarification. You want clear detail with what's happening, deadline, who's involved, how much does it cost, all of the information that you might need. >> Yeah. As much information as any questions that you might get about it. >> So look at hard hands project, right? >> Yep. We should have had like here's the form, here's the location, here's the design, uh here, you know, here's what it's going to, you know, so we already knew what the utility box process was, right? >> But, you know, earlier on, you know, if if we had done a phase one where there was a proposal form where said, here's here's the concept and here's where the box that this is going to be on, we might have heard much earlier on, whoa, whoa, whoa, not that box. Right. Right. And then they would then we would have been like, "Oh, what?" >> Yeah. >> Okay. Well, then maybe we would have come up with a different design for that box or came up with a different spot for the hard hands like we did. >> But that would have just saved some of that confusion in the middle. >> Yeah. Like the biggest things that I would be looking for would be just the type of design and uh where it is because obviously it's going to need another approval depending on what the actual design is. Um, but we can come to that when that comes up. But like those are the two things I think that like we can get done early so that we don't end up having another situation with like what happened with Art Hands box. And then like budgeting like that's just I don't need like exact cents or dollars. It's just kind of the idea of you know making sure we're staying in budget essentially but obviously things happen. So >> okay. Um, so I guess 1.5 feedback is given in a go no-go decision delivered by city staff. Um, can that be an email back to the person who filled in the form? I know I'm impatient. I know that about myself, but if we wait for every meeting before we get feedback based on what we submit, I worry that that will significantly um reduce our output. >> So what you're talking about 1.5? Yeah. >> Yeah. So that can just be an email. We don't it doesn't have to be at the next meeting. >> Okay, great. >> Thanks. >> Any other questions about this phase? >> And then Jordan, you said something that the type of design needs to be included. So, does city staff Brian or whomever look at the actual theme of the art and approve that as well? >> Yeah. So, like trying to think like if something's downtown or in neighborhoods, like from what I've picked up, it like kind of matters more like not matters more, it has like more of a narrow focus of what is probably going to be like allowed or not. Um, versus like >> I'm trying to think like yeah, like the parks one like wanting to do like a nature theme or like buy a playground like a children's kind of like theme. like that's pretty good, but like you know maybe again the bright and colorful in like a neighborhood >> that's just more just kind of like the preliminary idea like just to pass it by >> um staff just so that they >> I can kind of gauge um whether or not like we need to pivot or not. Um, but again, like at the end of the day, when the actual design gets put out, that still needs to get approved and that can still get told to be like, "Hey, something needs to change." But I think if we have an idea of what the theme is, like I think that would catch some like a lot of stuff early on. >> Okay, that makes me feel good cuz the idea of having like city staff have to review and approve every single stroke of an artist, I think, is a little bit of an overreach. But approving a general theme like when we did the dumpster box >> the concept of this is our idea instead of we have no concept we're just going to do this and then >> then we're trying to reverse engineer which we experienced last summer and that was very difficult. I just want to be clear that we're understanding and on the same page >> or like even like the history cruisers I think you mentioned potentially using a logo of theirs and I I didn't know if we were able to do that and I was able to ask because you provide that information I was able to ask is this even something I don't know legally I don't know and it sounds like we can so it's good to have that you know figured out now and if it was a no then we would have known and we could have pivoted and not wasted too much of our uh effort. Uh, I would maybe suggest on any of these forms that need approval and whatnot, get like a signature spot or yes, it's this has been seen by so and so that you can look back on that if they're like, "Oh, wait, no, no, no." and say, "Yeah, you did see this. You saw it on this date. >> You're talking for city staff? >> Well, anything really. >> Whoever whoever's on these things, >> whoever the approvers are." Got it. >> Okay. Uh let's go on to the second phase here on the proposal approval. So then the the form uh would be taken to the appropriate CD leaders for review. So that where they just have a greater amount of information to review. There could be legal review if necessary. Um if needed, the ACC explores additional needs, details, cost of project if needed. So this could be a little back and forth, right? if so if the city says I need more information and then a go no-go decision from city leaders um and then the decision communicated to ACC members by staff leaison so again really you know we're starting out in the first half of the first phase it's like here's a really broad brush idea what do you think of this we moving forward okay then we get more details and by the end of phase two. Now we've got a final yes move forward. >> Mhm. >> That sound okay? >> Yeah. >> Yeah. And that 2.2. >> Yeah. >> It seems to me that that legal review that is something that would come like at after 1.3. And because like we knew I was able to see right away with that one project we had with the um passport, I knew right away, >> hey, these are certain legal questions that can. >> So it seems to me that if even earlier on because like a lot of effort got put into that before Jordan was able to get a answer to the legal aspect of it. So what if we added that just a note in that on 1.4 so after ACC meetings key elements of project reviewed by uh city staff liaison with council leaison city staff and legal if needed. >> I like that. >> Yeah. and ACC members can we would submit any if we knew we saw a legal issue looming submit that to Jordan at that time and say hey >> we need uh council to look at this and then >> it'll help earlier >> yep okay um anything else on the second phase then so then three phase three is really there's a lot of kind of if necessary stuff on this so call for artists um if needed and and I think we'll have to talk further about that like who does what in that >> y >> you know so what does the what do the commissioners do what does the staff liaison do you know how do we how do we execute each call for artist um artist selection and design proposal um determine site and artist needs s and then review with staff and then staff review and approval of proposed artist design. So if not approved, refer to 1.1 for further discussion with staff and greater commission. Refer to 1.1. >> Start over again. >> Yeah. Um would that just be further discussion? Do we really need to start from the beginning? >> I guess it would depend, huh? >> Yeah, I suppose it depends. >> Well, that would make sense though because now we have a concept. It's been rejected and so now the subcommittee needs to get together and discuss that rejection and what could possibly be done to salvage or do we scrap that project? >> Sure. So it kind of would get pushed back to and because then if it's salvaged and we'd have to go through the same process again. >> Yeah. >> Approvals. One question I have though too is I like you just brought this up Carrie. Um is the staff going to review and approve the the the design or is it the commission that approves the design and then if necessary it goes to the council. But if the if the staff has already approved the concept >> Mhm. >> do we need a do we need that approval as well? >> Traditionally, I have had to have Brian at least lay eyes on the design. It's usually just like a quick second just to make sure it's like somebody in the city upper level just sees it and knows it's good. Um or just like that they're they don't see anything that like might be provoke provocative or something. But I don't think that's quite happened so far. I mean that's kind of what ended up happening with her hands. Um was this essential step is why he was saying like wait a minute and said before we move forward like it can't go there that that's essentially what is kind of happening but um I think with all these other processes before that it's going to just be a quick like yep okay like >> because that will be the first time the staff will have an opportunity to see what the finished work looks like. >> Yeah. It's just just kind of like a precautionary like or just preliminary just make sure it's good. >> They don't have to re-review the project, right? They just have to re-review and reapprove the new concept. >> So, it's like the final design was the veteran parks committee decided, oh, this is what we want in the park. So, I sent it to Jordan and said, hey, this is what we wanted. Jordan took it to Brian, right? And he said, yep, that's fine. This is cool. So nothing happened. >> Yeah, we've got So what we're saying here is that there are four approval checkpoints in the process from staff andor city council. Okay. So if you make it through that, you you should be clear sailing. So we got 1.5, 2.4, 3.4, and 3.9. So a lot of approvals >> and 3.7 if you count us. >> If you count us. Yeah. >> Yeah. >> And 3.9 is just consent agenda, right? >> It should be. I would think >> usually depends on project. >> Something where we wanted to do, you know, I think I think some of the murals we brought but to the to the council, but I I think even like with the mural, it wasn't we weren't asking for their okay, >> right? It was more of a >> information >> for their visibility. >> Okay. Um so then uh Okay. So we got that the approval and if approved by if approved contract drafting by city staff, contract draft reviewed, final approval by ACC and then contract signed by artist and final approval of contract by city council. Like I said, usually in the consent agenda, it's just paying for it. Um all right. Then phase four it's implementation. So coordination of the site and artist needs if needed, project execution by artists andor ACC commissioners. Um artist payment by city staff and then public presentation event if appropriate. So this I just think if you look at project implementation like project snowy was probably our biggest project. So we had coordination of site and artist needs that was the thing that had to happen. project execution by artists andor commissioners um payment and then we had a a public presentation. So all those things happened with that event >> and that's it then it's done. Project is complete. >> Any other thoughts or questions about this? >> You just need an E in completeness. >> I saw that. Yeah. So, Jordan, could you uh I guess with whatever notes that we had tonight, could you uh touch that up and then send it out to everybody here so that they have an electronic copy of it just to refer to? >> Yeah, I can do that. >> Okay. Thank you. >> I'm wondering if I should put this on SharePoint and that be a document everyone can see but can't edit. I can send I I might do both. I'll probably send it out to everyone do that. And then that fifth phase is just something I just left that space on there in case we needed to expand and include any other activity, but you know, at this point it doesn't seem like it. Um, but this we we can continue to work on this and change things as needed. But that's why I think it'd be good to have everyone have access to it. All right, everybody okay with this? All right, we're not looking for any votes, but we're just looking for this as a kind of a a guiding document to help us uh work through projects. All right. Um the next item is the Arts and Culture Commission bylaws review. So, we're not going to review all the bylaws again because we did take some time with that on our workshop. Um, and then the ask at that time was for everybody to just kind of take another look at those in between then and now to just see if there are any other comments or um or thoughts about the bylaws and if not we can vote to um do we need to a vote to like approve them again? Yeah. Okay. So, any additional thoughts after our conversation last time or or thoughts just from reviewing the bylaws? If not, we can take a motion to approve the bylaws as they are drafted. >> Motion to approve. >> Makes a motion. >> Second. >> Second by Sharon. All in favor say I. >> I. Opposed. Okay. Took care of that. See you again in two years. Um and then subcommittee updates. So moving on. Uh public art project. Any updates on this one, Raquel or Carrie? >> Um, it looks like we're going to have to wait till next year for the penny press. >> Okay. >> Just needs further review. >> Further staff review for that. Okay. Anything else? >> Is there anything else we can do to help move that forward, Jordan? >> Um, uh, not that I am aware of. If I do know or when I get time to look further into it, uh, I will let you know. Uh, in order to I'd have to have the research done. If we wanted to make purchase, the last city council meeting for this year is the 16th and so it would have to be on the packet by the 10th. So, it's kind of a short window for me to get it all done. And I know I've had it longer, but it's been it's been kind of crazy at city hall with the chlorination. It has been it's really been picking up. So, um, but if there is anything, I'll definitely let you guys know. >> The, uh, the woman, I don't know if you saw the woman from Penny Press reached out today and just checking in. So, if I forwarded you her contact info if you have direct questions you want to ask her. >> Gotcha. Sounds good. Thank you. >> Okay. Um, murals, no update. >> Okay. I have a sorry I have a quick comment on murals. >> Yeah. >> Uh I have just seen >> in the social ether mural artists who have complained about um people requiring a full mockup of their murals just for the application and they're like that's that's the work like that's a ton of work to put in to not even know if you're getting it. >> So I just want you to keep that in mind going forward. I guess that maybe you don't need a full mockup of the mural they are going to do. Just um like past work examples >> or like a what about like a sketch mockup like >> Yeah, like a something simple >> wall and like make pencil figures. I don't know. >> Just something I've heard. >> Thank you. >> Um utility boxes. Uh, nope. Just trying to get the paperwork done for 2026. >> Okay. >> Nothing new is happening. >> Art cart. >> Uh, nope. I gotta make proposals for next year. >> I have some uh updates with like the new art cart. Um, >> I was going to ask about that. >> Oh, yeah. Um, I got into the new one and I was able to compare like the uh the new old one and the new one does have shelving, but I think you guys are going to want more. So, uh, I'm going to talk with Randy and probably go out there with him, um, to see like what kind of setup we can do for shelving. Um, he made it sound like they would use like wood for the shelving. It's not going to cost, it shouldn't cost too much. So, um, right now, yeah, we're looking into some more shelving. What's in there is really nice. Um, I just, yeah, think you guys are going to want a little bit more. And actually, I I did have a question. I saw under the budget thing, we have 500 in there for the budget. We lowered it because last this past year we didn't use the full what was it a thousand? >> Yeah. Um, and I don't know if this was what you were talking about, Carrie, but no, there's a comment in there that says, "We would like to increase the budget >> to help pay for artists to do." >> And I don't know what that's from. >> That is what talking about. >> Yeah. So, okay. That's I'm sorry. >> And there's a rail, but >> So, we have $4,000 for guided art nights, right? And it's not on this budget because it's an event. Yes, it's on Ava's budget. Y >> could we have it as like a note to NB at the bottom >> and just like, hey, we got $4,000 because Raquel, when I did, and I'll follow up with an email, but when we did the booking for our artists, it was only 2500. So Amanda and I were thinking and I did if we split that out over four events, we could hire um an artist to come and lead an lead an art activity with kids. the three music in the park nights and then the holiday hop or holiday jingle jingle, whatever. Um, but I didn't get a chance to talk to you if you thought that was a good idea. But that's where I was thinking the money would come from to have artists lead sessions with children instead of having us come up with the activity, produce the activity, execute the activity. >> And so that would become that would morph into the new art cart. Yep. >> Is what you're saying? >> Yep. >> Yeah, that'd be helpful. >> Okay. because I I don't know. I think Yeah, that's cool. >> Okay. Yeah. And Amanda Amanda had some ideas about um artists we could ask who might be um >> Yeah, I gave her some >> I do wonder though if we do that you were more like, you know, we're kind of doing it the same way as art night. What what >> what what distinguishes it >> or no? How does what happens to everything that's currently in the cart or is this person supposed to, you know, go and find what we currently have and try to work with that or, you know? >> Well, I think that would depend. >> I would work with the artist if they're willing to work with what we have. That would be wonderful. Um, otherwise, we can purchase minor supplies. We're not expecting the kids crafts to be $100 blanket weaving. >> Yeah. >> Right. Um, >> sorry, there was something ahead of my head there. >> Yes. Maybe. Is there a list of supplies >> eventually? >> Yeah. Oh, absolutely. Is there a list of supplies that exist somewhere? What we have on hand? >> A list, but there's not like quantities or anything. And so a lot of it is reusable too, like the crayons and markers and whatever and the >> glue. We have a lot of general craft supplies. >> Yeah. >> And a few very specific craft supplies. >> And then there's a ton of boxes of canvases. >> That's what I was just going to say. Go ahead. >> Somebody needs to get rid of >> Lisa Richie is hosting one of the art nights next year >> and she has requested to use those canvases. She is volunteering her time and so we are providing the supplies. >> Okay. including those canvases and I can't remember how much paint we had left if >> we've got like two boxes of paint plus we'll use it those random cans that >> Yeah, there's like >> I got >> like big cans of paint. >> Oh yeah, >> like house paint. >> Yep. >> Yeah. Or there Yeah, there's some rand They're all different sizes, but >> Sure. >> Okay. There I think there's plenty of paint. >> Good. >> And plenty of canvases. >> Yes. Take them off my shoulders. >> Sounds good. So, we'll work on using those up. >> Okay, cool. And then, yeah, the other thing was in that line under justification, there's just a small typo for possibly if it says IY instead of just Y. >> Oh, okay. Thank you. >> Okay. Uh, art night. >> Uh, yeah, we scheduled our art night. I don't have the um document here, but we have them all scheduled. I'll share that out in case anyone wants to host any of those. But um we're bringing back candle making. Lisa's going to do a canvas. What else did we do? >> Is cookies confirmed? >> Cookies. Yep. >> Um >> decorating or what? >> Yes, she brings the cookies baked and then she teaches you how to do like the flooded icing. >> And I think we did do we spring her five cookies per person? So, >> can't remember. >> I don't know. But yeah, >> Sarah, one of our previous snowy artists, is going to come in and do a project. I don't remember if she had specified what she was going to do. >> Something fall. >> Yeah. >> Okay. >> Uh Jeremy, who did the blankets this year, is going to be doing a snowman pillow. >> Oh, cute. >> Yeah. >> Great. Okay. Uh that's it then for the subcommittees. Uh any old business? So reports from staff? Jordan, anything? >> Um I don't have anything um other than, you know, this is Amanda's last meeting. So I want to just, you know, give a shout out and say thank you for all the work that you've done. Uh I haven't worked with you long, but it's definitely been a pleasure and I've enjoyed uh the stuff that you guys have uh done. And uh if anyone else has anyone anything to comment. >> So is she going to be invited to a council meeting? >> Yes, you are invited to the January um meeting for the recognition. >> All right. Great. >> Yeah. I'd just take a second to thank you, Amanda, for everything that you've done. You've been a very impactful commissioner over these years. Uh two of the two of the biggest things that we've done, I think, were the project Snowy and the Autumn Arts Festival, and you were integral to both of those things. So, uh, and not to mention all the other things, the art cart and art nights. So, thanks for everything that you've done to contribute over the last few years. It's been great. >> All right, then. Do you have any updates for us then, Amanda, for your last time? Any reports? >> I'm always available by phone if you have questions. Um, nothing ACC related. I am working at the European Christmas Market this month. So if you want to come out, I'm there Friday, Saturday, Sundays until Christmas. >> That's down at the uh Union Depot. >> The Union Depot. >> Okay, >> that's it. >> Sharon, you have anything? >> I do not have anything. >> Um I had a chance to go to the Pizza Factory Tuesday taste event last night. Um oh my god, the pizza factory is really popping off. They got great new menu items. >> Um just a reminder that they're they're there. They reopened. They redid the inside. It's gorgeous. Yes. >> Yes. They've purchased um they're talking about purchasing the rest of that building, but they have got another store just down from the pizza factory, Spellbound Moon, where you can get all your crystals and brooms and spices and things that you do stuff with. I don't um but yeah, pizza factory. It just it it reminds me of all the great businesses we have in our tiny little three square mile town and I'm very proud to live here. Thanks. >> Uh yeah, and I just wanted to give a shout out to the North St. Paul drama. Uh went to see um The Little Mermaid a couple weeks ago and they did a fantastic job. The drummer in the in the band was outstanding. Really stood out. Um but it's always great to see the arts at at North High. you know, they they they do a really amazing job year after year. You you just can't believe the talent that keeps coming up. >> It's true. >> So, it's really great. So, um wanted to give them a shout out. And then just also want to just thank everybody here on the commission. This is our last meeting of the year. And so, uh thanks for all of your hard work over the year. Um you know, I think we we we made a lot of progress. There were some things that kind of got uh that got stopped in the water, but for various reasons, but you know, we're still able to get a number of things done and uh we're going to keep plowing ahead next year and keep uh making this city a great place to live. So, uh thanks everybody for everything that you've done and uh hope you all have a really great holiday season. >> Raquel, >> how I top that? >> Uh no, I don't I don't have any news. >> Okay. Reports from council leaison. Troy, you got anything? Oh, yeah. Sorry, I forgot you had um reports from this one. Okay. Uh I don't know. I mean, I'm going to say I had a perfect Thanksgiving and I hope you guys had one, too. >> Good. >> Good. Uh, >> and I also I was going to host a gift drive across the district, but I don't think it's going to happen because like it's like sad to see, but a bunch of like schools, like a bunch of elementary school, the population, a lot of the students are in poverty and like it's sad and I really wanted it to happen and if it doesn't happen this year, then I'll make sure it happens next year and I'll donate to the schools within the district and I'm going to try to make a probably a club or I don't know. I just want to get donation money so I could donate it to the elementarymentaries. And I also want to because I've seen across Tik Tok, Facebook, Instagram, all these social media pages that some people, some students in high school, they like meet with their state legislators, like state house of reps, not United States. >> Mhm. >> And they pass like legislation, like they present a legislation to a legislator, and then from there it gets to the House floor, to the Senate floor, and all that. And I want to do that something to do with schools and education and raising how much teachers get paid or something like that because I find it very unfair how much money they make and how sad it is to see people struggle. >> Could you work on uh repealing school levies and just always having schools funded? That would be great. >> Hey, that's what I was thinking about something like that. thing with school funding, >> right? >> Because uh I heard from the assistant superintendent that this one school made 7 million in local taxes and our school had to cut money. Our district had to cut money. >> Yeah. >> And I mean I mean I'm happy for them, right? But like I think it's pretty unfair that the schools district or schools pretty much receive the same amount of state funding no matter how much you make in local taxes. And I think it should kind of be directed to the lower income districts, but I'm just a student. >> Anyways, though, >> we we can see the seeds of a future politician growing, man. We watching it right in front of our eyes. It's great. You had >> And I think Did we get it approved that you had can do another year? >> Yes. See, uh Kan, I believe I can't remember when your term ends exactly. It's not the end of this year. I think it's like January, February. So, I'll have um a resolution to have your term renewed for another year uh in that for that council meeting. So, >> all right. You >> That's great. >> I got a lot of projects coming 2026. >> Good. >> I love it. >> Takes a little while to kind of get your feet under you right now. Now, next year, you're going to crush it. >> I hope so. >> All right, Troy, you're up. >> Um I would just say that uh at the we had our city council meeting last night. Um, we and I think I sent an email to everybody here, but um, because of the way the terms, everybody's terms were staggered and everything, they updated >> Raquel's, I'm just trying to read this, Raquel's, Eliza's, and Sharon's term for another year so that not five people's terms are ending in a year at the same time. Um, but I think you guys are all okay with that, right? Okay. Um, so yeah, so that got reviewed and approved last night. Um, and yeah, I guess this is my first year being a part of the commission. So I appreciate everybody's patience with me and trying to figure things out and hopefully I've been helpful. So >> Troy, you've been a great council leaison, huh? >> Thank you. >> We've really appreciated having you here. >> Thank you. >> All right, that's it. Anybody want to make a motion to adjurnn? >> Motion to adjurnn. >> Okay. Second. >> Second by all those in favor say I. >> I. >> Meeting adjourned. 7:34 p.m.
