e e e e 620 roll call please commissioner Cole here commissioner schwe here commissioner Wong here commissioner nordby here chair mongi here thank you very much all right thank you uh HRI action items and recommendations we have one on the docket for tonight and it is approved request for proposals for the Market Street Commons Redevelopment site and we have Ry here community development director to speak to that all right thank you uh so the city has received uh some considerable interest in the marget street Commons Redevelopment site uh from a few uh local developers uh to the point that we felt that the HRA should consider posting a request for proposals uh to collect and review development uh proposals on that site attached uh for your review in the packet this evening is a draft RFP document that lays out the development opportunity and asks prospective developers to submit uh development proposals uh to the city for future uh review and consideration um the the RFP that's in the pack is a a fairly standard RFP when it comes to um development sites it discusses the existing site and environmental conditions as well as noted utility zoning um you know area market conditions uh the city's overall vision for the area uh and the proposal and submission requirements uh due to the city um there is a draft RFP schedule which is in your packet this evening um which uh basically calls for the RFP to be posted tomorrow pending any uh edits evening uh and then proposals due in early January of 2025 um the city would then review the submissions uh sometime in February uh typically I've seen a committee uh be formed that uh includes uh City staff members and Planning Commission members so that is something that we can discuss at a future time um and then uh recommended uh proposals would be forwarded to the uh either city council or the H for U presentations uh perhaps some times in March the these dates are all very movable kind of depends on um the the level of uh proposals uh and responses that we receive um the Planning Commission did review the draft RFP at their September 5th meeting um provided a couple minor edits and updates uh but otherwise recommended its approval to the HRA by a unanimous count and so uh I'll be happy to answer any specific questions that the council May or sorry the H may have uh regarding the RFP otherwise we'll look for a motion to approve and post thank you very much appreciate it any questions from any council member um I just wanted to say I was the A on at the Planning Commission meeting while this was discussed um and I want to thank um the Planning Commission and Riley there were some great um conversation and thought put into this before it was brought to the council um and I think the Planning Commission and Riley should be proud of what was put before the city council here today great thank you well we do have good commissions and we really especially that one we have Planning Commission we have Architects we have a great variety yeah and we we had really healthy discussion on on the uh the RFP and they provided some really good edits so awesome can you speak a little bit to those edits or some of the topics that yeah absolutely so there was um most of the edits were just kind of clarifying um especially the um there there's a storms easement um that's noted in in let me see what page number that is on uh it's page three of the document is Page Six of your packet um just there's a there's a site constraint uh of a of a sewer easement that runs uh North and South along kind of the back part of that property um so the the Planning Commission wanted to kind of further clarify that and put that a little bit more Upfront for developers to uh consider obviously that's something that um when when I connect with developers that's going to be obviously a big focal point of of consideration uh but then also noting um the city own parking lot sort of adjacent as a maybe as a path to use as a site entrance or something like that but again these are all things that would be kind of flushed out um during the uh proposal and if I remember right um Brian that this is a huge sewer it's not like just a little one it's yeah it's four feet in diameter yeah so yeah so it's not like we're talking just a little pipe here I mean you you could pay to move it and you know make the site a little bit more plausible to um development but it's going to come with a big cost y so there's power lines back there and then communication wires that'll have to also have to be buried as part of that development all right thank you um the schedule goes till it looks like April do you feel like that will give you enough time to negotiate and perhaps for them to kind of find and bid and do all that and and perhaps even build start building yeah all all great questions um you know as I mentioned this this timeline is very movable um it's it's really dependent on the number of of submissions we receive you know obviously um you know the second half of November and then certainly the second half of December is a lot of uh holidays and so timing is going to be a little little tough um but that's why we wanted to get out there now kind of that mid mid-september time to try to get in front of those those holidays um but then still allow for some time for the proposals um to come in and then um and then really it's kind of from that point forward uh you know if if we're not you know if we don't like what we have um we could certainly um come back to the HRA and and discuss either um expanding the timeline or doing something different I mean there's other options you can look at so the timeline really is dependent on unfortunately what we receive but you know as I say if all the stars align that that's a that's a plausible uh timeline great thank you MH okay any other questions if not can I have a motion to accept the RFP so moved so moved council member swe second second
