opposed all right we got minutes meeting open to the public I don't see anyone here public hearings I don't think we have any of that commission business oh that's our talking about things can you believe it was just a month ago that we did project snowy and it launched I can't that's wild any Fallout updates do we have a list of people who want their own snowy that didn't get in on the first round no I don't have that list but I will compile that list because it exists right people are all like I want to do it a couple of people asking about it okay okay I'm just not sure who yet cool I'll track them down and do a count love it any other snowy Fallout or things we should talk about stop saying Fallout I mean snowy wrap up snowy yeah conclusion no that's to final not I I mean I think we all have notes but I will take a first crack if you guys want to add so I mean from our last meeting we did have the grand reveal the next day was amazing good turnout right uh we the food was polished off um we had uh people who were very excited uh and our artists also we we were able to celebrate them along with the businesses who participated in the project as well so that was all super exciting and um as if you haven't checked out the social media for the city uh there's lots of positive comments as well anything you guys want to add regarding the reviewal it was just the most fun yeah to have the buzz from you know City members and neighbors there and just everyone there excited for us and what we've done and it's just beautiful to see them all around the city and for the um his history Cruisers is that to see them out when everyone is out you know on Friday nights is also just really wonderful so awesome and then also I will share what we just did recently as well thank you for ma for um hooking us up with WCCO TV they stopped by yesterday it already feels like like so long ago and they yeah they they did a little hit on our project snowy so we do we know where that's going or when it will be aired tomorrow tomorrow I I think there's details I don't know if Ava shared them with you my um she said she will forward me the details as soon as she receives it and then I'll for it to the commission yeah so perect thank you I think they're gonna play it a couple times is what I heard so Thursday and then maybe like a weekend special or something ni so C is our star let's not forget that yep that's right representing so don't judge too hard uh when you guys see it but um yeah and so based off of the WCCO media coverage as well um please do compile that list my because I I did tell Derek from wco TV that we're compiling a list of who's interested and um cuz we're not sure if this is going to continue but we we're going to compile the list and then make an assessment um about future project snowies that's it that's and then we're good well we do have one unfortunate update oh yes um I'm G let Laura share though some Snow's have lost their noses oh no did you guys see that no including our cities so if anybody knows where the noses are we could maybe reattach them uh maybe they just fell off because of no questions asked yeah yeah no questions asked if you come forward a button are missing a button too no is that carrot both carrot yeah yes if we if they don't turn up do we have a con gency plan for replacement we have some funds in the budget can we replace them or I think we could I I'm not sure if that's a good idea because you want to read the purchase agreement too yeah for ours though we could yeah and it could happen again so it's just a question of like the clear coat then wouldn't be on the nose but and is it going to happen again right right or is it more of a sand it down and paint something sounds safer but snowy maps are available at City Hall please stop by the front desks to pick up your snowy map and visit a nice congratulations that's excellent I just wanted to say I was at a a meeting today for work and one of my colleagues former colleagues lives in North St Paul and she came up to me and showed pictures of her and your kids at all the snowies like it was really exciting yeah wonderful work very we had an artist reception at work last week or two weeks ago Gino oook was the artist he did um stomping out cancer and it was it's the theme of superhero so it's all about cancer and superheroes and so the nurse was painted as a black panther superhero with her foot on the block of cancer stomping it out and I was like hey I know that guy that's so cool so that was fun oh nice awesome okay murals Sharon you want to give an update on our mural project okay I do it thanks as of right now we have not created any Partnerships with a business and City partnership for aural unfortunately for a variety of good reasons uh people have decided not to have murals on their building but um we have about there is still a possibility we could have a meril is a partnership with the city because there is a building that is adjacent to the Gateway Trail that um has a huge surface that is just calling for something wonderful to be on the side of the building so that is a future possibility that we could look at to incorporate a mural into our city we need one mhm or two or three that's a great oneall love it is that the Public Works building yes the Public Works building that is just I can just imagine all kinds of wonderful things on that wall that is where we are with the meral project awesome thank you Sharon utility boxes how's that going fantastic nice uh I will give an update on North High and then uh my colleagues will share a little bit more on the other project that we've been working on as well so North High We gosh what did we say last time I already forgot but we of we we announced the winner at the June 18 city council event uh so thank you councilwoman Wang for presenting the award to her and uh so we have two pieces of art from her and it will be wrapped for wrapped on the box over by North High uh along the Gateway Trail and so we are working with a vendor to um to we're we're in the process of approving the art work and uh we have a quote so that's where we are in the process it's a wonderful piece of art if you did not see it yet it is also featured in uh the city's news so check it out okay um we've been working on another utility box WP um the art Fort and we had a great turnout at the Friday night history Cruisers um show and um Sharon and C took a plethora of pictures I think there were um upwards of 400 oh my goodness not people but shots yes um we had more than a hundred people though um make their hands and so I did print out um I was able to separate um the backgrounds from from the heart hands and we will add color to the background and then um create a design from that with kind of a grid effect but I just wanted you to see so they're all separate just one page if you want to oh okay okay um I only printed one page there's so many but just to give you an idea of what it will look like so they're all very different hearts and um different hands um but just a lovely project and it was really love neat to be a part of it so and I learned a new way to do it I guess the Korean way is just oh yeah yeah the thumb and forefinger which I think is so cool really I think that's what the kids do oh cool no the kids do like I can't do that one okay the Taylor Swift one I can't do there's a lot of styles nope but it was just really fun I got to be the cheerleader that night and like draw people to the booth um you were amazing um but it was just neat to create that buzz and um to see so many people want to get involved and and I think just as you can see the the vast difference in Styles and hands that are present they will be very excited to pick theirs out once it's wrapped so oh my gosh this is so cool this is amazing it was very wonderful thank you to the community for being so creative we asked you to make heart hands and we said do the best you can and make a heart hand and I just love the different ideas people came up with on their own without usting everything very very wonderful thank you people showed up the show and I liked the age we had everything from probably four or five months old all the way to people who were in their 90s and so I love that feeling of the different textures and colors and appearance of hands I think it's going to be wonderful he did a really great job there good I love the people who came up and like ah I don't know how to do it what am I doing you know and you were such a great cheerleader both of you to just do what you want to do it was so much fun does not have to be a perfect art yeah no and some of our workers from the city that were um kind of Manning the station of the city trucks have their hands as well in here so yay that's great unsung heroes I think we had a couple of police officers came over and did it also so that's very nice to see that we're going to have all members of the community in North St Paul represented in work that is so cool very proud of all of us yeah wonderful work great I'm Blown Away where where is this box again I'm sorry yeah what box is this going we had discussed the location at Casey Lake park across from there okay I'll have to go check it out is it a nice big box I think it's a good box The Big Box yeah good just across the street awesome that's great on the south side yeah across the street from the entrance of the park ac across County Road SE so that would be on the south side of the street from Cas asking the hard question yeah we don't know the grade coordinates though I'm sorry I'm sure see had to help me get here so amazing I'm very excited about this project and thank you that was Amanda you were the one that originally presented it to us yes thank you for the idea you thank Pinterest and then are we still doing a box outside of um rodes is that maybe yes that's kind of slid a little bit back now because the heart is kind of taking up our time but we have not forgotten it nice it is not off not you know forgotten I love it that's great it will happen yeah and there's still opportunities for um say like the uh switch gear box at Silver Lake as well which is a bigger box and then also um over by the veterans yeah uh there's there's um some smaller boxes but also great space for art there too cool fantastic oh oh I'm excited about that that's great um art cart Raquel and I joined music in the park on June 20th actually art had a very busy month we were at the snowy reveal with decorate your own snowman we were at the car show with car um paper plate activities and music in the park with painting rocks so those were all great that's awesome uh going forward our next one is going to be July 18th and this one is trash art where we'll basically just unload the cart and let kids make whatever they want love it I hope the weather stays good for us that time uh June music in the park was a little rainy so we only had a few rocks painted well tape we used washi tape instead of paint um and then August 15th for music in the park that is going to be those Mosaic stepping stones that actually Tom really wanted so I was hoping Tom might volunteer for that date did you just fall and told him no I'm hoping he will if he really wants to do that activity um Raquel and I are not available that evening so if we have community volunteers or or from the commission that would be wonderful I do want to say there was one person that showed interest in being a volunteer yeah and um that person I'll be reaching out to to ask specifically for this event because um I think that's the only event that we don't have anyone signed up for yet yeah um I also reached out to New Haven church and they said that they would get back to me if there's someone interested but so far no response okay I'm not too concerned about the Arts Festival because there not be enough of us that evening um and I'm not on the volunteer list for the July 1 but I can be there for the July event so yeah it's that August 15th that like to get two volunteers on fantastic it I I was disappointed we didn't see the art cart in our um city media for the music in the park so I would like to request that we get a good picture of the art card July 18th that's Mya crabby orary C citizen complaint there but otherwise great job Eva um and great job on the art card I love it thanks a big hit that that car thing was really fun it was fun I really enjoyed that uh Paint and Sip we unfortunately only had one person me uh RVP for tomorrow so we canel do not laugh at me Lisa Wong it's okay you can laugh it's fine I don't care um but I'm excited for our future events I think those will be fun and people are reaching out to me with other ideas of things to do um a friend of mine did a cookie decorating thing where they had all the cookies ready and you just do like the flood icing and all the stuff so we're looking into seeing if we can do that for next year so I'm excited to see what that brings um and then the Autumn Arts Festival we will be meeting as a team is it next week or the week after this month yeah it's the week after I haven't looked ahead of today uh we're meeting as a team this month to discuss how we will move forward that's all the updates I have are we moving forward who is on the team Tom and myself and Ma and Ava is that it and Sarah will be training Us in okay you'll meet with us three I'm excited I really enjoyed that event last year I think you and Tom and Sarah did a great job organizing so I'm looking forward to that again and the parks team and the parks team yes amazing well I guess we did it journ no okay 2025 draft of project ideas and proposals I came up with more things today I'm really sorry and uh I came up I forgot to email you it's okay we can talk about it today okay it's okay if it's not on the form oh my gosh all right so we talked about the cookie making class we can fold that into next year's um what do you call it paint night thing um one thing that came up when we first very first created this commission was we had um the Veterans Park people approach us um to look at doing a veteran's Rock which I didn't bring my Veterans for sure tonight I'm really sorry um but I can pull those budget numbers together but this is kind of a thing that they do across veterans parks around the the country um so that was one thing I wanted to make sure got on our list I know Amanda you've brought up the little galleries kind of like a little Free Library a free little Art Gallery I was hoping um we could have it indoors just for weather reasons um maybe in conjunction with wherever the library ends up or the library itself I can look into that to see if they're willing to let us be there yeah in conjunction with the library because I know that the community center isn't quite right right so whether that I know it depends a lot about what happens with the community center but that was the one location I thought was a good um public space um I love it I think that'd be great I South St Paul is doing it so we might as well get on fre little Art Gallery yeah they got well they're like little free libraries but they're filled with art and then you just make art leave art take art I love it do you know where they're located by chance I don't it's on their Facebook page though there is a website I will get back to you on where it is because there when I was looking into this there's a website of all the free little art galleries around that's awesome like you can sign your your art gallery up to be on the website so I will send that to you because it did list some locations that are nearby perfect um and then the final thing on this list was a community build along project this was something that Laura from the parks department mentioned to me um but I haven't heard back from her about it so I unfortunately don't have any more details but I can find out more if we want to pursue that do we want to popcorn around does anyone have ideas they want to pop out with didn't Lisa have the turtle box turtle Project Box Turtle I mean I'm I'm pretty sure they may still be interested in partnering so um was it Maplewood Nature Center it was an individual that lived in nearby um along hallay something to bring attention to the turtle Crossing mhm cool a balloon arch um in uh Rochester and they have wonderful things painted along the street and so maybe if it complies with you know State Reg wherever it is you want to put it it could be just like literally something across the street that would draw it it's and there are um I actually also saw this wouldn't follow under our Arts commission category but I was looking into this more for you Lisa and one recommendation from the state in like the preservation of Blanding Turtles is when there's two waterways like what we have when they're traveling back into forth to build a tunnel under the road yeah that's certainly something I think could be added into our Capital Improvement plan um think I'm just trying to think who that would be probably Public Works in our city engineer a tunnel for turtles yeah tunnel for Turtles yep that's cool I like that a lot that's better than a turtle yeah less chance of accidents temporarily yeah longterm solution y some education maybe leading up to it I like that thank you Outreach yeah we can also talk to the Parks Commission about the signs that are at the Nature Center visiting recently those signs were maybe 10 years old so yeah so even if it's the same signage or something or same posters I don't know where they got them it's good to update yeah and maybe that's partnership with the Southwood Nature Preserve volunteers too they're pretty active there so that could be great place would the turtle preservation help um the city in their um striving to be more green like the green step cities um I'm sure I'm trying to think if that is one of the steps but um I cannot recall off the top of my head but it is great for the environment yeah regardless cool do you want to keep going who's next yeah I I will keep going I mean because we're just brainstorming this is just brainstorming yeah we don't have to have a plan yet we right so um you know I I might as well just start it out there because I think it's been like kind of like tinkering around um but you know what if we had something a little bit more culturally specific uh so for instance a like a culture night uh could be a specific Culture Night could be Asia Asian night I know I feel like I shouldn't say that because I'm Asian but Asian night makes sense I think they do that in Minneapolis right they do it's in St Paul they do it all over um but you know like in North St Paul you know like we have a little Corridor I shouldn't say that like yeah we neighborhood that you know there there's like a the the new Asian Mart there's also the uh Vietnamese place I and also um some other asian-owned businesses and um eateries Asian own eateries around the target section Target mcnight yep uh I think looking at our demographics that makes sense you know yeah and so you know like if we did okay it's just a brainstorm just an idea you know like we could have that's not true you've been thinking about this a long timeing out she does she does agenda just off the top of my head what IFA here are all the attendees here's all the ways you can Market this right okay if you don't feel comfortable because you think this is just serving yourself let me say it I think we should have an Asian Night Market Nice um maybe we could include food trucks o yes I love that idea we could have origami oo with the art cart performances performances possibly were you thinking anything I wasn't sure there's like a dance school there is oh yeah CER side I know there are quite a few because of my work I know there are a lot of Asian makers and vendors that we could have as art yes there are artists who can come out um I know there is a group that does do like an Asian market many apis and so I'm sure we could lean into those vendors and have them out basically this could be an Autumn Arts Festival Asian [Music] hey what a great [Laughter] idea I don't know who owns that parking lot so I've I've I've met with the um ciphers Side dance school it's a break dancing school and they do K-pop and Hip Hop as well um and I think the owner of that his family member owns that strip the mcnight uh strip mall um and I asked him I asked him because I just didn't think of this off my top of my head thinking about it is um that uh would you would he be interested in a night market and he was like yeah that would be great so maybe it's called the Asian mcnight market oh oh that's really good just brainstorming I can see the logo already hey Dave Nelson he is a naturalist Master natural welcome are you joining our meeting I hope I'm not too late no we can go back yeah please come on up yeah come on my name is David Nelson 2574 Fourth avue East I'm a Minnesota master naturalist been that for oh 17 years I was on the park Mission many years ago we started in Southwood and the blinding Turtle I heard you talking about it I was the one that got the signs they were big it was an agreement with the DNR wow that somebody stole one of the big signs and North St Paul put up the little ones but the agreement with the DNR the signs had to be removed in the fall and put up in the spring interesting okay and North St Paul fell very short no matter how many times we talked about it and that I'm one of the the the main volunteer we started the park commission down there uh as far as volunteers and we started removing buckthorne and that and the people said what are you removing that for after we removed it they says that is nice it makes a difference doesn't it and uh I had a lot of people that volunteered Lloyd grck him and his wife volunteered many hours and a lot of the people around there but I also had um when things were done Domino's Pizza the gentleman there the original owner donated the pizzas for lunch that's so and that I had door prizes everybody got a door prize matter of fact uh Mary Chevrolet donated five footballs autographed by the Twins and the boys were playing football with them I wouldn't have done that because they were worth they already worth $2 $300 yeah but uh as far as the um leap award I was the very first one to get the leap award in and the very first town in the state of Minnesota to get the leap award so there's a lot of history there that we've been doing now that we're older and we can't do the work much anymore I turned in the address for goats you know I like to see the part of the park commission or the city what they do they fence them off and nobody can use the path while they're there but the it uh my daughter is a wildlife biologist she says it takes three years for them to get most of the Buckthorn out and uh so she's the one that got me started down there first thing was giant Japanese knotweed giant Japanese knotweed only grows six feet tall but Don Beck as a resident here he was 6' one it was twice his height he was holding it I got pictures of all that and we hold a record here for the largest giant Japanese knotweed in uh the state of Minnesota so there's a lot like I say a lot of history we had a lot of turtles killed there is a blinding Turtle now blinding Turtles wherever they're hatched there's a radius of 50 miles that's their lifespan that's what they travel so and I heard 5 Z pardon 50 as in 5 yes miles yes that's that's their their record I heard you talking about putting a tunnel on it that would be great for all the turtles but the only thing when you do that big marine and St Croy when I was down there when we were volunteering down there and helping them uh the DNR had to put up a fence about this High the whole length so the turtles have to go back and forth until they get used to that now they took the fence down and the turtles know where to cross it took four years three years in order to educate the turtles but you're on the right path really and I do appreciate it I just happen to catch it on my phone I for I run up here real quick am thank you for coming and thank you for all you've done for North St but uh uh Vic F uh VI Vic Fickling and VI they've been volunteered down there me and my wife uh when you go into the park they're very first acre that was our Capstone My Capstone we had uh giant um B bomb in there we finally got some uh blue stem little blue stem going in there uh and some other Indian oats uh and some of the other plants but there is um what was I going to say now we as my wife and I we went down there we collected seed because the Master Gardeners and the state of um Pennsylvania wanted seed collected from the uh butterfly you know or the uh the one that grows along the roadside yeah for the butterflies I had some from delut Hayward parts of Wisconsin some parts here I even had people collect it from Arizona and Colorado and they brought it home and it was all labeled in bags so I took a little bit of each and we mailed it the rest to uh Pennsylvania because the strain is getting weaker with global warming and everything that's going on we need to correct that and uh one of the things that people can do for collecting uh correcting it put solar on your house we were the very first ones that put solar on our house and it was the best investment we did awesome and that it helped the city out helped their carbon footprint they didn't have to pay the extra and that but getting back we had a butterfly uh milkweed Garden that was oh 11 ft by 7 15 ft Kathy trundle was in charge they come through they sprayed it all kill it they killed the the bugs on there everything I was devastated when I saw what they did I've been arguing you do not come in here with your tractor leave your Trails back and forth you going and spot spray that's all they got to do you just have to spot spray certain plants Why Pay have stuff ruined over the years and that I appreciate the city they put down wood chips this year that was very nice now if they keep it mowed two feet on each side you have less chance of wood ticks wood ticks up 150% this year and it's a nice place to go uh Don Beck and I uh we put up Owl's Nest down there or the tree is gone now but where the first time two or three years we had baby owls Great Horn owls but the only secret is you I sold my ladder I couldn't get up and clean it the last time you have to take all the milkweed stems out because whatever they bring up it's they got lice and all the rodents and that you clean that up put new uh uh stems in and they'll come back every year I we had people from uh Indiana from the bird watchers come here and I asked a guy he was sitting there taking pictures I said where you from Indiana they come that far just to see those owls and North St Paul we had something that nobody else had but I mean I appreciate what you're doing but I mean with the global warming and that it's getting worse with our plants um does not many turtles down there this year not much Wildlife all the bluebird houses I built and put down the wood duck houses are built and put down there I think there's only two houses got bluebirds when we used to have probably anywhere from six to seven pairs now Bluebird you aim your houses towards each other blueward will be in here and the tree swallow will be in this one because the tree swallow they feed at 20 30 feet in the air Bluebird feeds 5 feet above the grass wow so they get along uh Don and I we've been to classes we just found out there's a new type of bluebird house that needs to be made and put in that makes a lot friendlier keep the raccoons out and you can check them every day or you know once or twice a week but there's a there's a lot to be done but uh anything you can do for Southwood I appreciate it well thanks for all you've done Dave thank you and thanks for being our first guest was it I I parked crooked at you maybe get a Dave if you don't mind no tickets for Dave Dave apprciate if you could sign up there that would great the that's exciting you want myell Aldrich Arena okay would we be I don't want to negatively impact what they're already doing do would that be a concern or could we look maybe look at how might much about that one I I went okay so I would say in order to avoid any conflict we just choose different time of year not necessarily a whole time of year but just has to be a different weekend and there's enough left to go around okay perfect yeah because the parking there is really hard so having like hours I think would be cool you know what I mean unless we take up that whole parking lot okay well I love that idea further you didn't bring it up uh and turtle Crossing we talked about that um I have ideas written down oh that's why um I asked my daughter what we should do she said a flower garden and how to draw flowers a um so those can go in with something I have a vendor friend who makes Adera chairs he actually wanted to be a part of the uh Autumn Arts Festival last year not in as in a vendor capacity but in some sort of partnership capacity and we just never got anything to connect and recently he did an event with the twins I don't know if anybody saw the twins he made and ader on Deck chairs for them and then just like our Snow's they had artists out to paint these chairs which the Twins then auctioned off my thought is we could do a similar theme to snowy where we do these chairs but maybe they go into one of the new parks that the park commission is working on wait a new park that the park commission is working on possibly okay yep got it oh that's awesome I love that idea why not and we've got local Builders I think who might in addition to your friend who would be helpful in making that happen yeah cool are these we're just braing yes and I can share pictures of their project that they did uh with everyone if they want um there's not a ton because I went back to look at it but I also know some of the artists who painted actually Taylor bman painted one of them oh my God a baby I wasn't a part of this project I have no idea I just saw it third person um yes that's cool would you would you do you envision auctioning them off then or do you think you would you know we could do several different ways um the easiest I think is for the city to just flat out purchase these chairs and then pay artists instead of having to go through what we did with snowy to be honest or we could have Community sponsor a chair and they could get their plaque on the chairs like they do for City Ben benches MH um how big and heavy are they I I I'm wondering about like people that was the thought of me too of mine as well um I don't know I would like to find a way to secure them at the park okay yeah so they're not stolen oh I love it my only other note that I wrote down was not a complete thought and now I can't remember where I was going with it but it says student Le project and I remember thinking about getting some high school students involved in a project I don't remember what that was I know I had a specific idea and I didn't write that down but something that we can get some student Le artists in to do something maybe they can do the chairs I like it I wonder if we can get um on the agenda for the when when they I think um Beth Stanley is the career or Pathways coordinator at North I wonder if they have a career night in the fall my maybe we could get on that agenda and just be there and talk about what we do you know I think I reached out to her at one point and then I got lost in my email inbox so that's my bad I'll I'll see where that is sorry Beth that's all of my ideas I love your ideas those are great thanks all right I went back to our smart sheet and pulled thoughts do you have ideas you want to bring out I have one but that's let's go let's go with it come on this is one I've brought up in the past I think but um there is a utility box in KC Lake Park I don't know if it's ours so that would be something to find out but it has has running water and you can hear it when you walk by and it's like pretty large and then it has like a a platform that shuts out on the bottom um would love to see a waterfall or some sort of water image so um you can get both sensories when you're walking by or something along those lines just an idea like a real waterfall or a waterfall image I mean an image if we're doing like wraps and stuff yeah um yeah cool just a thought perfect love it okay um from our smart sheet list which was something we started in our infancy um we had hide Little Snowmen in the Parks that's an idea yeah like a snowman hunt or snow person hunt yes I like that on cruise ships like you find yep um people who are just regular passengers will have little the little yellow ducks and leave them around the cruise ship little notes on them for other people to find that's cool do they keep them yes you can keep them or you can hide them again fun cool um we had like an open streets tailor to pedestrians I'm not really sure what that was about because I feel like we do that at Friday nights right uh Sea Boulevard at least in the master Redevelopment plan is slated to be pedestrian I don't know if that's going to be like the long-term case but um that's you know maybe something about that cool that sounds logical um Art Walk Like a story walk but for art thought that was a fun idea um podcast or audio files that can be accessed via QR code for walking tours you could update with the seasons like ghost stories for October holiday traditions of people around the city um I know we've got our walking tour of all of our historical buildings around town maybe that's something we could do with the Historical Society um a lot we're at having a booth at the car show um one idea was having I think this was a fundraiser idea but I don't know if we can do it um but having penny wars where we have a couple of projects that we're interested in doing and then people vote with their money donations on what we do that's kind of old though it's an old idea um a garden tour put together a map partnership with History Museum shipskis silos and wraps we talked about that a long time ago I don't know if that's still um yeah the I think the written word was that they would consider it um what is it shipskis has um some building silos or storage silos they're just like big metal metal bins tanks yeah um they're kind of hard to see but you can see them from Gateway Trail I think right yeah they kind of go up in the air okay we thought that might be a fun thing to wrap at some point and they were like let's we'll think about it yeah yeah there was discussion when um I think the Planning Commission was considering because they needed a variance or something um so I think they kind of suggested that um but ultimately that one's up to the business to to do because we didn't get it down on paper I always thought sidewalk poetry would be fun we did that in St Paul yes yeah uh micro murals art that could be mounted paint on a board and move it around sorry off of the sidewalk poetry have you seen I don't know what they use but there's a substance you can use that you put on the sidewalk and it's not visible until it rains that sounds amazing that'd be cool that'd be really cool and it sounds like something you could stamp on and then wait till yeah you wouldn't have to make it a stamp as part of pouring new concrete no it's like an over the concrete oh so you wouldn't like engrave it or whatever no it's almost like imagine if you were to take wax and draw on the concrete with wax then the rain doesn't stick it yeah pulls off of the wax or it's like that tattoo at Chuck-E-Cheese where they tattoo your kid and you have to go under the 3D light you know what I mean and then you you leave with the right kid it's like a tattoo for your sidewalk we do some hidden snowmen in that so out when it I like that I think Public Works might like that um it doesn't go into the conc too so it doesn't wear over time but yeah I would be interested to hear if that um chemical or material how it holds up in the cold and snow and stuff like that yeah but I think that would be probably ideal I love it sorry sidebar here yeah because I I myself learned this um when Derek from WCCO came but it's actually been 50 years since we have since our big giant snowman 50 50 years says WCCO um it was 1974 I think when wow that's cool it's been 50 years and I'm like how did we not make that connection yeah I know we should have celebrated that could have reveal yep so more snowies in the next 50 years right he was like did was this int you know kind of like was it intentional did wow totally intentional that's so nice that someone did their research right that's great I love it we should have a little bit more celebration whatever we celebrated plenty I think um okay this is like a pottery related idea but have you seen like super bows or sup soup fundraisers where you like make your own pottery bowl and then you auction it off or sell it or whatever and that's that's the fundraiser but since booya is such a big deal in this town we make soup bowls and then fill it with booya I have that in college actually um all right poor college student story yeah I was in my Ceramics class and one of my classmates was she's an older woman like not College age which is probably my age now um anyway she was like what you're eating Ramen I'm like yeah I'm in college well the Ceramics the older Ceramics classes were had chili so you buy a Ceramics bowl and then they have chili they'll fill your bowl with chili and you walk away you get the bowl and the chili a yeah she bought me a bowl I love that and now I use it for ramen and now I use it for ramen nice good end to that story um Sin City is a tour company they do a lot of gangster tours in St Paul but they are based in um locally near near the snowmen actually she was at our snowy reveal and um she was interested when she saw the tour of or not the tour she saw the holiday lights contest and she thought that would that could be a really fun trolley tour of taking people on a tour around for holiday light lights that would be really cool right we have so many vehicles to choose from we do have I mean we'd have to ask yeah we have to ask for permission but that would be fun um another one I've seen is a holiday light design contest where you have local kids submit their designs and then you turn their designs into the lights that go on the light pole have you seen and so it's like shaped like little kid drawings it's very cute it's cute yeah and then just a lot of like uh solar powered park bench with USB charging ports oh I saw a really cool thing in Chicago they have um a bike repair station where all of the tools are like really hardcore stuck have you seen these they're stuck on the things and so you can bring your bike and repair it because not everybody has these specialized tools I don't know maybe that's more of a Parks thing but gate is it on the gate they just added one not too long ago the rotary well well take that off the list I mean done could be closer yeah one closer one closer to Victory um yeah there's USB ports in it I mean do that's a great Point yeah there's probably something to cover it right win right yeah how did they deal with that yeah there's got to be like a little plug to cover it up yeah that's a good point Rael um I've also seen maybe we don't want to do this but um when you're at when you're waiting to cross the street you know so many people are on their phones all the time so they've added a light on the street that's like red or green so you know when it's time to walk it's like flashing yeah yeah I like those it's kind of fun yeah I kind of like that it's there because people are looking at their phone I know right it's kind of like enabling it yeah yeah but it's funny it's probably good for safety yeah uh I have quick info on this rain thing I don't know if this is the only company that makes them but this company sells spray and then stencils that you can use it lasts 2 to four months um and then the material or the spray is eco-friendly and non-toxic it doesn't say what ingredients but I can look into that further but two to four months so it's maybe a temporary project but something we could do fun for the summer yeah yeah yeah I like that seasonal all the rain we've been getting this year then it changes you know it's not the same thing every single time you walk over I kind of like that it's like our own burning man you know yeah I went there if we were able to keep and renovate the community center I would love to to do a like NSP University where we do like a monthly Series where we teach people how to do art or sell their art or you know make websites and um help them Elevate their own artistic experience more like community art classes yeah but more it sounds like more than just art classes yeah yeah like little bit more in to help them if they want to do it as a career as a side hustle just like showing them how to get started I wouldn't know how to get started and so I bet you do though I bet you there's some resources out there from like Eda or deed or yeah I mean I I also wonder if like it doesn't even have to be like super official like it could be people who want to you know amateurly experience art or whatnot I actually just looked at something that White Bear Lake does uh they have like a I I should I should have remembered I only glanced at the site but they have like a little catalog of things that they do and there's even like where um where they curate art and like people could go and enjoy in their Center um Gallery so it's whitee Center for the Arts yes and they have a ton of classes and gallery space and a tiny little shop there a great shop there you go Amanda knows uh all of that so that's what came to mind when you were I love that that's a great idea it'd be nice to have a space you know where you could do art and talk about art and curate art community community setting that'd be so cool that would be nice maybe we should ask city council for that space for community art projects and classes I love it other ideas we want to yeah you know how like because like project snowy it's a sculpture it's people could go and it's not necessarily interactive but they could go up and like look around read whatever else and you know like did we want more art that people could interact with so like some interactive sculpture or you know like at Maplewood Mall there's that like rain thing seen it I've never interacted with it I don't know if it's an interactive thing yeah though I know you're talking yeah or maybe it only inter uh like activates when it rains I can't be sure but I I've seen it yes I think I know what you're talking about I've seen it work I've seen like people go and play with it um but I can't I can't be sure but I was just thinking like as far as like ideas you know things that people could interact with enjoy bring enjoyment I think that um like a recycled it's like recycled metal I think so yeah mm part of yeah yeah it has multipurpose yeah I want to say that they received a grant from The Watershed District um and it I'm on their website now and this is the ramsy washing um Metro Watershed District so we have two of them in town but um they offer a community art grant funding is available for up to 50% of $15,000 in expenditures so um it has to be public art that supports water or natural resource project like turtles like turtles there we go well if the turtles need a fence and I'm no for hear me out if they need a fence and they need a tunnel why couldn't it be artistic why couldn't it be beautiful why does it have to be just plain and so there it would be supporting Wildlife but yet it would also be art during the years that the turtles are learning to go under their tunnel there you go I love that love it on my list okay so then see like coming back to um you know like an art gallery type of thing I'm not saying I know people who might participate but this is just an idea because we're brainstorming you know like what if we had like an a gallery where people could bring their art whether it's their own someone else's into and we could like display it somewhere for them to enjoy it could be City Hall I don't know um and you know like it's like we're curating a little Galler gallery of things for them to look at bit um the interactive art genre the um Oakdale Nature Center has one little area that's like pots and pans on a wall and you can grab sticks and then bang on the pots and pans and make music I had a friend build um he's a composer he built a a bench so it was you know use utility but it was you bang it with like xylophone is yeah yeah it was really cool I just think of the noise and who who wants that right next to City Hall Sharon okay okay then that's fine not on the Gateway no I like that idea I like the idea of sound I like the idea of music but I just because I don't know why my mind just stuck with Casey Lake area on that doesn't have to be Casey Lake yeah I know I just I'm just trying to think where could where within the three square miles of North St PA could yeah that exist I like the idea of sound I like of Music in front of the massive mural next to Rotary Park I see what you're saying yes because then nobody Liv there yep they'll look at the mural be so inspired that they got to play the pan [Laughter] drums we are on fire tonight I love it any other ideas you want to throw out there I think we've got enough to last the next 10 years so I do think so well great that was fun maybe um M could we get a list of these uh in our next month's packet and we can kind of get deeper in the budget and maybe if you have a couple that you're really excited about bring some more details and numbers and thoughts and and you know feel free to do dig in more into it research it email it to me and then I'll put it all together it all okay great awesome question um so I know like there was a separation for like events is that still something we need to like plan for like isn't events budget like isn't that due sooner than commission budget no not really okay never mind but the events budget is separate okay I'll get some clarification we're about to enter into budget talks a little bit more so I will Circle back to see what the idea is or plan around that to get some clarification unless you know my um so for the event are we moving mov on to I think just in general like a procedural question like are we when like last year we had that meeting with parks and we talked about all the events go through the city and Carrie urbach is dealing with it and then Carrie left and then it's like oh but now are EV events still separate or do we have to consider that when we do our budget planning um Eva she does deal with community events coordinating as well and we operate as as a team and then anything that is related out in the Parks you know I you know I uh work with Sarah on this too so it's a team effort okay cool and then when is the budget for the like when would our budget be due I mean it's it's all the sooner always better like um we'll probably start talks here in August is my guess I don't know maybe next week um but our truth and Taxation um will be in December and that's like the final final but we usually in between summer and fall is when we kind of hone in on on most of it but okay cool anything else before we move on reports from staff all all right um event sign up we do need more people to sign up um and correction on the Autumn Arts Festival krie had signed up for it and Raquel um she can't do the morning session but she could do the morning session but she would have to leave in the afternoon um so if another person would like to volunteer that would be awesome um music in the park we don't for the third one we don't have anyone signed up yet so if we could get someone signed up that would be awesome as well um the parade have we thought about what we wanted to do coming in September available I'm happy to be there does that anyone else want to go yeah I can be there isn't that like all all hands on Jack type of thing last year we did all commissions together so it was like us and the Planning Commission and parks and that was kind of nice to get to meet other people we were right we were right behind the city council because of course they're more important but you know fine I get it not if we run out of candy oh my God we did have someone at the Planning Commission who like kept candy back until the very end I'm like oh my God you must be on the Planning Commission he laughed so hard and I was like it wasn't that great but okay yeah did you like that the date of the um parade September 19th it's kind of we just line up we were at the front last year that was fun so we were done relatively early and Tom drove a truck no the some from the Lloyd oh Lloyd drove a truck truck okay and then we just tossed out candy was nice about Automart Festival there were two people on the truck holding the Autumn Arts Festival sign because it was the next weekend this time though the festival is before Oh so we won't do that is there anything you want to promote or bring attention to then maybe after next month's meeting we'll have a date for our Asian cultural night perhaps can share that do we have any last year we gave out the pencils with the with the lead do you have any ideas of things you want to hand out besides candy something I don't have ideas for that yet but obviously culture like snowman stickers or something or I mean you can get more creative than that but could we get stickers of all of our snowies and it's kind of a collect them all thing oh that's a good idea once in a while it's like Pokemon sorry I was just informed that there is no Pokemon anything allowed at YMCA Camp for my kids oh no there was a sign today really no Pokemon no toys that's ridiculous they got to embrace it you know they're like shirts and whatnot is okay wow give a grip YMC I didn't realize it was a struggle well can we do do we have pictures of all of them is that hard to do we just have to get stickers printed yeah do you want them be stickers or did you want them be cards I don't know what do people like kind of like those along the card idea like this like a trading card trading card yeah you just got to come to enough of our and then eventually you'll collect W to parade keep one design back so nobody gets a full set that's evil or well along that line so is it something we just give out one of the one image at this event and then the next event you got to come to that to get the other you know what is that thing at the car show that the dash everybody wants a dash plaque what even is that everybody asked us about where the dash plaque was I friend explained it as a the Disney pin like you collect them all apparently it I I think I touched it it looked it was like a it was kind of metallicy it was small you know like like a card you put it on your dash yeah what do you do with them yeah you do um you know I have one and my office you are more than welcome to take a look at it wow but people collect people they collect them we were asked we were asked multiple times for dash PL city city staff had it so this year I gave it to Ava to give out yeah while she was um over at you know city the city night event at the car show well is that a thing we should do should we have snowy Dash plaques and we hand those out yes if it's ones from the car show then yes I mean that's part of our culture right as a city I think so it could be a thing people really get into it well we're probably gonna have to price that out really soon because we think about it for September couple of days all right we'll talk about it in August thanks Sharon for keeping me on track and then just to let you know the event for the pain along with weather it's booked out again seriously on the waiting list yeah the budget any questions about that or I'm sorry ma did you have a presentation about the budget no no no special presentation um as you can tell um for June we spent $278 56 for utensils and refreshments and food for this sow event which that's pretty good um I'm still waiting for an invoice from graphic traffic for t-shirts okay t-shirts are in it's we received the t-shirts just waiting for the invoice that they promis they would email me um the t-shirts if you haven't already done so they're located in the art cart so whenever it's your turn to go volunteer and you need a t-shirt go grab one in there thank you thank you for getting those you're welcome love it we're looking good on budget good job everyone and then um we pretty much talked about the budget and the project proposals a you know like with project snowy since we've closed on that and we still have about 20 in there um you know for for us to think about like where we could allocate that that would make sense love it I'm guessing with the Arts Festival there might be some things we need to pay for we'll update you next month awesome love it Amanda I have no updates right Laura nothing okay Lisa W all right um so we had a community or council meeting last week we about the community center well Workshop um we reviewed some previous information that included some of um our discussion with the libraries when they presented to us um The W building assessment was also Revisited um we reviewed the estimated operation budget um there was conversation around that that's not really feasible upon on the city's side or doesn't seem like there's willingness so Partnerships are uh kind of the go-to for that so in terms of budget the operation budget the hope is that our partners would be able to contribute in that regard um whereas we would ideally be kind of like the keepers of the building itself um but we we'll we'll we'll see um we haven't received any new partnership information though I know there's Partners out there um there's discussion about the uh RFP we didn't have time to get into it but the RFP um they're looking for any updates and things that we might want from Partners um and what kind of proposals and this RFP is specifically um sorry specifically for more of like a feasibility study or what does a plan look like um and uh I think there was a request that the next steps be one to decide to take the $ 5.35 million from the state and federal government um with about a 1.7 million gap and to decide to do the RFP or not so those were the um asks of us from the finance director who's been taking on this role um questions um I didn't I wasn't able to be at that last session but I did look through the materials and I was a little concerned at um what was included in the packets felt very um well I only saw one side represented in in the materials that were included in the emails from residents so um I found that a little concerning did you have a chance to look through that yeah I've I've looked through some of those and I would say that that's certainly not all inclusive of the emails that at least all of council has received um maybe a select couple but I know that none of my emails about the community center um were were added in there um so there's still a lot more information out there um we didn't have a whole lot of information about the community engagement that wal did we had some of it um um but uh yeah I would say that that is um part of what our discussion was is you know whether um that information was good enough for some people and whether it was good enough not good enough for for some and and I'll say from my standpoint um and this is my own opinion is that I did request for more more information um particularly that feasibility study because for me I need that information to make a decision about the $ 5.35 million um so I'll say for myself um making these two decisions at the same time don't really uh lend itself to being very uh informed and so um I'm not sure what is going to come of the next meeting um but my understanding is we won't have another conversation till maybe late the second meeting in August um because I think we have some council members missing next week and then uh we have National Night Out which we take the day off to go out in community um so yeah there's I mean there's certainly a lot of lot of um differing different opinions out there um and some don't like it and they've already made that very clear some love it and they've made that clear um and yeah I think there's there's some questions in the air um so I'd say as much as you can just speak your truth is it emailing a specific person that's heading the group or [Music] all um we certainly have an email for all of council um that's usually a good one um and that also goes to the city manager so we all have access to that um and um yeah I would say that one's probably the most like the the one most people use um yeah what did you say our next steps for Council on this topic uh we were asked to decide to take the $ 5.35 million legislative funding um knowing that we will have like a a one and a half $1.7 million gap just based off of the initial numbers however we've talked about this in the session that the money that we receiving covers us into six years out so um I think there's again a little bit of disagreement about um whether 1.7 million is appropriate at all or over what amount of time etc etc um so that's I think where we have a little bit of a a sticking point but um decide to take that Grant or not and then the other part is to decide to put the RFP out for a feasibility plan study for the community center and this is a $5.3 million Grant specifically meant for building community and supporting communities specifically the community of North St Paul yeah so the funding that we received um so in the prior Council we've had a lot of conversations around the community center um that a lot of that came with um the former tenant and so we've had discussions Around It ultimately the council at that time had voted to not sell the building and to hold on to it um and with that there was also direction from that Council to request um that we and approve that we uh hire on um uh lobbyists to help with the um legislative parts and and um to advocate for us and that also required us working with our Representatives um to author those bills um so that's been part of the process as well um and so I I think myself the city manager and I know Tim Cole council member Cole he and I yeah and city manager and we we did present to um different legislative bodies um um and yeah I mean we were successful uh um in in terms of asking for that money and receiving it and so um we also had it at the federal level too and so um we yeah we've we we got the money we asked for um so that's a great thing and most of that funding has to go to the renovation of the building itself which is unfortunately in I mean it's uh definitely in a place where it can be usable obviously we used it for the snowy painting um but it does need a lot of work um and that's what the funding is for and um yeah unfortunately we didn't have um somebody to manage it and put a capital Improvement plan on it and most of our building so that is something we are talking about as well as you know even this building um how old is it um you know we don't have funds to maintain it so that is something um that uh you know we we haven't taken care of as a city um but now we have the opportunity to and it's a matter of uh yeah a matter of what what the council decides ultimately have you ever heard about the uh the part where like you know in a house if you if there are not humans living in it it goes into disrepair a lot faster than if there were humans living in it even if yeah okay watch I yeah I I mean certainly like when we had tenants um there yeah we had to upkeep for them and we put in a couple new boilers to like last year or the year before um so there's like little things here and there but um our fiber optics are also in that building so that was a question that I had in terms of the operation budget was you know this is the utility cost so what is is that just the library or is that the library and the fiber optics because then that that's different um because that's our infrastructure um but but anyways I encourage you to watch listen you know think through it and and really just have conversations um and speak your truth thank you and so any other questions on the community center real quick okay and then I'll quickly go on to let's see um I had mentioned the budget um planning is coming up um some of the considerations that we do have before us is um it's Union contract time so um I think we have at least four I can't I don't know at least four contracts um that will be um or different um unions will be visiting um that information um and then also um considering the capital Improvement of all of our buildings um and um let's see those are the two big ones I would say that are before us um there are new ordinances out for consideration right now so there's one about fences one about storm water um planning pet waste and snow and ice removal so that's on the website if you want to review those and share your input about that um and then I learned that um this is from experience um that the native that we have a native plant permit and so that's something that I had um brought up as a a point of discussion um because I I found that we don't provide specialty permits for any other type of plant on private property um we do have a permit for trees in the public RightWay we need a permit for that but um in terms of a permit for uh native plants that's that's required what do you mean a permit for native plants like if I wanted to plant a native plant I need a permit correct interesting so that's new news um some of the yeah so I started to fill it out cuz I have many native plants on my on um my property what's the point of that um I think that the the concern has been of the height of the plants and there's been uh some that are using native plants to not mow their lawn I suppose is kind of what I've heard um I don't know kind of the scale of it or how severe that or how often that happens um but yeah so we do have a a plant permit and it's eight pages um on the on the website and um you need to have a whole layout and then you need to identify where the plants are going to go what species what their mature height is um and then uh what is the other ones oh and then you need uh to say who's going to install it is a landscaper or a qualified person and then you have to say who is qualified and what makes them qualified um and then uh you have to have a maintenance plan on how you're going to maintain the the the native plants um it's pretty extensive so in my opinion um so I did bring it up I'm just putting it out there um as as a community saying that we're pollinator friendly um that certainly I would say a um a barrier yeah I don't like that well I think it's maybe it's comes about because of prairie restoration projects on your lawn so I I can't imagine everybody who plants a black eyed susan or nearly Wild Rose you you need a permit for those I mean cuz they're wild plants that grow native here okay you don't want to say that's okay don't say don't say okay I'm just rhetorically speaking everyone it's a thought maybe I should read it yeah so um I'm yeah I'm not sure the intent around it otherwise besides like that type of situation or incident um and um yeah I don't remember seeing it myself I don't know if Dave Nelson knows about the native plant permit or the history of it our historian our naturalist poor Dave Nelson no as far as the plant permit all the time I lived here this is the first time I heard it today wow but my wife and I we long our fence line from the alley to the front of our house almost to the front of our house is a pollinator Garden the rusty patch bumblebee is endangered right now the government moved it up next stage on the Bruce venel Trail we uh GPS 117 Rusty patch bumblebee nesting sites they want to put a bus line through there also there's an endangered bat that is living in the trees along that trail so we've been arguing that to try to keep the pollinator uh and that for the garden because it's it's the bees that take and help us we got to help the bees and that and but I mean I I understand this is the first time I ever heard of this but all of our plants are native we got small we got some that are 3 feet tall and that but it's all for pollinators we're trying to keep the bees and the Flies and and also the wasp in there know people they don't like a wasp nest above their house wasp is a guard if you got a wasp nest there you got aphids in your garden a wasp will only eat the aphids and also a wasp is a guard dog also keeps the salesman the way because a wasp knows who goes in and out there but When a Stranger Comes they're buzzing around that stranger so we save all our wasp nest I'm gonna have to encourage the Wasps yeah and I really appreciate I never had a privilege to speaking so many young ladies here wait till I tell my wife she said you're lying to me you have to bring her next time [Laughter] yeah wow and then the last thing I'll say is that the Eda has one more vacant uh spot on there and we do as well here for a voting member so um um I think that's all I got hey can I ask you about trees we talked about um Native Plant permits um so I saw in the newsletter that there were going to be grants for people who you know trees have died from the emerald ash Bor I have been treating my tree with Rainbow Tree Care they've been amazing so my tree is great and my neighbor's is dead and she's like yeah I heard from the city they're going to come in and take all of our trees out so I don't know what that means for you and I'm like but my trees are fine can the city really come in and just take all my trees down not on private property no okay yeah but if it's on that like three Boulevard I don't have one of those yeah so they'll take the city will be taking care of all the ones that are in the boulevard um the grant that's available and I think we're already maxed maxed out but it was to serve um households that have um I want to say like under 100% of the Ami that Aryan median income which is under 70,000 I think it was even less than that but um yeah so they've they've pretty much maxed out that um so no they won't go on your property and okay yeah I don't think that's going to fly good I was kind of worried when she said that I'm like what do you mean kri can I um can I clarify that for you yes please I did email you about that I'm sorry I asked Josh Bond about it he's our city Forester and he said that you know if you're treat is located on the city's RightWay and you've been treating it and it's not dead he the city won't cut it okay what is a city right of way um so there's a certain feet depending on the 10 feet thing it depends on where you're zoned at oh yes so if it's within that certain feet of where you live then they will you know trim it for you it's the city's responsibility to maintain it but in the event that if the tree is you know on the other side of your of the RightWay then it's your responsibility got it okay hey thanks for doing that M I appreciate it no problem and then yeah like any trees that um are in the right away that might go up into power lines our um utilities does go down and and trim that um pretty regularly so yeah okay that's all perfect sweet any this reminds me we should do more like partnership with other commissions and whatnot right like what do they do on the Planning Commission I don't even know they they they definitely look at a lot of words and definitions and very yeah like um about the written written word that's kind of the meaning of what it is but like Parks I know we were partnering with them for our Arts Festival but yeah um can we get a list of all the
