e e e e e e e e e all right thank you uh welcome everybody to the uh July 10th special meeting of the North St Paul Planning Commission um roll call looks like we have um well I guess I'll take actual roll call uh commissioner Alvarez here commissioner Kane burbach here commissioner Gad booy here commissioner muick here and commissioner rothy here uh Commission uh chair B and vice chair wise are uh unavailable this evening so we do have a quorum um staff leaon uh myself Riley Graham's the community development director for the city um so we'll look to motion to adopt tonight's agenda I move we so adopt I second okay have a motion a second any discussion all there all those in favor I I all those opposed motion passes five 5 Z correct all right approval of uh the minutes for June 6 2024 looking for a motion to approve I'll make a motion to approve the June 6 meeting minutes I'll second all right we have a motion in a second any discussion otherwise uh all those in favor say I I I all opposed motion passes 5- z uh next item is meeting open to the public if anybody from the public would like to uh approach and uh comment comment on anything that is not on the Planning Commission agenda this evening please feel free going once going twice nobody here okay thank you very much uh we have no public hearings tonight uh the next item is commission business action items and recommendations uh item a is recommend approval of the Delaware Place final plat and final uh planed unit development um so uh we are here this evening to uh discuss the property at 23291 17th Avenue the applicant is Andress built LLC and they have requested a final plat and final planned unit development for a uh new project uh located at this site a little bit of the background um the subject site uh which is located at the corner of 17th Avenue in Delaware Avenue is approximately 2.43 acre parcel which is located on a former Church site that was demolished in 09 uh the city had been the owner of the site since 2010 uh and the city did Issue an RFP for development proposals uh in the spring of 2023 uh the city received three proposals um and which were reviewed by uh the city council um in August and again in December 2023 and at that time the city council uh requested that the Planning Commission review the top two and uh further on the uh at the January 4th 2024 uh meeting the applicant presented the concept plan uh to the uh Planning Commission uh which was selected and so the applicant is proposing a uh development approximately one acre of the site with uh 10 uh town home units uh four of the Lots will front Delaware Avenue and six front 17th Avenue East the remaining approximately one and a half acres is proposed to remain as open space for stor water and uh Recreation benefits for the uh uh citizens or the residents of the development M uh based on the planning commission's review and the city council selected Doug Andress and the Andress build LLC to develop a site uh at their uh January 16th 2024 meeting and then on March 19th 2024 the city council approved the contract for private development and sale uh to the Andress built LLC organization um so as as you know uh the the Planning Commission did review the preliminary plaid and preliminary PUD uh back on May 2nd um staff also reviewed the proposal against the Pud eligibility requirements and approval criteria all of that information is in your staff uh in your uh Council or excuse me Planning Commission packet uh here this evening uh a couple notes that I wanted to um just comment on since we did get some feedback from uh some citizens um Park dedication fees are totaling $9,000 that's N9 $900 for each unit uh and that will be included in the development agreement or some some call the contract for development um and then we did find uh one point of clarification in our packet this evening under uh I believe it's on page 10 of your packet uh under the clarification uh General PUD requirements and standards um c3a the reference should um note that it's a mixture of town homes proposed on the parcel not purely open space so that was an error on our part but other than that uh everything looks good um and staff is recommending um the action here this evening the requested subdivision will divide the existing uh about 2.4 acre parcel into 10 development lots and one out lot again containing that storm water paron uh open space and the proposed subdivision does comply with chapter 153 of the code of ordinances which regulates subdivision of land so for tonight uh we do recommend uh we being City staff recommends that the Planning Commission review the final plat and final PUD analysis in packet this evening and a motion to recommend approval of the final plat and final PUD of the Delaware Place development to the north uh St Paul city council who will review and give final approval at the regular meeting on July 16th next week and with that we'll be happy to answer any questions uh from the Planning Commission members at this time our our uh one of the applicants uh Partners Tracy Luther is here this evening Doug was unfortunately unable to attend um but Mr Luther can help answer any specific questions that Planning Commission members may have are there any changes from where we were at before based on the review that I saw there are no changes that I saw I've got nothing I've got no other questions to ask I mean unless you unless you uncovered something when you guys were doing the uh uh the ground digging and obviously doing the environmental stuff where it's going to change what you do on foundations that's the only variation that I saw right that's right we we own everything under the ground so we do hope you find yeah yep yep sprinklers did you run into any issues with where those are going to be or where they're at compared to where the building is nothing I'm just curious that not that it's going to influence my vote any but why would the water district not allow basements or not want basements I I think the I think the water table is is relatively High there um I think that's their only reason for that yeah okay right which help will help mitigate some of those issues but yeah y [Music] mhm no or pontoons or Pon yeah was the original was the original proposal to have basements yes it was wasn't it that was because there was all that right where the church had a basement right that's where the biggest problem Bas the rest of the is pretty good the church basement site has I don't remember 8 and a half ft of not great soil yeah and that that it matters at all in the realm of of this I'm just curious are you doing uh slabs with footings or monolithic slabs or are you doing Frost protected slabs with footings but reinforced with rebar so you're still going to have to dig down 48 Ines and do the okay no that's okay footings and what the engineers are figuring out how much re bar how far apart these things yep we don't have to go too deep no hoping that remove all the soil obviously right interesting yeah concr which they will not find too much stuff buried under there when they did the they do that a ton really no they haven't found anything it's not asphalt and things like that wherever the dirt came from right oil drums or uh there's none of that just gas tanks or anything where was removed may know catch a dirt now has to be actually certified before you can do anything at that time I don't know if that was the case probably not back then was I don't know the church body itself tore it down I know who the but it looks good sounds good from the top other than that I don't have any other questions thank you TR I didn't either looking for a motion so uh this evening we'll be looking for a motion to recommend approval of the Delaware Place final plat and final PUD to the city council I make a motion I'll second all right we have a motion and a second is there any other
