We believe that we wouldn't be celebrating America's 250th this year if we didn't have the constitution.

I would echo that. I think for many of us these times we feel we really need to rely on the Constitution more than ever.

The current violations include inoperable and unlicensed vehicles under city code as well as unscreened outdoor storage of vehicles with collector plate registration on private property per state statute.

I am here to report a lot of progress over the weekend... there were six vehicles u posted with this um to do something about it. Basically, uh I moved three over the weekend and the fourth one I think was a city violation cuz it did have a tire that would continually go flat. Um frustrating to me and apparently some of my neighbors. I fixed all those today.

I've voiced some concerns to the to to the city over probably a 10-year period and really it's kind of frustrating that there hasn't been u progress made until this point. I mean, thank you very much for taking it up. I think it's it's uh high time.

So I asked uh GTP the subject of how uh Roseville uh rates in the 7count metropolitan area on this topic and the quote was Roseville is among the least restrictive cities in the seven county metropolitan area. So, I mean, frankly, I think that's a little embarrassing.

On Friday when we posted the agenda, uh, staff did make contact with the property owner. He had stated he had a plan and was meeting with contractors and insurance uh for the sopet fascia repair this week. Um the vehicle he had also stated that he had just recently gotten a title and was planning to um take action to remove that from the property.

Part of the problem I've been having with the car, too. I have had it covered. I've had people come over and sl put big slices in the cover, uh, cut the ropes off. People have been carving things into the side of the car, uh, get rid of this lazy POS. Uh, they've punctured all four of the tires.

I would like to make a motion on a one week an abatement with one week to remove the car because there is a title now and he will know what's happening and he can sign a contract on his uh insurance by next week but at that time because I know it there's a lot it's very challenging to get contractors out right now with the hail storm so if he's meeting with someone this week give him opportunity to make to move forward and find out information.

The licensing center itself is is on the west side of this uh this site um in a north south orientation. It was has been carefully placed to both maximize the functions within the building but also provide a solid buffer to the west and that's you'll see in further uh information here but is reinforced further with extensive plantings along that west side.

Historically we have seen uh construction escalation in that 3 to 5% a year for example. Um, right now we're assuming about 4% a year, which is middle of the road, but again, until bid day happens, the world keeps changing and um, that's the best we have to predict what that could be on bid day.

And my concern on this uh big project is it sounds very nice and so forth, but we uh really need to have bird safe glass in the new construction. Uh bird safe glass uh can help stop one billion birds being killed every year by smashing into the windows as as there in migration or even resident birds that live here year round.

And in my mind this whole MOC project is because they really the maintenance area where they actually do the maintenance is very inadequate and that's what should be the highest quality and most efficient and most safe it could be. And because you split this up into two parts, you're not able to have that. I mean, now the five bays where they're going to work on vehicles, they can't drive in and drive straight out.

So you know as we all know in 2024 voters face these two nearly identical questions. Um question one funded the maintenance center and it passed. Question two funded the license center and it failed. And in discussing this with multiple neighbors in my neighborhood, I I found that almost every single one was surprised to find out that what we were
