Hereby call to order hereby call to order the Roseville City Council meeting for Monday, March 2nd, 2026.

Mr. Mayor, staff has no changes.

As in previous quarters the city is authorized by the city code to conduct a public hearing. The reason for this is to allow residents or businesses to dispute any of these charges.

For this quarter, we are looking at about $92,000 of certifications with an additional $8,000 of an administrative fee, which is about $25 per each property.

I'd like to know, there was some indication on some of the higher, outstanding amounts and there are several that are outstanding from 2022. There's nothing further that we've done. Is there a recommendation that we have a further charge or when it's residential? I guess just that's a long time to go without paying.

And it may be worthwhile to have a discussion about you know, the the frequently delinquent commercial properties and things like that and just seeing if there is some way we want to address the non-payment beyond our current system. I think that would be appropriate to to bring back for some further discussion.

So this policy was last formally updated in 2014. It applies to city streets and parking lots. It does not apply to pathways.

We do not have a bare pavement policy. So, we're not saying we guarantee black pavement with, you know, black pavement when, you know, 24 hours after event or something similar to that.

If we hit a mailbox directly with our our our snow plow or the wing, we will replace it. If the snow the weight of the snow knocks it over, that is a property owner responsibility.

One key term we changed was we referenced collector routes. We're changing that to priority main routes. Kind of just simplifying it to the general public. Most people don't know what a collector route is.

I appreciate the intentional review and always when it's shorter and easier to read and there's some various policies we've seen that have a lot of extra words in them. So, I appreciate the attention to that.

So the last time we brought the noise ordinance was back in 2018. We did at that time add some exemptions to the policy for some city-led projects.

Staff was proposing to add some additional exemptions just for public agency projects. We don't want to make this open up for private construction, but if Ramsey County, for example, or the Metropolitan Council, if they had a really short-term project, so staff's proposal was to limit it to a maximum of 3 days and there was an overall public benefit to some degree that staff would be able to make that exemption similar to how we do city projects currently.

Does staff um, would there be cases where staff might still perhaps put some sort of conditions or requirements as part of the granting of the exemption as it relates specifically to a project?
