RECEIVE PUBLIC COMMENT 29 ## 30Public Comment – C. Warzecha: 31C. Warzecha, a resident and former Parks and Recreation Commissioner, shared concerns regarding 32illegal dumping occurring in dumpsters located within Central Park. It was noted that frequent walks 33through the park have revealed repeated instances of overflowing dumpsters and unauthorized 34disposal of waste. C. Warzecha stated that information and photographs documenting the issue had 35been shared with Parks Superintendent Jim Taylor and expressed concern regarding the visual 36impact, costs associated with disposal, and the use of taxpayer resources to address illegally dumped 37materials. C. Warzecha encouraged the Commission to continue discussing the issue and pursue 38potential solutions. Photographs of the full dumpsters were provided to the Commission. It was also 39noted that the dumpsters have since been removed, though it was unclear whether they would return 40in the future. Page 3 of 56 2 41Staff Response: 42Staff confirmed that significant efforts have been undertaken in recent weeks to address the issue. 43Staff explained that the dumpsters are intended to support maintenance operations throughout the 44park system and are not intended for public use within the park. The dumpsters are currently located 45in the parks due to limited capacity at City Hall, though additional capacity is anticipated with the 46future Maintenance and Operations Center. 47 48To address illegal dumping, staff have deployed trail cameras near the dumpsters and have provided 49license plate information obtained through those efforts to the Police Department. Staff are also 50testing relocation of the dumpsters to the City Hall campus rather than park locations. 51 52Staff acknowledged the shared frustration regarding the issue, noting that illegal dumping is 53unsightly, costly, and impacts operations. The dumpsters are intended to support maintenance 54operations throughout the City's approximately 680 acres of parkland and the collection of waste 55from roughly 200 trash receptacles located throughout the park system. 56 57Staff noted that previous attempts to secure the dumpsters with locks resulted in trash being left 58alongside the containers, leading to discontinuation of that approach. 59 60As an interim measure, staff are evaluating the alternative dumpster locations. Longer-term 61considerations include reviewing overall trash collection methods and potentially pursuing more 62efficient and environmentally sustainable collection options, such as a dedicated trash collection 63vehicle. 64 65Staff noted that the issue can remain on future agendas to keep the Commission informed of ongoing 66efforts and progress. 67 68 ## 694. OTHER BUSINESS ## 82a) DEPARTMENTAL UPDATES 83Staff provided the following departmental updates: 84• The Roseville School of Dance recital was held at Roseville Area High School on May 2 and 85May 3. Staff noted that feedback received from parents was overwhelmingly positive. 86• The Roseville Skate School Ice Show took place April 16–18, 2026, with more than 300 87skaters participating. 88• Staff provided special recognition to Roseville Skating Center staff for creating a new 89Introduction to Competitive Skating program. Approximately 30 youth participated in the 90inaugural program. Staff noted that participant feedback was very positive and that the 91program serves as a valuable introduction to a lifelong sport. 92• The Citywide Garage Sale event took place May 28–30, with approximately 100 households 93participating. 94• The annual volunteer planting of the iconic Lexington Boulevard flower beds at Central Park 95took place on May 30 with more than 100 volunteers participating. Staff expressed special 96thanks to Friends of Roseville Parks for funding the purchase of the flowers. 97• The Autumn Grove Park community engagement meeting regarding the playground 98replacement and overall park concept plan was held on May 13. Staff noted that the preferred 99concept includes relocating the playground closer to the park building and adding pathway 100connections. Because project costs exceed the approved budget, a proposal will be presented 101to the City Council on June 15. Staff noted that the majority of proposed improvements are 102focused on the north side of the park. Community members also provided valuable ideas for 103the south parcel that will be considered during future master planning discussions. 104• Rosefest events are scheduled for June 22–28, with the Rose Parade taking place on June 22 105and Party in the Park and Fireworks scheduled for June 27. 106o New Rosefest events for 2026 include a Grass Volleyball Tournament, Skateboard 107Competition, Junior Golf Tournament, and Planting for Pollinators volunteer event. 108• The stakeholder group for the Maintenance and Operations Center project is scheduled to 109potentially hold its final meeting on June 3 to discuss final project plans. 110• Staff reported that the Aldine Right-of-Way Feasibility Study has been completed and is 111scheduled for City Council review on June 8. Staff noted that the Parks and Recreation 112Commission’s recommendation was included in the report. Two options were identified by 113the consultant: 114o A winding crushed aggregate pathway with a surface treatment, estimated at 115approximately $78,000, which would require removal of a significant number of 116trees. 117o A crushed aggregate pathway with sections of boardwalk, estimated at approximately 118$120,000, which would also have tree impacts. Earlier this year, the City retained the Morris Leatherman Company to conduct the 2026 community survey of Roseville residents. The random-sample telephone survey included 400 residents and was conducted between June 18 and July 9, 2026. The presentation and discussion will focus primarily on findings related to parks, recreation programs, facilities, community events, natural resources, and other areas relevant to the Commission’s work. Having accessible nets during the warmer seasons would provide a wonderful outlet for local youth, families, and neighbors to engage in casual pickup games and active recreation.I understand the city faces logistical challenges regarding turf maintenance, equipment safety, and vandalism. However, many residents would greatly benefit from either:Installing year-round, lockable/anchored community goals.Setting up the youth league nets earlier in the summer season.Lexington Park is a fantastic community hub, and adding this equipment would make it even more welcoming Page 50 of 56 for local soccer enthusiasts.
