--- title: Minutes - Final --- 15 West Kellogg Blvd. ## Saint Paul, MN 55102 ## City of Saint Paul ## Minutes - Final ## Legislative Hearings ## Marcia Moermond, Legislative Hearing Officer ## Mai Vang, Hearing Coordinator ## Joanna Zimny, Executive Assistant legislativehearings@ci.stpaul.mn.us 651-266-8585 ## 9:00 AM ## Room 330 City Hall & Court House/Remote Thursday, April 9, 2026 9:00 a.m. Hearings ## Special Tax Assessments ## RLH TA 26-851 Ratifying the Appealed Special Tax Assessment for property at 320 ## MICHIGAN STREET. (File No. CG25Q3B1, Assessment No. 260130) ## Sponsors: ## Noecker Reduce assessment from $234.45 to $182.97. Staff report by Jillian Barden: the property owner was charged full rate for a 35 gallon cart when they only had the cart for a couple of weeks. The property owner requested a cart and was charged full rate for the quarter when the charge should have been for only 5 weeks. Staff recommends reducing the Quarter 3, 2025 assessment to $182.97. That’s for the 65 gallon cart they had the entire quarter and the 5 weeks with 35 gallon. Moermond: 5 out of 13 weeks. Less than half, but the bill not half. Barden: it is $113.19 for the 64 gallon the entire quarter. They had 2. Moermond: got it, recommend that reduction. $234.45 to $182.97. Referred to the City Council due back on 4/15/2026 2 ## RLH TA 26-86 Ratifying the Appealed Special Tax Assessment for property at 176 ## MISSISSIPPI RIVER BOULEVARD NORTH (File No. CG25Q3B1, Assessment No. 260130) (Amend to delete) ## Sponsors: ## Coleman Delete the assessment. Staff report by Jillian Barden: this property owner requested a long-term hold for renovations and had submitted a Unoccupied Dwelling Registration Form, but it was applied to the wrong address. Staff recommends removing assessment. Moermond: so recommended. (File No. CG25Q3B1, Assessment No. 260130) ## Sponsors: ## Noecker Approve the assessment. Tried calling 9:12 and 9:13 am and it connected, then she left the call. Tried calling at 9:25 am and left voicemail: this is Marcia Moermond from St. Paul City Council calling Melaine Schwahn-Doyle to talk about an assessment for garbage hauling services for 81 Western. We tried calling twice earlier and there was a problem with the answering machine. We’ll have staff follow up with you and you can submit a written statement for the record if you would like. Referred to the City Council due back on 4/15/2026 10:00 a.m. Hearings 4 ## RLH TA 26-87 Ratifying the Appealed Special Tax Assessment for property at 856 ## ALBEMARLE STREET. (File No. CG25Q3B4, Assessment No. 260133) ## Sponsors: ## Bowie Reduce assessment from $105.38 to $54.80. Staff report by Jillian Barden: the property owner reports there is a 35 gallon cart with every other week collection at her property instead the 64 gallon we have in our system. This error likely happened during the information transfer from the previous hauler. PW staff confirmed cart size by reviewing service photos. There was a hold on the account for one week in Quarter 3, so staff recommend reducing assessment to $54.80. Moermond: so recommend the reduction. Referred to the City Council due back on 4/15/2026 5 ## RLH TA 26-83 Ratifying the Appealed Special Tax Assessment for property at 1020 ## ARUNDEL STREET (File No. CG25Q3B4, Assessment No. 260133) ## Sponsors: ## Kim Reduce assessment from $146.25 to $135.23. Staff report by Jillian Barden: the property owner requested photos of the bags picked up in Quarter 3. The hauler provided photos and also stated we could reduce the assessment by removing the charge for two bags. Staff recommends reducing assessment to $135.23. Moermond: makes sense, recommend the reduction to $135.23. Referred to the City Council due back on 4/15/2026 Page 2 ## City of Saint Paul April 9, 2026Legislative HearingsMinutes - Final 6 ## RLH TA 26-88 Ratifying the Appealed Special Tax Assessment for property at 1796 NEVADA AVENUE EAST (File No. CG25Q3B3, Assessment No. 260132) (Amend to delete) ## Sponsors: ## Yang Delete the assessment. Staff report by Jillian Barden: the property owner was charged a prorated amount, but service hold should have been in effect instead. No one has been actively living at the property for over two years, and the service hold from the previous hauler did not transfer over during the garbage transition. The assessments on this property were adjusted accordingly due to hold, but the Quarter 3 adjustment was overwritten with a prorated cart removal charge. Staff recommends removing assessment. Moermond: transfer issues on the service hold, recommend deletion. Referred to the City Council due back on 4/15/2026 7 ## RLH TA 26-84 Ratifying the Appealed Special Tax Assessment for property at 1058 WESTERN AVENUE NORTH. (File No. CG25Q3B4, Assessment No. 260133) ## Sponsors: ## Kim Reduce assessment from $394.01 to $281.97. Staff report by Jillian Barden: property owner was charged for the incorrect number of bags and the property owner requested photos of the bags picked up in Quarter 3. The hauler provided photos and also stated we could reduce the assessment by removing the charge for four bags. Staff recommends reducing assessment to $281.97. Moermond: recommend the reduction. Referred to the City Council due back on 4/15/2026 11:00 a.m. Hearings 8 ## RLH TA 26-89 Ratifying the Appealed Special Tax Assessment for property at 359 ## FULLER AVENUE (File No. CG25Q3B5, Assessment No. 260134) ## Sponsors: ## Bowie Reduce from $248.42 to $124.21. Staff report by Jillian Barden: The previous hauler reported two carts at this address during the City's transition, but the resident states there is only one 64 gallon cart at the property. This discrepancy likely stems from a data import error during the account transfer. This property was also charged four extra bags on July 17, but the hauler stated we could remove two bag charges. Staff recommends reducing assessment to $124.21, which is the charge for one 64 gallon cart at full rate, plus two extra bags. Moermond: so recommend the reduction. Staff report by Jillian Barden: The previous hauler reported four 35 gallon carts at this address during the garbage transition, but the resident states they only have two 35 gallon carts at the property. This discrepancy likely stems from a data import error during the account transfer. Staff recommends reducing assessment to $165.38 Moermond: so recommended. Referred to the City Council due back on 4/15/2026 10 ## RLH TA 26-93 Ratifying the Appealed Special Tax Assessment for property at 578 ## LAFOND AVENUE (File No. CG25Q3B5, Assessment No. 260134) ## Sponsors: ## Bowie Reduce assessment from $82.69 to $58.47. Staff report by Jillian Barden: the property owner reports there is a 35 gallon cart with every other collection at her property instead of the 35 gallon weekly collection cart we have in our system. This error likely happened during the information transfer from the previous hauler. Public Works staff confirmed cart size by reviewing service photos. Staff recommend reducing assessment to $58.47. Moermond: so recommend the reduction. Referred to the City Council due back on 4/15/2026 11 ## RLH TA 26-90 Ratifying the Appealed Special Tax Assessment for property at 299 SHERBURNE AVENUE. (File No. CG25Q3B5, Assessment No. 260134) (Amend to delete) ## Sponsors: ## Bowie Delete the assessment. Moermond: this is a Category 3 Vacant Building that will be in front of Council the same day. This was identified in the Legislative Hearing process because he hadn’t been living there and was unaware he had this service. I think there’s a communication and hospitalization problem both happening. I’m going to recommend this is deleted. Referred to the City Council due back on 4/15/2026 ## Staff Reports 12 ## SR 26-58 ## Review Request of Ratifying the Appealed Special Tax Assessment for property at 930 LAUREL AVENUE adopted by Council on December 17, 2025 under File RLH AR 25-99. (File No. CG25Q2B1, Assessment Page 4 ## City of Saint Paul April 9, 2026Legislative HearingsMinutes - Final No. 250118) ## Sponsors: ## Bowie Reduce assessment from $496.15 to $248.07. Staff report by Jillian Barden: The property owner was billed for six 35 gallon carts but should have been billed for three 35 gallon carts. This discrepancy likely stems from a data import error during the account transfer. However, the PO did not dispute the charges and paid the Quarter 2 bill on August 28, 2025. The property owner also paid the Quarter 3 bill on Nov 19, 2025 without dispute. On February 16, 2026 the property owner called Public Works to apply for cart sharing and the Public Works customer service representative informed the property owner there were six carts at the property. We adjusted the Quarter 3 and Quarter 4 bill but were unable to adjust the Quarter 2 bill because the window to dispute the charges has closed and the property owner already paid the bill. Staff recommends reducing assessment to $248.07. Moermond: I would concur with that reduction. Mai Vang: this will be abated from the property tax. ## Received and Filed Page 5 ## City of Saint Paul
