Ratifying the Appealed Special Tax Assessment for property at 320
## MICHIGAN STREET. (File No. CG25Q3B1, Assessment No. 260130)

Reduce assessment from $234.45 to $182.97.
Staff report by Jillian Barden: the property owner was charged full rate for a 35 gallon
cart when they only had the cart for a couple of weeks. The property owner requested a
cart and was charged full rate for the quarter when the charge should have been for
only 5 weeks. Staff recommends reducing the Quarter 3, 2025 assessment to
$182.97. That’s for the 65 gallon cart they had the entire quarter and the 5 weeks with
35 gallon.
Moermond: 5 out of 13 weeks. Less than half, but the bill not half.
Barden: it is $113.19 for the 64 gallon the entire quarter. They had 2.
Moermond: got it, recommend that reduction. $234.45 to $182.97.

Tried calling at 9:25 am and left voicemail: this is Marcia Moermond from St. Paul City
Council calling Melaine Schwahn-Doyle to talk about an assessment for garbage
hauling services for 81 Western. We tried calling twice earlier and there was a problem
with the answering machine. We’ll have staff follow up with you and you can submit a
written statement for the record if you would like.

Staff report by Jillian Barden: the property owner reports there is a 35 gallon cart with
every other week collection at her property instead the 64 gallon we have in our
system. This error likely happened during the information transfer from the previous
hauler. PW staff confirmed cart size by reviewing service photos. There was a hold on
the account for one week in Quarter 3, so staff recommend reducing assessment to
$54.80.

Staff report by Jillian Barden: the property owner was charged a prorated amount, but
service hold should have been in effect instead. No one has been actively living at the
property for over two years, and the service hold from the previous hauler did not
transfer over during the garbage transition. The assessments on this property were
adjusted accordingly due to hold, but the Quarter 3 adjustment was overwritten with a
prorated cart removal charge. Staff recommends removing assessment.
Moermond: transfer issues on the service hold, recommend deletion.

Staff report by Jillian Barden: The previous hauler reported two carts at this address
during the City's transition, but the resident states there is only one 64 gallon cart at
the property. This discrepancy likely stems from a data import error during the account
transfer. This property was also charged four extra bags on July 17, but the hauler
stated we could remove two bag charges. Staff recommends reducing assessment to
$124.21, which is the charge for one 64 gallon cart at full rate, plus two extra bags.
Moermond: so recommend the reduction.

Moermond: this is a Category 3 Vacant Building that will be in front of Council the
same day. This was identified in the Legislative Hearing process because he hadn’t
been living there and was unaware he had this service. I think there’s a communication
and hospitalization problem both happening. I’m going to recommend this is deleted.

Reduce assessment from $496.15 to $248.07.
Staff report by Jillian Barden: The property owner was billed for six 35 gallon carts but
should have been billed for three 35 gallon carts. This discrepancy likely stems from a
data import error during the account transfer. However, the PO did not dispute the
charges and paid the Quarter 2 bill on August 28, 2025. The property owner also paid
the Quarter 3 bill on Nov 19, 2025 without dispute. On February 16, 2026 the property
owner called Public Works to apply for cart sharing and the Public Works customer
service representative informed the property owner there were six carts at the property.
We adjusted the Quarter 3 and Quarter 4 bill but were unable to adjust the Quarter 2
bill because the window to dispute the charges has closed and the property owner
already paid the bill. Staff recommends reducing assessment to $248.07.
Moermond: I would concur with that reduction.
Mai Vang: this will be abated from the property tax.
