The County Administrator reported a significant development: a Federal Highway Administration (FHWA) letter declared the Metropolitan Council's evaluation criteria for regional transportation projects non-compliant with federal regulations. The FHWA mandated the removal of criteria based on race/ethnicity and the 'environmental justice framework,' and required expanding the definition of 'community' to include all transportation users, such as freight carriers and commuters, not just local residents.
