Joint Drainage Ditch #3 Maintenance Authorization
Votes (1)
Adopt Resolution Number 2026-229 Authorizing Bid Solicitation for Joint Drainage Ditch #3 Maintenance
Moved by Unknown Commissioner [00:09:07] · Seconded by Commissioner from Lisa County [00:09:13]
Andy Prepsky from SWCD presented a detailed maintenance evaluation report for Joint Drainage Ditch #3. He identified 45 eroding drainage system outlets, 9 areas of bank erosion totaling 660 feet, 5 gully sites (one being particularly severe), extensive sediment accumulation (not cleaned to original design specs since 1979 in many areas), two corroded 72-inch culverts, and two spoil piles obstructing access. Proposed fixes included grading, shaping, rock riprap, sediment removal to restore 1979 depth, and culvert replacement. He provided a cost estimate between $270,000 and $425,000. Commissioner Tits inquired about the status of other culverts and the bidding process. It was clarified that this resolution would *authorize* the solicitation of bids, as none had been received yet, and the cost estimates were preliminary.

identified 45 of these that have erosion...you can see the void areas below the culverts.
The issue with these is that they can alter the ditch profile, reduce flow and reduce the ditch capacity.
Um issues with this is a source of sediment which can impact the ditch capacity.
So the fix would be remove sediment to restore depth back to the 1979 design and as built survey specs.
I'm like, isn't that what we're supposed to be doing? And I thought the way I I thought originally or at first someone did get some bids. I'm like, "Wow, that's why we're here.
I appreciate the estimates, but I think it's important for us to know or any of our stakeholders who might be watching or looking at those. Those are just estimates to give us an idea of what we're looking at. And this solic bid solicitation will give us more information.
