A Work Session of the Belle Plaine City Council met on Monday, June 15, 2026 at 6:36 PM in the council chambers of City Hall, 218 North Meridian Street, Belle Plaine, MN. Present were Mayor James Evans and Councilmembers Brady Hartmann, Rex Stacey, Luke Otto and Shane Theas. Also present were City Administrator Meyer, Community Development Director Smith Strack Public Works Superintendent Otto, Police Chief Stier, City Engineer Duncan and City Attorney Bob Vose. ## 2. APPROVAL OF AGENDA. MOTION by Councilmember Otto, second by Councilmember Theas, to approve the Agenda as presented. ALL VOTED AYE. MOTION CARRIED. ## 3. DISCUSSION ITEMS. 3.1. Discussion: Aquatic Center Closing Date. City Administrator Meyer reviewed the Aquatic Center schedule and the change to the start of the school year. The Council held a lengthy discussion. It was the consensus of the Council to close the Aquatic Center for the season on Sunday, August 30 th . 3.2. Discussion: Waste Water Treatment Facility. City Administrator Meyer reviewed where the Waste Water Treatment Facility is at with Point Source Implementation Grant Program (PSIG). City Administrator Duncan and Gunnar Kern reviewed the PSIG funding and options for managing the project. The Council held a lengthy discussion. It was the consensus of the Council to move forward with project and gave direction for staff to start preparations for an RFP for a Construction Manager at Risk (CMAR). ## 3.3. Discussion: Food Trucks – Restaurants Community Development Director Smith Strack reviewed the discussion from EDA regarding engaging stakeholders for a Food Truck Discussion. The Council held discussion. It was the consensus of the Council to move forward with discussion with stakeholders. ## 3.4. 2050 Comp Plan – Community Values Community Development Director Smith Strack reviewed the status of the 2050 Compressive Plan. The Council reviewed and shared their chosen community value statements. ## 4. ADJOURN.
