## REGULAR MEETING
## JUNE 1, 2026
## 1. CALL TO ORDER
The Finance Ways and Means Committee met at 3:00 PM on Monday, June 1, 2026 in the council
chambers of City Hall, 218 North Meridian Street, Belle Plaine, MN. Mayor Evans called the meeting to
order with Councilmember Hartmann, Stacey and Theas present. Councilmember Otto was absent.
Also present were City Administrator Meyer, Finance Director Jirik, Police Sergeant Vycital, Police Chief
Stier, Public Works Superintendent Otto and First Assistant Fire Chief Hentges.
## 2. APPROVAL OF THE AGENDA
MOTION by Councilmember Hartmann, second by Councilmember Theas, to approve the agenda as
presented. ALL VOTED AYE. MOTION CARRIED.
3. APPROVAL OF THE MINUTES 3.1. Finance Ways and Means Minutes of May 18, 2026.
MOTION by Councilmember Hartmann, second by Councilmember Theas, to approve the Finance Ways
and Means Minutes of May 18, 2026. ALL VOTED AYE. MOTION CARRIED.
## 4. DISCUSSION ITEMS
4.1. Discussion: Staffing and Efficiency.
Mayor Evans had each Department Head briefly review their Department. Council reviewed the City of
Belle Plaine staffing levels compared to the Cities of similar size including: Jordan, New Prague,
Albertville, Elko New Market, North Mankato, Wyoming and St. Francis. Council asked clarifying
questions and held discussion.
It was the direction of the Council to have staff bring back the following:
Public Works Department – provide offset costs for out sourced mechanic items VS keeping it in
house.
Public Works Department – provide a detailed list of projects in house vs. outsourced
(concrete/bathrooms)
Community Development – provide apples to apples for operating with contracted inspectors vs.
interns vs. employees – include labor costs by department including benefits in a “systems
model”

MOTION by Councilmember Theas, second by Councilmember Hartmann, to adjourn the meeting at 3:55
